The purpose of this amendment is to extend the closing date of this quote request and answer questions received. The new solicitation closing date shall be Friday, July 21, 2015 at 2:00 p.m. eastern. See next page for Q&As.

QUESTIONS AND ANSWERS
1) What is the best way to submit pricing information to you for this RFQ? Should it be done via email, through FBO or by mail?
Answer: The best way is by email to erin.clore@dla.mil. You can also send by fax to 269‐961‐ 4474, or by mail to 74 Washington Ave. North, Battle Creek, MI 49037, Attn: Erin Clore.
2) Can you disclose who the current vendor is on this project and what the dollar amount is?
Answer: LOWRY HOLDING COMPANY, INC., Award value: $670,722.50, Contract #: SP4707‐12‐D‐
3) Is this a year to year contract or does it go on for more than one year?
Answer: The contract will have a one year base period with three one year options.
4) What is the application for these labels?
Answer: Distribution Standard System
5) What will they be affixed to?
Answer: All incoming property received at the DLA Disp Svcs sites
6) In the salient characteristics, you state that it has to be equivalent to Syntran material. Do you have any more information on this material? Is there another name that it may go by?
Answer: Intermec Duratran II Syntran
7) Is this supply for a period of 1 year, or what does each option period represent?
Answer: The contract will have a one year base period with three one year options.
8) Do you commit to the whole time period of supplies listed or only each option period?
Answer: Once a contract is awarded the government will obligate at least the minimum funds for the one year base period but does not guarantee purchases above the minimum of $3,000.00. The government is not obligated to exercise options. See FAR 52.217‐5 and FAR 52.217‐9.
9) Will you be responding to this email, or will answers be posted online?
Answer: Answers will be posted on fbo.gov.
10) We want to confirm we will be manufacturing blank labels without printing.
Answer: Correct
11) Will we be quoting on the total yearly volumes of rolls for each item? For example: 4,213 Total Rolls or 4,213,000 total labels for Items# 0001, 1001, 2001, 3001 4” x 6” labels. Quoting on the yearly volumes will allow us to be more competitive with our pricing. We will hold inventory and ship when needed if awarded the business.
Answer: The quantities listed on the bid schedule are the government’s best estimates but are not guaranteed. The government minimum per period of performance is $3,000.00.
12) Do you have an estimate of how many cases or pallets would be released per month or quarter?
Answer: Approximately 10‐20 Task Orders per quarter
13) The shipping cost will defer for each location. Will we have to submit equal delivered cost for all opportunities?
Answer: Yes.
14) What will the labels be applied on for them to require a 6 month minimum outdoor use requirement?
Answer: For any property requiring extended outside storage
15) Can we compete for the CONUS items only or will we have to compete for the OCONUS items as well?
Answer: This will be a single award, therefore, a quote will not be acceptable if only providing for partial items.
16) Are the rolls shipping all at one time/single release? (This is best pricing – one single press run and best efficiencies)
Answer: Each location would receive their complete order at one time. Typical order for a site would be 50 Rolls of small labels, 20 rolls of larger size labels and approximately 50 rolls of ribbons.
17) If the rolls are shipping separately, we need to know how often, how many at a time?
Depending on the answer, we would need to inventory the product to get best pricing (again run as many on press as we can and then hold inventory – however inventory has a cost as well).
Answer: 10 ‐20 orders per Quarter based on the estimated quantities listed in Question 16.
18) The full resin ribbon is not appropriate for either material. A wax‐resin combo would work on either paper or the synthetic product. Do you want us to quote both?
Answer: No, only wax‐resin.
19) Could you please tell us what the labels will be applied to specifically?
Answer: On the property which could be either packaged or unpackaged including: boxes, furniture, plastic, metals, etc.
20) What is the material they are applied to such as: paper, steel, powder coated metal, plastic, painted plastic, etc?
Answer: All of the above
21) Is the surface rough or smooth?
Answer: Could be either rough or smooth
22) What is the surface application temperature?
Answer: Predominately room temperature unless stored in an outside storage area
23) What is the temperature the labels will see?
Answer: same as question 22
24) What is the previous bid history for these items? (In other words, what are you paying now?)
Answer: See answer to question 2.
25) Can you please clarify when responses are due?
Answer: New response date is July 21, 2015 at 2:00 pm eastern.
26) I am going over this requirement and was wondering if you could confirm the OCONUS deliveries are all for APO/FPO addresses and the delivery days requirement is to that location.
Answer: All OCONUS deliveries would be addressed to APO/FPO addresses
