Architect Engineer (A/E)

SCOPE OF WORK

Correct Fire (Life) Safety Issues Various Buildings

(TR-1, TR-2, TR-3, TR-4, 9, 15, 17, 18, 27, 27B, 28, 31, 33, 35, 36, 37, 43, 50, 66, 83, 110, 110A, 110B, 114, 116, 135, 148)

Fire Protection

3. Cultural resource management specifically Section 106 of the National Historic

Preservation Act (NHPA), State Historic Preservation Offices (SHPO) and National Environmental Policy Act (NEPA)

4. Environmental surveys (lead, asbestos, mold identification, etc.)

5. Schematic, Design Development, Construction Documents and Final Bid Documents

(narratives/analysis, drawings, specifications, etc.)

6. Third party construction estimates

7. Construction period services

7.1. Air monitoring during abatement/remediation

9. Conduct Infection Control Risk Assessment (ICRA) in conjunction with VA

-- Project Scope --

GENERAL:

The A/E shall provide design services for Non-Reoccurring Maintenance (NRM) construction project 590-22-110, Correct Fire (Life) Safety Issues Various Buildings.

The project shall construct, fabricate, install, and repair various fire/life safety issues in buildings TR-1, TR-2, TR-3, TR-4, 9, 15, 17, 18, 27, 27B, 28, 31, 33, 35, 36, 37, 43, 50, 66, 83, 110, 110A, 110B, 114, 116, 135, 148 as per the attached Facility Condition Correction Cost Summary. The design shall include extensive site investigations of each location to determine the exact extent of work required for each item listed under ‘Description’ on the attached Facility Condition Correction Cost Summary sheets (two total).

Proposed work is located at the Hampton Veterans Affairs (VA) Medical Center, Hampton, Virginia, 23667 and various Transitional Resident (TR) houses located on the Peninsula and Southside Hampton Roads.

Design shall comply with VA guidelines and specifications, and National Park Service (NPS) Technical Preservation Services found at https://www.nps.gov/tps/how-to-preserve/briefs.htm. Design manuals and specifications can be found at http://www.cfm.va.gov/TIL/.

SPECIFICS:

Completed design shall result in a cost that is within the budget limitations. To ensure this, the A/E shall set up one (1) or more bid deduct alternatives totaling 10% of the construction cost. If the base bid cost exceeds budget and deduct alternates do not bring the project within the construction budget, the A/E shall re-design or take necessary steps to reduce the cost so that budget limitations are not exceeded.

Architectural: Design shall include facility floor plans, sections, elevations, details, schedules, selection of building systems and materials, discipline coordination and fire safety systems and controls.

Fire safety systems: Design for new, or to extend and or reconfigure existing systems.

Provide complete systems including fire suppression, isolation, alarm, and sensing.

Project documents will be approved by a licensed professional Fire Protection Engineer. Fire safety review will include a review of impact on life safety of adjacent spaces and coordination with all drawings including MEP drawings.

Hazardous materials investigations: All areas affected by construction will receive a thorough investigation for hazardous materials. A certified industrial hygienist will be retained to complete all site investigations and testing. The VA will make available existing records. If destructive testing is required, access holes will be provided by the VA as directed by the IH. Provide removal/containment documents and cost estimate.

Provide removal/containment supervision and air monitoring/sampling during construction.

Structural: Design setting forth in detail the structural construction requirements including all structural plans, elevations, sections, structural construction requirements, schedules, and calculations sizing all columns, beams, slabs, and coordinate the work with other design disciplines, especially the mechanical and architectural disciplines.

Electrical: Design documents which include electrical, fire and safety. Existing systems will be evaluated and reused, extended or modified where feasible.

The Architect/Engineer shall make a thorough investigation of the existing site (including topographic surveys, test borings, test pits, soil tests, subsurface exploration and other investigations as he determines and are required for the proper design of the project).

Existing conditions shall be determined by verifying information from field investigations and any documentation that may be available. A survey shall be conducted to obtain sufficient information to permit designers to develop a detailed cost estimate and schematics. The entire Veterans Affairs drawing files will be made available and accessible along with reproduction materials, but the A/E shall provide the manpower to reproduce prints. AutoCAD drawings are also available for use contingent they are existing. This information is the best available, but the Government does not guarantee its accuracy or completeness. The A/E investigation of field conditions shall be performed in a competent, professional manner in accordance with Architectural Design Manual PG 18-10. Site utility locations will be verified by the A/E (VA staff will not mark utilities but will assist with locating if workload permits).

