CSC-15709, Replace Bldg 10 and 11 Chiller Responses to various Request For Information (RFI’s)
1. Who is in charge of shutting down electric and removing the wire over the Bldg 10 chiller?
Answer: The government will supervise and approve (in advance, in accordance with notification timelines listed in specification section 01 50 03) of shutting off electric power services if required. The contractor shall functionally operate the switches.
2. Will the wires over the Bldg 10 chiller be removed?
Answer: The government does not intend to relocate the wires.
3. Will both chillers be removed at the same time?
Answer: The government expects that the chillers will be replaced one at a time, so that only one temporary chiller is required (provided the contractor orders the new chillers within a reasonable timeframe).
4. Will the period of performance be extended to account for the expansion of the project to 2 chillers?
Answer: The period of performance will now be 210 days from the issuance of the Notice to Proceed.
5. Please provide the head necessary for the chilled water pumps.
Answer: Provide pumps large enough to overcome all internal chiller requirements and an external pressure drop (piping to and from cooling coils, coils, and all valves) of 53 feet of head.
6. Will contractors be allowed to provide all chiller items as “weather rated” in lieu of providing a boxed enclosure?
Answer: Yes, so long as all components that will be exposed to outside conditions are truly weather resistant.
7. Please verify chiller system minimum circuit ampacity.
Answer: Minimum circuit ampacity for the entire chiller (Chiller Selection Schedule on Sheet 2 of 6) should read 485 amps.
8. Is commissioning required for the new chillers?
Answer: Commissioning of the new chillers is still required, see section 23 08 00.00 10.
9. Please verify “free cooling” parameters:
Answer: Chiller Selection Chart on Sheet 2 of 6 needs to be adjusted: The required elements are:
“Free” Cooling capacity should state 960,000 BTU/hr at 46.7 degrees F ambient and 0% load tolerance.
Free Cooling glycol temp in to free cooling system should state 54.9 degrees F Free Cooling glycol temp out of free cooling system should state 50.0 degrees F
10. Clarify the whether factory mounted electrical disconnect switches are required for the chillers:
Answer: Factory mounted disconnect switches are required for both chillers. In addition, the contractor shall provide and install a disconnect switch for the power service to the “temporary” chiller that serves Building 11 (see note #5 and other information on Sheet 6 of 6).

11. Clarify the requirements for the communication between the chillers and the existing base energy management & control system (EMCS).
Answer: The new chillers shall provide native BACnet data for all of its components, including the chiller, pumps, and free cooling devices. Communication between the chillers and the EMCS shall be via BACnet/IP.
