Amendment 0003

1. The purpose of Amendment 0003 is to answer vendor’s questions, provide a revised Drawing that includes a scale reference (Attachment 1) and a revised Statement Of Work (Attachment 2).

Question 1. In Amendment 1, Answer 5 mentions removal of mechanization by others and includes a drawing of the mechanization site plan. Please confirm the extent of mechanization to be removed. The current drawing only highlights (3) ALOC pits to be removed/filled.

Answer 1. All of the mechanization depicted in color will be removed by others to include the mechanization in the three subject ALOC pits. The remaining empty pits will be filled and capped by others.

Question 2. Please revise the mechanization drawing to include a scale for reference.

Answer 2. A scale has been included on the new drawing (Attachment 1).

Question 3. Are there any hazardous materials within the existing floor paints or coatings?

Answer 3. No.

Question 4. Please confirm that all of the equipment will be removed from the building making the floor completely accessible.

Answer 4. All equipment will be removed from the floor prior to the contract start date.

Question 5. Please confirm that no phasing is required and that the work can be accomplished in one mobilization.

Answer 5. Affirmative. No phasing will be required.

Question 6. Will we be able to work more than 8 hours in a day if working longer certain days will increase production rates?

Answer 6. A federal government Contracting Officer's Representative (COR) is required to be on site while work is being performed so the contractor will be limited to work hours from 7:00 to 15:30 M-F

(minus federal holidays).

Question 7. The statement of work does not specify a particular thickness. The data sheets say 10-30 mils.

How many mils would you like for the total? The pros for the 30 mil system is that it will provide a thicker, more durable buildup, nor will it wear off easily. However, it is more expensive and it could chip from heavy impact. The pros for the 10 mil system is that it will cost less money. The con is that due to how thin the system is, it will wear off in time.

Answer 7. A 30 mil thickness is required (see revised Statement Of Work 3.3).

Question 8. The statement of work calls for two coats of a polyurethane finish. The only reason for this is to either preserve a better long term gloss or to reduce staining from chemicals. Moreover, it will cost more money. Would it be preferred that the system is based on two coats of clear epoxy?

Answer 8. Yes (see revised Statement Of Work 3.3).

Question 9. By industry standard, water based or solvent based epoxies are often used as the primer coat to better penetrate the concrete and close pores. Do you have a preference on what type of epoxy is used for the primer coat?

SP3300-17-B-0010

Amendment 0003

Answer 9. Use water-based to reduce VOCs.

Question 10. 100% solid epoxies are more durable and lost longer than water based or solvent based epoxies.

Would you like a 100% solid epoxy as the top coat on the system?

Answer 10. Yes (see revised Statement Of Work 3.3).

Question 11. What are the liquidated damages for this contract?

Answer 11. Liquidated Damages are not attached to this project.

Question 12. The RFP states that hand delivering of our bid to DDJC will not be accepted; however, the RFP further states: ACCESS TO THE INSTALLATION FOR THE BID OPENING: Anyone planning on attending the bid opening must abide by the same procedures as set forth to gain access for the site visit. Failure to follow these procedures may result in you not gaining access for the bid opening. Please clarify. Will Offerrors be allowed to deliver the bid, then attend the bid opening shortly afterwards?

Answer 12. BID SUBMISSION. BIDS MUST BE SUBMITTED IN HARD COPY ONLY.

ELECTRONICALLY SUBMITTED BIDS INCLUDING FACSIMILE AND TELEGRAPH

WILL NOT BE ACCEPTED. BID SHALL BE SEALED IN AN ENVELOPE CLEARLY

MARKED WITH THE BID SOLICITATION NUMBER, THE

BID OPENING DATE AND TIME. ALL BIDS SHALL BE SUBMITTED TO:

DLA Distribution

Acquisition Operations

Attn: Mogen Gilson

430 Mifflin Avenue Suite 3102A

New Cumberland PA 17070-5008

If a vendor would like to attend the bid opening they are to follow the directions that were utilized for the site visit access. The vendors are able to attend at the DDJC site but the hard copy bid is to be submitted to the address above. A telecom will be set up to hear the bid opening between New

Cumberland Pa and DDJC.

Question 13. Please confirm that DDJC only requires the SF1442, Section B Bid Schedule, Bid Bond, and Reps

& Certs for bid/proposal submission on August 30th.

Answer 13. All information required for a successful responsive bid is in the Invitation For Bid and amendments.

Question 14. Please designate which personnel is required on the contract, and the amount of time they must maintain a presence on site.

Answer 14. The contractor shall have a designated safety, QC and superintendent (can all be the same person) on the project site while work is being performed.

2. All other terms and conditions remain unchanged.
