JP-8 FUEL HANDLERS

THE JP-8 FUEL HANDLERS TRI-LAYER COVERALL

SHALL BE MADE IN ACCORDANCE WITH THE FOLLOWING AEROSTAR INTERNATIONAL PART NUMBERS OR EQUAL.

SECTION C- DESCRIPTION/SPECIFICATION

COVERALLS JP-8 WILL BE PURCHASED UNDER THE FOLLOWING

SALIENT CHARACTERISTICS UNTIL PURCHASE DESCRIPTION IS COMPLETED.

SALIENT CHARACTERISTICS:

COVERALLS, FUEL HANDLER'S, JP-8,

TRI-LAYER, PERSONNEL PROTECTIVE

The coverall shall be AF Blue 1636 in color, with a two way slide fastener front entry with fastener tape fly closure. There shall be a three layer stretch inner wrist cuff with fastener tape adjustable closure at the wrist tabs and leg tabs. A detachable hood shall be included. The hood shall be secured with fastener tape to the back of the collar. (See Figure 1. Note: Figure 1 is for informational purposes only).

The basic material shall be cloth, laminated, anti-static, waterproof and moisture vapor permeable. Designated seams and stitching shall be sealed with one inch wide laminated tape made from a nylon tricot backing, a micro porous polytetrafluoroethylene film middle layer and a thermoplastic adhesive that shall permanently affix the tape to all designated seams and stitching. The micro porous polytetrafluoroethylene film shall have a minimum weight of 0.5 ounces per square yard.

The front entry slide fastener shall be a molded plastic size No. 5, with two sliders allowing a two way opening. The color shall be black.

The thread for all seaming and stitching shall be polyester and conform to A-A-55634, navy shade in color.

The finished garment, taping, seams and stitching shall be uniformly sealed, showing no signs of puckering lifting, curling or bubbling. The sealing tape will be positioned evenly over the center of all designated seams and stitching. The tape and surrounding fabric shall not be damaged, burnt, or melted exposing the film layer of the laminate. Sealed seams and stitching shall show no signs of leakage when tested in accordance with ASTM-D-751, Procedure B2, initially or after contamination with JP-8, hydraulic fluid, and DEET.

The coverall shall be available in sizes X-Small, Small, Medium, Large, X-Large and XX-Large.

In previous production successful results have been attained using material with the characteristics of Gore-Tex Best Defense Fabric for the coverall fabric and Gore-Tex KPMX102600B for the wrist material.

"TECHNICAL ORDER 1-1-3, INSPECTION AND REPAIR

OF AIRCRAFT INTEGRAL TANKS AND FUEL CELLS.

LISTED ARE THE NATIONAL STOCK NUMBERS AND

THE PART NUMBERS THEY WERE ORDERED UNDER

ORGINALLY.

ACCEPTANCE TESTING APPLIES TO EVERY PRODUCTION LOT.

SAMPLING SHALL BE IN ACCORDANCE WITH ANSI Z1.4

THE INSPECTION LEVEL SHALL BE S-1 ANY FAILURE SHALL RENDER THE LOT FAILLING.

Testing of the end item

Hydrostatic resistance of sealed seams test. The hydrostatic resistance shall be tested in accordance with ASTM-D-751, Procedure B, and Procedure 2 at a height of 50 cm for 3 minutes. The coverall shall be tested at four different locations as follows: Neck, Waist, and Back Sleeve Seam (both sides). The water shall contact the outside of the garment. The sealed seam shall be centered in the test area of the testing apparatus. Evidence of leakage in one or more seam locations shall be considered a test failure. Leakage is defined as the appearance of one droplet of water anywhere in the test area.

After diethyltoluamide. Five 4 x 4 inch specimens shall be tested. Each specimen shall be laid flat, face side up on a 4 x 4 inch, 1/4 inch thick glass plate. Three drops of diethyltoluamide containing 75% diethyltoluamide and 25% ethanol shall be applied to the center of each specimen. A glass plate of the same dimensions shall be placed on the specimen and 0.25 pounds per square inch of glass plate contact area shall be applied to the assembly. After 16 hours the specimens shall be removed from between the glass plates and tested immediately for hydrostatic resistance.

Contamination procedure. The specimen (or specimen area) shall be laid flat, face side up, on glass plate, 1 ml of the test liquid shall be applied to the center of the specimen (or specimen area); as applicable, the test liquid shall be JP-8 fuel (MIL-T-83133) and hydraulic fluid (MIL-T-83133). A glass plate of the same dimension shall be placed on the specimen (or specimen area) and a pressure of 0.0625 per sq inch of glass plate contact area be applied to the assembly. After 16 hours remove the specimen (or specimen area) from the assembly and test immediately for the required performance property in the center of specimen (or specimen area). For testing the "initial condition, the test specimen shall be as specified by the applicable test method.