Incorporate in the preliminary drawings the pre-construction risk assessment/evaluation as the sample shown below.

HVAMC PRE CONSTRUCTION RISK ASSESSMENT/EVALUATION

Provide bound specifications and 100% construction drawings with all xref’s bound.

Construction documents will be required to be furnished in hard copy, electronic .dwg files (AutoCAD 2018 or most current at the time of final design submission) and electronic .pdf files. All AutoCAD drawings (including subcontractors) shall be in an organized drawing file system using its “Project Browser/Navigator”.

The A/E shall include in their design any environmental permits (i.e. Virginia Pollutant Discharge Elimination System (VPDES)) and ensure proper erosion control measures are also included in the contract documents for construction.

Provide cost estimates detailing quantities of materials and labor along with profit, overhead, insurance, taxes, phasing cost, contingencies, etc. in the format found at https://www.cfm.va.gov/til/dManual/dmCost.pdf.

Life safety and infection control will be taken into account during all phases of design.

Final construction documents will detail measures to be taken by the contractor to assure life safety and infection control. Laydown areas and storage for materials shall be identified in the early stages of the design. A preconstruction risk assessment will be completed and included in project submissions.

Plans for phasing construction to minimize impact on the medical center will be incorporated into the construction documents (reference, Q. CRITICAL PATH METHOD (CPM) in Program Guide, PG-18-15, Volume C for requirements at each submission). Plan construction to include impacts on the medical center such as relocating patients, staff and equipment, providing temporary barriers, providing temporary utilities, temporary means of entrance and egress (i.e., ramps, steps, automatic door operators, push plates, sensors, etc.), minimizing impact on patient flow, etc.

All design submissions will be submitted in accordance with the Program Guide PG-18- 15, Volume C; A/E Submission Instructions for Minor and NRM Construction Program.

Provide construction period services to include submittal reviews, shop drawing reviews, site inspections, and Request for Information (RFI) response. In addition, the A/E shall provide an in-depth scope of work and detailed cost estimate for any RFI response that results in a cost change determined to be due to design errors and/or omissions.

-- Site Investigations --

EXPECTATION: A/E shall make site visits as necessary to survey existing conditions.

A/E will be responsible for providing all tools, equipment and manpower required to provide these investigations.

Make site visits as required to determine existing as-built conditions affecting this project.

Note: Information including drawings and other documentation provided to the A/E is used as reference only. Officer Representative (COR) as assigned after award. The A/E shall arrange for and oversee the performance of all such investigations. AutoCAD architectural background drawings will be provided by the VA upon request. The A/E shall field verify all dimensions, wall layouts, etc. A/E shall field verify every aspect that relates to the project.

Note: NTP will be issued at award. A/E will be required to attend and take minutes from each PDT meeting and submission review. Minutes will be submitted electronically to the Project Manager/COR and Contracting Officer within three calendar days of each meeting.

-- Design Requirements/Submissions –

EXPECTATIONS:

Submit complete review package in accordance with the following requirements and guidelines outlined in http://www.cfm.va.gov/til/aeDesSubReq.asp. Please pay specific attention to the schematic, design and construction submission requirements. As appropriate, and depending upon the complexity of the design, the A/E may request approval from the COR to delete individual submissions where not required (i.e., do not address Landscaping under - A. Site Development - for interior renovation projects).

DELIVER TWO (2) CD-RW DISC AND TWO (2) HARD COPIES PER SUBMISSION;

DRAWINGS SHALL BE ARCH E1 (30 in x 42 in – landscape; 2 ea.) AND ARCH C (18 in x 24 in – landscape; 2ea.):

Final Bid documents 100 %:

Submit a complete set of documents of all contract requirements including final estimate. The drawing Cover Sheet shall be submitted for approval signatures.

If necessary, update and submit until approved by the VA.

Consolidate all necessary submittals by specification section on an Excel spreadsheet. Checklist to be utilized to track/monitor submittal process.

-- Construction Period Services –

PROVIDE:

Assist the VA to determine whether the contractor or subcontractor meets qualification requirements, supported by written recommendations of any problems or litigation encountered in past based on firsthand knowledge.

Review all submittals and provide recommendations to the VA within fourteen (14) calendar days.

Review and provide replies to contractor generated RFIs when required by the

Project Manager/COR within seven (7) calendar days.

Review and approve all specified equipment and installation submittals and shop drawings.

Review contractor's cost estimates and provide recommendations to the VA.

Make site visits on requests of the VA and prepare written reports to include agreed upon changes in design as determined necessary during the construction.

