STATEMENT OF WORK
For
C21-035 PAA Boiler
Prepared By:

1. SCOPE
This Statement of Work (SOW) defines the effort required for the purchase of one (1) each, Fulton Endura Condensing Hydronic Boiler EDR-1000 to include delivery, installation, and performance verification in Building 9001, Post F-21 at Tinker Air Force Base OK.
The Contractor shall be responsible for insuring all services, parts and Original Equipment Manufacturer (OEM) components provided under this contract are in accordance with (IAW) the terms and conditions outlined herein, conform to the manufacturer’s equipment specifications and this SOW.
1.2 Contractor Requirements
A) The Contractor shall deliver One (1) each, Fulton Endura Condensing Hydronic Boiler EDR-1000.
B) The Contractor shall perform the demolition of current PAA boiler, piping, and accessories.
C) The contractor shall provide Delivery, Offloading, Installation, and Performance Verification of One (1) each, Fulton Endura Condensing Hydronic Boiler EDR-1000.
D) The Contractor shall attend any required pre construction meetings.
E) The Contractor shall make all necessary adjustments to the Fulton Endura
Condensing Hydronic Boiler EDR-1000 until the item is fully operational in accordance with (IAW) the Original Equipment Manufacturer (OEM) specifications and to what is stated in this Statement of Work (SOW).
1.3 Parts and Materials – The Contractor shall provide and use only new parts and material in performance of this SOW unless otherwise authorized by the CO.
A) Parts Design - All material shall be new and of the latest manufacture. Wherever possible, all material and devices shall be of commercial manufacture and readily available from the manufacturer or a distributor.
B) Standard Parts - All replaceable parts shall be manufactured to definite standards for tolerance, clearance and finish in order that any such part may be field installed without further machining. All parts shall be permanently and legibly marked with the original manufacturer’s part number, where practical.
C) Specialty Parts - Parts or assemblies that require “fitting” for proper assembly in the field must be identified and separately listed in the parts manual.
2. REQUIREMENTS
2.1. Technical Requirements –The Contractor shall provide the following technical requirements:

A) Product Data: Include performance data, operating characteristics, and technical product data, rated capacities of selected model, weights (shipping, installed and operating), installation and start-up instructions, and furnished accessory information.
B) Shop Drawings: For boiler, standard boiler trim and accessories.
1. End Assembly Drawing: Detail overall dimensions, connection sizes, connection locations, and clearance requirements.
2. Wiring Diagrams: Detail electrical requirements for the boiler including ladder type wiring diagrams for power, interlock and control wiring. Clearly differentiate between portions of wiring that are factory installed and portions to be field installed.
C) Certificate of Product Rating: Submit AHRI Certificate indicating Thermal
Efficiency, Combustion Efficiency, Materials of Construction, Input, and Gross Output conform to the design basis.
D) Thermal efficiency curves: Submit thermal efficiency curves between and including minimum and maximum rated capacities, for return water temperatures ranging from 80°F to 180°F.
E) Water side pressure drop curve.
F) Flue temperature curves: Submit flue temperature curves for minimum and maximum boiler capacity, for return water temperatures ranging from 80°F to 160°F.
1. If submitted flue temperatures, minimum or maximum inputs are different from that of the basis of design manufacturer and model, the manufacturer shall be responsible for draft calculations and reselection of the flue exhaust system.
G) Source quality-control test reports.
H) Field quality-control test reports: Start-up by a factory authorized by the contractor.
I) Operation and Maintenance Data: Data to be included in Installation and Operation
Manual.
*NOTE: In-Direct Water Tank may not be required if boiler is equipped to provide domestic hot water.
2.2 Item Description – One (1) each, Fulton Endura Condensing Hydronic Boiler EDR-1000 factory fabricated, assembled, and pressure tested, duplex stainless steel fire tube condensing boiler with heat exchanger sealed pressure tight, built on a steel base; including flue vent;
combustion air intake connections, water supply, water return, condensate drain, and controls.
The boiler, burner and controls shall be completely factory assembled as a self-contained unit.

Each boiler shall be neatly finished, thoroughly tested, and properly packaged for shipping.
Closed-loop water heating service only.
