1.0 BACKGROUND:

PROJECT SCOPE:

Purchase two (2) wire reel carousel storage systems for DLA Distribution Hill, Utah.

Carousels will have a nominal installation/operational height of 21’– 0”. These systems shall be used to store various size wire reels and other “spooled” items (i.e. gaskets, foam, etc.) that are cut to length and shipped to customers. This system shall comply with all specifications, standards and requirements listed in this document.

1.1.1 INSTALL 2 WIRE REEL CAROUSEL SYSTEMS:

Purchase and install two (2) wire reel carousels per description below.

1.1.2 TWO (2) NEW PACKAGING TABLES:

Purchase and two (2) new packaging work stations with provisions for PC’s.

SITE DESCRIPTION:

The Carousel systems will be installed in Building 850 at DLA Distribution Hill, UT (DDHU). The Defense Logistics Agency (DLA) is a United States (U.S.) Department of Defense (DOD) agency that provides worldwide logistics support for the missions of the Military Departments and the Unified Combatant Commands under conditions of peace and war.

Normal working hours for the site are 0700 to 1530 Monday through Friday.

WORK SITE DESCRIPTION:

The new wire reel carousel area will be located in Bay B of Building 850. The worksite is level and there will be moving warehouse forklift traffic around the work areas. There will be limited storage space available to stage materials for this project.

CONTRACT LINE ITEMS

The offeror shall quote the system with separate prices for each contract line item. The Government shall reserve the right to award each contract line item together or separately in order to match budget allocations with the maximum system capability. The performance period is 180 days after award.

3.0 REQUIREMENTS:

WIRE REEL CAROUSELS:

The following specifications cover the major system components and features of the wire reel carousels.

3.1.1 SQUARE FOOT FOOTPRINT:

Each carousel’s footprint will be between 40 and 100 square feet.

3.1.2 THE MINIMIUM/ MAXIMUM INSTALLTION HEIGHT:

The installation/operational height of the carousels shall be between 19’ and 22’.

3.1.3 CARRIERS:

A carrier (horizontal row) will be defined as where the wire reels or other products on reels will be stored within the carousel. Each carousel will have a minimum of 12 carriers. Uniform loading will not be possible so the carriers shall be designed to handle unbalanced loads (from bay to bay or carrier to carrier).

3.1.4 CARRIER WEIGHT CAPACITY:

The weight capacity of each carrier will be a minimum of 1,000 lbs.

3.1.5 CARRIER BAYS:

The carrier will be divided in 3 different areas called bays. Each bay will be approximately 26 inches by 33 inches and the weight capacity of each bay will be 333 lbs. Each bay will be able to store at least one 30 inch diameter wire reel.

The bars in each bay will be adjustable for maximum storage capacity of varying sized wire reels without the need to use any type of hand tools such as wrenches or sockets/ratchets.

Additionally, each carrier will have a device that will allow the selection of various wire reels without rotating the carousel in one bay and with the ability to handle a large quantity of smaller wire spools. If in the future the government wanted to add this device in other bays the design will allow this modification without welding or drilling on the carriers.

3.1.6 SELECTION TIME:

The maximum time to select from one carrier to another carrier will be 90 seconds.

3.1.7 PICK AREA:

The carousel shall come equipped with a pick area that will allow a technician to select the appropriate material used in a production mission. This pick area will allow the loading/ unloading of wire spools from the floor especially for 30 inch diameter spools of wire. This area will be free of structure to hold up the carousel.

3.1.8 MEASUREMENT DEVICE:

Each carousel will have a device that will measure the length of wire to at least

0.1 inches and hold the wire during measuring. This device will swing or be removed from the carousel when not in use or during operation of the carousel.

3.1.9 LOADING DEVICE:

Each carousel will have a device to allow the loading or unloading of 30 inch diameter wire reels from the carousel. The device shall minimize the lifting force required for large spools.

