STATEMENT OF WORK (SOW) – FINGERPRINT EQUIPMENT
MAINTENANCE SERVICES
Defense Logistics Agency (DLA) Intelligence Security Division, Personnel Security
1. BACKGROUND
DLA Intelligence (DI) Personnel Security currently has seven biometric fingerprinting machines used to capture fingerprints and transmit electronically using the Defense Manpower Data Center (DMDC) Secure Web Fingerprint Transmission Plus (SWFT+) system to the Office of Personnel Management (OPM) for investigative purposes. DI is seeking maintenance services for hardware on all seven current fingerprint machines at seven different locations to maintain system performance. DI also requires lifecycle maintenance to obtain updated fingerprint equipment when the current models become obsolete or break down and require replacement.
2. PROJECT SCOPE OF WORK
The scope of work includes hardware maintenance services for one base year plus four option years for each of the seven existing fingerprint machines identified below at seven different locations. DI requires hardware maintenance services on current equipment. Maintenance support is required for base year with four option years for hardware support on tenprint scanner, hardcopy fingerprint scanner, and fingerprint card printer to keep current equipment in working order. This includes hardware repair and replacement in the event that the current model becomes obsolete or breaks down. The location at DLA Aviation in Richmond, Virginia, requires an Epson Perfection V700 hard card scanner purchase (equivalent or better) with fingerprint scanning license. Equipment must be compatible with the DMDC SWFT+ system.
The awarded contractor shall provide the following services for each fingerprint machine:

· The location at DLA Intelligence in Richmond, Virginia requires an Epson V700 hard card fingerprint scanner purchase (equivalent or better) with fingerprint scanning software and license.

These specifications have been selected based on their overall functionality in an effort to support the daily activities and functions within DI.
3. TYPE OF CONTRACT
This is a Firm Fixed Price Contract.

5. INSTRUCTIONS TO OFFEROR IF EQUIPMENT IS REQUIRED:
If the offeror is unable to provide maintenance on the current equipment, the offeror must identify the cost of procuring equivalent level equipment to include an FBI-certified tenprint fingerprint scanner (digID mini scanner equivalent or better), an FBI-certified hardcopy fingerprint scanner (Epson V700 equivalent or better), and a fingerprint card printer (Lexmark C544 equivalent or better). Equipment for DLA Intelligence at Kaiserslautern, Germany requires voltage regulator to accommodate European Standards of 220V to 240 V. In addition, the offeror must provide the total cost for installation, shipping, and training. Reference the following website for FBI Certified fingerprinting specifications: https://www.fbibiospecs.cjis.gov/Certifications/FAQ. Any new equipment must be compatible with the DMDC SWFT+ system. Software Development Kits (SDK) are required to needed for compatibility with the DMDC SWFT+ system.

8. SWFT+ INFORMATION
Fingerprint capture devices must be capable with the DMDC SWFT+ system. The SWFT+ system is a light-weight web-based application that enables authorized users to capture biographic data and fingerprint images by means of their local fingerprint capture workstations. A centralized server-based application collects and integrates the captured data into standard FBI electronic biometric transmission specification (EBTS) files, and forwards the files to SWFT. SWFT then transmits the electronic files to OPM Fingerprint Transaction System (FTS). 12. NON-PERSONAL SERVICES STATEMENT
Contractor employees performing services under this order will be controlled, directed, and supervised at all times by management personnel of the contractor. Contractor management will ensure that employees properly comply with the performance work standards outlined in the statement of work. Contractor employees will perform their duties independent of, and without the supervision of, any Government official or other Defense Contractor. The tasks, duties, and responsibilities set forth in this effort may not be interpreted or implemented in any manner that results in any contractor or sub-contractor employee creating or modifying Federal policy, obligating the appropriated funds of the United State Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee, or otherwise violating the prohibitions set forth in Parts 7.4 and 37.1 of the Federal Acquisition Regulation (FAR). The Government will control access to the facility and will perform the inspection and acceptance of the completed work.
