CONTRACTING SERVICES OFFICE
8000 JEFFERSON DAVIS HWY
RICHMOND, VA 23297-5441
LIMITED SOURCE JUSTIFICATION
SUBJECT: Defense Logistics Agency (DLA) J62 Department Of Defense Electronic Mall (DOD EMALL) To-Be Architecture Support
Authority: This Limited Source Justification (LSJ) is in accordance with FAR 8.405-6. This acquisition is conducted under the authority of the Multiple Award Schedule Program, also known as the Federal Supply Schedule (FSS) Program or the General Services Administration’s (GSA) Schedules Program.
1. IDENTIFICATION OF THE AGENCY AND THE CONTRACTING ACTIVITY
Requiring Activity Enterprise Sourcing, Medical, & Contingency Portfolio

Contracting Activity DLA Aviation DLA Contracting Services Office 8000 Jefferson Davis Hwy Richmond, VA 23297-5441
2. NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED
This limited source justification authorizes and approves the addition of new work to contract number SP4703-12-A-0004-0002. This new work will require Booz Allen Hamilton (BAH) to provide support on DOD EMALL To-Be Enterprise Architecture (EA) Development and Support Services for the DLA, and is a logical follow-on to work currently being performed under # SP4703-12-A-0004-0002. This action will require a modification to BAH's existing Contract SP4703-12-A-0004-0002 (GSA Federal Supply Schedule GS-35F-0306J). The current contract was awarded and subsequently modified effective February 1, 2013, through January 31, 2014, for a base period amount of . The total amount is (inclusive of a base year plus two option years). This new work will be performed during the remaining base period. The estimated cost for this new work is for the remainder of the base period.
This contract modification is necessitated by the emerging critical requirements of the DOD EMALL Program Management Office (J62) which requires technical and analytical development
Limited Source Justification for DLA J632 Enterprise Architecture Development and Support Services support for EA and Compliance. EA is an explicit description and documentation of the current (As-Is) and desired (To-Be) relationships among DLA business and management processes and the IT assets and policies that supports those processes. To date, all architecture efforts across DLA have either been conducted for Department of Defense (DoD) 5000 milestones (e.g.
architecture fit for purpose views for Preliminary and Critical Design Reviews [PDR / CDR]) or for compliance with the various architecture policies (e.g. CJCSI 6212, DLA CIO EA Policy).
DoD recently made some significant changes to architecture requirements for program funding approval. These requirements reflect an increase to the support currently provided under the Performance Work Statement of contract number SP4703-12-A-0004-0002 to meet DoD’s recent changes.
The action being approved restricts the consideration from all GSA schedule contractors offering the required services, which is required by FAR 8.405-2(c) (3) (iii), to one (1) GSA schedule contractor.
3. A DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO MEET THE
AGENCY’S NEEDS/ESTIMATED DOLLAR AMOUNT
The purpose of this acquisition is to provide program-level DoD Architecture Framework (DODAF) documentation for the to-be DOD EMALL.
The original contract scope includes the development of DLA Enterprise Architecture and provides program architecture support. However, it only covers the development and support of emerging programs. DOD recently made a change to their funding certification process that requires all programs to be included - emerging as well as programs already in sustainment. This modification is to specifically capture the architecture services needed for the modernization of the DOD EMALL program (as described in its Business Process Reengineering assessment) that is in sustainment status.
The estimated value of this new requirement is
4. IDENTIFICATION OF THE JUSTIFICATION RATIONALE AND, IF
APPLICABLE, A DEMONSTRATION OF THE PROPOSED CONTRACTOR’S
UNIQUE QUALIFICATIONS TO PROVIDE THE REQUIRED SUPPLY OR
SERVICE.
The statutory authority cited for other than full and open competition is FAR 8.405-6(a)(1)(i) (C). This new work is a logical continuation of an original Federal Supply Schedule Blanket Purchase Agreement (BPA) Task Order since the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original BPA task order was not previously issued under sole source or limited source procedures.
This requirement is to capture new changes in DoD funding certification requirements. The urgency of the architecture models requires knowledge of DoDAF modeling and specific
Limited Source Justification for DLA J632 Enterprise Architecture Development and Support Services
DLA requirements. Open competition risks bringing a new vendor on-board that would go through a significant learning curve, put program funding at risk, and potentially cause program termination. Thus, open competition for this critical requirement may negatively affect DLA’s ability to deliver supplies to our customers.
5. DEMONSTRATION THAT THE NATURE OF THE ACQUISITION REPRESENTS
THE BEST VALUE CONSISTENT WITH 8.404(d).
The Contracting Officer anticipates issuing a contract modification on a firm-fixed price basis.
Labor rates will be based on BAH’s GSA Federal Supply Schedule labor rates, with the maximum ceiling rates being in accordance with BAH’s Program Management Support Services (PMSS) BPA Rough Order of Magnitude (ROM). The multiple award PMSS BPAs were issued under competitive procedures. The contractor will be required to provide a build-up of the fixed price based on the proposed labor mix (labor categories and proposed hours for those categories).
The proposed hours will be reviewed to ensure they are reasonable for the effort. The government’s estimated total cost of is based on an average of eight vendor’s rates from the PMSS BPAs. By awarding this requirement to BAH against their current PMSS BPA task order, the Government will derive significant savings and meet the critical deadlines of the project. The Contracting Officer will determine that proposed pricing is fair and reasonable and the acquisition represents the best value to the government prior to issuance of the modification.
6. A DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AMONG
SCHEDULE HOLDERS AND THE RESULTS OR A STATEMENT OF THE
REASON MARKET RESEARCH WAS NOT CONDUCTED.
Market research was conducted using GSA Schedules from three other PMSS vendors: DHA Group Inc., Horizon Industries LLC, and Jacobs Technology Inc. The market research revealed that the BAH’s labor rates were the 2nd lowest of the four offers received for the required labor categories under the original solicitation. The January 29, 2013, award of contract number SP4703-12-A-0004-0002 was conducted using full and open competition. The requirements under this proposed firm fixed price contract modification are so directly related to efforts already accomplished by the contractor that no other source will suffice.
7. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND
OPEN COMPETITION
Although there are other approaches available in the market place, BAH provides continuity and aligns with other DLA initiatives. BAH has demonstrated that they meet the unique DLA requirements specified in the current contract. Also, DLA is operating in an environment that requires flexibility to adapt to a variety of fast-paced, highly challenging conditions while maintaining stable internal processes to ensure it can efficiently and effectively achieve its mission. BAH currently addresses the challenges that DLA is facing. DLA needs to maintain
