Solicitation SP4701-19-R-0002 is amended as follows:

1. The following provides offeror questions and DLA’s responses to the questions:

Question 1. In reference to the electronic copy of the proposal, is a .pdf file is acceptable for the electronic/ courtesy copy for submission?

DLA Response: Yes.

Question 2. Will the Government accept signed SF33 document and amendments as an Appendix to Volume 1 Non-Price Volume?

DLA Response: Program Management is to be included in Section B, CLIN 0001 for the base and each option period.

Question 5. In reference to section C.4.4.5, request the government clarify if the 24 hour resolution time applies to only Severity 1 items received from the help desk or for all items.

Also request the government provide clarification on defining ticket closure – if an item requires Oracle support to resolve the total closure time may be longer than 24 hours.

DLA Response: Provide support for DAI production help desk tickets, mitigate and close within 24 hours on severity 1 tickets. Resolution closure could be longer, if pending Oracle support. However, support with Oracle must be opened as a SEV1 24/7.

Question 6. In reference to section C.4.8, is the deployment schedule for Hyperion, Governance, Risk and Compliance and Treasury Disbursing the same as for the full financials releases depicted in Attachment 8? If not, can the government provide the deployment schedule for each of these capabilities?

DLA Response: It is the same, but the release planning could be based on accelerated or monthly releases.

Question 7. In reference to section C.15.3 on page 52, “Measurement for Unplanned System Outages includes the following “Have zero unplanned system incidents and no more than 2 global system latency per month.” Request the government modify this language to exclude unplanned outages resulting from events outside the control of the DAI PMO team. For

3 | P a g e example, an unplanned issue at the DECC center hosting production that prevents users from successfully connecting to the DAI solution.

DLA Response: Have zero unplanned system incidents and no more than 2 global system latency per month, excluding DISA unplanned incidents. However, contractor shall capture metrics to include both PMO and DISA for the purpose of reporting to the government.

Question 8. For Tables and Graphics, will the Government allow a Font Size smaller than 12-point Times New Roman (recommend Times New Roman 10)?

Question 9. Will the Government accept copies of subcontract enforceable agreements as an

DLA Response: Yes, as long as no pricing information is divulged in the Non-Price Volume.

Question 10. Is the government open to sponsoring facility clearance for a qualified contractor if they were to win the bid?

DLA Response: No.

Question 11. C.4.7.4 states draft is due 48 hours after incident notification, but 24 hours is indicated elsewhere in this document.

DLA Response: 48 hours is for T&D. 24 hours is for Production and COOP.

Question 12. For T&D Environments:

a. Are T&D environments full sized and/or obfuscated?

DLA Response: It is a full size copy of production data with PII masked/scrambled. Concurrent and system logs are purged to mitigate storage constraints.

b. If not full sized, what mechanism is used to subset a T&D environment

DLA Response: See answer a.

c. Is there a standard refresh sequence for T&D environments or are all environments refreshed on demand?

DLA Response: Mixture of scheduled and on demand. The training instance is refreshed monthly, FINSAT instance is post quarterly Oracle CPU/PSU updates, and the remainder is typically on demand.

Question 13. Please confirm the status of Increment 3, Release 1. The WBS indicates it was completed. Is it at full FOC status currently?

DLA Response: Yes.

Question 14. Please provide more detail on the scope of Increment 3, Release 2.

DLA Response: Increment 3, Release 2 is to on board DISA with working capital fund capability.

Question 15. Attachment 10 lists several databases with a Prod prefix – i.e. Prod DEV, Prod Patch, Prod Troubleshooting, Prod Sustainment. Would the Government please clarify whether these are full obfuscated copies of prod and why multiple prod copies are maintained?

DLA Response: The Oracle EBS for each instance is a full copy of production. Multiple copies are maintained to support DAI sustainment releases. PROD DEV is used to support RICE_FW development, PROD Patch is to support Oracle patches, PROD Sustainment is used for integration and independent testing of sustainment releases, and PROD Troubleshooting is for out-of-cycle, critical release (if necessary).