3.1.10 ELECTRICAL POWER SOURCE:

It shall be the contractor’s responsibility to connect all required electrical equipment to the contractor supplied electrical power distribution panels. Unless otherwise specifically stated, electrical power sources shall be 480 volt, 3 phase, 60 Hz and 120 volt, single phase, 60 Hz that shall be obtained from the main electrical panel(s) in Bay B. All required conduits, wires, electrical power distribution equipment, breakers, transformers, distribution panels/subpanels, and other electrical hardware shall be contractor furnished and installed in accordance with the National Electrical Code (NEC), National Fire Protection Association (NFPA), and other applicable state and local codes.

All wiring runs shall be enclosed in heavy walled rigid conduit or thin wall electrical Metallic Tubing (EMT) with threaded fittings. Conduit runs shall not obstruct personnel, vehicle, or other material flow patterns.

3.1.11 SOFTWARE REQUIREMENTS:

The contractor will be responsible for providing the necessary software capability to meet the Government’s minimum requirements (CDRL A012) for the following:

(A) Bar code scanning and bar code reading capability/host interface capability with DSS (DLA Standard System)/ECS (Equipment Control System)/ERP (Enterprise Resource Planning) shall be included.

(B) Inventory management capability via open source interface (non-proprietary) of all customer inventories for supplied carousel.

(C) Allow user to perform carousel parameter modifications, manage fault diagnostics/ fault recovery and operate in manual or semi-automatic mode.

3.1.12 CONTROL PANEL:

The controls for each carousel will mounted to the front of the carousel and allow a person of approximately 5 feet 8 inches tall to operate the carousel. The controls will not impede the operation or use of the carousel.

Carrier movement: The controls will allow for the forward or reverse rotation of the carousel. These controls will have either a light curtain or photo eyes that will cease or not allow rotation of the carousel if someone or something enters this area for safety reasons.

Password lock: The controls will be able to be locked with either a password/number or key to not allow unauthorized technicians from operating or removing material from the carousel.

Main power switch: The controls will have one master or main power switch to cut all power to the carousel at this location for safety reasons.

Switches And Controls: All start buttons, switches, selection buttons, and other control devices shall be marked with a permanent identifying label. All wires used in control circuits shall be identified at each junction or end with a wire number which corresponds to the number used in the contractor’s electrical control drawings specified in CDRL A002) of this document. Wiring terminal strips shall be used to the maximum extent practicable.

FLOOR MATS:

Floor mats supplied with each workstation and will be antistatic, anti-fatigue, solid heavy-duty mats ½ in. to 5/8 in thick. Mats shall be sized to fit each workstation. Edges shall be beveled to prevent trip hazards.

TWO (2) PACKAGING TABLES & TWO (2) STOOLS:

The work tables and stools must meet the requirements below and be approved by the government.

3.3.1 TABLE:

Table shall be 30” x 72” and shall be rated for a maximum of at 1000lbs. The table shall have a solid Maple table top.

3.3.2 TABLE LEGS:

Table legs with supports shall be fabricated from 16 gauge steel (minimum) and be adjustable from 30-3/4 in to 34 ¾ in. Cross support members are welded or bolted to vertical legs for strength and durability. The legs shall bolt to the table top and allow for mounting of a back stringer.

3.3.3 BACK STRINGER:

Stringer shall be fabricated from 16 gauge steel (minimum), be 4 to 7 inches wide and will hold the legs rigid. It shall bolt to the back legs.

3.3.4 DRAWER:

There shall be two drawers per worktable with all mounting hardware included.

The drawers shall operate on ball bearing rollers within its own case. Automatic stops shall limit the drawer travel. Drawer size shall be nominal 17 ¼ in W x 20

in. D x 6 ½ in. H. Drawer shall also have a built in lock.

3.3.5 TOP SHELF & LIGHT:

The workstation shall be supplied with a top shelf w/ dividers and a florescent light.

3.3.6 COMPUTER PROVISION:

The table shall have provision for a CPU on a bottom shelf, a mobile arm fixture for a flat panel monitor (above table) and a pull out tray for a keyboard and mouse.

3.3.7 ELECTRICAL:

Each table shall have a power strip with a minimum of 3 power outlets.

3.3.8 STOOLS:

The contract shall provide two (2) ergonomic designed industrial stools that are adjustable in height.

