STATEMENT OF WORK

Contractor is to furnish all labor, material, transportation, supplies and supervision necessary to construct 2 each supervisor workstation platforms at warehouse 30, section 1, CCP. Scope of work includes, but is not limited to, the following:

1.0 Provide Material and Construct Workstation Platforms (2 each total)

1.1 Shall be located as shown in Drawing 1

1.2 Shall be constructed using dimensional lumber and able to accept a 30# Live

Load, 25# Dead Load

1.2.1 All lumber shall be graded no less than #2 or better

1.2.2 All floor joists shall be installed at no greater than 12” O.C.

1.2.2.1 Any span greater than or equal to 13’-0” shall be

constructed with no less than 2”x10” Joists

1.2.2.2 Any span less than 13’-0” shall be constructed with no less than 2”x8” joists

1.2.3 All decking shall be plywood or OSB and no less than ¾” in thickness

1.2.4 The platform shall be constructed per local building codes for this type of structure

1.2.5 Headers, sill plates, and other framing members shall be anchored to the floor and wall per local building codes for this type of structure.

1.3 Shall be constructed to the dimensions shown in Drawing 2

1.3.1 The base shall be no less than 20’-0” wide and 12’-0” deep

1.3.2 The top platform width shall be no less than 16’-0” in order to accommodate the workstation

1.3.3 The top platform height shall be no less than 21” from floor level

1.3.4 The steps shall have a rise of no more than 7” and tread of no less than 11”

2.0 Provide and Install Carpeting (both platforms) (Mohawk Group, Tuff Stuff II

Carpet Tiles; or equivalent)

2.1 Color shall be determined by Michael Maraya (209-839-4488) and the following color sample swatches shall be provided to him for final selection

2.1.1 955 Cobalt (or equivalent)

2.1.2 983 Iron Ore (or equivalent)

2.1.3 989 Obsidian (or equivalent)

2.2 Shall have a minimum TARR of “Severe”

2.3 Shall be constructed of tufted Duracolor Premium Nylon

2.4 Shall have Sentry Soil Protection

2.5 Shall meet ASTM E 648 Class 1 Flammability Rating or better

2.6 Shall meet ASTM E 662 Less than 450 Smoke Density rating or better

2.7 Shall have a GSA Stain Release Rating of “Pass” or better

2.8 Provide and install nosing strips if required

3.0 Provide, Construct, and Install Workstations (1 each per platform, 2 each total) (NBF, Esquire Collection, Item #76240, Configuration #10326, Color:

Driftwood; or equivalent)

3.1 Final installation shall be as shown on Drawing 2

3.2 Shall be no less than 185” and no more than 189” in width to ensure fitment in the platform

3.3 Shall be no less than 63” in depth

3.4 Contractor shall construct the workstations on the platforms only after the platforms are fully built and fully carpeted

3.5 Workstations shall be level and square to the platforms and permanently attached to the platforms with mechanical fasteners

3.5.1 Fasteners shall be installed (hidden) in areas as to not distract from the cosmetic appearance of the workstations

4.0 Provide and Install Bollards (5 each per platform location, 10 each total)

(Global Industrial Item #WYB1519303; or equivalent)

4.1 Shall be mounted as shown on Drawing 2

4.2 Shall be all steel

4.3 Shall be 6” dia. x 42” tall with a ½” thick 10”x12” bolt down mounting plate

4.4 Shall be mounted to the floor with 4 each 5/8” x 4” anchor bolts

4.5 Shall be yellow in color

5.0 Provide and Install Workstation LAN ports (18 LAN ports per platform, 36 LAN ports total)

5.1 Provide an install all components required for the LAN drops including but not limited to conduit, conduit hardware, cabling, enclosures, cover plates, etc.