Question 16. Which EBS database(s) are used for end-user reporting – Prod or COOP or both?

DLA Response: Reporting has just been moved to the Standby database located in production.

Question 17. If available, is a CPARS an acceptable substitute for a Past Performance Questionnaire?

DLA Response: No.

Question 18. On average, how many incidents are reported per month against:

a. Prod Databases

DLA Response: 2.5.

b. EBS

DLA Response: 2.5.

c. T&D Databases

DLA Response: 5-10.

Question 19. What is the implementation status of the OATS tool?

DLA Response: It is in a pilot/proof of concept stage.

Question 20. Does the incumbent contractor have a transition-out period?

DLA Response: Yes.

Question 21. If the incumbent contractor has a transition out period:

a. What is the duration?

DLA Response: 3 months.

b. Does the transition out include support to familiarize the successor contractor?

c. Will incumbent project plans be turned over to the successor contractor for continuity purposes?

Question 22. For Section C.4.4.5, please provide:

a. Number of issues in the pipeline requiring infrastructure support for resolution

DLA Response: This is ongoing to provide sustainment support.

b. The average number of help desk tickets per month requiring infrastructure support for mitigation and closure

DLA Response: Typically 10-15 per month, but more could be expected due to the deployment of new agencies requiring network connectivity test and JRE compatibility test to access DAI. Or update of the JRE per Oracle CPU/PSU patches, which required JRE testing.

Question 23. For Section C.4.6 please clarify:

a. Status of COOP. Earlier sections of the RFP reflect the COOP database as being implemented. What additional development and implementation is required?

DLA Response: Resize COOP hardware to be full size production. Repurpose of COOP hardware to support ongoing performance testing.

b. Is Oracle Golden Gate implemented or under evaluation at this time?

DLA Response: No.

Question 24. In reference to C.4.7.1 Task Area 7 Subtask 7.1 – Instance Management, vendor requests a complete list of third party products and their vendor name.

DLA Response: Magnitude Noetix.

Question 25. In reference to C.4.7.1 Task Area 7 Subtask 7.1 – Instance Management, Attachment#10, vendor requests instance counts for each third party product in scope.

DLA Response: Same count as OBIEE.

Question 26. In reference to C.4.7.1 Task Area 7 Subtask 7.1 – Instance Management, Attachment#10, Vendor requests detailed version information for each of the products in scope:

Question 27. In reference to C.4.7.1 Task Area 7 Subtask 7.1 – Instance Management, Attachment#10, does the government expect to clone all applications in scope (e.g., SOA, OBIEE, 3rd party product instances, etc.) or just the EBS environment?

DLA Response: Only the EBS instance with synchronization of OAM/OID with PROD to maintain same user level to support formal testing (e.g. SIT and UAT events).

Question 28. In reference to C.4.8 Task Area 8 – Infrastructure Development Services (CPIF) (IUS#0002 Capitalize), Vendor requests additional information regarding Resale Accounting and Working Capital Fund applications.

DLA Response: This is to support Oracle full financial releases. It is planned as part of attachment 8 schedule. Development of new instances is unknown at this time.

Question 29. In reference to C.4.8 Task Area 8 – Infrastructure Development Services (CPIF) (IUS#0002 Capitalize), is data purging limited to EBS or applicable for all applications and third party products in scope?

DLA Response: Limited to EBS.

Question 30. In reference to C.7 Government-Furnished Equipment (GFE)/Contractor Furnished Equipment (CFE), Explain what defines elevated privileges? How many employees does DAI expect to have this requirement?

DLA Response: It is the offerors responsibility to propose the level of effort required to complete the tasks in the PWS. Please see number 2 below correcting the PWS. Oracle APPS Admin/DBA SME position is required to have an IT-I with the exception of the PM position.

Question 31. In reference to C.4.4.1 Task Area 4 – Subtask 4.1 – Instance Management, vendor requests a list of modules implemented for all Oracle Applications and third party products in scope (e.g., E-Business Suite Application: Accounts Payable module, General Ledger module, etc.).