During construction, the A/E shall allow for six (6) site visits as directed and scheduled by the COR. Visits made based on errors and/or omissions in design (as determined by the Contracting Officer) will be at no cost to the VA.

Participate in partial/final acceptance inspections as scheduled and generate punch list items for completion. The punch list shall reference the contract documents for specific deficiencies (i.e. specification section, drawing detail, etc.).

Prepare as-built drawings on original set with A/E’s stamp; based on red-lined drawings that the contractor kept during construction. Provide within 30 days to the Project Engineer/COR. Final drawing submittal will include hard copies as described for other submissions as well as a compact disc (CD) clearly labeled with the project name, number and submittal date containing:

1. Folder labeled “Specifications”:

a. All specifications bound in one (1) word document (make sure spec sections are separated by page breaks and that new sections start on right hand page.)

b. All specifications bound in one (1) PDF.

2. Folder labeled “Drawings .dwg” with all associated subfolders

(constructs, elements, views, sheets, blocks, misc., pdf, etc.), PNG files, BMP files, DS$ files, Microsoft Edge HTLM Documents, etc., as well as the project DST and APJ files required to launch and organize the drawing file system and make all drawings the current project inside of AutoCAD Project Browser.

3. Folder labeled “Drawings .pdf” with a complete set of project drawings in .pdf format.

4. Folder labeled “Cost Estimate” containing a copy of the final construction cost estimate documents.

5. Folder labeled “Calculations” containing final calculation documents.

6. Folder labeled “Miscellaneous” for IH reports, materials testing, VPDES permit, soils tests, sustainability checklist, etc.

Design completion: 490 calendar days; includes VA design reviews Procurement timeframe: Six (6) months from the time Engineering submits package to contracting. Designer shall answer pre-bid RFIs and provide updated construction documents to capture any changes made through the procurement process

Life Safety 209537 -Cover the 2nd exit stair at the rear of the building.

-Cover the Exterior fire escapes (2) and scrape, prep and repaint.

-Swing the egress doors in the direction of egress. (currently several exit doors swing in).

-Sprinkle the closet in the 3rd floor bedroom.

Life Safety 209557 -The multi-residential structure is accessible to the public and is not sprinkled. Sprinkle both duplex units 18A and 18B. (1,500-1,800 sf total both duplex units) -Swing the exit doors in the direction of egress. Currently doors swing in. (2 doors total both duplex units) -Provide Fire extinguishers.

-Provide a fire alarm system.

-Provide a 2nd form of egress from the second floor bedrooms. (2 egress stairs total for both duplex units.)

-Provide smoke detectors.

Life Safety 333537 -Sprinkle the restrooms (2) -Sprinkle the bed room closets. (4) -Provide a second form of egress from the 2nd floor bedrooms to meet the life safety code.

Life Safety 333360 -Provide a fire rated door and frame on the paint storage room

Life Safety 130778 -North area (1901 building) - Replace the cat-walk from the main cat-walk to the roof access door. (50-60 lf.).

-The exterior egress doors do not swing in the direction of egress. Reverse the swing of the egress doors in the direction of egress.

-Provide quick egress door hardware on the exit doors.

Life Safety 333280 -Provide quick egress door hardware at the rear restroom exit door. The wood framed tower at the top attic area is not accessible and it is not believed to be sprinkled. Verify and sprinkle the wood framed attic of the tower. (100-125 sf).

Life Safety 100463 -The business occupancy structure is not accessible to the public and is not sprinkled.

Provide a egress study to determine the occupancy load and if the building is required to be fully sprinkled.

-Determine if the required exits are adequate based on occupant load.

-A fire alarm system is not provided. (See electrical for costs and comments for a new fire alarm.)

-Provide a fire extinguisher per code.

Life Safety 333467 -Provide a cover/roof over the exterior exit stair serving buildings 27A and 27B to meet the life safety code.

Life Safety 333333 -Replace the plywood subfloor and floor opening outside of the locked Drug Cache. Provide a fire rated metal door and provide a fire rated floor ceiling assembly at this location.

-Replace the older lower stair rails in the fire stair to meet the life safety code. (1 stair 3-4 floors high).

Life Safety 100455 -The business occupancy structure is accessible to the public and the wood frame structure is not sprinkled -Required exits are not provided from the second floor Credit Union. One exit is provided from the 2nd floor. Provide a second exit.

-The wood frame attic stores paper from the Credit Union and is not sprinkled.

