Upgrade Lost Colony West Breezeway Restrooms
1.0 INTRODUCTION
The National Park Service (NPS) Cape Hatteras National Seashore (CAHA) has a requirement to rehabilitate the restrooms located at the Ft Raleigh Lost Colony Theater.
2.0 CONSTRUCTION SITE LOCATION
The NPS Fort Raleigh National Historic site is located at 1401 National Park Drive Manteo NC 27954. The West Breezeway Restrooms are located at the waterside theater.
3.0 BACKGROUND AND EXISTING CONDITIONS
The Outdoor Drama “The Lost Colony” runs from May 30, 2014 to August 22, 2014. The Roanoke Island Historical Association also has production at the theater throughout the year.
The Women’s dressing room and nearby restrooms are utilized during rehearsal and production times. This project will ensure the continuance of the Nations’ longest running outdoor symphonic dram, drawing 75,000 people annually. The current 35+ year old structure has substandard plumbing and electrical utilities issues to correct.
The breezeway restroom is located under the pavilion area above the seating area of the Lost Colony amphitheater. The restrooms include a male and female area under the same roof, with hollow metal doors, CMU block walls painted white, and concrete floor with smooth finish.
CMU block walls approximately 10 ft high form a utility chase in between the two restrooms and provide privacy at the entrance doors. At several locations there are wooden or stateless steel panels placed to cover previous equipment/access panel/wall penetrations. At the corners of these interior walls, the mortar joints have become cracked showing small separations in the walls and broken mortar. Cracks can also be observed where the floor slab meets the interior and exterior walls. The utility chase is approximately 3 ft wide and includes plumbing supply lines, septic lines, and septic vents. The utility chase is accessed from the men’s room by a hollow metal door. The restrooms have no ceiling but are open to the A-framed roof. A louver near the top of the roof supplies ventilation. An exhaust fan is mounted inside the louver to provide additional air flow. The CMU wall forming the utility chase is two blocks thick, with blocks removed to provide room for the toilet stand. The interior CMU walls separating the men’s and women’s rooms and forming the utility chase have separated in the corners revealing cracks in these corners. Toilets are wall mounted through the CMU block walls, with penetrations cut to provide space for the mounting carriers. Plumbing fixtures include both manually operated and sensor operated valves.

The men’s room includes 3 wall mounted toilets, 4 wall mounted urinals, 4 wall mounted sinks, 4 soap dispensers, 4 mirrors, two “Excelerator” hand dryers, and 1 wall mounted baby changing station. 4” ceramic tile is placed on the walls surrounding the toilets and urinal from the floor to 7 ft high. One toilet stall is handicap accessible. Existing toilets and urinals have both automatic and manually operated flush valves. Six 48” double bulbs fluorescent fixtures are hung from the ceiling. Partitions between the toilets are mounted to the floor, walls, and brace above mounted to the walls. Partition doors have become skewed, and hardware is missing or damaged on many of the doors. The sinks are supplied by cold water and have a Sloan Optima sensor operated faucet on each. Several of the sensor operated faucets have become nonoperational and have been replaced with manual faucets. A main water supply penetrates the wall at a central location and piping/tubing is surface mounted to each sink. A hose bib is connected to the cold-water supply beneath one of the sinks to connect a water hose for cleaning purposes.
The women’s room includes wall mounted 10 toilets and 5 wall mounted sinks. Existing toilets and urinals have both automatic and manually operated flush valves. One toilet stall is handicap accessible. 4” ceramic tile is placed on the walls throughout the women’s room from floor to 7 ft high. The 5 sinks have manual on/off faucets. The northeast corner of the women’s dressing room is showing signs of some damage to the structure. A crack has formed in the ceramic tile and CMU in two places on the east wall from floor to full height of the wall.
One toilet stall in both the men’s and women’s restrooms meet the Architectural Barrier’s Act
(ABA).

4.0 SCOPE OF WORK
Upgrade the interiors of the male and female restrooms located under the breezeway on the west side of the lost colony theater.
1. Demo existing overhead lights in both male and female rest rooms (12 fixtures).
2. Demo 4 existing exit door lights outside of each restroom doorway.
3. Demo the 4 urinals and 3 toilets in the men’s room and 10 toilets in the women’s room.

