Brand name acquisition for a Kodak i620 scanner, Kodak Capture Full Version software and service agreement for software and hardware one year.

DEMONSTRATION OF THE PROPOSED CONTRACTOR'S UNIQUE

QUALIFICATIONS

-10 USC 2304( c)( 1). Only one responsible source and no other supplies or services will satisfy agency requirement.

FAR 6.303- Brand name item peculiar to one manufacturer. Required hardware/software contains the features required by the Government. All the scanners in the Central Data Library are presently Kodak scanners, however, Model #3500 is no longer available, thus the replacement to the #3500 is the i620 Model. In order for all scanners/systems to be compatible inside the Central Data Library use of the Kodak equipment is r~quired for.hardware/software to interface present systems in Central Data Library. .

5. DETERMINATION BY THE CONTRACT OFFICER THAT THE ORDER

REPRESENTS THE BEST VALUE

The Contracting Officer anticipates awarding at fair and reasonable pricing based on adequate competition in accordance with FAR 15.404-1 (b )(iv) and per price analysis consistent with FAR lS.404-1(b).

6. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED

Reviewed GSA, NASA SEWP, Anny CHESS and open market pricirig. Open Market appears least costly.

7. ANY OTHER FACTS SUPPORTING THE JUSTIFICATION

OR OVERCOME ANY BARRIERS PRECLUDING THE AGENCY FROM

MEETING THE REQUIREMENTS OF FAR 8.405-1 AND 8.405-2

DLA has and continues to exercise competition as often as possible and is required to conduct on-going reviews to keep abreast of new technology, both in industry and in the Government as a continuing effort within DLA. DLA always uses a variety of vendors, manufacturers and contracts to fulfill its requirements and will continue its practice of surveying the market to ensure future full and open competition.
