Statement of Work (SOW)
Mobile Battery Powered Workstations / Carts
1. Requiring Locations:
DLA Distribution Korea - DDDK DDDK Receiving Bldg 620 (Unit 15758) APO AP 96260 - 5758, Camp Carroll Waegwan Korea

2. Background:
Currently, Mobile Battery Powered Workstations are utilized in situations where it is more beneficial to move receiving personnel to product as opposed to moving product to a stationary receiving area.
A Personnel Computer, LCD Panel Monitor, RF Scanner and one or more thermal label printers are the devices utilized on the current cart. Power is provided by two on-board, rechargeable batteries.
Each cart is equipped with an inverter to convert DC energy from the batteries into AC power to run the computer, printer and other technology devices. Attached to the inverter is a power bar(s). The technology devices are plugged into the power bar(s) to receive AC power. Each cart also has an on-board battery charger which plugs into a standard 115V electrical outlet. These mobile carts were designed and assembled by The Defense Logistics Agency.
3. Purpose of this Statement of Work (SOW):
Purchase of Ten (10) Mobile Battery Powered Workstations/Carts.
a. 10 carts – DLA Distribution Korea, (DDDK).

4. General Requirements
The Contractor shall supply the herein described equipment/system, which shall include all services, labor, material, equipment, control components, and engineering necessary to provide a completely operational system. All equipment shall be the manufacturer’s current, commercially designed and available or a commercial product that has been slightly modified to fit the proposed system. The commercial product shall have proven, successful field applications for at least two years immediately preceding the issue date of this solicitation. The commercial product shall have proven successful field applications for at least three customers utilizing the cart within similar environment and application. One of the three customers shall be utilizing carts in Europe. The field experience of the specific equipment / product shall have been gained by an identical or previous model to the one being offered. The design of the specific equipment / product offered must be fully defined.
Also, the Contractor shall identify any design changes during the two-year period of field experience. These design changes must be minor and insignificant or be demonstrated reliable through commercial application. Bid proposals shall include descriptive literature for all items of equipment offered. It is the Contractor’s responsibility to notify the Contracting Officer of any design deficiencies of the product which affect or compromise the performance or operation for the application specified.
5. Scope of Work to be Performed by the Contractor:
The contractor shall supply and deliver quantity described per CLIN in solicitation for Mobile Battery Powered Workstations/Carts. All equipment furnished shall be new from the manufacturer’s most current production and meet current industry standards and conform to the best quality of materials and workmanship. Accessories not specifically mentioned herein but necessary to furnish complete system ready for use, shall also be included and named. The units shall be in compliance with all OSHA, federal and local codes and regulations. All transportation/shipping will be provided by the contractor. The units shall arrive fully assembled and ready for use.
The Salient Characteristics / Minimum Requirements for the Mobile Battery Powered Workstations / Carts are as follows:
Cart shall be equivalent to or greater than the PowerCart FlexCart3000 with Extended Work Area Option.

Minimum Requirements are outlined for the power supply (Batteries, Charger and Inverter) but the contractor can size larger. However, the complete package (Batteries, Charger and Inverter) must be sized in order to operate properly together as a unit.
a. Power Supply (Batteries, Charger and Inverter) shall be on-board and enclosed. Contractor shall provide adequate ventilation for equipment.
b. Power Supply (Batteries, Charger and Inverter) shall be sized to support the following configuration. Cart shall operate for 16 hours before requiring charging. The cart shall recharge within 8 hours. Fifteen (15) labels per hour per printer will be generated. This equipment will be provided and installed onto the cart by government.
1. One (1) Dell OptiPlex 160 Computer or Dell Laptop with wireless antenna
2. One (1) Dell 17-inch Flat Panel Monitor
3. Honeywell 4820 Scanner
4. One (1) Intermec PC4i Printers
5. One (1) Kyocera RFID Printer
6. One (1) Keyboard
7. One (1) Mouse
c. Two (2) 12V - 100AmpH Batteries (Minimum Requirement)
1. Maintenance free, deep discharge Valve Regulated Lead Acid (VRLA) Absorbed Glass Mat (ABS) batteries.
2. Memory-less batteries – achieved run-time will be consistent until batteries reach end of life.
3. The batteries shall be capable of being charged at any time and it will not damage the batteries or reduce their capacity if they are charged before they are completely discharged.
4. Batteries shall be capable of being charged while the unit is being used.
5. Batteries shall be designed specifically for multiple charge and discharge cycles and fast recharges without degrading their performance.
6. Battery Life – at minimum 750 cycles achieved before replacement.
d. One (1) 1800 Watt True Sine Wave (TSW) Inverter (Minimum Requirement)
1. Continuous rating – 1800W
2. Peak (10 minutes) rating – 2200W
3. Surge (5 seconds) rating – 2900W
4. True Sine Wave power output for potential laser printing.
e. One (1) 20 Amp Charger (Minimum Requirement)
1. On-board charger shall be a four (4) stage charger (analyze, bulk, absorption and trickle) and charges the batteries quickly without degrading them. Charging System shall not over charge batteries if left plugged in indefinitely.
2. Charger plugs into a standard 115V electrical outlet.