4. Demo the 9 sinks in both men’s and women’s restrooms. Remove the sensors from sinks which have sensors mounted in the sinks, as well as sensor controls and associated wiring and conduit. Remove soap dispensers at each sink.
5. Demo 13 toilets and 4 urinal partitions, toilet paper dispensers, sanitary napkin dispensers/cans, and grab rails. Remove the sensors from toilet stalls and urinal locations, as well as sensor controls, and associated wiring and conduit.
6. Remove remnants of flooring paint in male and female rest rooms.
7. Demo 4 hand dryer units and provide undamaged to the Contracting Officer’s
Representative.
8. Demo (4) 36” X 84” exterior metal doors.
9. Demo (1) 24” X 84” interior metal door for the utility chase in the men’s room.
10. Demo existing plumbing in utility chase approximately 100 linear feet.
11. Demo the existing exhaust fan located inside the A-frame roof louver.
12. Demo the 2 baby changing stations.
13. Demo existing damaged ceramic tiles approximately 2 in women’s restroom.
14. Clean all interior walls from floor to ceiling with an all-purpose cleaner, removing spiderwebs, dust, dirt, residue, and stains.
15. Repair corners of interior CMU block walls (6 locations). Clean out broken and loose caulk/mortar and repoint with new caulk. New caulk must be expandable and paintable. Apply one coat of primer on the new caulk with appropriate primer suitable for use on the caulk and suitable to accept the paint for the interior walls.
16. Repair edges/corners of floors where concrete floor meets wall. Clean out cracks along bottom of the wall, removing dirt, loose paint, grout, etc. Fill with caulk to seal the crack prior to applying finished flooring surface or wall paint.
17. Remove 2-6 existing broken ceramic tiles at exterior doorways. Provide new ceramic tiles. Match the size, thickness, and color of the existing tile. Coordinate with new door installation.
18. Repair CMU block walls at locations where block was removed under sinks, toilets, and hand dryers. Provide new block equal in size to the existing block. Provide 2 coats of masonry primer recommended to accept new finish paint coatings. Provide new ceramic tile around toilet penetrations. Match size, thickness, and color of the existing adjacent tile.
19. Paint Interior CMU Block Walls (approximately 1193 square feet of block surface).
Provide 2 coats of a high quality interior latex paint for masonry. CO will select color.
20. Provide new LED light fixtures in each restroom. In each restroom provide six (6) new LED 48” long lights suspended from the ceiling to the same height above the finished floor as the existing. At each end of the restroom, one of the new lights shall be suspended beyond the privacy walls providing light to the entry way. New LED fixtures shall provide a minimum of 35 watt LED, the equivalent of 500 watts each incandescent lighting or approximately 4,000 lumens per fixture. Provide keyed light switch inside each door for interior restroom lights, and provide 4 keys.
21. Above each door entry door on the exterior provide a new dark sky friendly LED light fixture. Fixtures shall be wall mounted in same location as the existing lights.
New fixtures shall be hooded or otherwise constructed to shine light downwards with zero uplight. Backlight/Uplight/Glare (BUG) rating for new fixtures shall be
Upgrade LC West Breezeway Restroom Page 29 provided. Provide keyed light switch inside each door for the new exterior door lights, and provide 4 keys.
22. Provide (4) 36” X 84” new exterior doors to include door closer and hardware which accepts Best Lock cores. New doors shall match the existing color – provide color samples for CO to select. New doors shall include built in door stops. Provide new accessible signage meeting the ABA.
23. Provide (1) 24” X 84” interior door to include door closer and hardware which accepts Best Lock cores. New doors shall match the existing color and include built in door stops.
24. Provide (3) new toilets and (4) new urinals in the men’s room and (10) new toilets in the women’s room. New toilets shall be wall mounted. At least one toilet in the women’s room, and one toilet and one urinal in the men’s room must meet ABA/ADA requirements. New toilet hangars shall securely mount the new toilets to the wall and fasten to the floor leaving no bounce in the toilets. Additional supports such as wood blocking behind existing walls or into adjacent CMU block walls shall be added by Contractor to ensure new toilets are hung at proper height and do not rock forward or bounce when sat upon. New toilets shall be mounted so that top of bowl is minimum 17 inches above finished floor. Provide new heavy duty white toilet seats. Provide exposed flush valves, top spud, with automatic sensor valves with manual push button override, electric wiring conduit and home runs are included.
Provide new jumbo toilet paper roll dispensers which fit a double roll. Mount new toilet paper dispensers on wall or partitions at least 24 inches above floor, and above grab bars to meet ABA standards.
25. Provide new heavy-duty phenolic partitions, ¾” thick minimum. Toilet partitions must be braced at floor level and above to the nearest wall or to the ceiling. New toilet compartments shall include a minimum of 3 heavy duty hinges with 4 fasteners per hinge and astragals equal to the height of the partitions. New toilet partitions shall be minimum 56 inches high.
26. Provide new continuous, non-porous surface, integrated sink & countertop with (4) new under-mount sinks and pipe skirt in the men’s restroom. Sinks are to have push button automatic faucets and are to be connected to cold water only. Provide (4) new wall mount soap dispensers which meet the NPS standard for liquid soap. The new countertop, sinks, and below counter skirting must be ABA/ADA compliant.
27. Provide new continuous, non-porous surface integrated sink & countertop with 5 new under-mount sinks and pipe skirt in the women’s restroom. Sinks are to have manual faucets and are to be connected to cold water only. Provide (5) new wall mount soap dispensers which meet the NPS standard for liquid soap. The new countertop, sinks, and below counter skirting must be ABA/ADA compliant.
28. Provide (4) new hand dryers (model World DA5-973 or equivalent) - (2) hand dryers in the men’s room and (2) hand dryers in the women’s room.
29. Install new hand dryer wall guards of same material and color as the new counter tops for a total of four guards. Wall guard shall be approx. 18 inches x 48 inches, but no larger than 24 inches x 60 inches.
30. Install (2) new baby changing stations - (1) in the men’s room and (1) in the women’s room.