SYSTEM REQUIREMENTS

3.5.1 GENERAL REQUIREMENTS:

The general requirements cited herein shall apply to any system or equipment proposed by the contractor. The final design of the system and the capability of the designed system to meet the firm performance requirements of this contract are the responsibility of the contractor. The contractor shall provide all equipment, material, control components, engineering and labor necessary to provide completely installed systems ready for operation. The system shall be tested by the contractor prior to performance testing by the Government. All equipment (each whole product with its integral software) shall be the manufacturer’s current, commercially designed and available or a commercial product that has been slightly modified to fit the proposed system. The commercial product must have proven, successful field application for at least two years immediately preceding the issue date of this solicitation. The field experience of each specific equipment product shall have been gained by an identical or previous model to the one being offered. The design of the specific equipment product offered must be fully defined. Also, any design changes during the two year period of field experience shall be identified by the offeror.

These design changes must be minor and insignificant or be demonstrated reliable through commercial application. Pneumatic controls shall not be permitted.

3.5.2 MATERIAL TO BE HANDLED:

Material to be handled consists of various spooled materials such as wire, gasket material, foam, insulation, etc. Spools sizes will range from 6” to 30” in diameter and 1” to 20” wide. The actual wire diameters (or other material) will be less than 1” in diameter.

3.5.3 SYSTEM MATERIALS AND OPERATING CONDITIONS:

Unless otherwise specifically stated, all material shall be new and of the most suitable grade for the intended purpose. All parts shall be manufactured to such standards as will permit replacement or adjustment without modification to system components. All system equipment must be capable of operating in an industrial environment with temperatures from 50 to 100 degrees Fahrenheit and from 5 to 95 percent relative humidity (non-condensing). Dust and other airborne particle shall be filtered by a replaceable air filter. Electronic components will be equipped with cooling fan to protect the systems from heat damage.

3.5.4 RESERVED:

3.5.6 TREATMENT AND PAINTING:

All surfaces not yet painted but suitable for painting, with the exception of plated surfaces, shall be thoroughly cleaned to provide a clean, dry surface, free of all mill scale, oil grease, dirt, rust or other inhibiting material, and shall be painted with paint conforming to Federal Specification TT-E-489H, consisting of one coat of base primer conforming to Federal Specification TT-P-645B and one coat of enamel applied in accordance with standard commercial practices to assure complete coverage and durability of finish. An alternative painting process which will also be acceptable is an on-line metal cleaning process, then a blown dry or baked dry preparation prior to painting. The dry metal material is painted using an electrostatic spray paint process. The pre-wash cleaning process deposits an iron phosphate coating which is then covered with an alkyd baking enamel. The finish coat, when dry, shall be a smooth, even surface, free of runs, sags, drips or other defects. Color of the finish coat shall be the manufacturer’s standard commercial color.

3.5.7 LUBRICATION AND ADJUSTMENT:

All equipment shall be greased, oiled or lubricated and properly adjusted by the contractor when installing equipment to insure satisfactory operation. Lifetime lubrication shall be utilized wherever possible.

3.5.8 STATE-OF-THE-ART COMPONENTS:

The systems supplied by the contractor shall embody features that represent the current commercially available state-of-the-art products. Such features as plug-in electrical or electronic modules, solid state circuitry, trouble detection lights, and electronic diagnostic systems shall be utilized when practical to do so. Automatic or lifetime lubrication shall also be utilized where applicable.

3.5.9 ENERGY CONSERVATION REQUIREMENTS:

Motors: All new motors shall be rated “NEMA premium efficiency”.

Contractor shall provide copies invoices and any necessary documentation to prove all motors supplied comply. All motors over 2 horsepower shall have a soft start.

3.5.10 MANUALS & DRAWINGS:

Operation and Maintenance Manuals: A total of one electronic copy (DVD’s) and one hard copy of operator instruction manuals, maintenance service manuals and parts listing manuals shall be provided for the units. These manuals shall be written in the English language.

(Specified in CDRL A004, A005)

Machine Drawings and Schematics: A total of one electronic copy (DVD’s) and one hard copy of machine drawings and electrical schematics will be provided for the units.