-Provide a fire rated enclosure for the pesticide room and provide a fire suppression system.

-Sprinkle the entire wood frame building. (7,000-7,500 sf) -Swing all egress doors in the direction of egress per code for a business occupancy.

Life Safety 333259 -Swing all egress doors in the direction of egress per code.

-Provide a fire extinguisher at the paint booth.

Life Safety 333251 -Provide roof edge fall protection. (700-750 lf of railing) -Verify the Halon system has been removed from the Computer Room AG-10 per VA requirements. (Halon Heads are still in place.)

-Sprinkle the Executive Director Offices and the 2nd floor spaces.

-Provide quick egress door hardware at all egress doors (5-6 doors) -Provide a fire rated door at the mechanical room 122. (Switch gear electrical room.)

Life Safety 333325 -Provide a fire rated door at the transformer room C-176.

-Provide a fire rated door at the basement mechanical room.

-Sprinkle the generator switch gear room C-132.

Life Safety 333318 -Provide a fire rated door and frame at the mechanical room in the basement.

-Provide a fire rated door and frame at the electrical room in the basement.

-Cover the exterior metal egress stair from the second floor on the west side of the 1940 building.

Life Safety 100155 -Kitchen: Verify the proper hoods with suppression system is installed.

The Building serves as a patient dining hall as well as the main cooking facility for VISN 6.

The building is a wood framed, combustible, assembly space, un-sprinkled and requires protection per code. (See plumbing for costs and additional comments).

-Sprinkle the Loading Dock. (700-800 sf.)

-Fire caulk the fire wall penetrations in the switch gear at the rear loading dock.

Life Safety 333542 -Upgrade the handrails in Fire Stair #6. The handrails are older and lower and do not meet the life safety code.

Life Safety 333605 -The older, lower handrails in fire stairs #2 and #3 do not meet the life safety code. Replace the older handrails from basement to 6th floor.

-Provide sprinklers under the large ducts in the 5th floor mechanical room (C502A).

-Provide sprinklers in the 5th floor mechanical room near fire stair #3.

Life Safety 333241 -Provide quick action exit door hardware at all the egress doors. (4-5 doors) -Provide an exit for the dead end corridor on the 1st floor near room 104A.

-Replace the old stair rails at all stairways to meet code. (3 stairways 2 stories high)

Life Safety 124343 -A "Caution" yellow strip added to the front steps is where a tripping hazard was previously indicated. One high step at the top remains. Re-construct the front steps and rails to meet code.

Life Safety 333323 -Provide quick exit door hardware at the fire stairs on all floors.

-Provide a fire rated door at the center fire egress stairs.

-Provide a fire rated door at the basement mechanical room.

-Replace the center egress stairs older, lower handrails to meet the life safety code.

-Provide electromagnetic hold opens for the fire rated door propped open in the attic. (2-3 doors) -Verify the roof framing in the attic is able to receive the load of the new water chiller lines supported on the older existing roof framing. (See structural for additional costs and comments) -The sprinkler heads in the basement turn down in an open ceiling condition. Reverse the direction of the sprinkler heads to project upward.

-Reverse the swing of the attic door to be in the direction of egress.

-The stored items on the 2nd floor blocks the egress corridor. Remove storage in the 2nd floor egress corridor.

Life Safety 333322 -Provide quick exit door hardware at the fire stairs.

-Provide a fire rated door at the fire egress stairs.

-Replace the attic access stairs without handrails.

Life Safety 333313 -Renovate the existing stair handrails to meet the life safety code. The current handrails are too low.

-Provide a cover over the exterior metal exit stair to meet the life safety code.

Life Safety 333233 -Provide quick egress door hardware at the exit door near the mechanical room 108.

Life Safety 100693 -The business / assembly occupancy structure is accessible to the public and is not sprinkled. The wood framed building has a conference center and is not sprinkled. Sprinkle the entire building.

-Required exits are provided however various doors do not swing in the direction of egress.

Reverse the door swings on 4-5 exit doors and provide quick egress door hardware.)

-The one existing exit stair from the 2nd floor has winders and is too narrow per code. Revise the older handrails and stairs to meet code.

-Provide a second exit from the 2nd floor to meet code.

Life Safety 333312 -The ammunition vault does not have a fire rated door. Provide a fire rated door between the offices and also between the evidence room and the ammunition vault.

-Provide a fire rated door at the mechanical room SPB-35.

-Sprinkle the crawl space. (3,500-3,600 sf) -Renovate the existing stair handrails to meet the life safety code. Current handrails are too low.
