PURCHASE ITEM DESCRIPTION
GAITER, NECK
1. SCOPE
This purchase description covers the requirements for a neck gaiter to be worn by service personnel.
2. SALIENT CHARACTERISTICS
2.1 Design and construction.
The neck gaiter shall consist of a single piece of basic material sewn into a cylinder or tube using an overedge stitch. The brush side of the basic fabric shall finish on the inside of the neck gaiter.
Both ends of the tube shall be turned to the inside of the scarf 1/2 to 5/8 inch using Efb-1 stitching type and then cover stitched with stitch type 602 of ASTM-D-6193. The seam and hem stitching shall be such that when either seam is pulled to maximum stretch of the body material, the stitching shall not crack, break or restrict the stretch in any way. There shall be no raw edges. The neck gaiter shall measure 15 + 1 inches in length and 10 + 3/4 inches in width.

2.2 Basic material. The basic material for the neck gaiter shall be plain jersey knit fabric, consisting of 90 + 5% spun polypropylene and 10 + 5% lycra yarn. The color shall be dark brown/tan.
2.3 Thread. The thread used in seaming and hemming shall be of a suitable weight and type for the intended use, and the color shall approximate the color of the basic material.
2.4 Cloth. The cloth shall weigh a minimum of 8.5 ounces per square yard and not more than
12.5 ounces per square yard when tested in accordance with ASTM-D-3776. The cloth shall have a Ball Bursting strength above 200 pounds when tested in accordance with ASTM-D-3786.
2.5 Label. Each neck gaiter shall have a white, non-woven, commercial-type label. The label shall be securely attached in the hem stitching of one of the ends. The inscription shall have a minimum font size of 10 points and be placed at center back on the label so that the identification and instructions are clearly visible. The ink shall last the expected life of the neck gaiter and shall not show through to the face side of the label. The fastness to laundering requirements of MIL-DTL-32075 shall apply. The inscription shall contain the following information:

LAUNDERING INSTRUCTIONS
Field laundry – Use Formula II of FM 10-280 Tumble dry not to exceed 10°F
Post laundry – Use Formula IV of “Natick Formulas”
Tumble dry not to exceed 100°F
Home laundry – Permanent press wash cycle, or hand Wash warm water, tumble dry, medium temperature setting.
DO NOT BLEACH/STEAM PRESS OR USE SOFTENERS
2.5.1 Bar-code label/tag. Each neck gaiter shall be individually bar-coded with a Type VIII, Class 17, and Label/Tag of MIL-DTL-32075. The Label/Tag shall be located so that it is completely visible on the item when it is folded and/or packaged as specified and shall cause no damage to the item.
3. REGULATORY REQUIREMENTS
3.1 Recycled, recovered, or environmentally preferable materials. Recycled, recovered, or environmentally preferable materials should be used to the maximum extent possible provided that the material meets or exceeds the operational and maintenance requirements, and promotes economically advantageous life cycle costs.
4. PRODUCT CONFORMANCE
4.1 Product conformance. The products provided shall meet the salient characteristics of this purchase description, and shall conform to the producer's own drawings, specifications, standards and quality assurance practices. The Government reserves the right to require proof of such conformance.
4.2 Acceptance criteria. Acceptance criteria shall be as specified in the contract or purchase order.
4.3 End item visual and dimensional examinations. Each neck gaiter selected for examination shall be visually and dimensionally examined. Lot inspections shall be in accordance with ANSI Z1.4
4.4. Defects. The neck gaiter shall be examined for the major defects listed below.

Any hole, cut, tears, mends, slubs, needle chew, shade bar, streak, color not as specified.
Seams and stitching
Seam: distorted, pleated, wavy, twisted, irregular or open, loose stitch tension resulting in loose seam; tight tension resulting in puckering, seam type not as specified, raw edges.
Stitches: broken or missing thread or stitch, stitch type not as specified.
Workmanship Any component part omitted or not as specified, distorted, full, tight or twisted parts. Any defect not specified in this table which affects, form, fit or function.
Cleanness Spot, stain, excessive thread ends not trimmed or removed, raw edges, thread ends not removed, odor.
Labels Omitted, incorrect, illegible, not attached specified; bar codes omitted, not readable by scanner; human-readable interpretation (HRI) omitted or illegible; bar code not visible on folded, packaged item; bar code causes damage to the hood.
Dimensions and finished measurements Not as specified.
5. PACKAGING
5.1 Packaging, packing and marking. Preservation, packing and marking shall be as specified in the contract or purchase order.
