STATEMENT OF WORK (SOW)

SHREDDING SERVICES

FOR

CONFIDENTIAL MATERIAL

AT

DEFENSE LOGISTICS AGENCY (DLA) ACTIVITIES

LOCATED IN PHILADELPHIA, PENNSYLVANIA

1.0 INTRODUCTION

A. The Defense Logistics Agency (DLA) is the Department of Defense's (DoD) largest logistics combat support agency, providing worldwide logistics support in both peacetime and wartime to the military services as well as several civilian agencies and foreign countries.

DLA has a responsibility for the protection and proper destruction of confidential information.

B. DLA Installation Operations located in Philadelphia, PA has a requirement for a Contractor to provide services for the collection, shredding/destruction and off-site disposal of Government generated and acquired confidential material.

2.0 SCOPE OF WORK

A. The Contractor shall provide all labor, equipment (to include lockable containers/consoles, to remove approximately 75,600 pounds of paper), materials, transportation, and other items/ services necessary to perform the shredding services as defined in this SOW on-site at DLA Installation Operations Philadelphia.

B. The scope of this contract is to provide services for the collection, shredding/destruction and disposal of Government generated and acquired confidential material for DLA activities located at 700 Robbins Ave, Philadelphia, PA as set forth in this SOW. Contractor shall provide customer with total amount of shredded paper weight. Confidential material will include paper documents, floppy discs, and compact discs (CDs). DLA activities will not place classified information in the lockable containers/consoles. Th contractor shall utilize 95 gallon shred carts, which will be provided by the contractor, to remove and shred up to 75,600 pounds. The designated Government Technical Point of Contract (TPOC) will monitor performance to services are received and carried out in accordance with (IAW) the requirements in this SOW. The TPOC is designated as the point of final acceptance by the Government for services required by this contract.

C. This is a non-personal services contract to provide shredding services. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government. The Government and the Contractor understand that the services to be provided under this contract by the Contractor are non-personal services and that no employer-employee relationship exists between the

Government and the Contractor. The Government may provide technical direction which will assist the Contractor in accomplishing the SOW; however, the Government will not control the methods used by the Contractor to perform the service requirements set forth in the SOW.

3.0 PLACE OF PERFORMANCE

A. The Contractor shall perform services required by this SOW at the DLA activities located at 700 Robbins Ave, Philadelphia, PA, 19111.

4.0 PERIOD OF PERFORMANCE

A. The period of performance for this contract action shall be for a one (1) time shredding service, between the period of January 8, 2018 through January 31, 2018.

5.0 SERVICE PERFORMANCE HOURS AND ACCESS TO THE INSTALLATION

A. The Contractor shall perform services required under this SOW Monday through Friday from

0700-1530 except Federal holidays and base closures.

B. Due to changing traffic requirements brought on by construction, changing missions, and security concerns within the host installation, access to the host installation is subject to change, sometimes with little or no warning. Inbound and outbound traffic restrictions exist.

6.0 FEDERAL HOLIDAYS

A. Federal holidays generally observed by the Government include:

B. In the event an Executive Order issued by the President of the United States declares Agencies of the Federal Government closed for a regularly scheduled workday, the Contracting Officer (KO) or TPOC will determine and advise the Contractor on whether services are required for that day.

7.0 PERSONNEL QUALIFICATIONS AND CERTIFICATIONS

A. The Contractor shall ensure that all Contractor personnel involved in the shredding services are trained for the level of expertise required for the proper performance of the requirements set forth in this SOW.

B. Contractor personnel must be able to read, write, speak, and understand English.

C. The Contractor shall be responsible for obtaining all necessary licenses and for complying with all applicable Federal, State, and local laws pertaining to the shredding services to be performed under this contract. The Contractor shall maintain updated copies of any applicable licenses and certifications for all employees and make available to the Government upon request.

D. No employee or representative of the Contractor will be admitted to the site of work unless he/she furnishes satisfactory proof that he is a citizen of the United States, or, if an alien, his residence within the United States is legal. All Contractor employees working under this contract shall be identified by a distinctive nameplate, emblem, or patch attached in a prominent place on an outer garment. Said outer garment employee identification shall not be substituted for DoD required passes or badges.

8.0 SECURITY

A. The Contractor or any representative of the Contractor entering the Defense Distribution Center to perform contract requirements shall abide by all security regulations and may be subject to security checks. Contractor personnel and property shall be subject to search and seizure upon entering, while on, and upon leaving the Defense Distribution Center pursuant to installation regulations.

9.0 SPECIFIC TASKS

A. The Contractor shall provide lockable containers/consoles and 95 gallon shred carts in the quantities and at the locations identified in the table below. Upon contract award, the Government will identify the points of contact (POCs) at each location.

B. The lockable containers/consoles and 95 gallon shred carts will serve as a locked drop-box for this disposal of confidential material. Each lockable containers/consoles and 95 gallon shred carts shall contain a drop-slot wide enough to dispose of a full ream of paper and a reinforced nylon bag which enables the container/console to hold up to 75,600 pounds of material. Each lockable containers/ consoles and 95 gallon shred carts shall contain a self closing lock and a tamper proof lock guard.

C. The Contractor shall establish a schedule that reflects the performance of one time shredding services at the locations identified above. The Contractor shall provide this schedule to the TPOC within 7 calendar days after the date of contract award.

D. The contractor shall secure and shred all material, IAW DoDM 5200.01-V4, February 24, 2012, DoD Information Security Program: Controlled Unclassified Information, in a manner which the information cannot be accessed or logically read by the non-information owner, while in the contractor’s custody. Minimize the risk of access by unauthorized personnel

(e.g., not reading, discussing, or leaving unattended where unauthorized personnel are present) by maintaining in lockable containers/consoles and shred carts. Shredded material shall be disposed of in a manner and at a location so as to prevent inadvertent compromise. If requested by the customer at a location identified above, the Contractor shall allow the customer to observe the document destruction process. However, the customers may not interfere with Contractor performance.

E. Upon completion of a shredding event at the location identified above and prior to departing the location, the Contractor shall provide the customer at the location identified above with a signed certificate of destruction that indicates the company name, date and time, name(s) of Contractor personnel performing the shredding services, and the number of lockable containers/consoles and shred carts involved, and the total weight of paper removed.
