Attachment 1 – Statement of Work

Statement of Work (SOW)

Computerized Panel Saw and Dust Collection System

Background:

1. Requiring Organizations

a. DLA Distribution Anniston, AL and Albany, GA

b. History Purchase a Panel Saw for the purpose of replacing an outdated machine. The existing machine is becoming too costly and outdated to continue repairs. Because this machine is outdated, it lacks the safety features that OSHA would be require on any equipment. This machine is to be utilized for sizing plywood.

c. Purpose of the Statement of Work (SOW):

Purchase Panel Saw for the support of the mission on various wood cutting missions in the box shop.

2. Scope of Work to be Performed by Contractor:

The contractor shall provide, deliver, install and operation/maintenance training for one (1) Computerized Panel Saw. All equipment furnished shall be new from the manufacturer’s most current production and meet current industry standards, and conform to the best quality of materials and workmanship. Accessories not specifically mentioned herein, but necessary to furnish complete system ready for use, shall also be included and named. The saw shall comply with all OSHA, federal, state, and local codes and regulations.

The Salient Characteristics /Minimum Requirements for the Panel Saw:

The Computerized Panel Saw shall be a Hendrick Model Number HC4 2600Wor equal. The computerized horizontal panel saw shall be designed for high production requiring speed, versatility and precision accuracy. Table configuration shall include solid area with solid pusher fence for crosscutting small parts. The unit shall include full solid back table surfaces with full-length solid pusher fences for cutting thin sheets, rod, or tubing and models.

The pusher fence can be set to position for absolute cuts. (Finish part size shall be between the saw blade and the pusher fence) or in incremental mode it shall automatically index sheet of raw material between cuts and accurately compensate for the thickness of the saw blade with the finish parts being pushed out of the front side of the machine.

The full-length pneumatic beam shall fully encapsulate the saw blade for increased accuracy, safety, and dust collection. To minimize scrap on the last cut an auxiliary hold-down clamp indexes to the cut line. An encoded aligner shall automatically move to correct position to securely hold material strips against the squaring fence for precision cross cutting. Saw blades shall retract below the table surface during the return stroke as the material is being automatically indexed for the next cut cycle. To maximize productivity the saw carriage shall be encoded and automatically return to the correct position for next cut.

The panel saw shall require a minimum length of cut 102”, Minimum depth of cut 4” The panel saw shall require a width of cut be adjustable from 0” to 102” minimum The panel saw shall require a pusher speed of 2400 min, via AC closed loop servo and precision rack and pinion drive or manufacturer equivalent The panel saw shall require a main blade motor of 18HP, 240 VAC, 3 Phase The panel saw shall require HMI Touch Screen Controller with a minimum 8-inch screen, automatic and manual operation, and on screen diagnostics The panel saw shall require a blade Size of 16” diameter with a 1” Bore with an RPM of 3600 The panel saw shall require solid pusher plate and gripper combination The panel saw shall require full-length pneumatic hold-down with auxiliary hold-downs for final cut The panel saw shall require encoded side aligner to automatically position material before being cut The panel saw shall require encoded side aligner for optimized crosscutting The panel saw shall require high-speed material indexing and saw carriage traverse The panel saw shall require pressure beam holding pressure utilizing split beam design or manufacturer equivalent The panel saw shall require front air floatation to maneuver material easily The panel saw shall require safety light curtains to prevent accidental insertion of foreign objects and appendages during operation The panel saw shall require saw blade cover interlock system to prevent access during operation The panel saw shall require emergency stop pull cables on the front and rear of the saw for instant shut down Color: Manufacturer standard.

Blade Change: Pneumatic/Hydraulic Quick Change or manufacturer equivalent.

Required Option: The panel saw shall require a cyclone dust collection system and associated ductwork for dust collection.

Exterior color – Manufacturer’s standard.

Warranty Coverage - Warranty coverage shall be manufacturer’s standard warranty but not less than one-year parts and labor.

Operator, Parts and Service Manual(s) and Training – The contractor shall provide after installation is completed two (2) complete set of manuals. The contractor must provide on sight training 1 day (8 hrs.) training. Each location will have up to and not to exceed five (5) employees to be trained.

3. Description of Contractor’s Tasks:

a. Deliver / Installation / Setup / Test Operation / Provide Training for the

Computerized Horizontal Panel Saw and Cyclone Dust Collection System.

b. Contactor is responsible for removal and disposal of all shipping, packing, and any trash.

c. Operator Training – After installation is completed, provide a one-time, minimum

1-day (8 hrs.) operator training. Each location will have up to and not to exceed five (5) employees to be trained.

4. Governments responsibilities:

a. The Government is responsible for unloading of Horizontal Panel Saw and

Cyclone Dust Collection System and storing in safe location until installation.

b. The Government is responsible for providing 240/3 phase electric power disconnect for Panel Saw.

c. The Government is responsible for supplying air for the new panel saw and making connection to saw. This will be supplied to a location close to the saw.

d. The Government is responsible for supplying a storage area for the equipment prior to installation, and then the area for the equipment to be permanently located, which will include removal of existing panel saw.