A) Heat Exchanger – The heat exchanger is defined as the surface of the pressure vessel where flue transfer sensible and latent heat to the hydronic fluid. The heat exchanger shall be a three-pass fire tube design constructed using only duplex allows of stainless steel.
1. The boiler shall be a fire tube design, such that all combustion chamber components are within water-backed areas. Water tube boilers will not be accepted.
2. Furnace: First pass of the combustion chamber shall be constructed of duplex alloy stainless steel with a minimum wall thickness of 0.25” and a minimum bottom head thickness of 0.625”.
3. Firetubes: Second and third passes of the combustion chamber shall be constructed of duplex alloys of stainless steel having a minimum wall thickness of [EDR-750/1000: 0.083”]
4. Furnace to tube connections shall be constructed with low weld intensity, a tube to tube minimum spacing of 2” center to center, minimum 5/8” tube to tube ligament, and shall not contain any overlapping welds.
5. Heat exchange capability shall be maximized within the heat exchanger via the use of corrugated fire tube technology. The corrugation process shall not remove any material from the tubes. Aluminum heat transfer enhancements are dissimilar metals and are unacceptable.
6. 6. Material: The heat exchanger shall have the following material characteristics and properties:
a) The metallic crystalline lattice microstructure shall contain approximately equal amounts of body center cubic (BCC) and face centered cubic (FCC) structures to offer high resistance to intergranular corrosion.
b) A minimum Pitting Resistance Number (PREN) of 26.
c) A minimum Yield Strength of 65 ksi at 0.2% plastic strain.
d) A minimum Ultimate Tensile Strength of 94 ksi.
e) To minimize stresses caused by uneven expansion and contraction, the
Coefficient of Thermal Expansion at 212°F shall not be less than 7.0 in/in °F 10-6 and shall not be greater than 7.5 in/in °F 10-6.
f) To increase resistance to pitting and crevice corrosion, the Chromium content shall not be less than 21% by mass.
g) For high mechanical strength, the Nitrogen content shall not be less than 0.17% by mass.
h) Boilers with heat exchangers constructed of austenitic stainless steels, such as 316L or 304, and ferritic stainless steels, such as 439, are unacceptable.
i) Boilers with heat exchangers constructed of cast aluminum, mild steel, cast iron or copper finned tube materials are unacceptable.

B) Pressure Vessel: Design and construction shall be in accordance with Section IV of the ASME Code for heating boilers.
1. The shell shall be minimum [EDR-750/1000: 0.25”] thick steel, SA-790 or SA-516 Grade 70.
2. The top head shall be a minimum 0.375” thick steel, SA-790 or SA-516 Grade 70.
3. The water side of the pressure vessel shall be a counter-flow design with internal water-baffling plates.
4. The boiler return and supply water connections shall be [EDR-750/1000: 2” threaded male NPT]. The water connections shall not be designed to support an external structural load from the piping system.
5. The water volume of the boiler shall not be less than [EDR-750/1000: 50 Gallons]
a) For boilers with a lower water volume, the boiler manufacturer shall provide a buffer tank and all associated buffer tank ancillaries to make equivalent to the total volume of the design basis.
6. The maximum water pressure drop across the boiler inlet and outlet connections, shall not exceed [EDR-1000: 0.8 PSID at 100 GPM]
C) Burner: Standard, forced draft.
1. Burner Head: Shall be a woven fiber premix design.
2. Emissions: When operating, the boiler shall maintain a NOx level of <20 ppm, and CO emissions less than 50 ppm, over the complete combustion range at a 3% O2 correction.
D) Blower: Variable speed, non-sparking, hardened aluminum impeller centrifugal fan to operate during each burner firing sequence and to pre-purge and post-purge the combustion chamber.
1. Motor: Brushless DC variable speed motor with Hall Effect sensor feedback;
internal electronic commutation controller with built in speed control and protection features; long life, sealed, ball bearing with high temperature grease.
2. Variable speed blower: PWM signal input with tachometer output.
E) Main Fuel Train:
1. The boiler shall have a pre-mix combustion system, capable of operating at a minimum 4” W.C. incoming natural pressure while simultaneously achieving emissions performance, full modulation, and full rated input capacity.