Preventive Maintenance schedule: A total of one electronic copies (DVD’s) and one hard copy of the preventative maintenance schedule shall be provided with each maintenance service manual.

INSTALLATION HOURS:

The principal period of access to Building 850 for this contract is 8.5 working hours per day, Monday through Friday, from 7:00 AM through 3:30PM, excluding federal holidays and base closures. The Government observes the following federal holidays:

If the holiday falls on a Saturday, it will be observed on the preceding Friday. If the holiday falls on a Sunday, it will be observed on the following Monday. The Contractor shall not be required to be onsite on these days. Also, in the event an Executive Order issued by the President of the United States that declares Agencies of the Federal Government closed on a Contractor-scheduled work day, the Government Representative or designee will advise the Contractor on whether work should be performed for that day or it should be rescheduled.

The Contractor may be allowed, as required to minimize interruption of production operations, to perform work outside of regular hours. Where work is desired to be performed other than during regular hours, the Contractor shall request permission from the COR or his designee at least 48 hours in advance to allow for the necessary arrangements to be made.

GOVERNMENT RESPONSIBILITIES:

DLA personnel shall be responsible for the following:

3.9.1 Material Storage:

Provide a clean, dry area for storage of all materials before, during, and after installation.

3.9.2 Location:

The center section of Bay.

3.9.3 Utilities available for contractor use:

120 volt outlets and nominal amount of city water are available to the contractor as required.

CONTRACTOR RESPONSIBILITIES:

For the purpose of this SOW, the term “Contractor” applies to all Contractor employees, subcontractor(s), or any other person(s) acting on behalf of the contractor to perform work on this contract. The contractor shall be responsible for the following:

3.10.1 Security, Safety, and Fire Protection:

The equipment and installation shall meet all of the safety criteria set forth in ANSI Z9.4 and OSHA 29 CFR 1910.94. A copy of DLA safety regulations shall be provided, for which the contractor must comply. DLA safety, fire department and security shall provide in-brief.

3.10.2 Utility requirements:

Provide all utility and installation requirements (to include detailed installation schematics and installation schedule) 60 days prior to equipment delivery. Note only 480 volt, 3 phase and 120 volt power, single phase is available in the building.

3.10.3 Work Schedule & Pre-Construction meeting:

The contractor shall provide a project installation schedule, as specified in Table 2 (CDRL A002), within 2 weeks after contract award. The schedule shall contain contractor planned dates, days, or time for all design, engineering, purchasing, manufacturing, shipping, installation, test, other work and required project documentation.

The contractor shall conduct a pre-construction meeting within one week of the project start-up. The time and date of the meeting will be coordinated a minimum of two weeks in advance and will be subject to final approval by the COR.

3.10.4 Dimensions:

Where required to design, fit and install equipment for use in existing facilities, dimensions shall not be taken from drawings but shall be taken in the field from measurements taken by the contractor on the site.

All dimensions in this specification are given in nominal values, therefore the contractor is responsible for accurate interfaces between all existing equipment and facilities and all contractor installed equipment and systems.

3.10.5 Protection of Government Property:

These systems are be installed within and operational Government supply system.

The Contractor shall take all actions necessary and as directed by the contracting officer to protect government property, including stock items, during installation.

All damages to Government property caused by negligence or actions of the contractor shall be repaired at the contractor’s expense. If repaired by the government, any money due to the government will be deducted from the contractor’s payments. The contractor will be advised in advance of any such deductions.

3.10.6 Unloading of Equipment:

The contractor shall furnish the necessary personnel and special equipment (MHE, cranes, man lifts, etc.) and shall be responsible for unloading all of the contractor furnished equipment and materials delivered to the site. The contractor shall give the Contracting Office Representative 48 hours advanced notice of all contractor material and equipment deliveries.

3.10.7 Housekeeping:

Upon completion of work each day and at the completion of the mission, the contractor is responsible for performing housekeeping duties that will restore the affected area(s) to a clean and acceptable condition. All on-site waste, hazardous waste, paints/paint related waste, oils and debris generated in performing the contract shall be disposed of off-site at contractor arrangement and expense.

