Statement of Work DDRT-Red River, TX. Bagger/Weighing/Counting/Printer System
1. Purpose: The intent of this Scope of Work (SOW) is to define the requirements to provide an automatic with manual capability Bags-On-A-Roll Bagging and Weighing/Counting Packaging System.
2. Background: The DLA Distribution Red River, TX. Site (DDRT) Stock Readiness operation repackages small pieces of product by hand that could be handled by an automated packaging system. The product to be packaged will be hardware, electrical components, and automotive parts ranging from 1/10 of gram to 5 pounds in weight.
This equipment can eliminate unnecessary handling and counting with high accuracy automatic weighing/counting system that dispenses material directly into Bags-On-A- Roll packaging.
3. Scope: The basic requirement of this SOW is that the Contractor shall provide an automatic with manual capability Bags-On-A-Roll Bagging, and Weighing/Counting Packaging Machine. The automatic high speed bagging system dispenses preformed plastic bags-on-a-roll and bags are automatically indexed, opened, sealed and detached at a minimum speed of 60 bags per minute. An automatic weighing/counting system is required. Unit will be manufactures standard commercial model designed for industrial use meeting or exceeding identified below in Specific Requirements.
4. Specific Requirements:
Bagger System (4-units) Weighting/Counting System (4-units) Thermal Printer (4-units)
a. (4) Multi-purpose high-speed bagging system dispenses preformed bags-on-a-roll. The bags are automatically indexed, opened, sealed and detached at a minimum speed of 60 bags a minute. The bagger will run a multitude of sizes and thickness of bags, and various bag size change outs will be readily changeable within 2 minutes. The bagger must be designed to handle difficult applications with a minimum of operator experience. Bagger will be height adjustable for operator comfort.
b. Operator Modes: Automatic continuous timed cycle. Manual for hand feeding of product with each cycle initiated by operator. When manually loading without the use of a funnel a device is required to insure the operators hands are away from any pinch points during the sealing cycle. Most products are packaged as 1 each per bag.

c. Cycle Rate: Minimum speed is 60 bags per minute. Product volumes vary from 10 to 10,000 each.
d. Bag Width: 2.5 inches to 11 inches. Bag Length: 5 inches to 20 inches minimum.
Bag Thickness range is 1 mil to 5 mil thickness. Bag material type is Bags-On-A- Roll made of heat sealed polyethylene. Weights of filled package range from less than 1 lb up to 10 lbs.
e. Funneling units ranging in sizes from 1.5 inches to 4.5 inches
f. Operator Interface: Color touch screen control panel is required for operator to recall and set-up packing jobs and provides machine diagnostics to enable operator to rectify machine errors.
g. Loading Funnel(s): Positioned over the bag opening to guide the product into the bag and sized to meet the full range of bag widths.
h. Product Support/Load Shelf: Adjustable shelf is required to support the bag and heavy or awkwardly shaped products during loading and drops away once the bag has been loaded and sealed.
i. Bag Deflator: Required to remove excess air from the bag and product during loading and drops away once the bag has been loaded and sealed.
j. Bag Seal Flattener: Minimizes wrinkles that may be in the sealed area.
k. Bag Feed Adjustment Device: Provides alignment and tension control for consistent bag delivery to the product load area. Compensation for changes in tension as bags process through the bagger machinery. Allow for maximum bagger speeds with minimal bag weave through the machinery for trouble-free operation.
l. Bagger Basic Spare Parts Kit: Provide replacement parts for initial wear items.
m. (4) Automatic Weigh-Counting System: Provide an automatic weigh-counting system integrated with the high speed bagger, to automatically weigh-count and dispense bulk supply of products into individual bags. A material/product is counted using a count scale as a sample before being hand feed into a collection chute. As more product is added it is counted based on the sample count. A counting scale shall measure weigh ranging from 1/10 of gram to 5 pounds in weight. A touch screen shall be provided to display sample counts and display current counts to reduce over filling divider sections for improved accuracy.
Weighing-counter shall be required to handle different product profiles (bolts, nuts, and flat washers) will be integrated with the product count sensor to automatically count and feed material into bagging system. The counter includes touch-screen controls, and control screen provides access to job storage, diagnostics, and part profiling for a quick set-up and ease of operation.
n. (4) In-Line Thermal Transfer Package Printers: Thermal imprinter capable of print speeds up to 8 inches per second with a high quality 203 DPI print head.
Imprint text for product identification descriptions utilizing barcodes, text, and graphics applied to individual packages in-line and indexed for product loading and sealing. Label print area size up to 4 inches wide and 10 inches long.
Universal connectivity with Serial and Parallel Port allowing flexibility in communicating with software and databases. A 6 foot parallel printer port cable is required. Easy access to the print head for easy cleaning and maintenance.
Onboard memory (8 megabytes) stores job data ready for recall at a later time.
Label changes achieved quickly by accessing pre-stored label designs or through database download with a personal computer connection. At installation the Government will provide a windows operating system personal computer for contractor to program imprinter. Separate labeling operation is not acceptable.
Label Design Software: Required to be compatible with a Windows Operations System.
Printer Basic Spare Parts Kit: Provide replacement parts for initial wear items.
o. On-Site Operator and Maintenance Training: Contractor will provide training in the operation and maintenance of the bagger system. All training shall be conducted by individuals well qualified in training matters and the operation and maintenance of the bagger system.
p. Installation and Setup: Within 15 days after order/contract is placed contractor will provide the Government all installation requirements that will meet the bagger system total designed demand requirements for electrical and compressed air and a footprint with electrical and compressed air entry locations. The Government will provide electrical and compressed air line in close proximity to bagger system needed for contractor to make final connections to the bagger system. Contractor is responsible for bagger system setup and connections from bagger system to existing electrical and compressed air line.
q. Manuals: Two complete sets of operator, service and parts manuals are required.
r. Warranty: The contractor will warrant for a period of one year after final acceptance by the Government of the system furnished and installed under this contract/order that the system will be free from defects in materials, workmanship, or requirements.
