Amendment 0001 Enterprise Windows Administration Support Services

1. The subject Request for Proposal (RFP) is hereby amended to address questions received in response to the RFP, revise Section L.4.2.2 – Technical Proposal Information (Volume II) and Section C.3.5 Personnel Requirements – 2nd Option to read as stated in the table below.

2. The language for Factor 3 – Past Performance listed under Section L.4.2.2 is revised to read as follows:

Factor 3: Past Performance

The offeror must submit at least one (1) of the Past Performance examples to demonstrate their relevant experience within the last three (3) year. Two (2) additional examples maybe submitted from a first tier subcontractor(s) or a Joint Venture (JV) partner for SBA approved Joint Venture (JV). A legally binding written agreement signed by both parties must be provided with your proposal, which states the specific team member, partner, and/or subcontractor will remain as part of the contract for the duration of the period of performance.

An SBA approved 8(a) Joint Venture that resulted from the SBA Mentor Protégé Program can offer for this solicitation. The SBA will make 8(a) eligibility determination of individual 8(a) company status including SBA approved 8(a) Joint Ventures, prior to award. For Past Performance, the 8(a) partner of the JV is required to submit at least one

(1) of the three (3) required Past Performance examples to demonstrate their relevant experience within the last three (3) years.

Offeror must explain how present/past performance efforts involved similar magnitude of effort and complexities that this RFP requires. Offeror must explain how well the offeror performed on the cited present/past performance efforts. Sources of Past Performance information for evaluation may be obtained from the following:

(a) Past performance information may be provided by the offeror, as solicited.

(b) Past performance information may be obtained from questionnaires tailored to the circumstances of the acquisition.

(c) Past performance information may be obtained from established systems such as the Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases; and may be obtained from other sources available to the Government, such as the Defense Contract Management Agency; and interviews with Program Mangers and Contracting Officers.

RFP?

1. The subject acquisition involves a new requirement for Windows Administration Support Services to be consolidated into one contract.

There is no incumbent contract(s) solely for the subject services as these services were previously solicited with various other requirements under several separate contracts for different locations/centers. There is no total pricing information available for the subject services based on the enterprise structure anticipated under this requirement.

2. Could you please provide the details of the incumbent contractor, including the award amount/ number of consultants for base and all option periods?

3. What is the % of onsite/offsite mix for the incumbent?

3. See Answer # 1

4. Is the current contractor’s performance satisfactory to the DLA?

4. Yes

5. Is transition of incumbent staff to the new contractor allowed?

5. The Government cannot tell offerors how to staff their proposals. Offerors are to determine the number of resources needed based on their proposed solution to accomplish the tasks identified in the PWS.

6. Does DLA intend to award the contract to only one vendor to provide all the required services/consultants?

6. In accordance with A.3 of the RFP, the Government will award a single firm fixed price contract for this solicitation.

7. Can you please provide the bill rate of the consultants on the current contract by labor category?

8. Does the current contract use the same labor categories as mentioned in this solicitation?

8. The labor categories listed in the RFP are the labor categories that the Government considers to be Key Personnel Positions. Offerors are to determine the number of resources needed based on their proposed solution to accomplish the tasks identified in the PWS.

9. What has been the yearly spend on these service during FY 14, FY 15 and FY 16?

10. Is there any budget limitation for this project?

10. This information is not releasable.

11. How much importance are prior experience and knowledge of DLA systems given in the evaluation?

11. Per Page 25 of the RFP, A demonstrated knowledge of DLA systems is a minimum requirement for experience, and will be evaluated based on the requirements of the RFP.

12. Would the experience of the proposed consultant(s) with DLA be considered in lieu of firm’s experience?

12. Past performance experience must be at the company level, not the consultant(s) level.

13. Can we expect a consolidated ‘questions & answers’ document with answers to all questions from vendor community released before the solicitation due date?

13. The RFP will be amended to include Questions and Answers and will be provided prior to the due date.

14. Is the Contractor required to have an office in VA/PA to provide the required services from offsite?

14. Offerors are to determine the number of resources needed based on their proposed solution to accomplish the tasks identified in the PWS to include location of offices.

15. Would the tasks be assigned continuously or would there be a time lag between tasks?

We would like to know whether our consultants have continuous work without break.

15. Tasks are continuously assigned. Very little to no lag between assignments.

16. Does the DLA have any estimates of work load in terms of man-hours per week?

17. Since the questions are due on 15th, when are the answers expected?

17. The RFP will be amended to include Questions and Answers and will be provided prior to the due date.

18. Since the time between the release of Q & A and due date would be very short, will the department consider moving the due date for responses by another 2 weeks after release of Q&A?