5.2 Each workstation seating location shall have 6 LAN ports each for a total of 18

LAN ports per platform, 36 LAN ports total for the entire project

5.3 All LAN cabling shall be installed in either a cable tray or EMT conduit and steel enclosures

5.4 LAN drops, cabling, hardware, and all other components shall be installed as described in Appendix 1 (LAN Requirements)

5.5 LAN ports shall be installed under the workstation desk as shown on Drawing

5.5.1 LAN cabling shall be installed in conduit mounted under the platform floor

5.5.2 All LAN conduit shall be bonded to the cable tray

5.6 For Platform #1, LAN cabling shall be provided by use of patch cables, or other method, sourced from the existing wall mounted ports in the immediate area, fed from panel FD-30-1-6

5.6.1 The new under desk ports shall be labeled to reflect the existing wall mounted ports that feed them.

5.7 For Platform #2, new LAN cabling shall be routed from cabinet FD-30-1-9

5.7.1 Ports #133 through #151, or other ports as designated by the Government Representative, shall be used

5.7.2 The under desk LAN receptacles shall be labeled to reflect the cabinet ports that feed them

6.0 Provide and Install Workstation Receptacles (2 each, 20a double duplex receptacles per platform; 4 each, 20a double duplex receptacles in total)

6.1 Provide an install all components required for the electrical circuits including but not limited to conduit, conduit hardware, conductors, circuit breakers, receptacles, enclosures, cover plates, etc.

6.2 All conductors shall be installed in EMT conduit and steel enclosures

6.2.1 ROMEX type conductors shall be NOT be used

6.3 Each workstation shall have 2 each double duplex receptacles. Each double duplex receptacle shall be fed from a separate 1Ph, 20a circuit (2 total 20a circuits for each platform).

6.4 All conduit shall be located under the platform deck and meet requirements defined in paragraph 13 of this SOW

6.5 For Platform #1, extend circuits from 2 existing receptacle circuits located on the wall in the immediate area

6.5.1 The new receptacles shall be mounted under the workstation desk as shown in Drawing 2

6.5.2 The new receptacles shall be labeled to reflect the existing wall mounted circuits that feed them

6.6 For Platform #2, 2 new 20 amp circuits shall be routed from the unlabeled 1 phase panel located as shown on Drawing 1

6.6.1 The new receptacles shall be mounted under the workstation desk as shown in Drawing 2

6.6.2 The new receptacles shall be labeled to reflect the circuits that feed them

7.0 Dimensions and Design

7.1 The contractor is responsible for verifying all dimensions, design criteria, and code requirements to ensure all items are capable of performing the intended use and supporting the anticipated load.

8.0 Submittals

Submittals are required for all material and services to be utilized and/or installed and shall be in compliance with the Unified Facilities Guide Specifications (UFGS).

Submittals a. and b. shall be provided to the Government and approved prior to commencement of work; submittal c. shall be provided to the Government after completion of all work. Submittals shall include but not be limited to the following:

a. Task specific: Construction schedule

b. Manufacturers’ data and shop drawings for all materials and equipment

c. As Built Drawings

9.0 The contractor shall comply with all requirements listed on the included

Environmental, Safety, and Industrial Hygiene and Fire Branch Checklists dated 13 June 2018.

10.0 Project Schedule and Time Constraints

The contractor is required to prosecute the work diligently and complete the entire work, ready for use no later than 120 calendar days after the award/NTP of the task order. The time stated for completion shall include final clean-up of the premises. (Section 00700, FAR 52.211-10). Work shall be accomplished during normal working hours (Mon.-Fri. 0700 to 1530). Any power outages shall be scheduled at least 72 hours in advance and performed after normal working hours if it is determined by the Government to affect production.

11.0 Preconstruction Meeting

Prior to the initiation of work, a meeting will be held with the contractor and Depot PM/PE to discuss matters of mutual interest concerning the task order. General conditions, work schedule, phasing, and coordination, security, safety, permits, and other matters pertinent to work accomplishments will be discussed in this meeting.

Contractor is subject to all DDJC health and safety regulations and DLA Security requirements outlined during the meeting.

12.0 Authorities

No person other than the Contracting Officer has the authority to make any changes to this contract action that impact cost or schedule. Authority from the Contracting Officer to the contractor to make changes that impact cost or schedule will be in the form of an official, signed modification.

13.0 The electrical installation shall be performed in a neat and professional manner. All conduit shall be installed level/plumb; run parallel/perpendicular to the building and/or column lines, and be sized ¾” or larger. All conduit couplings shall be of the compression type. All conduit, fixtures and junction boxes shall be properly secured to the building structure.

14.0 All material shall be in new condition unless otherwise specified and shall meet the American Recovery and Reinvestment Act requirements.

