STATEMENT OF WORK (SOW)
1. SCOPE: Provide, install, and test one Intrusion Detection System (IDS) for building 4601 located on Seymour Johnson Air Force Base. Relocate Vindicator Badging system and associated equipment from Bldg 5005 to Bldg 4012. All installed equipment must function properly with Vindicator and VICADS system. All equipment shall report to the ECC except the duress system shall report to the SJAFB Main Gate on Berkeley Blvd. The notification may be audio or visual, however audio is preferred. 2. MATERIALS: Contractor shall provide and install all items listed below. This list captures the primary components of the system; the system should be complete and usable at completion. All equipment provided shall be on the Air Force Approved Equipment List (Attachment 1).
Notes: Any incidental power requirements generated by the IDS system components shall be provided by the installer.
Notes: Any work conducted by the contractor shall be DAFI 31-101 complaint.
3. DESCRIPTION:
a. For Entrance Area Door 142AA (First entrance door in from the Hallway):
· install one (1) HID card/ pin reader on outside of door, Vindicator compatible
· one (1) electric door strike,
· one (1) fixed camera external to Entrance Area 142AA (Camera shall show the entrance area at the hallway. NOTE: The fixed position camera must be from the Air Force approved equipment list and tie into VICADS V100 video manager system.).
b. For Entrance Area Door 142A (man trap):
· install one (1) HID card/ pin reader on outside of door, Vindicator compatible
· one (1) door strike, and
· one (1) BMS for IDS functionality
c. For exterior door 137B (EOC door at Kitchen Area)
· install one (1) BMS on door for IDS functionality
· one (1) PIR/Motion Detector in kitchen area for coverage of door 142A (Mantrap) and 137B (EOC)
· Install one (1) HID card/ pin reader on the wall immediately adjacent to door 142A, Vindicator compatible, for IDS secure access of facility
d. For Battle Staff Room after door 142BA
· install one (1) PIR (Volumetric) coverage of windows for IDS
e. For Dispatcher Work Area (ECC):
· Install four (4) PIR/Motion Detectors for coverage of windows
· Install three (3) Duress alarms (wired or wireless):
i. one at the alarm monitors workstation,
ii. one at the center map table, and
iii. one at the SFS dispatcher’s workstation.
NOTE: The duress must alarm to the SJAFB Alternate BDOC
· Install six (6) remote entry buttons.
i. One Button per entry door (142AA &142A) at:
1. the Alarm monitors workstation
2. Front Fire dispatcher workstation
3. SFS dispatcher’s workstation
f. For Communications Room Door 143A:
· Install one (1) Honeywell ACS V5s in tamper-protected panels (NOTE: The V5 shall be in a locked container armed with a tamper. Power shall be located inside the panel and in metallic conduit. Additionally, CAT 6 shall be run to the communications switch in metallic conduit.),
· one (1) 8-hour battery backup for ACS V5,
· one dedicated 110 AC power
· one (1) PIR (Volumetric)
g. Relocate Badging System Bldg. 5005 to Bldg 4012
· Uninstall two (2) Vindicator Badging systems from Bldg 5005 Rm 101 and reinstall the systems in Bldg 4012 rm 121 east wall (see floor plan).
i. This work may be conducted independently of the installation of IDS at Bdlg 4601 Additionally, contractor shall provide all required equipment, cables, MR50s (with battery backup requirement), software (Windows 7) licensing, and ensure all equipment functions/annunciates properly on site and ties into the two main head-ins and is viewable at both Base Defense Operation Centers (BDOC). The contractor shall be responsible for programming all the equipment. Contractor shall provide and install metallic conduits for all wires to protect IDS wiring for IDS system installation at Bldg 4601. For relocation of Badging System, the Government will furnish any additional wiring, electrical or other necessary equipment/materials required to make the system operational/functional.
All Maps, Text and configuration settings will need to be approved by the 4th SFS ESS.
4. WORKMANSHIP: All workmanship will comply with standard trade practices. The contractor shall provide qualified personnel (whom as of this year have been trained and received Vindicator certifications for Win 7 platform), equipment, and services required to install all equipment and software. All installation and configuration will be compliant with DAFI 31-101 and ESE-SIT.
5. DOCUMENTATION: The contractor will provide a complete documentation package to include manuals, drawings, and schematics of all installed equipment.
6. CLEAN-UP: The contractor is responsible to return all worksites to the condition in which they were found and remove all previous/old hardware and associated cabling.
7. WARRANTY: The contractor will guarantee workmanship and warranty on all newly installed equipment to include software for a period of one year after the certification has been received from the MAJCOM.
