NOAA Environmental Visualization Laboratory

Introduction:

The NOAA Environmental Visualization Laboratory (Vizlab), managed by NESDIS, serves an important role in providing visualizations of atmospheric and oceanic events from satellite imagery and data to meet NOAA and external requests for these images. In addition, the Vizlab provides technical writing, presentation development and graphics support to NESDIS and NOAA for communication and outreach activities. The Vizlab is contracted to meet this demand within its provided budget and to serve as a fee-for-service program for other NOAA Line Offices.

Scope of Work:

NESDIS Office of the Chief of Staff requires the following activities.

NESDIS Headquarters and Communications Activities

The contractor shall perform the following activities for Subtask A:

● Provide NESDIS with design and layout services, including but not limited to:

● Development of original graphics and infographics

● Design and layout of presentations, banners, publications, newsletters, emails, and all other print and digital products

● Provide NESDIS with writing and editing services, including:

● Content for communications products, including web stories, social media, white papers, presentations, etc.

● Provide NESDIS with video and animation services, including:

o Script-writing, filming, editing, 508 compliance, distribution, etc.

● Support the nesdis.noaa.gov website redevelopment process:

o Provide staffing to the web redevelopment team o Develop special content for the new site, including but not limited to:

▪ 1:00 to 1:30 video animations for each of the following “sector” areas of the website:

● Weather

● Transportation

● Energy

● Health

● Agriculture

● Climate

● Conservation

● Environmental Hazards

● Provide NESDIS with support for development of educational materials, including:

o Transition remaining curriculum packages from the “Data in the Classroom” website into story maps

▪ Sea level

▪ Water quality

▪ Ocean acidification

▪ Coral bleaching

● Provide support for NOAA launches to include:

o Video vignettes with voice overs o Animations with voice overs o Science on a Sphere visualizations o Other content/material as determined by the contract task manager

● Develop and distribute regular images (formerly the NOAA Image of the Day)--(a single image or animation highlighting current events – using NOAA (and/or partner) observations, models and analysis, etc.);

● Provide visualizations to external media, museums and educational organizations upon request and as prioritized by OCOS management.

Visualizations must meet communication and broadcast requirements for high definition products;

● Identify resources, prepare a plan, and execute the approved plan to ensure VizLab ability to ingest and produce visualizations of DSCOVR, Jason-3, COSMIC 2A, GOES-R, and JPSS-1 data;

● Support for Science on a Sphere©:

o Provide technical support for the SOS at NOAA HQ in Silver Spring to include system configuration, training, and presentations;

o Support the development of formal presentations using the SOS by

NOAA leadership;

o Convene regular meetings of local, on-site team, line office representatives, and SOS group in Boulder, CO;

o Manage reservation process and calendar for the SOS at NOAA HQ in

Silver Spring;

o Support the Network of SOS locations by providing guidance on how to access NOAA data resources to develop SOS content and best approaches for presentations;

o Generate newsworthy visualizations in SOS-ready formats as significant event arise;

o Support traveling SOS exhibits (e.g., at major conferences);

o Assist with planning, attend, prepare content for and provide expertise at the SOS Collaborative Network Workshop (occurs approximately every 18 months) - this task requires effort of both the SOS program coordinator and the manager of the Vizlab; This takes place approximately every 18 months and is not on a set schedule. The location rotates as well and the follow-on host is not picked in advance to place in this scope. The upcoming one is in April 2017 in Detroit, MI. The previous one was in December 2015 in Portland, OR. The next one is likely to be in December 2018. However, the locations are not set.

o Provide training to new users of SOS (at NOAA HQ and other SOS sites) -task may require travel;

o Maintain all means of digital communication, including websites, e-mail accounts and list serves;

● Support and maintain the NOAA View portal by:

o Administering and maintaining the associated systems and scripts to automate ingesting data from disparate sources across NOAA and the federal government.

o Identifying and requesting necessary resources associated with upgrading systems.

o Develop processes in IDL, McIDAS, and other geospatial and graphics software to automate the visualization of NOAA data.

o Maintain a geospatial database that allows for cataloging data imagery and inclusion into websites.

o Develop web-based tools for the public to gain simple access to NOAA data and data imagery as directed by the OCOS o Investigate best practices for reliably serving data in a variety of geospatial formats.

o Work with external groups on the evaluation and integration of best practices for the development of NOAA data access tools as directed by the OCOS o Engage in public outreach to improve awareness and use of NOAA data as directed by the OCOS.

