PERFORMANCE WORK STATEMENT (PWS)

DLA ‘EDGE AVAILABILITY’

1.1 OBJECTIVE

The goal of this initiative is to install ‘Edge Availability’ equipment on DLA’s ELMR (Enterprise Land Mobile Radio) System infrastructure at Tracy.

1.2 SCOPE

The scope of this effort includes procuring services and equipment for the Enterprise Land Mobile Radio (ELMR) system managed by J64.

1.3 Description of Work

DLA J64 SATCOM Services requires the installation of network devices at DLA ELMR sites at Tracy. This equipment will enable this RF site to stay 100% fully operational when network connectivity drops to the radio system Core Site at Richmond, VA. The contractor shall install stated equipment, optimize the configurations, and test for 100% operation. 80% of the work will be conducted at Tracy and 20% at Richmond. All work performed at Richmond will be administrative network type work, with no equipment required.

1.4 Government Furnished Property and Services

The Government shall provide the following property and services for contract operations. The property and services shall be used only in direct performance of contract requirement.

1.4.1 The Government shall provide the following services necessary for contract operations:

• Network connectivity at required buildings at DLA Richmond, and Tracy

• Provide network administrator assistance during project

• Provide access to all buildings, equipment shelters, and towers

• Provide site access and escorts in a timely manner as required

• Provide adequate space for the system equipment

• Provide primary electrical power at all sites

• Furnish and install all necessary electrical work such as AC and/or

DC circuits and outlets, circuit breakers, and main service protectors

• Provide hand held radios for testing

1.4.2 The Contractor shall accomplish the tasks below:

• Provide a dedicated Project Manager for the duration of the project

• Install the following equipment or equivalent at DLA ELMR site Tracy:

o One HP DL380 G9 or most recent version to act as the Edge Availability device o One GGM8000 to act as the Sub-Site Access Gateway o One GGM8000 to act as the Site Gateway o One HP 2620-24 to act as the LAN switch

• Make all necessary configuration changes to the Motorola M3 Core at the Master Site in Richmond, VA

• Provide only Motorola certified technicians at all sites (Richmond, and Tracy)

• Ensure all equipment installed meets R56 guidelines

• Provide Project Management services to manage the timely execution of all project activities and ensure all responsibilities and deliverables are completed to Motorola’s quality standards and as required by the contract

• Provide System Engineering services for the final system design, resolution of technical issues, and providing support during equipment implementation and testing

• Administer safe work procedures for installation

• Develop and coordinate Cutover Plan activities as required

• Provide updated system documentation

• Updated system diagrams for all sites shall be provided

Note: Vendors will need to provide documentation that the equipment is 100% compatible with the currently installed equipment if proposing an alternate item.

1.5 System Equipment Specifications (Minimum Requirements):

The Defense Logistic Agency’s Enterprise Core Master Site is a Motorola ASTRO 25 system and is an APCO Project 25 compliant, 12.5 kHz narrowband, digital, single-site, IP-based land mobile radio trunked radio system. Integration of all equipment must be 100% compatible including Information Assurance attributes to the Motorola ASTRO 25 ELMR Core system located in Richmond, VA.

1.6 Deliverables:

Upon award the contractor will conduct the following activities within the identified timelines after the effective date of award:

• Ship all equipment within 60 days of award

• Install, test and optimize all equipment within 90 days

• Deliver update documentation and drawings with 120 days

1.7 Security Requirements:

Upon Award, the Contractor shall notify the COR immediately in writing with the full name, social security number and date of birth and place of birth of all employees assigned to work on the contract. The COR shall forward the provided information to DLA Tracy and DLA Richmond Physical Security Specialists. Each Physical Security Specialist will verify the information and will notify the COR as soon as possible whether the Contractor meets the appropriate clearance. The provisions outlined above apply to the prime Contractor and any subcontractors the prime Contractor may employ during the course of this contract.

Waivers may be requested in an emergency if the head of the agency finds that the delay in appointment would be harmful to the national security and such finding is produced in writing.

No Contractor personnel performing sensitive duties will be allowed to commence work on this effort until his or her trustworthiness has been favorably adjudicated. DLA retains the right to request removal of Contractor personnel, regardless of prior clearance or adjudication status, whose actions, while assigned to this contract, clearly conflict with the interest of the government. The reason for removal shall be fully documented in writing by the Contracting Officer. When and if such removal occurs, the Contractor shall within five (5) working days assign qualified personnel to any vacancy(s) thus created. DLA retains the right to request removal of contractor personnel, regardless of prior clearance or adjudication status, whose actions, while assigned to this contract, clearly conflict with the interest of the government. The reason for removal shall be fully documented in writing by the Contracting Officer.

When and if such removal occurs, the Contractor shall assign qualified personnel to any vacancy(s) within five (5) working days. The Contractor shall comply with all DLA security requirements pursuant to DLA Regulation 5200.17, Security Requirements for Telecommunications Systems. Contractor employees shall be required to meet all security and safety regulations pertinent to the work location. The Contractor will comply with lawful orders of Law Enforcement personnel. Operating a motor vehicle on the Center is not a right but a conditional privilege granted by the Commander, DLA. To retain this privilege, the Contractor’s employees will comply with the provisions in DS-FC 5720.001, Motor Vehicle Traffic Supervision Instruction.

The Contractor shall not employ any person whose employment will violate the requirements of DoD 5500.7-R, Joint Ethics Regulation. Performance of this SOW may require the Contractor (or its subcontractors) to access data and information proprietary to the Government agency or of such a nature that its dissemination or use, other than in performance of this PWS would be adverse to the interest of the Government or others. The Contractor shall not divulge or release data or information developed or obtained in performance of this SOW except to authorized Government personnel or upon written approval of the Contracting Officer. The Contractor will not use, disclose, or reproduce proprietary data, which bears a restrictive legend, other than as required in the performance of this SOW. The limitations above do not apply to data or information, which has been made public by the Government.

Further this provision does not preclude the use of any data independently acquired by the Contractor without such limitations or prohibit an agreement at no cost to the Government between the Contractor and the data owner, which provides for greater rights to the Contractor.

Contract personnel visiting any Government facility in conjunction with this task order shall be subject to the Standards of Conduct applicable to Government employees.

Site-specific regulations regarding access to classified or sensitive materials, computer facility access, issue of security badges, etc. will be provided as required. All products produced and their associated work papers are to be considered the property of the government.