Contractor shall comply with all applicable disposal regulations. Contractor shall maintain the work site and premise in a clean and neat condition during the contract performance. All contractor material shall be stored in a neat and stable manner so as to preclude leaning or falling stacks. Scrap material, such as empty cartons, wood crates, etc. will be removed by the contractor at the end of each work day. The use of government dumpsters for disposal is prohibited.

Absolutely no materials are to be disposed of via the sanitary sewer or storm drain systems.

All excess equipment, shipping crates, scrap and materials used by the contractor shall be removed.

3.10.8 Warranty:

The contractor shall correct any and all problems related to this contract within 1 year of project completion and government acceptance. This would include any and all labor and materials required.

3.10.9 Safety Requirements:

General requirements: These safety provisions are only general in nature and are not intended to be all-inclusive. Contractor shall follow and will not be excused from following the safety requirements of appropriate safety standards or other requirements established by National Fire Protection Association Code, OSHA, or other established safety requirements.

Protective barriers & markings: It is the responsibility of the contractor to be aware of the safety requirements for personnel, equipment, buildings and materials. All protective coverings, shields, protective barriers, barricades, warning signs, etc., will be furnished and installed in accordance with ANSI and OSHA Standards by the contractor where a hazard or potential hazard exists. Twenty four (24) hours prior to the planned installation of protective barriers and barricades, the contractor will coordinate with the COR for concurrence and approval. The removal of barricades and barriers will be accomplished by the contractor at the completion of the work in the area.

Protective equipment: The Safety and Health Manager or his designated authority must approve all protective equipment.

Contractor shall notify the DDHU Safety Office and get approval before commencing work. Personal protective equipment such as hard hats, safety glasses, safety shoes, etc., shall be worn in all areas and on all jobs as required by the Safety and Health Office. All hard hat areas shall be indicated by Contractor furnished signs. Safety and Health Office personnel may inspect the work site at any time for compliance.

Hazardous material: Contractor shall comply with all OSHA and NFPA standards for the storage, handling and application of flammable paints and liquids, combustibles, fuels and other hazardous materials. This includes the use of ventilation, personal protective equipment, respiratory protection, monitoring for air contaminants and requirements to convey to workers the hazards associated with the operation. Only a one day supply of flammable, combustible, fuel, corrosive or other hazardous materials is to be kept at the job site. All other stock of hazardous materials shall be stored in accordance with applicable OSHA and NFPA standards at a location remote from the job site and approved by the Government.

Disposal of Hazardous wastes: The contractor is responsible to properly dispose of any hazardous waste accumulated or created by this project at their own expense. This will include proper and legal disposal of hazardous wastes, oils, paints and paint related wastes.

Material safety data sheets (MSDS sheets): Contractor shall submit current material safety data sheets for all materials to be used on the project. This includes new materials selected and substitute materials.

Smoking: Smoking is prohibited except in designated areas.

Mishap reporting: A copy of the report on each job connected injury, property damage, or motor vehicle mishap will be submitted to DDHU Support Office and the Safety and Health Office. This report may be made on either a Contractor's report form, a DLA Form 1591 Mishap Report, or SY 91a (motor vehicle) Report. The estimated absence in days, if any, by employee due to injury and/or cost of property or vehicle damages shall be included.

Construction and Installation Safety Practices: The contractor shall follow the construction industries best practices. This will include use of safety barricades for active work areas.

3.10.10 Contractor Materials:

Contractor shall furnish the necessary personnel and special equipment (MHE, cranes, etc.) and shall be responsible for the unloading of all Contractor furnished equipment/material delivered to the site. Contractor shall give the COR 48 hours advanced notice of all Contractor material and equipment being delivered to the work site.

3.10.11 Construction Equipment:

Gasoline, diesel, electric and LPG fueled equipment used inside buildings during installation require approval from the Safety and Health Office prior to initial usage, and will be kept to a minimum to preclude the build-up of carbon monoxide and other hazardous and noxious fumes. For welding, electric motor driven arc welders are preferred. If gasoline or diesel engine welders are used, the welder will be kept outside the building with welding cables run inside, or the engine exhaust will be piped to outside the building subject to the Safety and Health Manager's approval.

