• Answer the following questions in response to solicitation SP3300-18-B-5002:

1. Who will be responsible to coordinate with the electrical utility, PPL Electric Utilities?

-Replacement of Switch #1 (identified on Sheet E-101) will require coordination with PPL Electric Utilities regarding an interruption of service to the Installation. The Contractor will be responsible for completing the Customer Interruption Request Form; submitting it to PPL Electric Utilities; and paying the associated invoice. The Contractor shall forward the Customer Interruption Request Form to PPL Electric Utilities a minimum of 20 days prior to the scheduled outage, and the associated invoice must be paid prior to the outage. For bidding purposes the Contractor shall include $10,800 in their final project price to cover any applicable utility fees/charges associated with the outage. Associated pre-outage coordination meetings shall be attended by representatives from the Contractor, PPL Electric Utilities, and DLA Installation Operations. 2. Does the substation allow transferring of load to allow contractor to conduct appropriate sectionalizing and subsequently execute work on switches 4-8?

-All the work to be performed within the footprint of the substation will require utility interruption(s) and shall be performed outside of regular work hours as indicated previously.

The Contractor will need to schedule and coordinate this work with the COR as indicated by the Contract Documents.

It may be possible that (through switch isolation) some of the work at the substation may not require a complete power outage to the substation and/or Installation. However, it is expected that all scheduled work within the footprint of the substation will require the de-energization of at least (1) or (2) of the (3) 15KV circuits that serve the Installation. So, all of the work will affect facilities on the Installation.

The Contractor is encouraged to develop a work plan that minimizes the number of scheduled outages at the substation, and the duration of these outages. However, the Contractor will not be expected to develop a plan that addresses power interruption/power distribution beyond the footprint of the substation.