Maximum natural pressure allowed to the inlet of the fuel train shall be no less than 28” W.C.
2. A factory mounted main fuel train shall be supplied. The fuel train shall be fully assembled complete with high and low pressure switches, wired, and installed on the boiler and shall comply with CSD-1 code. The fuel train components shall be enclosed within the boiler cabinet.

3. A lock up regulator upstream of the fuel train shall be furnished by the boiler manufacturer as a standard component integral to the boiler cabinet. Factory test fire of the boiler with the provided lock up regulator is required.
F) Ignition: Direct spark ignition with transformer.
G) Boiler Enclosure:
1. Sealed Cabinet: Jacketed steel enclosure with left hinged full height front access door, fully removable latching access panels, gasketed seams to maintain sealed combustion, mounted on a steel skid with steel plate decking.
2. Control Enclosure: NEMA 250, Type 1.
3. Finish: Internally and externally primed and painted finish.
4. Combustion Air: Drawn from the inside of the sealed cabinet, preheating the combustion air.
H) Rigging and Placement: The boiler shall come with lifting eyes and fork hole accessibility for rigging.
I) Exhaust Manifold: Shall be constructed of stainless steel, with an area for the collection and disposal of flue condensate.
J) Characteristics and Capacities:
1. Heating Medium: Closed loop hot water with up to 50% propylene or ethylene glycol by volume. Standard capacities shall be based on 100% water.
2. Design Water Pressure Rating: 160 psig.
3. Safety Relief Valve Setting: [60] [100] [125] [160] psig.
4. Minimum Return Water Temperature: No minimum temperature required.
5. Maximum Allowable Water Temperature: 210°F.
6. Minimum Water Flow Rate: No minimum flow rate required to protect the heat exchanger.
7. Maximum Water Flow Rate: No maximum flow rate requirement.
8. Minimum Delta-T: No minimum delta-T required.
9. Maximum Delta-T: 100°F
10. Minimum Side Clearance: Shall not exceed 1” between any numbers of boilers.
11. Maximum Allowable Operating Set point: 200°F
12. Jacket Losses: External convection and radiation heat losses to the boiler room from the boiler shall comply with IAW ASHRAE 103-2007, and shall not exceed 0.2% of the rated boiler input at maximum capacity.
K) The boiler shall have its efficiency witnessed and certified by an independent third party, and the efficiency must be listed on the AHRI directory (www.ahridirectory.org) for natural operation. The test parameters for efficiency certification shall be the BTS-2000 standard. The certified thermal efficiency for natural firing shall not be less than [EDR-1000: 95.3%]

L) A zero flow or low flow condition shall not cause any harm to the pressure vessel or heat exchanger of the boiler. Flow switches, dedicated circulator pumps, or primary-secondary arrangements shall not be required to protect the boiler from thermal shock. Boilers requiring the use of flow switches or primary-secondary piping arrangements are unacceptable.
M) The dimensions of the boiler shall not be more than (Height x Width x Depth) [EDR 1000: 68” x 28” x 38]
N) The dry weight of the boiler shall not be less than [EDR-1000: 1,430 lbs.]
O) Control Panel. The controller shall be KE2 Thermostat Controller or with the ability for lead-lag control of the compressors and KE2 wiring with main disconnect switch.
The controller will be connect to KE2 Edge Manager for BACnet/IP export. The motor starters shall be IEC rated and individually fused. All push buttons shall be full sized.
P) Warranty - Warranty shall guarantee that the equipment furnished is free of defects in workmanship and materials for state period not less than one year from date of shipment. Component parts such as controls, motors, heating elements, etc., which are incorporated into the design of the equipment shall carry their respective guarantees. The company assumes responsibility of incorporating these various items in the fabrication of the equipment and warrants that this has been done in a suitable and workable manner. The company further warrants that their product bulletins accurately describe their equipment. If it is necessary to change the design or substitute various control or operating equipment, equal or superior equipment shall be used. Failure of any components purchased by the company and installed on their products shall be replaced free of charge for defective parts. Minimum length of warranty shall be one year after installation on site.