3.10.12 Equipment Safety Markings:

Safety markings shall be in accordance with 29 CFR 1910.144 & 145

3.10.13 Fire Prevention:

The use of all fire hydrants shall be controlled by DDHU Fire Department. No unauthorized use of fire hydrants shall be permitted. Fifteen feet clearance is required around all fire hydrants at all times. Fire aisles, building entrances and building exits shall be kept clear of obstructions at all times. A 24-inch clearance shall be maintained from the walls at all times.

Flame Cutting and Welding Processes:

3.10.13.1.3 Hot Work Permits: Welding, cutting or use of flame devices require prior approval of the base Fire Department, Fire Chief, and shall be performed in accordance with AWS Z49.1 (2005). A welding screen shall be used whenever welding is being done. Contractor shall have a firewatcher on duty whenever there is welding, cutting or open flame devices being used. The fire watcher shall have Contractor supplied fire extinguisher with him during all grinding/flame cutting and welding operations. After welding is complete, Contractor shall maintain a fire watch for minimum 30 minutes after completion of work. Failure to follow this procedure may result in removal of personnel responsible permanently from the installation. At no time will Contractor use or block installed fire equipment, valve houses, or post indicator valves unless authorized by the Fire Department.

3.10.13.1.3 Fire Watch: Welding, cutting or use of flame devices shall be performed in accordance with ANSI B20.1A. A welding screen shall be used whenever welding is being done. Contractor shall have on duty at such times and as required by the DDHU Fire Chief when cutting or using open flame devices, a fire watcher.

3.10.13.1.3 Government fire protection equipment:

At no time shall the contractor block installed fire equipment, valve house or posted indicator valves unless authorized by the fire department.

4.0 TESTING, DOCUMENTATION AND ACCEPTANCE:

LAYOUT OF WORK:

Contractor shall accurately layout his work according to approved drawings. Contractor shall give general supervision to the work using his best skill and shall designate a superintendent in charge of installation who will remain on the premises during working hours until the installation is complete. The superintendent’s name shall be provided to the Contracting Officer, the Contracting Officer’s Representative, and the site supervisor.

SYSTEM MAINTENANCE:

4.2.1 Maintenance Prior to Final Acceptance:

Contractor shall ensure that competent Contractor maintenance personnel are on site once the equipment becomes operable. Maintenance of the entire system supplied by the Contractor shall be the responsibility of the Contractor until final system acceptance.

4.2.2 Special Technical Assistance/Maintenance:

During the warranty period, Contractor shall provide technical assistance and remedial maintenance when necessary to keep the system operational in accordance with the specification performance requirements.

Upon notification by the Government of system/equipment malfunction or failure to operate, Contractor shall promptly provide technical assistance via telephone consultation within two hours after contact to enable trouble shooting and correction by the Government, or arrive at the installation site within 24 hours after notification for continued consultation and performance of remedial maintenance action necessary for correction, if correction cannot be attained by the Government. All Contractor parts, labor, and transportation to provide special technical assistance/ maintenance as specified shall be furnished at no increase in the contract price, unless or except as otherwise provided by the warranty clause provisions specified in this contract.

4.2.3 Contractor Technical Representatives:

The contractor’s technical representative(s) list requirement (CDRL A006), shall identify the representative(s) for contact and notification who shall provide technical assistance and/or to arrive at the installation site within 24 hours.

Identification shall include primary and alternate individual’s names, the firm’s name and address if other than the contractor’s and phone numbers where the individual representatives can be contacted. If multiple contact sources apply due to the various subsystems required by this specification, the contract data shall clearly identify the specific subsystems and their appropriate responsible technical representative(s).

4.2.4 Warranty:

Notwithstanding inspection and acceptance by the Government or any provision of this contract concerning the conclusiveness thereof, the Contractor shall warrant for a period of one year after final acceptance by the Government of the systems furnished and installed under this contract that the system will be free from defects in materials, workmanship, or requirements. During the warranty period and in the event the Contractor is not able to make remedial action himself;

he shall make arrangements to have such work accomplished. Contractor shall furnish to the Contracting Officer the name and address of the selected individual and/or firm who can arrive at DDHU within 24 hours after notification of equipment breakdown to perform the necessary repair.