● Support the transition of the www.nnvl.noaa.gov website into the nesdis.noaa.gov site; maintain content management systems as needed and ensure compliance with applicable Agency IT requirements;

● Administer the VizLab network of computers, servers, and storage systems;

ensuring compliance with applicable Agency IT requirements;

Travel will be required: Request is to allot $50,000 for travel. Priority for travel is:

AGU (COS and NOAA Exhibits) Association of Science-Technology Centers (ASTC) Annual Conference SOS Users Collaborative Network Workshop National Science Teachers Association (NSTA) Annual Conference National Association of Interpretation Certified Interpretive Guide Training Course, one single, week-long training, various dates and locations are possible.

The contractor shall perform the following activities for Subtask B:

● Provide one to three data visualizations of approximately 10-30 seconds in length displaying ocean data that is available through NOAA or public government websites.

Subtask C – NOAA Climate Program Office

The contractor shall perform the following activities for Subtask C:

NOAA Climate.gov, managed by the Climate Program Office (CPO), seeks support from the NOAA Environmental Visualization Laboratory (VizLab) in developing content for the website’s News & Features section and other public interfaces, such as printed materials and the NOAA Exhibit Booth. The VizLab will develop data visualizations for inclusion on the Climate.gov Portal—including analyzed data, raw imagery, enhanced imagery, or final productions (i.e., maps and animations). Specific deliverables may include:

● Customization of pre-existing Vizlab imagery, maps, and animations;

● Guidance on data acquisition to support Climate.gov objectives;

● Visualization of data maps and imagery for use on Climate.gov and other NOAA distribution points;

● Video editing and other audio-visual production services; and

● Other content development support (e.g., image interpretation and annotation) as needed.

Subtask D – Oceanic and Atmospheric Research

The contractor shall perform the following activities for Subtask D:

● CO2 Trend Progression in line with the Evolution of Man: We envision a graph overlaid, side-by-side, or perhaps some other method. The trend is illustrated in this video: http://www.esri.noaa.gov/gmd/ccgg/trends/history.html. The climax is during the industrial revolution up to today.

Subtask E – NOAA Budget Office – Blue Book

The contractor shall perform the following activities for Subtask E:

● Prepare graphics for and produce a layout of the NOAA Budget Blue Book in time for release of the President’s FY 2018 Budget Request.

Subtask F - National Marine Fisheries Service

The contractor shall perform the following activities for Subtask F:

● Deep Sea Corals: convert NOAA Deep Sea Coral Data map to SOS format.

One layer for sponges and one layer for corrals. Individual species should be represented with different colors (as shown on the Deep Sea Coral Data legend).

● NOAA Fisheries Spotlight and Critical Habitat: develop a comprehensive critical habitat map based on current Office of Protected Resources GIS Files located here: http://www.nmfs.noaa.gov/pr/species/criticalhabitat.htm

○ This dataset will consist of 4 layers (one layer for each species group:

Marine Mammals, Sea Turtles, Marine and Anadromous Fishes, Marine Plants and Invertebrates). Each species group layer should be represented with a different color and the critical habitat shapefiles for all species within a particular species group should be grouped together (for instance, all sea turtle critical habitats should be merged and represented by the color green).

○ In addition to the species group layers, we’d like to highlight our eight Spotlight Species by displaying their critical habitats with a separate, individual color. The Spotlight Species critical habitat shapefiles should be included in the species group to which they belong (for instance, the Pacific leatherback critical habitat area should be represented by red or another bright color that is clearly visible over top of the green used to represent all sea turtle species).

○ Spotlight Species (and the Species Group they belong to):

CONTRACT SECURITY REQUIREMENTS

The contractor shall comply with the IT Security requirements of the Department of Commerce as outlined in Commerce Acquisition Regulation (CAR) 1352.239-72, Security Requirements For Information Technology Resources (April 2010). The contractor shall comply with NOAA security requirements regarding access to government facilities and follow NOAA NESDIS/Finance Office policies and procedures. The contractor must also comply with DOC and NOAA IT Security Policies, which includes completion of annual IT Security Awareness training. Contractor’s staff will also be required to sign a NOAA Non-Disclosure Agreement prior to obtaining system access. In addition, personnel shall be screened in accordance with the requirements for Moderate Risk contracts as specified by CAM 1337.70 section 2.2 (Oct 2015); specifically, in accordance with CAR 1352.237-70, Security Processing Requirements—High or Moderate Risk Contracts (April 2010). Any access by contract personnel who are Foreign Nationals shall be in accordance with the requirements of CAR 1352.237-73, Foreign National Visitor and Guest Access to Departmental Resources (APR 2010). Contractor will provide the NOAA points of contact the names of contractor staff assigned so that the NOAA staff has sufficient time to process requests for NOAA badges, and network access prior to contractor’s staff starting work at NOAA and/or NASA location. For any subsequent staffing changes, the contractor, at minimum, will provide two (2) weeks written notice of requests for contractor staff to be provided NOAA badges and access to network systems.

a. 1352.237-70 Security Processing Requirements—High or Moderate Risk Contracts (APR 2010)

(a) Investigative Requirements for High and Moderate Risk Contracts. All contractor (and subcontractor) personnel proposed to be employed under a High or Moderate Risk contract shall undergo security processing by the Department's Office of Security before being eligible to work on the premises of any Department of Commerce owned, leased, or controlled facility in the United States or overseas, or to obtain access to a Department of Commerce IT system. All Department of Commerce security processing pertinent to this contract will be conducted at no cost to the contractor. The level of contract risk will determine the type and scope of such processing, as noted below.

