SECTION C - DESCRIPTION/SPECIFICATION

/WORK STATEMENT

C-1 GENERAL SPECIFICATIONS

The scope of this requisition is to set up the Wildland Flamefront Simulator at Vandenberg Air Force Base (VAFB). The projected work will include the setup of the site grounds and the simulator system.

The Forest Service National Technology and Development Program (NTDP) is developing a temporary site for equipment development and testing using a unique flame front simulator that uses liquid propane as a fuel source.

C-2 FUNCTIONAL REQUIREMENTS

The site location for is on VAFB:

The contractor shall provide the following services, inclusive of materials, labor, and travel costs:

• Transportation of the simulator system from San Dimas to the projected project site at

VAFB.

o Requirements for completeness: The complete simulator system is transported without damage to the required location.

• Facility set up:

o Site grading and preparation.

Requirements for completeness

• The graded site shall be level within +/- 1°.

• A ¼ minus sand mixed rock shall be placed over the environmental barrier at a depth of 12 inches.

o Environmental containment berm and liners shall be constructed of 38 mil synthetic PVC as manufactured by Ultratech, or equivalent.

o Size and quantity of the PVC liner shall be sufficient for use both as the containment berm and above ground liner over the system to secure the simulator system from wind and weather.

o Extend water service to the site and add an additional hydrant.

Requirements for completeness

• Water service shall meet minimum engineering requirements for the

VAFB.

o Provide electrical service to Classroom, Rehab, Simulator. This shall include drop power, transformer and pad, underground chase, wire, terminations, and permits.

• All simulator components shall be installed and tested for operational readiness and safety

• All system functions shall be operational, including timed sequencing of burner arrays, measurement and documentation of fuel mass flow rate with respect to time, proper ignition of all burner troughs, and working systems control user interfaces.

• Operations assistance for up to 10 days of testing

• Quarterly inspections and maintenance of system for the full term of the contract o Requirements for completeness The system shall be checked quarterly for safety inspections and routine maintenance. Digital summary reports shall be sent to the COR within 10 business days of the inspection.

C-3 NON-FUNCTIONAL REQUIREMENTS

The Contractor shall coordinate all services with VAFB staff and abide by all VAFB restrictions and guidelines concerning work on the Air Force base.

PROJECT SCHEDULE

The Contractor shall complete work within the project schedule, per Table 1. If the schedule needs to be modified, a written change request shall be submitted to the COR.

C-4 CONTRACT TIME

Contract time will run continuously, 15 days after the notice to proceed. The Program Manager and principle investigators/personnel offered under this contract must be available to begin assignments with a fourteen-day notice.
