STATEMENT OF WORK
FOR
A22-066 B-52 Wing & Horizontal Access
Stands
FSC: 4920
NAICS: 336413

1. Scope: Construction of one (1) set of Wing Access Stand and one (1) set of Horizontal Access Stand, used in conjunction on top of the B-52 Silhouette Stands, for OSHA certified means of access to the wings and horizontal stabilizers of the B-52 aircraft.
2. Item Requirements
Fabricate the following quantity of Wing Access Stands, in accordance with (IAW) drawing 3203-56, with design changes referred to in section 3.2:
One (1) Left hand Wing Access Stand
One (1) Right hand Wing Access Stand
Fabricate the following quantity of Horizontal Stabilizer Access Stands, IAW drawing 3203-54, with design changes referred to in section 3.2:
One (1) Left hand Horizontal Stabilizer Access Stand
One (1) Right hand Horizontal Stabilizer Access Stand
3. Stand Design Requirements:
Dimensions: Refer to drawing and CAD model for all dimensional reference for fabrication. All dimensions, including deviations listed in section 3.2, must be strictly followed. Any unclear or undefined dimensions or features must be communicated to the Government Point of Contact (POC) and it will the POC’s responsibility to verify, approve, and or provide dimensions or information to the Contractor.
3.1. Material
3.1.1. Shall Be steel frame and support members
3.1.2. Shall have Aluminum decking with same type shown in drawing or equivalent OSHA compliant slip resistance with perforations for fluid buildup prevention
3.1.3. Guardrails shall be made with aluminum and must meet OSHA 1910/1926 and ANSI Z359 design requirements
3.2. Design Deviations from Drawing attachments:
3.2.1. Casters shall be designed such that it can be retracted flush when sitting on other stands, and with the ability to extend outside the frame to allow the stand to sit on casters. Casters shall be removable, heavy duty polyurethane casters swivel type, with total lock capability locking the wheel and swivel. Reference Design from B-52 Stands and Stairs (attachment 1).
3.2.2. Stand shall have pockets for forklift legs installed at the CG
3.2.3. Stand shall have rubber padding installed on bottom surface of members to prevent metal on metal damage while sitting on other silhouette stands or on concrete.
3.3. Stands - Stands shall comply with OSHA 1910/1926 and ANSI Z359 fall protection regulations and design
3.4. Load capacity – Minimum 600lbs and shall meet OSHA and ANSI Z353 fall protection design standards.
3.5. Stand set parts that may touch the aircraft shall have rubber or equivalent padding to protect the aircraft from damage
3.6. Guardrails shall be removable
3.7. Steel frame and support members shall be painted white. Guardrails shall be painted
Sherwin Williams Safety Yellow 4084 or equivalent
4. Contractor Qualifications & Responsibilities
4.1. The Contractor shall be a certified welding fabricator, and must provide evidence of “AWS
D1.1 Structural Welding Code – Steel” certified personnel.
4.2. The Contractor shall be a certified welding fabricator, and must provide evidence of “AWS
D1.2 Structural Welding Code – Aluminum” certified personnel.
4.3. Company shall have at least 15 years of experience in machining and fixture fabrication.
4.4. Company shall have at least 15 years of experience fabricating fall protection equipment IAW OHSA 1910/1926 and ANSI Z359 fall protection regulations.
4.5. Quality assurance specialist who will val/ver the assembly shall have at least 5 years of experience with the ASME Y14.100 specification including appendices B through E.
4.6. Contractor shall be ISO 9001 certification in engineering design, machining, welding, fabrication, pain, assembly of products, and service.
4.7. All welds must be visually inspected by a weld inspector/quality inspector with experience working under AWS D1.1. and D1.2
4.8. Welds must be inspected for any defects, including but not limited to improper fillet depth, cracking, porosity, or over-heating.
4.9. All welds must undergo visual Non-Destructive Inspection (NDI) according to the processes described in AWS D1.1. and D1.2 This inspection must be completed by an experienced non-welding personnel.
4.10. All welds must be visually inspected by a weld inspector quality inspector with experience working under AWS.
4.11. Welds must be inspected for any defects, including but not limited to improper fillet depth, cracking, porosity, or over-heating.
4.12. All welds must undergo visual Non-Destructive Inspection (NDI) according to the processes described in AWS. This inspection must be completed by an experienced non-welding personnel.
4.13. The results of all weld and assembly validation/verification inspections must be compiled in a report and provided to the government along with the finished stands.
4.14. A final post-build quality inspection must be conducted verifying dimensions and conformity to the drawing, with a report detailing the results being provided to the government.
4.15. Any changes to the design described by the attached drawings and design specifications in section 3 must be approved in writing by the project SME.