ADDITIONAL LABELING REQUIREMENTS:

Label/Marking. Each coverall shall be properly labeled with a combination identification and size label conforming to type VI, Class 4 of MIL-DTL-32075. The printing shall have "good" colorfastness to laundering when tested in accordance with AATCC 61. The combination label shall include item description, contract number, national stock number, Fur, Wool or Fiber Products Act information as applicable, contractor's name and size. The combination label shall be centered securely at center back as not to cause damage to the end item.

DELETE CURRENT "BARCODE LABEL/TAG" REQUIREMENTS AND SUBSTITUTE THE FOLLOWING:

LABEL TAG: EACH ITEM SHALL BE INDIVIDUALLY BAR-CODED WITH A PAPER TAG FOR PERSONAL CLOTHING ITEMS. THE PAPER USED FOR THE TAGS SHALL BE STANDARD BLEACHED SULFATE HAVING A BASIS WEIGHT OF 100 POUNDS WITH A SMOOTH FINISH TO ACCEPT THERMAL TRANSFER AND DIRECT PRINTING. THE TAGS SHALL HAVE A HOLE AND SHALL BE ATTACHED TO EACH ITEM BY A FASTENER, CLEARLY LEGIBLE AND READABLE BY SCANNER. THE BAR CODING ELEMENT SHALL BE A 13 DIGIT NATIONAL STOCK NUMBER (NSN). THERE SHALL BE A 12 DIGIT UNIVERSAL PRODUCT CODE (UPC) ASSIGNED FOR ALL NSNS BY THE GOVERNMENT. THE INITIAL "UPC" MUST APPEAR BENEATH THE CODE. THE BAR CODES FOR NSN AND UPC SHALL BE A MEDIUM TO HIGH DENSITY AND SHALL BE LOCATED SO THAT THEY ARE COMPLETELY VISIBLE ON THE ITEM WHEN IT IS FOLDED AND PACKAGED AS SPECIFIED. THE LABEL'S LOCATION SHALL CAUSE NO DAMAGE TO THE ITEM.

NOTE: UNIVERSAL PRODUCT CODE INFORMATION THE GOVERMENT ASSIGNED UNIVERSAL PRODUCT CODE (UPC) MUST BE PLACED ON ALL SHIPPING CARTONS ON WHICH THE NSN APPEARS.

Packaging examination. The fully packaged end item shall be examined for the defects listed below. The lot size shall be expressed in units of shipping containers. The sample unit shall be one shipping container fully packaged. The Inspection level shall be S-2 and the AQL, expressed in terms of defects per hundred units, shall be 2.5.

Examine Defect

Materials Any component missing, damaged or not as specified.

Workmanship Inadequate application of components such as: incomplete closure of container flaps, loose strapping, improper taping, or inadequate stapling.

Bulged or distorted container.

Contents Number of intermediate containers per shipping container is more or less than required.

Number of items per container is more or less than required.

Palletization examination. The fully packaged and palletized end items shall be examined for the defects listed below. The lot size shall be expressed in units of palletized unit loads. The sample unit shall be one palletized unit load, fully packaged. The Inspection level shall be S-1 and the AQL, expressed in terms of defects per hundred units, shall be 6.5.

THE NOMENCLATURE AND MANUFACTURER'S NAME (WHEN THE NAME IDENTIFIES THE MATERIAL) SHALL BE OMITTED FROM ALL EXTERIOR SHIPPING CONTAINERS OF DLA TROOP SUPPORT C&T ITEMS, REGARDLESS OF MODE OF SHIPMENT.

IF THE MANUFACTURER'S NAME DOES NOT IDENTIFY THE MATERIAL AS BEING CLOTHING, IT MAY REMAIN. NSNS SHALL BE SHOWN ON ALL SHIPPING CONTAINERS OF C&T ITEMS, THE PACKING LIST SHALL BE PLACED INSIDE THE LAST CONTAINER TO BE LOADED FOR EACH SHIPMENT. THE WORDS "PACKING LIST HERE" SHALL BE STENCILED, NOT HAND LETTERED, ON THE CONTAINER.

SECTION D – PACKAGING AND MARKING

EACH COVERALL, HAVING ALL FASTENERS CLOSED,

SHALL BE FOLDED SO THAT THE UPPER FRONT IS ON

TOP AND THEN THE COVERALL SHALL BE PLACED IN A

CLOSE-FITTING CLEAR POLYETHYLENE BAG THE BAG

SHALL HAVE A 1/8"-1/4" HOLE LOCATED NEAR A

BOTTOM CORNER TO ALLOW AIR TO ESCAPE.

15 Coveralls per box

As a minimum item shall be packed in a snug fitting fiberboard shipping container conforming to ASTM-D-5118, Type CF, Style RSC, Grade 275, variety SW, Class domestic, with a double wall liner. Any commercial closure method cited in ASTM-D-1974 is acceptable except stapling.

Packaging shall be as per ASTM-D-3951, MIL-STD-129 with change notice 4, MIL-STD-147. Lot numbering shall be in accordance with MIL-STD-129 AND DSCP-4155.3 image1.emf