3. The charger shall have a display to indicate if the batteries are charging, the stage of charging process, and the level of charge of the batteries.
4. Batteries shall not require removal for charging. Charging of batteries will be performed by on-board charging system (regardless of state of charge of batteries).
5. On-board charger shall be the only charger required to fully charge the on-board batteries. Batteries do not require removal at any time for charging.
f. Battery Monitoring and Control The cart shall utilize Battery Monitoring and Control technology which controls all the components of the power system including the inverter, charger and battery. It shall monitor, measure and analyze specific parameters; voltage, current and temperature.
Using these parameters in combination with a learning algorithm, the controller calculates the battery state of charge using both energy and voltage data. The voltage and state of charge shall be communicated to the operator via an LCD display. The controller shall shut-down the system before the batteries are completely drained.
g. Battery Indicator (audible and visual alarm):
1. Audible alarm – When the battery is in a low state of charge, the unit shall emit a short high-pitched beep initially then it turns into a constant beep. When the constant beep starts, there shall be approximately 15 minutes before the power system shuts down.
2. Visual Display – The battery voltage and percent charge remaining shall be constantly displayed.
h. One (1) Keyboard tray (movable/slide-able).
i. One (1) Mouse Pad Assembly (movable/slide-able).
j. Two (2) Flow Paper trays (8 ½ “ x 11” paper storage)
k. Two (2) output power bars/strips
1. Power bars/strips shall be secured (lockable enclosure) in order to secure and manage power output components.
2. Each Power bar/strip shall have a minimum of 5 receptacles.
l. A mechanism or vertical surface area shall be provided to mount the LCD Panel Monitor.
m. Heavy Duty (HD) Casters
1. Minimum size – 6” x 2”
2. Minimum of four (4) casters.
3. Casters located adjacent to the operator of the cart (at least two - 2) shall have locking/braking capability.

4. Equipment (including power supply) shall not be mounted between casters. The bottom of the cart (space between casters) should be free of any objects in order that the clearance of the cart provides ease of use in a Distribution/Warehouse environment.
5. Casters shall swivel. However, one (1) or two (2) casters can be fixed ergonomically for ease of maneuverability.
n. Cart design shall be Horizontal as opposed to Vertical (Tower) design.
o. Push Bar
1. The push/pull bar shall be adjacent to the operator station of the cart for ease of pushing /stopping the cart.
2. The push / pull bar shall be adjacent to the keyboard tray for ease of pushing / stopping the cart.
p. Printers shall fit on the cart and operator shall have easy access to remove printed labels and replace label stock during operation of cart. Slide-out printer trays can be utilized where required for ergonomic considerations.
q. Cart shall be of rugged construction in order to be utilized in an active warehouse/distribution environment. Cart metal surfaces shall be rust and scratch resistant. All surfaces suitable for painting shall be painted with commercially available practices to provide a finished coat which is smooth, even surface and free of runs, sags, blisters, chips, areas of no film or thin film or other defects. The Contractor shall identify the specific material, material finish or treatment of the cart to the Contracting Officer or designated representative.
r. Shelving, surface area and cart shall be rated to support the weight of the equipment outlined in section (b) of minimum requirements.
s. Surface area shall be large enough to ergonomically support the equipment outlined in section (b) of minimum requirements. Minimum horizontal surface area provided should not be less than 1650 square inches.
t. The system shall be capable of operating in an environment which is not temperature or humidity controlled. All materials shall be new and of the most suitable grade for the intended application. Prototype or experimental devices or components shall not be furnished or installed.
u. The push force required to start the fully loaded cart on a smooth, concrete surface should not exceed 15 lbs.
v. The cart footprint and dimensions shall be approximately 23” wide and 37” long.

w. The top work surface height shall be 40” high and adjustable to 37” or to 45” in 1” increments.
6. Ergonomic Considerations and Ease of Use:
a. The loaded cart shall be easy to maneuver, start, push and stop.
b. The complete system (the cart with the government supplied equipment) shall be ergonomically usable by the operator.
7. Renderings and Illustrations:
Renderings and Illustrations of the cart will be provided by the contractor with all bids to ensure the cart is ergonomically usable with the proposed equipment. Included in the renderings should be illustrations of where the proposed equipment will be placed or mounted.
8. Warranty Coverage:
Warranty coverage shall be manufacturer’s standard warranty but not less than one year parts and labor.
9. Manuals:
Operator, Parts and Service/Maintenance manuals will be provided for each delivery site.
10. Equipment Set-up and Training:
Contractor will provide on-site cart assembly if required. Required operational and cart training will be provided to the Point of Contact(s) for each delivery address.
The government is responsible for procuring and installing the computer equipment, printers, etc.
onto the cart.

Carts will be delivered on-site within 4 months from the placement of the purchase order.