SYSTEM CHECK-OUT:

Upon completion of each phase of the installation, the system shall be checked out by the Contractor using test procedures designed to evaluate system performance at maximum rated capacity. The system shall be under the Contractor’s control until modifications and/or adjustments are considered complete by the Contractor. When the Contractor considers the system satisfactory for operation, the Contracting Officer’s Representative will be advised in writing, and the performance test shall commence within five workdays.

INSPECTION AND TEST:

4.4.1 Responsibility for Inspection and Testing:

Contractor is responsible for the performance of all inspection and testing of all materials and equipment supplied under this contract. Contractor shall be responsible for each technical inspection at the manufacturing facility and installation work site. Contractor may use his or any other facilities and the Government work site for the performance of the inspection and test requirements. The Government reserves the right to perform any of the inspections or tests set forth in the specification where such inspections or tests are deemed necessary to assure supplies and services conform to prescribed requirements. The contractor shall develop and submit for approval a test plan in accordance with CDRL A011.

4.4.2 Component and Material Inspection:

Contractor is responsible for ensuring that components and materials used are manufactured, examined, and tested in accordance with referenced specifications and standards cited throughout this document. A certificate of compliance (CDRL A010) shall be furnished at project completion in the form of a letter that the Contractor has satisfied all specified contract requirements for materials, components, inspection and testing.

4.4.3 Quality Conformance Inspection and Test: Quality conformance inspection and test shall be applied to all components of each phase of the system prior to being accepted under the contract. Failure of any item under the contract or the entire system to pass the examination or one or more tests shall be cause for rejection. Quality conformance inspection and test shall consist of the following:

4.4.3.1 Examination: Visual examination of the delivered equipment shall be accomplished by the Contractor and the COR to ensure conformance to specification requirements.

4.4.3.2 In-process inspection:

Visual examination of the delivered equipment and during installation shall be accomplished by the Contractor and the COR to ensure conformance to specification requirements. Discrepancies will be pointed out to the Contractor by the Contracting Officer’s Representative for correction.

4.4.3.3 Performance test:

Upon completion of installation and system check-out by the Contractor, functional and reliability tests shall be performed by the Contractor. The Government may freely monitor the system under functional operating test. The Contractor may not perform any modifications and/or adjustments or otherwise interfere with the reliability test.

During the reliability test, the Contractor may request the test be suspended to accomplish modifications/ adjustments as required. Such suspension shall constitute a failure, and the test will be rescheduled upon written notification by the Contractor to the COR stating the system is again operationally ready.

4.4.3.4 Functional Test:

Each system shall be operated and tested by the Contractor and/or Government personnel under actual operating conditions, with varying loads and activity for 24 hours in eight-hour increments. Contractor shall demonstrate all functional requirements of the system. Each system may also be subjected to any other such tests within the intended capacity as can be devised to test the accuracy, capacity, and capability of the system. If this test shows that the installation is defective in any respect, or that equipment does not comply with the specification requirements, Contractor shall immediately make all changes necessary to correct same and to remedy all defects. Any stoppage of equipment for a period less than 30 minutes (minor) or for a period of 30 minutes or more (major) shall be considered as a malfunction. During this test period, if one major malfunction or more than two minor malfunctions occur in an eight hour period of time, then the test shall be considered unsatisfactory and that particular day will be lost. If three consecutive days are lost Contractor shall then be required to start the test from the beginning. Total time to complete this test shall not exceed 15 normal working days from the date of the first attempt. This test shall be completed satisfactorily 30 days prior to the contract completion date.

4.4.3.5 Static and other tests:

In addition to the above performance tests, other nondestructive tests may be performed as determined necessary and desirable by the Contracting Officer to test for compliance with these specifications.

These may include simulation of emergency situations at critical times to ensure equipment reliability and safety. These tests may be performed before, during and/or after operational tests of the system.

