4. IDENTIFICATION OF THE JUSTIFICATION RATIONALE /

DEMONSTRATION OF THE PROPOSED CONTRACTOR’S UNIQUE

QUALIFICATIONS

Background: AssetWin Enterprise Oracle provides a database for the IT asset inventories for both DLIS and DRMS.

Brand name item peculiar to one manufacturer. 10 U.S.C. 2302 (c)(1). Only one responsible source and no other supplies or services will satisfy agency requirements.

Only AssetWin software meets our requirements because it is the inventory system that we have used for many years for our information technology assets. DLA is working on an enterprise solution but currently it does not have all the capabilities (including barcoding) that we require. All other activities that currently are utilizing the enterprise solution, have to purchase a separate software to provide barcoding capabilities. In comparison, AssetWin is relatively low cost since we already have the license and this just for renewal of support to include technical support and upgrades. AssetWin contains all of the capabilities that we require for inventory tracking, including history of assets and barcoding capabilities.

5. DETERMINATION BY THE CONTRACT OFFICER THAT THE ORDER

REPRESENTS THE BEST VALUE CONSISTENT WITH FAR 8.404(d)

Competition will be solicited via FedBizOps among technically qualified sources and in accordance with FAR 15.404-1(b)(iv) and per price analysis consistent with FAR 15.404-

1(b). The anticipated, all-inclusive, total cost is expected to be fair and reasonable as adequate price competition is expected to occur.

6. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AMONG

SCHEDULE HOLDERS.

ESI was reviewed for the software services required and was not available there. This software upgrade was not available through GSA/FSS.

OR OVERCOME ANY BARRIERS PRECLUDING THE AGENCY FROM

MEETING THE REQUIREMENTS OF FAR 8.405-1 AND 8.405-2

DLA has and continues to exercise competition as often as possible and is required to conduct on-going reviews to keep abreast of new technology, both in industry and in the Government as a continuing effort within DLA. DLA always uses a variety of vendors, manufacturers and contracts to fulfill its requirements and will continue its practice of surveying the market to ensure future full and open competition.
