AMENDMENT 2

Would it be allowable for Rumpke to have truck mounted scales on the collection vehicle to eliminate leaving the facility to weigh the material? This would improve the efficiency of the hauling operation allowing us to complete the collection at the facility in less time with accurate information. Each container could be weighed.

Yes. The Government concurs with you statement. Please provide accuracy and calibration information for the truck mounted scales.

Would you please email me an overlay map that would indicate where the various containers are currently located. Rumpke was able to identify one container on the property via Google Earth. If Rumpke is able to identify the location of each container at the facility we can better predict the amount of time required to complete collection.

Container Location Map sketch from August 2013 is attached. It is believe to be approximately 75% accurate at this time.

Rumpke also noticed that the tonnages for the front load containers are at approximately 200 tons per year.

This seems low being that the weights would measure 17.61 pounds per yard at your facility. Our current average weight per yard at other similar facilities is 60 pounds per yard. Is the 200 tons per year an accurate measure?

The Government assumes the “200 tons” referenced is from CLIN 0004 on Section B QTY for Front Loading Disposal Costs. Historical weight and volume data for front the load dumpsters has been limited and estimated by the current contractor. The original current contract only required a specified number of trips/tips of front load dumpsters. It did not require weighing of MSW from front load dumpsters. It is believed that the 200 ton estimate came from an assumption that all tipped front load dumpsters were full, which was likely not accurate.

We are quoting the front load schedule (CLIN 1001) as given to us and this is a monthly charge for that schedule.

This includes all lifts and disposal cost. I do not know what you are asking for on front load hauling charges and separate disposal charges?

The intent of CLINs 0001, 1001, and 2001 is for monthly rental of contractor provided front loading containers (Paragraph 4.1.9). Lifts (aka trips, tipping fees, haul charges) and disposal costs (weight charges) for front load dumpsters should be priced separately on CLINs 0003, 1003, 2003 and CLINs 0004, 1004, 2004 respectively.

Also please as a public records request supply the information as to who is the current contractor and what are their rates?

Republic Services, Inc.. Specific rates cannot be provided. These services utilize the Service Contract Act (SCA) found on the Wage Determination Website (www.WDOL.gov).

Does each driver that will service your location need to get their own individual contractor badge?

About how long does this take and what is the process?

About 14-30 days. Submit the required information (e.g. full name as it appears on the driver's license, DL #, SSN, DOB, citizenship, employer company name) to the COR or verifying official for submission to security.

In the instance that we have an issue with a truck onsite, would there be an issue with our techs being permitted onsite without this badge. (We do not think this will happen, but want to cover all bases.)

DSCC has a Tier 1 visitor pass (paper pass) that can typically be issued at a moment's notice for this type of situation, pending the technician clears screening at the gate.

THE RFP mentions special events, but not how many times a year this occurs or what service is needed and how often. Can you provide me with any historical data, that will show what has been needed container and service wise, so I can give you a solid number for this section?

This is covered with CLINs 0002, 1002, and 2002. It is Not to Exceed $3000. It covers the additional rental contractor provided front loading dumpsters beyond those quoted in CLINs 0001, 1001, 2001. Hauling and disposal costs of these dumpsters will covered by CLINs 0003, 1003, 2003, 0004, 1004, 2004, respectively