(1) Investigative requirements for Non-IT Service Contracts are:

(i) High Risk—Background Investigation (BI).

(ii) Moderate Risk—Moderate Background Investigation (MBI).

(2) Investigative requirements for IT Service Contracts are:

(i) High Risk IT—Background Investigation (BI).

(ii) Moderate Risk IT—Background Investigation (BI).

(b) In addition to the investigations noted above, non-U.S. citizens must have a preappointment check that includes an Immigration and Customs Enforcement agency check.

(c) Additional Requirements for Foreign Nationals (Non-U.S. Citizens). To be employed under this contract within the United States, non-U.S. citizens must have:

(1) Official legal status in the United States;

(2) Continuously resided in the United States for the last two years; and

(3) Obtained advance approval from the servicing Security Officer of the contracting operating unit in consultation with the DOC Office of Security (OSY) headquarters.

(OSY routinely consults with appropriate agencies regarding the use of non-U.S. citizens on contracts and can provide up-to-date information concerning this matter.)

(d) Security Processing Requirement. Processing requirements for High and Moderate Risk Contracts are as follows:

(1) The contractor must complete and submit the following forms to the Contracting Officer's Representative (COR):

(i) Standard Form 85P (SF–85P), Questionnaire for Public Trust Positions;

(ii) FD–258, Fingerprint Chart with OPM's designation in the ORI Block; and

(iii) Credit Release Authorization.

(2) The Sponsor will ensure that these forms have been properly completed, initiate the CD–254, Contract Security Classification Specification, and forward the documents to the cognizant Security Officer.

(3) Upon completion of security processing, the Office of Security, through the servicing Security Officer and the Sponsor, will notify the contractor in writing of an individual's eligibility to be provided access to a Department of Commerce facility or Department of Commerce IT system.

(4) Security processing shall consist of limited personal background inquiries pertaining to verification of name, physical description, marital status, present and former residences, education, employment history, criminal record, personal references, medical fitness, fingerprint classification, and other pertinent information. For non-U.S. citizens, the Sponsor must request an Immigration and Customs Enforcement agency check. It is the option of the Office of Security to repeat the security processing on any contract employee at its discretion.

(e) Notification of Disqualifying Information. If the Office of Security receives disqualifying information on a contract employee, the COR will be notified. The Sponsor, in coordination with the Contracting Officer, will immediately remove the contract employee from duties requiring access to Departmental facilities or IT systems.

Contract employees may be barred from working on the premises of a facility for any of the following:

(1) Conviction of a felony crime of violence or of a misdemeanor involving moral turpitude;

(2) Falsification of information entered on security screening forms or on other documents submitted to the Department;

(3) Improper conduct once performing on the contract, including criminal, infamous, dishonest, immoral, or notoriously disgraceful conduct or other conduct prejudicial to the Government, regardless of whether the conduct was directly related to the contract;

(4) Any behavior judged to pose a potential threat to Departmental information systems, personnel, property, or other assets.

(f) Failure to comply with security processing requirements may result in termination of the contract or removal of contract employees from Department of Commerce facilities or denial of access to IT systems.

(g) Access to National Security Information. Compliance with these requirements shall not be construed as providing a contract employee clearance to have access to national security information.

(h) The contractor shall include the substance of this clause, including this paragraph, in all subcontracts.

(a) The contractor shall comply with the provisions of Department Administrative Order 207–12, Foreign National Visitor and Guest Access Program; Bureau of Industry and Security Export Administrative Regulations Part 734, and [insert operating unit counsel specific procedures]. The contractor shall provide the Government with notice of foreign nationals requiring access to any Department of Commerce facility or through a Department of Commerce IT system.

Contract Clauses and Provisions

52.203-98, PROHIBITION ON CONTRACTING WITH ENTITIES THAT

REQUIRE CERTAIN INTERNAL CONFIDENTIALITY AGREEMENTS—

REPRESENTATION (JULY 2016)

(a) In accordance with Section 743 of Division E, Title VII, of the Consolidated and Further Continuing Appropriations Act, 2015 (Pub. L. 113-235) and its successor provisions in subsequent appropriations acts (and as extended in continuing resolutions), Government agencies are not permitted to use funds appropriated (or otherwise made available) for contracts with an entity that requires employees or subcontractors of such entity seeking to report waste, fraud, or abuse to sign internal confidentiality agreements or statements prohibiting or otherwise restricting such employees or subcontractors from lawfully reporting such waste, fraud, or abuse to a designated investigative or law enforcement representative of a Federal department or agency authorized to receive such information.

