About this file
This document is a Statement of Work (SOW) for a requirement by the National Aeronautics and Space Administration (NASA) Science Office for Mission Assessments (SOMA) to digitize approximately 450,000 pages of procurement sensitive and export-controlled records stored in paper and CD-ROM format. The SOW outlines the responsibilities of the contractor, AITHERAS LLC, which include packing, transporting, and digitizing the documents at their facility in Rockville, Maryland over a 3-4 month period. The contractor will provide high-quality digital conversion services, including document preparation, scanning, optical character recognition (OCR), indexing, and quality assurance. The total price for this 4-month effort is $83,591.48.
The related federal contract opportunity is a presolicitation notice indicating NASA's intent to award a sole source contract to AITHERAS LLC under FAR Part 13 for the required digital conversion services, as AITHERAS is the only provider with the necessary top secret facility clearance. Interested parties may submit their capabilities in writing by 3/22/2024 for consideration of a competitive procurement, but the decision rests solely with the government.

STATEMENT OF WORK
1. Objective/Requirements
The Science Office for Mission Assessments (SOMA) has retained copies of all AO proposals, Concept Study Reports (CSRs), Evaluation Plans, and evaluations for all the competitions in which it has participated. Currently, these documents amount to approximately 200 cubic feet of material, although only about half of that is in paper records that need to be digitized. The remainder of the material is stored on CDROMs.
The contents of these records include procurement sensitive and export-controlled material.
High-quality digital conversion services for 450,000 pages of documents processed within the three (3) to four (4) month period of performance—enabled by the required hardware, software, secure facilities, network infrastructure, and required support resources to perform document conversion on a wide range of source materials at their facility.