DLA Response:

Question 32. In reference to C.15.2 Performance Evaluation, What are the service level requirements for the COOP environment – Recovery Point Objective (RPO) and Recovery Time Objective (RTO)?

DLA Response: RTO – 12 Hours, RPO – 24 Hours.

Question 33. In reference to Attachment #10, vendor requests database instance counts for the OBIEE product. Is it shared with any other application database?

DLA Response: OBIEE is pointed to standby database, composed of two RAC’d database servers in production. All others are shared with EBS.

Question 34. In reference to Attachment #10, confirm the Production standby database instance is only applicable to EBS application and not applicable for other applications (e.g., OAM, SOA, OBIEE, etc.).

DLA Response: Only applicable to EBS.

Question 35. In reference to C.4.6 Task Area 6, has the current DR/COOP plan been tested, failed over and failed back?

DLA Response: Tested for remote recovery exercise with production running operating as is. Have not conducted a failed over and back.

Question 36. In reference to C.15.7 Performance Review and Payments, Does the existing incumbent contract have penalties/disincentives and have they ever been exercised?

DLA Response: All service contracts require Performance Metrics. Information specific to contractors will not be released.

Question 37. In reference to C.4.7 Task Area 7 – Technical Development Services, does the existing incumbent contract have incentives for the CPIF work and have they ever been issued?

DLA Response: The incumbent contract includes CPIF CLINs. Information specific to contractors will not be released.

Question 38. In reference to C.1 Background, is the current EBS version 12.2.6 and how long has it been live?

DLA Response: Yes, since November 2018.

Question 39. In reference to Task Area 7 – Technical Development Services & Task Area 8 – Infrastructure Development Services, will the existing incumbent deliverables and scripts (cloning, etc.) repository be turned over upon contract award and certified as functioning?

DLA Response: Yes.

Question 40. In reference to L.4.3 NON-PRICE EVALUATION FACTORS, will the government consider a corporate small business plan or does it need to be specific to this opportunity?

DLA Response: The government does not recognize the term “Corporate Subcontracting Plan”. FAR 19.7 references the following types of Subcontracting Plans;

Commercial plan, Individual subcontracting plan and Master Subcontracting plan.

Please refer to FAR 19.7 for further details.

Question 41. In reference to L.4.3 NON-PRICE EVALUATION FACTORS, will the government consider smaller percentages of small business due to prime having a stand-alone line of business dedicated to providing managed services for Infrastructure and Applications?

DLA Response: No.

Question 42. In reference to L.4.3 NON-PRICE EVALUATION FACTORS, will the government encourage hiring key incumbent resources and are there provisions to facilitate it?

DLA Response: It is the offerors responsibility to propose the key personnel required to complete the tasks in the PWS.

Question 43. Multiple questions stated there were non-commercial clauses that should not be applicable to commercial contracts.

DLA Response: There are both commercial and non-commercial services as part of this RFP, therefore the clauses will remain.

Question 44. In reference to Section I 52.246-25 - Limitation Of Liability—Services, Per FAR 46.801, FAR 52.246-25 does not apply to contracts for “information technology”, and is therefore not applicable to the RFP and any resulting contract. Vendor requests that this clause be removed from the Solicitation.

DLA Response: Agreed, please see number 3 below.

Question 45. In reference to Section I: 52.222-17 - Nondisplacement of Qualified Workers, this clause is inapplicable to the RFP because a resulting contract would not call for the use of “service employees”. Vendor requests that this clause be removed from the Solicitation.

DLA Response: Agreed, please see number 4 below.

Question 46. In reference to Section H: H.1 Government’s Right to Audit, vendor requests additional information regarding the scope of the possible audit given that the monthly price is firm fixed price.

DLA Response: Please note this contract is not just a FFP contract. It includes the both FFP and Cost Reimbursable CLINs. The aforementioned language will remain as stated.