18. The response date will not be extended.

19. Could you please let us know in details the number of consultants needed by skill-set and location with the required number of hours?

20. Are we expected to use the number of hours specified in Section C.3.5 for the purpose of pricing calculations?

21. Since there are several positions and different locations, could the DLA consider multiple award contract to achieve greater savings and competent services?

21. In accordance with A.3 of the RFP, the Government will award a single firm fixed price contract for this solicitation.

22. Is facility clearance a requirement for off-site work?

22. Yes. A Secret Facility Clearance is required.

23. Are current GSA 8(a) STARS II contract holders also eligible to prime this opportunity?

23. This requirement was not solicited using the GSA 8(a) STARS II contracts. Only companies who have a current 8(a) certification are eligible to respond to this solicitation.

24. Is there a Secret Facility clearance required?

24. Yes. A Secret Facility Clearance is required.

25. Is the incumbent allowed to bid on the re-compete?

25. See Answer #1. The contractors who are supporting this effort under multiple contracts are allowed to bid on this consolidated requirement.

26. Have the incumbent employees been given the right of first refusal? If not, does the government want to retain the current employees?

26. The Government cannot tell offerors how to staff their proposals. Offerors are to determine the number of resources needed based on their proposed solution to accomplish the tasks identified in the PWS.

27. Section C.3.14 SECURITY REQUIREMENTS states ”At the time of proposal submission all personnel performing work on this contract shall at a minimum be required to possess an IT-I and IT-II, Secret with SSBI Security Clearance.” However, a similar statement is not made with respect to the facility clearance of the offering firm.

Is DLA willing to sponsor the contractor for Facility Clearance Request with DSS? Or,

27. The awardee needs to have a Secret facility clearance at the time of award. The facility clearance is required to start work on this contract;

therefore, due to the time it takes to sponsor, DLA will not be able to award to an offeror who does not have a facility clearance at the time of award.

may the contractor utilize the FCL of a teaming partner for the FSO function?

28. Does the C.3.5 PERSONNEL REQUIREMENTS fully detail the minimum positions that will be used to determine acceptability?

The section, M.2 NON-PRICE EVALUATION FACTORS, includes the note stating: “In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance in accordance with FAR 15.305(a)(2)(iv). Therefore, the offeror shall be determined to have unknown (or neutral) past performance. In the context of acceptability/unacceptability, unknown (or neutral) rating shall be considered 'acceptable.’”

In light of this, how will the government be evaluating new 8(a) firms with limited past performance as a company provided that the key personnel presented demonstrate acceptable experience as individuals?

As stated in the Note, In the case of an offeror without a record of relevant or recent past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance in accordance with FAR 15.305(a)(2)(iv). The offeror shall be determined to have unknown (or neutral) past performance. In the context of acceptability/unacceptability, unknown (or neutral) rating shall be considered 'acceptable.’”

The level of effort for several positions drops off in August 2017 (Same number of total hours for the 7 month period as for the previous 6 month period). Is this intentional?

The Contractors resources will be grouped by functional area within Windows Administration, such as the following:

• Cloud Services

• Vulnerability

• Operations

• Project/Policy

A COTR will be assigned for each functional area.

Since each resource will provide weekly reports to the section COTR, the lead should have plenty of time to perform technical tasks. The Lead is not considered a working manager; they are considered a functional lead. The hours for the offsite Program Manager would perform staffing functions;

whereas the Lead would perform technical lead tasks.

If the proposal includes a PM to perform services onsite, the appropriate 8570 certification will be required for an Information Assurance Manager

(IAM).

Pages 23-26 -- C.3.5.2 Based on the small number of hours allocated to the Program Manager position and the requirements of the Team Lead Systems Administrator - it appears the governments expectation is that the Team Lead Systems Administrator will perform technical tasks (“ working manager”), manage the project, and manage the technical staff which includes not only project task related activities but also the activities associated with personnel management (e.g., performance goals/evaluations, staff development, etc.).

Team Lead Systems Administrator – which combine the technical requirements of a Windows System Administrator (e.g., per 8570.01) with the project management requirements (similar to that required for a PMP certification) with the added requirements associated with personnel management -would the government consider acknowledging this by increasing the expected number of hours for the Program Manager position with the expectation that Team Lead Systems Administrator will focus on technical leadership and technical work.