31. Repair spalling concrete floor around the floor drain in the women’s room. Repair approximately 2 ft diameter area around the floor drain in the women’s room with a high quality self-leveling concrete repair compound.
32. Provide new floor covering in the men’s and women’s restroom. New floor covering is to extend into the supply closet accessed from the men’s restroom. The floor covering must be a Polymeric Multi-Colored Flake Flooring System to include an integral cove base in four restrooms. The floor product shall match the flooring installed in the East Breezeway restroom (Key Resin or equal).
33. Provide broom and mop holder for 4 hanging items inside the supply closet accessed in the men’s room.
34. Provide a new exhaust fan attached to the ceiling/louver, including controls. The new exhaust fan must be a low noise, high volume fan. New exhaust fan shall be controlled by thermostat. New exhaust fan shall have a switch for manual operation to test the fan. Fan switch shall be mounted inside the doorway to the utility chase and labeled, “FAN”.
35. Install new copper plumbing approximately 100 linear feet and connect to (13) toilets and (4) urinals in the utility chase. Provide 2 inch diameter type L copper pipe installed to provide walkway in the utility chaseway. Lateral lines to each fixture shall be equal diameter of the fixture to which they are connecting.
36. Install (2) new LED lights, 48” long, with one common light switch mounted on the wall just inside the door, and (1) new GFCI duplex receptacle in the utility chase.
New light fixtures shall be at ¼ and ¾ down the length of the utility chase.
NOTES:
1. The Contractor must verify all existing conditions, measurements, and equipment.
2. Where existing conduit, piping, or wood is removed, fill, cover, or patch penetrations.
3. New penetrations in walls, floors, or roof must be sealed appropriately to prevent moisture, mildew/mold, pests, etc. from entering building.
4. The Contractor is responsible for labeling any changes or corrections to the existing electrical panel with new label information.
5. All new outlet circuits must be protected with GFCI circuit breakers.
6. All new electrical circuits must be a minimum of 20 amps.
7. Exterior of the restrooms shall remain clean. Clean up will be accomplished 30 minutes prior to schedule closing time. No trash or debris will remain outside the restrooms over- night. Tightly close all containers at the end of shift, or when not in immediate use, to prevent possible spills and fire hazards.
8. No smoking or tobacco products in or around the buildings (within 50 feet of buildings or entrances).
9. No obscene language on clothing. Appropriate clothing and shoe wear must be worn inside of the park.
10. The Contractor must track demolition debris which are removed/recycled and provide NPS with receipts showing the weight and volume and type of material removed/recycled as part of this project.

11. No construction debris will be allowed to be left on premises. All public areas will remain clean and passible during normal business hours. During business hours, the contractor will ensure that no music is playing in the work areas and no foul language will be tolerated during or after business hours. Work on this project will be accomplished within the hours of 7:00 AM to 5:00 PM Monday thru Friday.
5.0 GOVERNMENT FURNISHED PROPERTY
1. No Government property, materials, or equipment will be provided. Water and electricity in the restrooms is available for Contractor use during this project.
Contractor is responsible for lockout/tagout
6.0 SUBMITTALS
1. Work schedule: delineating the various stages of work by phase (milestones) prior to the preconstruction conference.
2. List of individuals working on the project, including a point of contact for Site Manager two weeks ahead of work starting.
3. Safety Plan/Accident Prevention Plan prior to the preconstruction conference.
4. Product Samples. The Contractor shall submit written documentation or color/product samples for materials identified in the Scope of Work for selection by the CO/COR.
