Justification for Other than Full and Open Competition

Identification of the agency and contracting activity:

Requiring Activity: DLA Land and Maritime, DLA Aviation, and DLA Troop Support Contracting Activity: DLA Contracting Services Office – Richmond

Nature and/or description of the action being approved:

This justification for other than full and open competition under the authority of FAR 6.302-1 authorizes and approves the acquisition for access to a suite of databases to support DLA Aviation, DLA Land and Maritime, and DLA Troop Support. There is currently one active contract SP4703-15-C-0018 with Information Handling Systems (IHS) Global Systems, Inc. (CAGE – 6A920) that is set to expire on

Description of the supplies or services required to meet the agency’s needs (including the estimated value):

The Government requires the suite of databases identified below in order to meet the needs for DLA Aviation, DLA Land and Maritime, and DLA Troop Support. The first four of the five database packages are proprietary to IHS Global Systems, Inc. The fifth component offers the advantages of an alliance between IHS and the Inventory Locator Service, LLC (ILS). The specific ILS combined service is accessible to those who subscribe to both HAYSTACK and ILS.

IHS Brand Name/Software

Brief Description

Haystack Provides comprehensive technical, pricing, and availability data on more than 190 million defense equipment parts

CAPS Universe Provides access to critical information on electronic components, electro-mechanical parts and fasteners from over 2,000 worldwide manufacturers. The tool assists in establishing the best Diminishing Manufacturing Sources and Material Shortages (DMSMS) practices.

Catalog Xpress Provides a comprehensive collection of manufacturer’s catalogs, with search function to locate part number, national stock number, military specification, etc.

Standards Expert Provides a search from more than 370, IHS catalogued standards;

provides a single source for standards information

ILS Provides search capability for spare and excess material by using queries on national stock number, and/or commercial and government entity (CAGE) code/vendor part number

The estimated total value of this requirement is for one 12-month base year plus one 12-month option period.

(4) Identification of statutory authority permitting other than full and open competition:

The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1) – available from only one or a limited number of responsible sources, and no other type of supplies will satisfy agency requirements, and award to any other source would result in substantial duplication of cost to the government that is not expected to be recovered through compet ion. The package that is currently being used by DLA Aviation, DLA Land and Maritime, and DLA Troop Support provides a comprehensive capability for the technical and quality personnel to access needed data in order to perform their duties.

Haystack and Catalog Xpress support research in the acquisition process that is used for cost and pricing, as well as for identifying vendor sources.

Standards Expert is a tool used to access military and commercial standards needed for technical data, technical contract review, and quality investigation.

CAPS Universe is used to identify diminishing manufacturing resources that especially aid in the electronics community.

ILS is a tool that aids the research of excess and surplus material used by emergency buyers, but also the supply community working to aid military and government customers with urgent requirements. The alliance with ILS enhances IHS’s value as a supply chain provider.

Customers have a faster method of accessing supply chain resources, resulting in more informed purchasing decisions.

Loss of any of these services, with many functions being intertwined, would inhibit key processes by removing access to data and/or making the technical and quality process onerous. The only known sole source that can supply these services at this time is I S Global, Inc.

Demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited:

Description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Subpart 5.2 and, if not, which exception under 5.202 applies:

A determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable:

The Contracting Officer determines the anticipated cost to the government will be fair and reasonable, and that the resulting contract represents the best value to the Government, by comparing proposed prices to historical prices paid for the same or similar supplies/services

Description of market research conducted and results or a statement of the reason market research was not conducted:

In accordance with DFARS PGI 206.302-1, the contracting officer posted a Sources Sought o FedBizOpps on June 18, 2018, with a closing date of June 22, 2018. No responses were received.

Other facts supporting the use of other than full and open competition:

At this time, IHS Global remains the sole source available from which the Government can obtain the full spectrum of . Without e package, the ability to function technically would be impaired. Most damaging would be the loss of the ability to obtain specifications and standards. Without these services, the government would be required to buy specification/standard individually from various associations would inefficient administrative burden

Loss of these services also would impact the government’s insight into the data available to perform necessary research to obtain the correct parts for the customer’s needs and safety.

Listing of sources that expressed, in writing, an interest in the acquisition:

Actions, if any, the agency will take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required:

If another potential source emerges, DLA will assess whether competition for future requirements is feasible. Additionally if DLA working with higher-level DOD programs can take advantage of DOD Enterprise approaches toward acquiring any of the services in the package, DLA may consider whether any of the other services could be separately and competitively procured.