Based on our extensive experience managing programs similar to this for DLA (e.g., system/databased administration, team size 15- 30 staff) we know that personnel management (e.g., onboarding, off boarding, goals/expectations, security/certification management) combined with customer relationship management (communication, coordination, progress/status reporting etc) and other program management tasks represent a full time responsibility. Requiring a technical project leader to perform these roles in addition to technical leadership would introduce significant risk to the program.

Would the government consider mitigating risk by increasing the expected number of hours for the Program Manager position with the expectation that Team Lead Systems Administrator will focus on technical leadership and technical work.

How many physical servers and how many virtual servers will the Windows Administrators be responsible for?

34. We are an enterprise environment the entire team is responsible for all servers. Each Windows Administrator will not be assigned specific servers.

The Servers list the Virtual team provided shows approximately 1861 non-CITRIX servers.

NOTE: This includes servers listed as Clone, Decom, Offline, Off, Replica, Test etc. I would venture to say the actual number of functional Virtual servers is at least 200 less.

Within the SharePoint list, there are approximately 590 as unique physical hosts.

Please confirm that to meet this requirement the team should meet the requirements defined for each Key Personnel position, as listed in Section 3.5.2.1?

Are the WBS to be provided on the Deliverables for Project, Work Order, Incident Tasks? OR is a WBS to provide for each specific task listed under PM Tasks C.3.3.1 ( 6 Tasks - pgs 1 1 & 12), Work Order C.3.3.2 (10 Tasks pgs 12 & 13), Incident Tasks C.3.3.3 (7 Tasks - pg 14)?

As part of the offeror’s technical proposal the offeror shall provide a Work Breakdown Structure (WBS) for each task which at a minimum includes the following information:

• Describes the task and how it will be completed.

• A title/description of the labor category(s) that will be used in each task.

• The annual labor hours, by labor category(s), projected for each of the tasks stated in the PWS.

C.3.3 Specific Tasks (Page 11) states….." This support will be performed remotely from Columbus, OH; Dayton, OH; and Richmond, VA."

Does the government intend for all vendor proposed personnel to be located at only those three sites with travel "as needed" to the other support locations?

39. Work can be performed from any of the DLA facility locations, however we do need on-site support to provide touch labor when necessary.

Where does the Enterprise Infrastructure Test environment reside - i.e. physically, virtually ?

Do all Windows Personnel have access? What is this environments current configuration?

Will the government provide a schedule of "On-Call Services" ? Is this supplemental to the 6AM to 6 PM coverage stated in Tour of Duty? Does the government aniticpate long term non core hours requirements (i.e., shifts, flex weeks with weekend coverage) ?

Yes, this is supplemental. On-call is for break/fix after hours’ support, no long term non-core hours required.

Factor 3: Past Performance (page 123) - "The offeror must submit three (3) examples within the last three (3) years of present/past performance information…"

Must all three Past Performances be that of the Prime Vendor? May other Team Members past performances be utilized?

The prime will be required to provide at least one (1) of the Past Performance examples and allow the other two (2) from a first tier subcontractor(s) within the last three (3) years of present/past performance information. A legally binding written agreement signed by both parties must be provided, which states the specific team member, partner, and/or subcontractor will remain as part of the contract for the duration of the period of performance.

44. In section C.3.5 Personnel Requirements, are these labor hour approximations based on historical data produced by DLA or current staffing levels. How were the labor hour approximations determined?

44. Labor hours were based on full time resources proposed on existing contracts.

45. In section C.3.5 Personnel Requirements, what factors were used in determining Onsite Vs Offsite support for the different locations?

46. In Section C.3.5 Personnel Requirements, 2nd option is listed as being 7 months in duration opposed to the 6-month duration of the base and the first option. Is this correct?

The labor approximations match the base and the 1st option which seem to be using the same methodology for staffing requirements. If it is indeed correct, it does not align with a normal FTE 40-hour work week like the base and the first option therefore more coverage (1 month) same hours and people. Please explain.

1. Contractors must have a Top Secret clearance in order to get IT-I access, can the DD254 be upgraded to Top Secret?

IT-II access only requires a NACLC per pg. 35 # 2 (top of the page). Will the junior position stay as an IT-II?

74. A DD 254 will be issued for Secret US Access, not Top Secret. IT-I and IT-II are role based, not based on access to classified. Junior positions would be filled at IT-II with Secret US Access. All others would be filled at IT-I with Secret US Access.
