Amendment 0001
The purpose of amendment 0001 is to provide answers to vendor submitted questions.
Question 1- Finding a contractor that has 5 of the same exact refrigeration units would be extremely difficult. So it would be important to know what the commodity is that would be stored in these reefer trailers and if an electrical hook up would be truly necessary? Due to the current pandemic it is important to know if human remains are going to be stored in these trailers from result of COVID- 19.
Answer-Flu Vaccines and yes the electrical hook up is required.
Question 2-When these trailers are delivered where are they going to be positioned the site and how close each trailer is going to be next to each other?
Answer- Two trailers will be positioned side by side at building 89 doors 008 and 009. One trailer will be positioned at building 760 door 129.
Question 3-Do they have the transformers and electrical hook ups outside of the facility and are all already installed?
Answer- Currently working to get hook ups installed from existing circuit panels located inside the building. Knowing the exact power requirements for the reefer prior to delivery will help ensure power is available upon arrival. 480v 3 phase is available in both buildings.
Question 4- Is the area the trailers delivered to a secure area?
Answer- Yes
Question 5- Will I need to pull background checks on the subcontractors or will that be something you guys handle?
Answer- If any subcontractor is a foreign national our Security Department requires 30 day notice. If subcontractor has DUI or felony charges they will be turned around at the gate. Would advise vetting subs before arriving.
Question 6-Will there be a guarantee by you guys after the first two trailers are delivered that they will be on site for year?
Answer-The requirement is on an as-needed basis for 6 (six) months and the options for an additional six (6) one (1) month options thereafter.
Question 7: If direct wire is chosen at the facility for the reefers trailers is the wiring up to the national electric code (NEC)?
Answer-Yes, UFC, NEC, and NFPA standards are strictly followed.

Question 8-I just noticed it seems that items 2 & 3 request different specs regarding the doors – please specify.
2. The trailer shall meet the following minimum specifications:
Type: Tandem axle semitrailer enclosed “Box Van" self-contained refrigerated Dimensions:
Length 53 ft. max, width 102 inch, minimum outside height 156 inch, rear doors (hinged double doors) Weight: Maximum load capability 40,000 lbs.
3. Electrical Capabilities: A 208 or 480 volt three phase is required, with plug in capabilities and diesel back up. The units must be capable of external electrical hook ups, either direct wire or plug in type.
Door Type: Roll up or Barn Type (Roll up is preferred)
Answer- Door Type clarifications-Hinged double doors will work. However, the door type preferred is Roll-Up.
Question 9- When do you anticipate awarding these and the POP starting?
Answer-Award is estimated within one or two days after the solicitation closes.
Question 10-Is the requirement for trailer only, you do not need the tractor to move these?
Answer- The requirement is for the trailer only and if needed DLA Distribution will move them with our jockey trucks.
Question 11-Regarding the electrical capabilities needed for the trailers as a primary power source would an acceptable alternative be fully diesel powered trailers that are refueled as needed by the contractor for the period of the lease?
Answer-No, this will not be an acceptable alternative. Also, there must be duel capabilities with generator and electric hookup and most should already have the diesel generator capabilities onboard. We just need the capability to turn the generator off and tie into building power.