4.16. Contractor shall submit design for review at the following stages of completion: 35%, 75%, and final design.
4.17. All inspections will be performed by a 3rd party inspector, whether internal or external.
Inspections shall not be performed by the same technician.
4.18. Inspector shall provide documentation of all inspections up until the fit and function test onsite for final acceptance, with Government on site for acceptance.
5. Acceptance and Testing Procedures
5.1. Acceptance Procedures - The 565th AMXS User Subject Matter Expert (SME) and Engineering
(76 AMXG/MXDEB) will conduct an initial review of the initial stand set once delivered to verify that the assembly is in accordance with drawings and this statement of work in its entirety. If the assemblies are not built to specifications; the SME will reject the assembly and the contractor shall arrange for shipment back to their location to correct deficiencies and then return for review of corrections. The contractor shall arrange for delivery of stand sets from Tinker Air Force Base (TAFB) to their location, or the contractor may come on-site to make the required alterations. The contractor is responsible for all costs associated with delivery and/or travel.
5.2. Fit and Function Test –The user and engineering will perform a complete fit and function test of the following aspects of the design:
5.2.1. Forklift Pockets – User will test forklifting capabilities of assembly to ensure assembly can be properly lifted by forklift to ensure pockets are in suitable locations and stands won’t present any hazards. Contractor shall be onsite for this test.
5.2.2. Caster Retracting/Extension – User will test new mobile caster design feature in section
3.3.1. , including temporary movements while on casters outside on the concrete ramp.
User shall check for functionality and any potential hazards during setup and movement.
Contractor shall be on onsite for this test.
5.2.3. Fit on Aircraft Stands– User will test stand assembly fit on B52 Silhouette stands for fit and stability
5.2.4. Winch & Bridge Assembly-During Fit test on B52 Silhouette stands, User will test for proper actuation of Bridge Assembly, and ensure proper fit on aircraft wings and stabilizers
5.2.5. Final acceptance. Once the assessment is done, the SME will provide the results to the
Contracting Officer in writing. If the result is non-acceptance then the SME will provide for the Contractor updated drawings along with a brief description of the needed updates.
6. Warranty
6.1. The Contractor shall provide a warranty period equal to the standard industry practice for the entire work stand set, components, and tools.
6.2. All design and fabrication of stands meet or exceed OSHA Fall Protection Standards and shall have MSDS documentation for all coating processes and hazardous materials.
6.3. Each stand shall have a Certificate of Conformance (COC) signed by the appropriate authority.
7. General Requirements
7.1. Hours of Operation - The Contractor shall perform the work required under this contract during the following days and hours:
7.1.1. Monday through Friday, 8:00am to 4:00pm
7.1.2. These dates and hours exclude Federal Holidays, base closures due to inclement weather, and furlough days, as applicable.
8. On-Base Requirements
8.1. Environmental Protection & Safety - The Contractor shall be knowledgeable of and comply with all applicable federal, state and local laws, regulations, instructions and requirements regarding environmental protection and occupational safety and health. The Contractor shall comply with any laws, instructions or regulation changes during the term of this contract.
8.1.1. Hazardous Materials Management - Contractors shall be compliant Tinker Air Force Base
(TAFB) Supplement to Air Force Instruction (AFI) 32-7086, “Hazardous Materials
Management”, Tinker AFB procedures per Tinker Air Force Base Instruction (TAFBI) 32-
7004, “Hazardous Waste Management”, and Complex procedures per Oklahoma City Air
Logistics Complex (OC-ALC) Sup to AFI 32-7086, “Hazardous Material Management” and
OC-ALCI 32-101 “Air Quality Record Keeping Procedure”. Publications are available digitally on e-Publishing website at www.e-publishing.af.mil for downloading or ordering.
8.1.2. Spills - Upon occurrence of any spill that could enter the storm system or cause any harmful environment effects, the Contractor shall immediately call 911 to report the incident. When possible, the Contractor shall use a base telephone to receive help from
Tinker AFB 911. If using a cell phone, the Contractor shall request Tinker AFB 911. The
Contractor shall immediately report all environmental violations to the GPOC and the
Unit Environmental Coordinator (UEC).
8.1.3. The Contractor shall provide five (5) copies of a typed or written report about the incident within four (4) clock hours as follows:
a. One (1) copy to Contracting Officer
b. Two (2) copies to the GPOC
c. One (1) Copy to the UEC
d. One (1) Copy for Record
8.1.4. The format of the report shall be left up to the Contractor, but the report shall contain the following information:
a. Name and contact number of person reporting the spill
b. Date and time of incident
c. Location and source of spill
d. Substance or pollutant spilled
e. Amount spilled and rate of discharge
f. Any damages or injuries involved
g. Extent of area impacted
h. Potential hazards
i. Actions taken
j. Organizations contacted
k. Remarks Section - that addresses the cause of the spill (e.g. human error, equipment, etc.) and whether 911 was called and which agencies responded.