15.0 The job site shall be left in a clean and orderly condition during construction and all construction debris and excess material shall be removed upon completion of the job.

The use of Government trash cans, dumpsters, or other waste receptacles is prohibited.

16.0 All work shall comply with Unified Facilities Criteria

17.0 All work shall comply with the current ADA Standards for Accessible Design

18.0 All work shall comply with the current NFPA/NEC code, including NFPA 70E.

19.0 All work shall comply with all applicable local, state and federal standards.

20.0 Contractor is subject to all DDJC health and safety regulations and DLA security requirements.

Appendix 1: LAN Requirements

LAN Installation PWS

GENERAL REQUIREMENTS

a. Contractor is to provide all labor, materials, equipment, supplies and transportation to complete the work described herein. DLA Information Operations requires only qualified and experienced telecommunications Contractors perform Upgrade services in the construction of the DLA structured cabling infrastructure. The Contractor, by responding to this PWS, represents that their company possesses the qualifications, certifications, capabilities, test equipment, expertise, and personnel necessary to provide an efficient and successful Upgrade of properly operating components. All cabling and associated infrastructure shall have oversight by BICSI certified Technician.

It is required that the Contractor supervisor/foreman must be a BICSI certified ITS Technician and a BICSI member in good standing. The Contractor supervisor/foreman must be on-site for the duration of the project.

b. A BICSI RCDD will be present during the installation phase of the project. The upgraded infrastructure will be reviewed by a BICSI RCDD for adherence to standards. Random checks by the RCDD of all aspects of infrastructure Upgrade will be performed on a recurring basis during the entire Upgrade process. During the final inspection the RCDD will develop a punch list of items which need correction in order to accomplish certification. The RCDD will conduct a Final walk-through with the customer representative for acceptance.

TASK 1 – GENERAL

Install CAT6 data circuits. Provide an as Built CAD and Visio drawing of the installation and an Installation Design Plan. Perform testing and labeling of the CAT 6 and fiber optic cabling for adherence to TIA/EIA-568-C2.1 standards using a Fluke DTX 5000 Cable Analyzer or equivalent. Provide Test and Inspection Report (TIR) to J64 Engineering Services Project Manager. Provide a Registered Communications Distribution Designer (RCDD) to conduct a physical inspection of the following items for adherence to DLA, and BICSI standards.

• Install one Leviton 48 port patch panel in Field Distribution Cabinet FD-30-1-9.

• Terminate 18 CAT6 Plenum rated cables to the new Leviton patch panel in

FD-30-1-9.

• Extend 18 CAT6 Plenum rated cables to new workstation locations.

• Install a 1” conduit from the cable tray to each workstation area terminating into a 4” steel junction box with a faceplate and 6 each CAT6 jacks from the cable tray.

• Terminate 18 CAT6 rated cables to Leviton CAT6 jacks at workstation locations.

• Label each faceplate with the jack numbers and FD-30-1-9 cabinet ID. Label CAT6

Patch panel.

• Standard for CAT6 patch panels and jacks is Leviton

• Install One Double Gang junction box with 6 Port White Faceplate at each warehouse workstation location identified in the design map

• DLA Standard for CAT6 cable is green plenum

• DLA Standard for CAT6 jacks is Leviton Green jacks.

• Test CAT6 data circuits using a Fluke DTX 5000 meter and provide the results to the

J64 Engineering Services Project Manager.

• Provide As-Built CAT/PDF drawings showing new drops with jack numbers.

While performing work at Defense Distribution Depot San Joaquin the contractor shall comply with all Federal, State and Local environmental protection and safety laws and regulations, the controls of this document, and all specific requirements stated elsewhere in contract specifications.

1. Portable equipment with internal combustion engines >/= 50 bhp must be registered with either CA State or the San Joaquin Air Pollution Control District (SJAPCD). Maintain all applicable registration documentation upon entrance to the installation. Portable generators <50 BHP must meet CA State emissions requirements. ER

2. Off-road diesel and large spark ignition equipment ≥25 bhp (e.g., backhoes, track-hoes, trenchers, augers, loaders, cranes, forklifts, man-lifts) must be registered with the state upon entrance to the installation and have an Equipment Identification Number (EIN) affixed. ER