Q) All hardware, firmware, and software supplied with the system shall be supported with full documentation. Permission to reproduce all manuals, drawings, and other documentation for internal usage by the Government shall be granted by the Contractor. The documentation shall be considered proprietary and protected against unauthorized disclosure by the Government through a mutual non-disclosure agreement between the Contractor and the Government.
R) The equipment shall be in strict compliance with the requirements of this specification and shall be the manufacturer’s standard commercial product unless specified otherwise. Additional equipment features, details, accessories, etc. which are not specifically identified but which are a part of the manufacturer’s standard commercial product, shall be included in the equipment being furnished.

2.3 Safety and Health Requirements - Covers, guards, and other safety devices shall be provided for all components of the boiler that present potential safety hazards. The safety devices shall not interfere with the operation of the boiler. The safety devices shall prevent unintentional contact with the guarded part, and shall be removable to facilitate inspection, maintenance and repair of the boiler. All machine parts, components, mechanisms, and assemblies furnished on the boiler must comply with all current manufacturers’ practices. All equipment in this system must conform to 29 CFR 1910 (OSHA). System electrical utility specifications shall comply with the applicable requirements of NFPA 79. The electrical system shall be tolerant of line fluctuation of +/- 10 percent. The electrical system shall be complete.
This shall include any electrical transformer(s) that may be required to modify the existing source voltage to the proper operating voltage of the equipment. A properly rated and fused single disconnect device shall be utilized on the boiler. Under-voltage protection shall be provided in accordance with NFPA 79. Lockout devices shall conform to the requirements of OSHA Standard 20 CFR, Chapter XVII, and paragraph 1910.147.
2.4 Preconstruction Conference - Prior to the start of any work, the Technical Point of Contact will schedule and conduct a “Preconstruction Conference”. The Contractor’s Project Manager and Quality Control Personnel shall attend this meeting. This conference will be held at the time and location agreeable to the government and contractor. No work may be performed under this contract prior to this conference. The purpose of the conference is to enable the Technical Point of Contact to outline the procedures that will be followed by the Government in its administration of the contract, and to discuss the performance that will be expected from the Contractor. This conference will allow the Contractor an opportunity to ask questions about the Government’s administration and inspection of contract work or obtain other pertinent information that might be required. At the Preconstruction conference the contractor shall provide to the name of the project superintendent with a telephone number for project coordination.
2.5 Demolition - The existing boiler is located in Building 9001, Post F-21, PAA Shop.
A) The Contractor shall de-energize the electrical system and follow the applicable lock out tag out requirements.
B) The Contractor shall disconnect the fuel line and filter from the boiler.
1. The fuel line shall be purged and cleaned.
2. All purged fuel, filter and material shall be re-used or disposed of off-site in accordance with all applicable laws and regulations.
C) The Contractor shall disconnect the existing circulator pumps, control relays, expansion tank, boiler, and hot water tank.
D) The Contractor shall remove the existing circulator pumps, control relays, expansion tank, hot water tank, burner, boiler, flue and venting and discontinued pipping from the site and shall dispose of or salvage all material in accordance with all applicable laws and regulations.

E) The Contractor shall properly seal to industry best practices any gaps, holes or voids created by the removal of any materials during the demolition to include but not limited to; Chimney, foundation, walls and floors
Note: Any existing pipe and fittings disconnected as part of the demolition or installation associated with the hot-water tank removal and establishment of the new water and space heating system is to be removed as part of this installation.
2.6 Installation – Contractor shall provide trained and experienced personnel for performing installation.
A) Contractor shall install the new boiler in accordance with the Oklahoma building code and manufactures recommendations, including:
1. Place and Install new boiler on established pad set.
2. Provide all pipping and connections to properly establish exterior tank connections into the building and secure trench with provided backfill material.
3. Install all supply lines, electrical, ventilation and plumbing, to include but not limited to manifolds, particle filters, pressure relief valves, controls, fittings, and any heat-zone piping in accordance with the manufacturer recommendations.
4. Maintain and tie into the establish zoning design with independent thermostatic programmable controls;
5. Connect new boiler and heat-zone piping in a neat and orderly fashion.
B) Contractor shall patch any floor holes to industry best practices and patch any holes utilized by new piping.