8.2. Housekeeping - The Contractor shall keep the work areas clean and neat IAW industry standards, OSHA, fire and safety standards, and this SOW.

8.3. Foreign Object Damage (FOD) and Dropped Object Prevention - (SS) Contractor personnel who work in or travel though areas near operational and production aircraft, engines, munitions, missiles, drones, space systems, support equipment, Aerospace Ground
Equipment (AGE), trainers, and the Contactor personnel operating vehicles and equipment on flight lines, runways, taxiways, parking ramps, and in aircraft hangers and maintenance areas are required to receive the FOD/DOP training and to comply with AFI 36-2650, AFMC
Supplement 1, paragraph 9.2., and A4.4.4. (Initial)/A4.4.5. (Refresher). The Contractor and
Contractor personnel shall acknowledge the FOD/DOP training either by viewing the Digital
Versatile Disc (DVD) provided by the Government POC or the YouTube site, http://www.youtube.com/watch?v=tYcbodjFPnM.
8.3.1. The Contract Manager shall provide written certification to the Government POC for each employee within ten (10) business days after the contract award date. The certification shall have the title of the training, the name of the person who received the training, and the date of the training. The Contractor shall also ensure all new employees view the FOD/DOP training and provide written certification of training to the Government POC prior to the employees starting work in the OC-ALC shops. Every
36 Months, the Contractor and Contractor personnel shall be required to review the
FOD/DOP training and to provide written certification to the Government POC.
8.4. Contract Manager – The Contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate or alternates who shall act for the contractor when the manager is absent shall be designated in writing to the Contracting Officer (CO) within 10 days after contract award. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to the daily operations of this contract on the installation.
8.4.1. All Contractors shall submit a complete list of personnel in accordance with installation policy, including deliverymen, who will be expected to work on the installation. This list will contain Privacy Act information as required as well as the expectation that each individual will be able to present a current and valid state identification, to meet local
Air Force security requirements.
8.4.2. The Contractor shall not employ persons for work on this contract if such employee is identified to the contractor by the CO as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population.
Contractor personnel shall present a neat appearance and be easily recognized as contractor employees.
8.4.3. The Contractor shall be an authorized dealer of the specific Systems and Modular furniture manufacturers specified on the project.
8.5. Privately Owned Motor Vehicles (POV) – Contractor personnel shall comply with the directives pertaining to operation of POVs on Tinker AFB per AFMAN 31-116, in its entirety, http://www.youtube.com/watch?v=tYcbodjFPnM
“Motor Vehicle Traffic Supervision”. The Contractor shall comply with Tinker AFBI 24-302, in its entirety for the operation of POVs within Tinker AFB.
8.6. Visitors Pass – The Contractor shall contact the Government POC seven (7) business days before arriving on Tinker AFB in order to make arrangements for Visitors Passes. The
Government POC will assign a sponsor for the Contractor from within the organization. The
Contractor and the sponsor shall arrange to meet at Pass and Registration, Building 6611 at the Tinker Gate which is South of I-40 off of Air Depot. The Contractor shall provide two (2) forms of identification, one of which shall be a picture ID, to the 72 SFS. The 72 SFS will provide an AF Form 75, Visitors Pass, which will be valid for up to thirty (30) calendar days.
8.7. Foreign Nationals – The Contractor shall notify the Government POC before sending a
Foreign National representative to perform services. Special rules apply for foreign nationals visiting a US Government facility.
8.8. Safety and Health on Government Installations: While performing work under this contract on a Government installation, the Contractor shall comply with federal, state and local regulations, and AFI 91-203, “Air Force Consolidated Occupational Safety Instruction”, as established by this contract and Appendix C. The Contractor shall notify the CO, Government
POC, and Government Contract Administrator (CA) within one (1) business day of any injuries that occur to contractor personnel while they are on the installation. The Contractor shall notify the CO, Government POC, and Government CA within one (1) business day of damage to Government property or equipment during the execution of the contract.
8.9. Emergency Procedures – The Contractor personnel shall follow the direction of the
Government personnel with regard to emergency procedures, such as fire, tornado, active shooter, bomb threats, or other emergency. It is the responsibility of the Contractor to provide guidance and to establish procedures for its employees to respond to an emergency.
It is the Contractor’s responsibility to account for their employees following an emergency evacuation. The Contractor personnel shall participate with the Government personnel in all fire and tornado drills at no additional cost to the Government.
