STATEMENT OF WORK (SOW)
FOR
USCG Station Michigan City Remove and Dispose of Floating Dock, P/N: 23737340 (2)
1.0 GENERAL
The United States Coast Guard (USCG) is seeking a qualified contractor to demolish and dispose of a floating dock at USCG Station Michigan City at 10 On the Lake, Michigan City, IN 46360. Station Michigan City is a working Coast Guard Station and will remain in operation during the project.
Bidders are responsible for visiting the site to field verify existing conditions and determine actual dimensions and the nature of the work required. Failure to visit the site does not relinquish the bidder from determining the extent and scope of the work required and estimating the difficulty and cost to complete the project.
The USCG Station Michigan City Engineering Petty Officer will be the USCG’s Onsite Representative for this project. Arrange pre-bid site visits to verify existing conditions by sending an email to: Eric.S.Hazzard@uscg.mil
2.0 BACKGROUND
The boat slip at USCG Station Michigan City was once equipped with a floating dock (RPUID 853805). The floating dock was removed as part of a separate project and placed in a nearby parking lot until a final decision could be made as to whether the floating dock would be replaced. It has been determined that the floating dock will not be replaced, and the floating dock must be demolished and disposed of.
3.0 OBJECTIVE
Remove and dispose of the floating dock and associated equipment at USCG Station Michigan City.
4.0 DOCUMENTATION

5.0 SCOPE
This project is to demolish and dispose of the floating dock and all associated equipment (e.g., wooden walers, concrete flotation modules, metal brow, pile guides, rollers, fasteners, and other small parts) at USCG Station Michigan City. The floating dock may require disassembly prior to transportation and disposal. The floating dock is currently sitting in a parking lot in two sections. The weight of the floating dock is estimated to be approximately 35,000 lbs. (This is an estimate only; Contractor is responsible for field verifying all dimensions).
5.1 PROJECT COORDINATION
USCG Station Michigan City is an active Coast Guard Small Boat Station that is manned 24-hours a day. The station will remain in operation for the duration of this project; therefore, portions of the project will need to be coordinated with USCG personnel to minimize interference with unit operations.
6.0 SUBMITTALS
Obtaining permits (if required) shall be the responsibility of the Contractor. Copies of all permits shall be provided to the USCG Onsite Representative prior to commencement of work.
7.0 SAFETY PROGRAM
The Contractor is wholly responsible for work site safety. The Contractor shall implement a safety program that protects the lives and health of personnel in the construction area and adjacent areas, prevents damage to property, and avoids work interruptions. The Contractor shall provide appropriate safety barricades, signs, signal lights, etc. as well as complying with the requirements of all applicable Federal, State and Local safety laws, rules, and regulations.
8.0 WASTE DISPOSAL
Upon completion of work Contractor shall guarantee that the site is cleaned and ready for final inspection before turning the site back over to USCG personnel. The Contractor shall not use Coast Guard dumpsters or waste receptacles for disposal of debris. All waste materials and other debris that are caused by the project shall be removed from government property and disposed of at the Contractor’s expense in accordance with all Federal, State, and local regulations.
9.0 WARRANTY
Contractor shall provide a warranty for all parts and labor for a period of 12 months from the date of project completion/USCG acceptance of work. The Contractor shall, at no additional cost, make necessary replacements and/or repairs due to unsatisfactory workmanship that becomes apparent within 12 months of the project completion date.
10.0 CONTRACTOR PERSONNEL
Contractor shall provide a list of names of all on-site workers to the USCG for access to the facility. All Contractor personnel shall present valid ID to the watch stander at the entrance to the base.
11.0 QUALIFIED PERSONNEL
The Contractor shall provide qualified personnel to perform all requirements specified in this SOW.
12.0 CONTINUITY OF SUPPORT
The Contractor shall ensure that the contractually required level of support for this requirement is maintained at all times. The Contractor shall ensure that all contract support personnel are present for all hours of the workday. If for any reason the Contractor staffing levels are not maintained due to vacation, leave, appointments, etc., and replacement personnel will not be provided, the Contractor shall provide e-mail notification to the Onsite Representative prior to employee absence. Otherwise, the Contractor shall provide a fully qualified replacement.
13.0 EMPLOYEE CONDUCT
There shall be NO SMOKING in any Coast Guard building.
Contractor’s employees shall comply with all applicable Government regulations, policies, and procedures (e.g., fire, safety, sanitation, environmental protection, security, “off limits” areas, wearing of parts of DHS uniforms, and possession of weapons) when visiting or working at Government facilities. The Contractor shall ensure Contractor employees always present a professional appearance and that their conduct shall not reflect discredit on the United States or the Department of Homeland Security. The Project Manager shall ensure Contractor employees understand and abide by Department of Homeland Security established rules, regulations and policies concerning safety and security.
14.0 REMOVING EMPLOYEES FOR MISCONDUCT OR SECURITY REASONS
The Government may, at its sole discretion (via the Contracting Officer*), direct the Contractor to remove any Contractor employee from DHS facilities for misconduct or security reasons. Removal does not relieve the Contractor of the responsibility to continue providing the services required under the contract. The Contracting Officer will provide the Contractor with a written explanation to support any request to remove an employee.
15.0 Period of Performance
The period of performance for this contract shall not exceed 60 calendar days from the date of award, unless otherwise approved by the Contracting Officer.

16.2 HOURS OF OPERATION
Contractor employees shall generally perform all work between the hours of 8:00 am and 5:00 pm EST, Monday through Friday (except Federal holidays) unless otherwise approved by the coast guard.
SATURDAY, SUNDAY, AND HOLIDAYS: The Contractor shall provide the Onsite Representative at least forty-eight hours advance notice prior to working on weekends or Federal holidays. The Government may reject any such request without impacting the completion time of the contract.
17.0 GOVERNMENT FURNISHED RESOURCES
The Government will not furnish any resources to the Contractor in support of this contract.
18.0 CONTRACTOR FURNISHED PROPERTY
The Contractor shall furnish all materials, equipment, and services necessary to fulfill the requirements of this contract.
19.0 GOVERNMENT ACCEPTANCE PERIOD
The Onsite Representative will review deliverables prior to acceptance and provide the Contractor with an e-mail that provides documented reasons for non-acceptance. If the deliverable is acceptable, the Onsite Representative will send an e-mail to the Contractor notifying it that the deliverable has been accepted.
The Onsite Representative will have the right to reject or require correction of any deficiencies found in the deliverables that are contrary to the information contained in the Contractor’s accepted proposal. In the event of a rejected deliverable, the Contractor will be notified in writing by the Onsite Representative of the specific reasons for rejection. The Contractor may have an opportunity to correct the rejected deliverable and return it per delivery instructions.
The Contractor shall have 10 business days to make corrections and redeliver.