C) Contractor shall reestablish the plumbing necessary, including shut-offs, to provide water to the fixtures once the hot water tank is removed and the new system installed.
D) At the completion of the installation the Contract shall conduct a system performance test for a minimum of two heating cycles. The Technical Point of Contact will confirm that the each element of the system is working properly, including the boiler, circulator pump, relays, piping, baseboard radiators and the domestic hot water at each location.
Note: The installation shall allow the new boiler to function properly and be easily serviced. The new piping shall not interfere with the swing of service doors or access.
2.7 Performance Verification - After installation, the contractor shall demonstrate that the Fulton Endura Condensing Hydronic Boiler EDR-1000 meets or exceeds all OEM specifications and the requirements listed in section 2.2 of this SOW. Contractor shall be present for entirety of
10 SOW C21-035 PAA Boiler, 13 July 2021 performance verification/acceptance testing. The length of time for performance verification/acceptance testing should not exceed one (1) day.
2.8 Hours of Operation: The Contractor shall perform the work required under this contract during the following days and hours: Monday through Friday, 0600 – 1400. If work hours are required outside the hours stated, the Contractor shall contact the Government POC for approval from the CO. Upon approval from the CO, the SME or GPOC escort Contractor Personnel at all times.
2.8.1 These dates and hours exclude Federal Holidays, base closures due to inclement weather, and furlough days, as applicable.
2.9 Special Qualifications: The Contractor shall provide personnel with the special qualifications listed throughout this section. The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses, permits, and letters of certification. The Contractor shall comply with any applicable Federal, State, County, and Municipal laws, codes, and regulations in connection with the performance of the work specified under this contract.
2.9.1 The Contractor shall provide personnel with the following special qualifications:
• Fully Licensed and Bonded in the state of Oklahoma
• State of Oklahoma Boiler License
• State of Oklahoma Plumbing License
2.10 Drawings and Other Data to Become Property of the Government: All designs, drawings, specifications, notes and other works developed or modified in the performance of this contract shall become the sole property of the Government and may be used on any other design or construction without additional compensation to the Contractor. The Government shall be considered the “person for whom the work was prepared” for the purpose of authorship in any copyrightable work under 17 United States Code (U.S.C.) 201(b). With respect thereto, the Contractor agrees not to assert or authorize others to assert any rights nor establish any claim under the design patent or copyright laws. The Contractor for a period of three (3) years after completion of the project agrees to furnish all retained works on the request of the CO. Unless otherwise provided in this contract, the Contractor shall have the right to retain copies of all works beyond such period IAW Defense Federal Acquisition Regulation Supplement (DFARS) Clause 252.227-7023.
2.11 Contractor Personnel: The Contractor shall provide the name of the Contract Manager (CM) and any alternates who shall act for the Contractor when the CM is absent. They shall be designated to the CO and GPOC, in writing, within ten (10) business days after the contract award
11 SOW C21-035 PAA Boiler, 13 July 2021 date. The Contractor shall provide telephone numbers and email addresses where the CM and alternates may be contacted at any time. The CM or alternate shall have full authority to act for the Contractor on all matters relating to operation of this contract at the OC-ALC on Tinker Air Force Base (AFB). The CM or alternate shall be available to meet on the installation with Government personnel designated by the CO to discuss problem areas. The Contractor shall provide a CM who can read, write, speak, and understand English fluently.
The Contractor and Contractor personnel shall be required to identify themselves as contractor personnel by introducing themselves or being introduced as Contractor personnel. The Contractor personnel shall also display distinguishing badges or other visible identification for meetings with Government personnel or while performing work for the OC-ALC on Tinker AFB. The Contractor and Contractor personnel shall identify themselves as Contractor employees in telephone conversations and in formal and informal written correspondence.
2.12 Listing of Contractor Employees: The Contractor shall provide an initial listing of names and position titles of employees who will come to Tinker Air Force Base to the GPOC within five
(5) business days after the contract award date. Within ten (10) business days, the Contractor shall also provide an updated listing of personnel to the GPOC when employees affecting the work of this contract change status or position.
