STATEMENT OF WORK

WATER JET TANK CLEANING SERVICES

U. S. COAST GUARD BASE BOSTON

SECTION 1 – GENERAL INFORMATION

1.1 Scope of Work

The scope of this project is to provide three (3) water jet tank cleaning services March 2022 through November 2022, at U.S. Coast Guard Base Boston Industrial. This service will aid in the routine maintenance of Coast Guard owned industrial equipment.

1.2 Contractor Personnel

1.2.1 Contract Manager

The contractor must provide a contract manager who must be responsible for the performance of the work. The name of this person, and an alternate or alternates, who must act for the contractor when the manager is absent, must be designated in writing to the contracting officer.

1.2.1.1 The contract manager and alternate or alternates must be able to read, write, speak, and understand the English language.

1.2.2 Contractor employees

The contractor must not employ persons for work on this contract if such employee is considered by the contracting officer to be a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population.

1.2.2.1 Contractor personnel must present a neat appearance and be easily recognized as contractor employees.

1.2.2.2 The contractor must not employ any person who is an employee of the U. S. Government if employing that person would create a conflict of interest. Additionally, the contractor must not employ any person who is an employee of the U. S. Coast Guard unless such person seeks and receives approval according to U. S. Coast Guard regulations.

1.2.2.3 Contractor employs must have a valid government issued photo identification card.

1.2.3 Security requirements

Due to heightened Security at USCG Facilities, all contractor employees performing tasks related to this SOW, while onboard a Coast Guard facility, shall have proper valid identification. Time spent undergoing entrance to USCG facilities will not be considered a government delay of work or differing site condition.

1.2.3.1 Prior to start of work the contractor must provide the technical representative a list of contractor employees requiring access to the installation for performance of work. The list must contain employee’s name, date of birth, driver license number, and citizenship.

1.3 Hours of Operation

1.3.1 The contractor must perform the tasks as required by the SOW under this contract during the following hours: Monday through Friday between 7:00am and 2:00pm unless other time is specified.

1.3.2 All work performed under this SOW shall be scheduled and coordinated through the Technical Representative.

1.4 Invoicing

Contractor shall follow invoicing instruction on Purchase Order.

The following information must be included when submitting an invoice:

(1) Name of business and address.

(2) Invoice date.

(3) Contract number.

(4) Billing period in which costs were incurred. If there is any overlap with previous billing period, explain,

(5) Description of supplies and/or services.

(6) Business DUNS.

SECTION 2 – GOVERNMENT FURNISHED PROPERTY AND SERVICES

2.1 General Information

The Government must provide the facilities, equipment, materials, and services listed here.

2.1.1 Government Furnished Facilities

2.1.1.1 Compressed air and potable water.

2.2.1 Government Furnished Equipment

2.2.1.1 None.

2.3.1 Government Furnished Material

2.3.1.1 None.

SECTION 3 – CONTRACTOR FURNISHED ITEMS AND SERVICES

Except for those items, services, or commodities specifically stated in section 2 as government furnished, the contractor must furnish everything needed to perform this contract according to all its terms.

SECTION 4 – SPECIFIC TASKS:

The contractor is responsible for all trained personnel, labor, equipment, material, and supplies in performance of this contract. Detailed specification requirements that is performed by contractor as follows:

4.1.1 Contractor shall remove and dispose of, approximately 1,125 gallons of previously tested by the Government, non-hazardous abrasive/water mixture from the abrasive Jet Cutting machine located in the main boat bay.

4.1.2 Perform a fresh water wash down including the water sump.

4.1.3 Perform three (3) cleanings total, one each on the following months; March, July, and November.

4.1.4 Contractor shall dispose of material off site IAW State and Federal regulations. Contractor shall make every effort to minimize disruption of ongoing work in the main bay.

4.1.5 The contractor shall check-in upon arrival checkout upon completion of work with the technical representative.

SECTION 5- Period of Performance The service period shall start on or around 22 March 2022 and end 30 November 2022. The service schedule shall take place:

March 2022- Within 3 days after award.

July 1, 2022 - July 31, 2022

November 1, 2022 - November 30, 2022 SECTION 6- Award The Lowest Price Technically Acceptable source selection process will be used; contract award will be made to a contractor with the best value resulting from selection of the technical acceptable proposal with the lowest evaluated price.