4.4.3.6 Time Lost:

In lieu of beginning the 30 day continuous test again, actual time lost during final operating test due to stoppage of the system because of malfunctioning and/or to permit adjustment and/or modification, may in the sole discretion of the Contracting Officer, be added to the end of the 30 day test. Any stoppage of equipment for a period less than 30 minutes (minor) or for a period of 30 minutes or more (major) shall be considered as a malfunction.

During this test period, if one major malfunction or more than two minor malfunctions occur in an eight hour period of time, then that particular day shall be lost. If three days of lost time have been recorded, the Government shall suspend testing until both Contractor and Contracting Officer’s Representative can determine the cause of the stoppages. This review shall be required after every three days of lost time. After a third such review, the Government shall suspend final operating testing until the Contractor has reestablished the system.

CONTRACT DATA REQUIREMENTS:

The contractor shall furnish contract data as required in DD Form 1423, Contract Data Requirements List, included with this specification. Contract data, outlined in Table 2, shall be prepared in accordance with this specification or data item descriptions attached thereto, and submitted in the quantities and at the times specified for approval.

FINAL ACCEPTANCE:

Final system acceptance will be granted after the Contractor has complied with all provisions contained in this specification and upon successful completion of all operational performance tests as specified in Section 4.5.

TRAINING:

Training shall be provided in the operation and maintenance of all equipment provided by the Contractor. All training media such as visual aids, diagrams and drawings shall be furnished as required by CLIN005 (CDRL A007).

All training shall be conducted by individuals well qualified in training matters, and the operation and maintenance of the Contractor furnished equipment.

4.7.1 OPERATOR TRAINING:

Three classes, four hours each (on-site training) shall be conducted by the Contractor in the operation of Contractor supplied system components.

Government personnel shall generally be experienced in warehouse operations.

Operator training shall be conducted on a scheduled basis with class size not to exceed ten persons each. Operator training shall be completed prior to performance testing. Operational training shall provide employees a complete knowledge of operation of the system and shall include a handout booklet containing pertinent information regarding equipment operation. Specific areas of operator training shall include, but are not limited to:

a. Familiarization with the system capacity, operating characteristics and performance parameters, including operation of manual controls.

b. Familiarization with location, purpose and function of all controls.

c. Hands-on training under expected operating conditions including simulation of emergency/error situations.

4.7.2 ON-SITE MAINTENANCE TRAINING:

Two classes, eight hours each, on-site maintenance training shall be conducted by the Contractor in the maintenance of the installed system provided by the Contractor. Maintenance training shall be conducted on a scheduled basis with class size not to exceed 10 persons each. On-site training shall provide a working knowledge of preventive maintenance, troubleshooting, diagnostics, and correction of malfunctions including repair, adjustment, disassembly, inspection, and overhaul and reassembly of system components. Specific areas of training shall include, but are not limited to, the following:

a. An overview of manufacturing processes and techniques employed in constructing the systems components.

b. Diagnostic techniques required to isolate defective components using test equipment that is listed by the contractor as necessary to equipment furnished by the contractor.

c. Hands-on training in the repair, adjustment, disassembly, inspection, overhaul, and reassembly of system components to circuit board component level.

d. Preventative maintenance.

OFFEROR'S COMPLIANCE:

Offeror's must indicate on a paragraph by paragraph basis whether or not they comply with the technical requirements of this specification. Enclosed in the specification is a prepared form entitled "Offerors Statement of Compliance". The left hand margin of this form lists, in order, the numbers of all paragraphs in the specification, containing requirements which must be addressed by the offeror. To the immediate right of each paragraph number, are two blocked spaces headed "Comply" and "Non-comply". The entry of "X" or a check mark is required in one of these two blocks. In the event an offeror checked a non-comply block, an explanation of what is being offered as an equal or better alternative to the specification is required. Any additional prints, brochures, etc.

submitted for clarification is recommended. Offerors are advised that the checking of the "Non-comply" block for any paragraph will result in rejection of the offer unless the explanation provided is deemed acceptable by the Depot. Space provided for explanation on the form is limited. If additional space is required, a separate sheet may be used to continue the explanation.