The Contractor shall not employ persons on this contract if such employee is identified to the Contractor as a potential threat to the health, safety, security, and/or general well-being, or operational mission of the installation and its population. The Contractor shall not employ any person who is an employee of the United States (US) Government if the employment of the person would create a conflict of interest. The Contractor shall not employ any person who is an employee of the Department of the Air Force (AF), either military or civilian, unless such person seeks and receives approval according to the DoD 5500.7-R Joint Ethics Regulations (JER). In addition, the Contractor shall not employ any person who is an employee of the Department of the AF if such employment would be contrary to the policies contained in Air Force Instruction (AFI) 64-106, Air Force Industrial Labor Relations Activities. The Contractor shall be prohibited from employing off-duty GPOCs who are providing surveillance on any contracts/sub-contracts awarded to the Contractor. All contract personnel, depending on particular condition, occasion, or place or job assignment shall be required to wear professional and suitable attire. All Contractor personnel shall conduct themselves in a professional and courteous manner. The selection, assignment, reassignment, transfer, supervision, management, and control of contractor personnel in performance of this PWS shall be the responsibility and prerogative of the Contractor; however, the Contractor shall comply with the requirements set forth in this PWS and Tinker AFB regulations concerning the conduct of employees as referenced herein. The Contractor shall employ and maintain a technically trained and experienced work force.
3.0 On-Base Requirements
3.1 Environmental Protection & Safety: The Contractor shall be knowledgeable of and comply with all applicable federal, state and local laws, regulations, instructions and requirements
12 SOW C21-035 PAA Boiler, 13 July 2021 regarding environmental protection and occupational safety and health. The Contractor shall comply with any laws, instructions or regulation changes during the term of this contract. Contractors shall be compliant Tinker Air Force Base (TAFB) Supplement to Air Force Instruction (AFI) 32-7086, “Hazardous Materials Management”, Tinker AFB procedures per Tinker Air Force Base Hazardous Waste Management Plan (TAFB HWMP), and Complex procedures per Oklahoma City Air Logistics Complex (OC-ALC) Sup to AFI 32-7086, “Hazardous Material Management” and OC-ALCI 32-101 “Air Quality Record Keeping Procedure”. Publications are available digitally on e-Publishing website at www.e-publishing.af.mil for downloading or ordering.
3.1.2 Hazardous Material (HAZMAT): If no HAZMAT will be brought on base or used in performance on this contract, the contractor shall certify “No HAZMAT will be brought on base” or “No HAZMAT Usage” by official correspondence. This certification shall be provided to the COR within ten (10) days after award. Upon COR receipt of the certification, the requirements of this section no longer apply. Appropriate penalties for the contractor, or administrative and disciplinary action for the later shall be assessed if found in violation of above certification.
The Contractor shall not store chemicals or hazardous material (HAZMAT) on Tinker AFB. Contractors shall be compliant with HAZMAT management procedures per Oklahoma City Air Logistics Complex (OC-ALC) Supplement to AFI 32-7086, “Hazardous Materials Management”. The Contractor shall maintain a log of all HAZMAT that is used on base. This usage log shall be provided to the COR monthly, the last business day of each month, or when the required work is completed. The COR will forward the records to the Unit Environmental Coordinator (UEC) no later than the fourth (4th) day of the following month or the first (1st) subsequent business day.
3.1.3 Safety Data Sheet (SDS) and Labeling: Upon COR receipt of the “No HAZMAT Usage” certification, the requirements of this section no longer apply.
The Contractor shall not transport, ship or use any chemical, material or substance used in the performance of this PWS on Tinker AFB before written approval is provided by 72 ABW/CEIE, Natural Infrastructure Management (Environmental Compliance). The Contractor shall submit to the COR, ten (10) calendar days after contract award date all Safety Data Sheets (SDSs) and a completed OC-ALC Form 152, SDS Information Sheet. The Contractor shall receive approval from the COR prior to shipping any chemical, material or substance to Tinker AFB. A copy of the manufacturer SDS shall accompany the shipment. Contractor shall comply with the effective dates for SDS requirements IAW the Occupational Safety and Health Administrations (OSHA) Hazardous Communication Standard, Title 29, Code of Federal Regulation (CFR) Part
1910.1200. The Contractor shall ensure containers of hazardous chemicals are labeled with the following information, prior to shipping to Tinker AFB IAW OSHA Hazardous Communication Standard, Title 29, CFR Part 1910.1200 (2012): product identifier; signal word; hazard statement(s); precautionary statement(s); pictogram(s); and name, address and telephone number of the chemical manufacturer, importer, or other responsible party. The COR will forward all SDS submittals to 72 ABW/CEIE for approval. A current manufacturer SDS shall be submitted http://www.e-publishing.af.mil/ http://www.e-publishing.af.mil/
13 SOW C21-035 PAA Boiler, 13 July 2021 to the COR if the Contractor changes manufacturer or vendor for any chemicals that were prior approved. The Contractor shall maintain copies of manufacturer SDSs for all chemicals and SDSs shall be readily accessible at all times by Contractor personnel as well as government employees.
