Solicitation SP4701-18-R-0010 is amended as follows:
This amendment contains revisions (adds/changes/deletions) to the solicitation requirements as well as answers to offeror questions.
1. On page 97 of the RFP, section L.4.2 Section II:
DELETE:
The Non-Price Proposal will illustrate the offeror’s approach and ability to perform the tasks referenced in the PWS. The non-price proposal will be broken into three parts, Non-Price Evaluation Factors 1, 2, and 3, as set forth in the section below. NOTE: Non-Price Proposals shall not contain any pricing information. Non-Price proposals containing pricing information will not be considered or evaluated.
REPLACE WITH:
The Non-Price Proposal will illustrate the offeror’s approach and ability to perform the tasks referenced in the PWS. The non-price proposal will be broken into four parts, Non-Price Evaluation Factors 1, 2, 3, and 4, as set forth in the section below. NOTE: Non-Price Proposals shall not contain any pricing information. Non-Price proposals containing pricing information will not be considered or evaluated.
2. QUESTIONS AND ANSWERS:
1. Reference Section/Page Number: Solicitation SP4701-18-R-0010, Section L.3 Proposal

• Requirement States: Page 95 “Volume III Sub-Contracting Plan 1 Hard copy and 1 Electronic copy are required.”
Question 1: Section L and M instructions are missing for Volume III. Will the Government please provide Section L and M instructions for Volume III, if the intent is for offerors to submit a Sub-Contracting Plan?
DLA Answer: See Page 61 of the RFP. Small Business Sub-Contracting Plan shall be submitted in accordance with FAR 52.219-9 and will be evaluated based on FAR 52.219-9.
All large businesses must submit a small business sub-contracting plan.
2. Reference Section/Page Number: Solicitation SP4701-18-R-0010, Section L.4.2, Section II and L.4.3, Non-Price Evaluation Factors, Page 97 of 146.
• Requirement States: Page 97 “The non-price proposal will be broken into three parts, Non-Price Evaluation Factors 1, 2, and 3, as set forth in the section below.” Section
L.4.3 lists 4 Evaluation Factors; 1) Technical Approach, 2) Key Personnel, 3) Past Performance and 4) Small Business Participation.
Question 2: Please confirm L.4.2 should reflect “four” parts, Non-Price Evaluation Factors 1, 2, 3, and 4?
DLA Answer: Correct, there should be four factors. Please see #1 above for correction to the
RFP.
3. Reference Section/Page Number: Solicitation SP4701-18-R-0010, Section L.4, Page 96 of 146:
• Requirement States: “however, the requirements of the solicitation can most likely be met in no more than fifty (50) single sided, 8 ½” x 11” pages, including Appendices and Attachments, with 12 point Times New Roman font and 1” margins around the page …”
Question 3: Will the Government accept 11x17 fold-out pages?
DLA Answer: Sorry, no.
4. Reference Section/Page Number: Solicitation SP4701-18-R-0010, Section C, 4.1, Page 12 of 146:
• Requirement States: “The contractor shall submit the initial GFE Report within 5 days after award.”
Question 4: Will the Government change the GFE language from “5 days after award” to “5 days after start date” to better align with the offerors true start date?
DLA Answer: No, only an initial report is expected 5 days after award. The report is updated as employees are brought onboard and GFE is issued.
5. Reference Section/Page Number: Solicitation SP4701-18-R-0010, Section C, 4.1, Page 13 of 146:
• Requirement States: “Personnel Resource/Training Report within 5 days after award.”
Question 5. Will the Government change the Personnel Resource/Training Report language from “5 days after award” to “5 days after start date” to better align with the offerors true start date?
DLA Answer: No, only an initial report is expected 5 days after award. The report is updated as employees are brought onboard.
6. Reference Section/Page Number: Solicitation SP4701-18-R-0010, Section L.4.3(1), Page 97 of 146:
• Requirement States: “the offeror shall describe its approach to the Implementation & Transition Solution to ensure the offeror has a full understanding of the transition that will be necessary at the DAI Program Management Office and to ensure it has experience and knowledge of the transition solution”
Question 6. Does the instruction for implementation approach reference Task 4 only, or does the Government anticipate the contractor to describe the implementation of its transition solution?
Question 7. Is the Government referencing transition to a new Contractor team at contract start or to transitioning the knowledge to the DAI PMO staff?
DLA Answer: Question 6: The Implementation and Transition in solution needs to cover all four tasks (Tasks 1, 2, 3, and 4) not just Task 4.
Question 7: This references how the new vendor will transition into the contract. What they will do to provide a smooth transition in.
7. Reference Section/Page Number: Solicitation SP4701-18-R-0010, Section C, 4.1, Page 96 of 146:
• Requirement States: “A Non-Price Proposal shall be submitted in response to this RFP. Non-price proposals in response to this RFP do not have a page limit; however, the requirements of the solicitation can most likely be met in no more than fifty (50) single sided, 8 ½” x 11” pages, including Appendices and Attachments, with 12 point Times New Roman font and 1” margins around the page.”
Question 8. Will the Government allow offerors to submit Resumes as an Appendix?
DLA Answer: Yes.
8. Reference Section/Page Number: Solicitation SP4701-18-R-0010, Reminder Chart, Page 5 of 146:
• Requirement States: “Return one (1) completed copy of the solicitation”
Question 9. Will the Government accept a completed copy of the solicitation, including Section K, any Amendments and the SF33 as Appendix’s to Volume II Cost/Price?
DLA Answer: Yes, this is acceptable.