(b) The prohibition in paragraph (a) of this provision does not contravene requirements applicable to Standard Form 312, (Classified Information Nondisclosure Agreement), Form 4414 (Sensitive Compartmented Information Nondisclosure Agreement), or any other form issued by a Federal department or agency governing the nondisclosure of classified information.

(c) Representation. By submission of its offer, the Offeror represents that it will not require its employees or subcontractors to sign or comply with internal confidentiality agreements or statements prohibiting or otherwise restricting such employees or subcontractors from lawfully reporting waste, fraud, or abuse related to the execution of a Government contract to a designated investigative or law enforcement representative of a Federal department or agency authorized to receive such information (e.g., agency Office of the Inspector General).

52.212-1 Instructions to Offerors – Commercial Items 52.212-2 -- Evaluation -- Commercial Items (Oct 2014)

The Government intends to evaluate proposals and award a single contract without discussions with Offerors. Therefore, each initial offer shall contain the Offeror’s best terms from a technical and price standpoint. The Government reserves the right to conduct discussions, if determined necessary by the Contracting Officer.

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers, (Management Approach and Technical Capabilities, is more importance than Past Performance):

1. Understanding of the work, including creativity and thoroughness shown in understanding the objectives of the SOW and specific tasks, and planned execution of the project.

2. Ability to address anticipated potential problem areas, and creativity and feasibility of solutions to problems and future integration of new processes.

3. Evidence that the organization has current capabilities; and for assuring performance of this requirement. Evidence of supporting subcontractors, consultants and business partners will be considered.

4. Appropriate mix and balance of education and training of team members.

B. PAST PERFORMANCE

Demonstrated successful past performance and relevant experience of the offeror as evidenced by information gathered concerning the identified list of contracts completed during the past three (3) years and those currently in process for similar work. The offeror shall include client names, addresses, telephone numbers, contact persons, and nature of work performed.

1. The organizations history of successful completion of projects; history of producing high-quality reports and other deliverables; history of staying on schedule and within budget.

2. The quality of cooperation (with each other) of key individuals within your organization, and quality of cooperation and performance between your organization and its clients.

3. The organization’s specific past performance on prior similar efforts specified within this SOW.

C. PRICE PROPOSAL

The offeror shall submit pricing on attached Schedule B. The award will be made to the offeror whose offer is determined to be the best overall value to the Government, price and other non-cost factors considered. Technical and past performance, when combined, are significantly more important than price.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may

determine that an offer is unacceptable if the option prices are significantly unbalanced.

Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Technical Factors are more important than cost or price. Selection of the firm to perform will be based on the Government’s assessment of the best overall value.

52.203-98 PROHIBITION ON CONTRACTING WITH ENTITIES THAT

REQUIRE CERTAIN INTERNAL CONFIDENTIALITY AGREEMENTS-

REPRESENTATION (APR 2015)

(a) In accordance with section 743 of Division E, Title VII, of the Consolidated and Further Continuing Resolution Appropriations Act, 2015 (Pub. L. 113-235), Government agencies are not permitted to use funds appropriated (or otherwise made available) under that or any other Act for contracts with an entity that requires employees or subcontractors of such entity seeking to report fraud, waste, or abuse to sign internal confidentiality agreements or statements prohibiting or otherwise restricting such employees or subcontractors from lawfully reporting such waste, fraud, or abuse to a designated investigative or law enforcement representative of a Federal department or agency authorized to receive such information.

(b) The prohibition in paragraph (a) of this provision does not contravene requirements applicable to Standard Form 312, Form 4414, or any other form issued by a Federal department or agency governing the nondisclosure of classified information.

(c) Representation. By submission of its offer, the Offeror represents that it does not require employees or subcontractors of such entity seeking to report fraud, waste, or abuse to sign internal confidentiality agreements or statements prohibiting or otherwise restricting such employees or subcontractors from lawfully reporting such waste, fraud, or abuse to a designated investigative or law enforcement representative of a Federal department or agency authorized to receive such information.

52.217-8 -- Option to Extend Services (Nov 1999) The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days.

52.217-9 -- Option to Extend the Term of the Contract (Mar 2000)

(a) The Government may extend the term of this contract by written notice to the Contractor within 15 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 30 months.

No questions shall be accepted after 5 May 2017 in order to provide the Government and Offerors adequate time to prepare for proposal submissions. Questions received after the above cutoff date and time may not be answered.

Submission of questions and any resulting answers from the Government will not require the Contracting Officer to extend the solicitation closing date.