3.1.4 Hazardous Waste: If no HAZWASTE will be generated during performance of this contract, the contractor shall certify “NO Hazardous Waste Generation” by official correspondence. This certification shall be provided to the COR within ten (10) days after award. Upon COR receipt of the “No Hazardous Waste Generation” certification, the requirements of this section no longer apply. Appropriate penalties for the contractor, or administrative and disciplinary action for the later shall be assessed if found in violation of above certification.
The Contractor shall dispose of contaminated solid waste, spent or processed chemical solutions, used rags and hazardous waste in government furnished waste containers located in the shop or area the work is being performed. The Contractor shall notify the COR if the required waste containers are not available on site.
3.1.5 Discharges: Any discharges into Tinker’s industrial waste treatment plant (IWTP) or sanitary sewer shall be approved and done IAW Tinker Industrial Waste Water Discharge Permit as instructed by 72 ABW/CEIE, Natural Infrastructure Management (Environmental Compliance). Notice of intent documentation shall be provided to the COR within ten (10) days after award. The COR will submit the required notice of intent documentation to the UEC for 72 ABW/CEIE approval. The Contractor shall not discharge into IWTP and sanitary sewer prior to approval issued by 72 ABW/CEIE. The Contractor shall maintain records of written approval issued by 72 ABW/CEIE for discharges into IWTP and sanitary sewer.
3.1.6 Off-Site Discharges: For discharges outside of Tinker AFB, the Contractor shall ensure waste water discharges, that may contain pollutants resulting from any contracted service, go to a state or federal permitted treatment facility such as a municipal Publicly Owned Treatment Works (POTW). The Contractor shall provide official correspondence ten (10) calendar days after contract award date to the COR from the POTW that states the POTW is permitted for all pollutants that the Contractor may discharge during the contracted service.
3.1.7 Spills: Upon occurrence of any spill that could enter the storm system or cause any harmful environment effects, the Contractor shall immediately call 911 to report the incident. When possible, the Contractor shall use a base telephone to receive help from Tinker AFB 911. If using a cell phone, the Contractor shall request Tinker AFB 911. The Contractor shall immediately report all environmental violations to the COR and UEC. The Contractor shall provide five (5) copies of a typed or written report about the incident within four (4) clock hours as follows:
One (1) copy to CO, two (2) copies to the COR, a copy for UEC and one (1) copy for record. The format of the report shall be left up to the Contractor, but the report shall contain the following information:

3.1.8 Environmental Training: Upon COR receipt of the “No Hazardous Waste Generation” certification, the requirements of this section no longer apply.
Contractor personnel performing duties in the service of this PWS shall have training that acquaints the person with the details of Resource Conservation Recovery Act (RCRA) regulations in 40 CFR 260 through 279; applicable State Laws and regulations; DoD, Air Force and local requirements. This training can be obtained through creditable training institutions or companies. All training shall be approved by 72 ABW/CEIE, Natural Infrastructure Management (Environmental Compliance). In addition to the required environmental training, Contractors shall be compliant with Tinker AFB procedures per TAFB HWMP, “Hazardous Waste Management”.

3.3 Housekeeping: The Contractor shall keep the work areas clean and neat IAW industry standards, OSHA, fire and safety standards, and this SOW.
3.4 Foreign Object Damage (FOD) and Dropped Object Prevention: Contractor personnel who work in or travel though areas near operational and production aircraft, engines, munitions, missiles, drones, space systems, support equipment, Aerospace Ground Equipment (AGE), trainers, and the Contactor personnel operating vehicles and equipment on flight lines, runways, taxiways, parking ramps, and in aircraft hangers and maintenance areas are required to receive the FOD/DOP training and to comply with AFI 36-2650, AFMC Supplement 1, paragraph 9.2., and A4.4.4. The Contract Manager shall provide written certification to the GPOC for each employee within ten (10) business days after the contract award date. The certification shall have the title of the training, the name of the person who received the training, and the date of the training. The Contractor shall also ensure all new employees view the FOD/DOP training and provide written certification of training to the GPOC prior to the employees starting work in the OC-ALC shops.
Every 36 Months, the Contractor and Contractor personnel shall be required to review the FOD/DOP training and to provide written certification to the GPOC.
3.5 Tool Control and Accountability: While performing contract services in or around Maintenance Production Shops, which includes ramp areas, the Contractor shall comply with AFI 21-101_AFMC Supplement 1, 21-101, Chapter 10 (all paragraphs) and OC-ALCI 21-112, paragraph 14.1. and 14.5.3. The Contractor shall provide the completed MXRIWRS Form 032 prior to performing work in the OC-ALC industrial areas. The MXRIWRS Form 032 is available from the GPOC. The Contractor shall provide a Contractor Tool Listing, MXRIWRS Form 032, to the GPOC within five (5) business days after installation actions. The Contractor or Contractor’s personnel shall inventory the container or bag of tools at the beginning of each work day and at the end of each work day. The Contractor personnel shall immediately notify the GPOC of any tools that are missing or lost from the work area or container (e.g. tool or job box or tool bag). The GPOC will report any missing Contractor’s tools which have not been located within one (1) hour after notification to the appropriate Government personnel. The Contractor shall obtain the Form 32 from the GPOC. The CM shall ensure each employee on the job site receives a briefing from the GPOC about Housekeeping, FOD/DOP, and Tool Control prior to starting work in OC-ALC Industrial Areas.
3.6 Privately Owned Motor Vehicles (POV): Contractor personnel shall comply with the directives pertaining to operation of POVs on Tinker AFB per AFMAN 31-116, in its entirety, “Motor Vehicle Traffic Supervision”. The Contractor shall comply with Tinker AFBI 24-302, in its entirety for the operation of POVs within Tinker AFB.
3.7 Visitors Pass: The Contractor shall contact the Government POC seven (7) business days before arriving on Tinker AFB in order to make arrangements for Visitors Passes. The Government POC will assign a sponsor for the Contractor from within the organization. The Contractor and the sponsor shall arrange to meet at Pass and Registration, Building 6611 at the Tinker Gate, which is South of I-40 off Air Depot Blvd. The Contractor shall provide two (2) forms of identification, one of which shall be a picture ID, to the 72 SFS. The 72 SFS will provide an AF Form 75, Visitors Pass, which will be valid for up to thirty (30) calendar days.
3.8 Foreign Nationals: The Contractor shall notify the Government POC before sending a Foreign National representative to perform services. Special rules apply for foreign nationals visiting a US Government facility.

3.9 Safety and Health on Government Installations: While performing work under this contract on a Government installation, the Contractor shall comply with federal, state and local regulations, and AFI 91-203, “Air Force Consolidated Occupational Safety Instruction”, as established by this contract and Appendix C. The Contractor shall notify the CO, Government POC, and Government Contract Administrator (CA) within one (1) business day of any injuries that occur to contractor personnel while they are on the installation. The Contractor shall notify the CO, Government POC, and Government CA within one (1) business day of damage to Government property or equipment during the execution of the contract.
3.10 Emergency Procedures: The Contractor personnel shall follow the direction of the Government personnel with regard to emergency procedures, such as fire, tornado, active shooter, bomb threats, or other emergency. It is the responsibility of the Contractor to provide guidance and to establish procedures for its employees to respond to an emergency. It is the Contractor’s responsibility to account for their employees following an emergency evacuation. The Contractor personnel shall participate with the Government personnel in all fire and tornado drills at no additional cost to the Government.
