Statement of Work

Scandinavia Cheatgrass Spray

1. General

1.1 Description of Work: This treatment is a non-ground disturbing application of herbicide over the treatment area. The contractor will need to have a commercial pesticide applicator’s license. The

Contractor shall furnish all applicable equipment, supplies and materials, except for specified Government furnished property, to spray the herbicide Imazapic, brand name Plateau at a rate of 4 oz/acre for the treatment of Cheatgrass (Bromus Tectorum) on approximately 967 acres in the Scandinavia Allotment

#04518. Treatment must be completed prior to October 31, 2023.

BLM shall supply methods of identifying the treatment units PDF maps, and GPS files. BLM will provide a site tour if requested.

1.2 Location: Work under this Contract is located in Moffat County, Colorado (T11N R93W portions of sections 5, 6, 8, 9, 10, 14, 15, 23.). The treatment location is shown on attached map.

1.3 Work Summary: Spraying shall be completed in no more than two consecutive daylight periods when conditions are conducive for non-ground disturbing application of herbicides, barring any unforeseen circumstances.

1.4 Work Limits: The contractor shall have a Global positioning System (GPS) in equipment at time of application and shall document treatment. All points of information captured shall be in longitude and latitude and shall record the actual area treated. All GPS data shall be submitted to contracting officer within 14 days of completion of the work, or at any time requested by the Project Inspector. If deemed necessary by the contractor all areas targeted for treatment will be perimeter flagged with orange flagging.

1.5 Scheduling: Scheduling of all work under this agreement shall be coordinated and approved between the contractor and the contracting officer representative (COR) prior to any spraying activity.

1.6 Work Site: The Contractor shall obtain work site locations/facilities. The Contractor assumes full responsibility and liability for work site locations or facilities used.

1.7 Access: Access to the treatment locations shall be provided by the contractor at their expense.

Primary vehicular access will be entirely on public lands, vehicle access routes will be flagged by the

BLM if requested by Contractor. The Contractor will be responsible to obtain permission to cross private land, if necessary.

FEDERAL SPECIFICATIONS

2.0 DEFINITIONS

None

3.0 GOVERNMENT FURNISHED ITEMS

3.1 GPS Coordinate Data: The Government will furnish the Contractor with ArcGIS shapefiles and paper copies of the Project Vicinity and Location Maps for the treatment area.

CONTRACTOR FURNISHED ITEMS

3.4 Contractor Furnished Equipment and Personnel: All herbicide for the application as described in

1.1. All water necessary to be used as the carrier agent for mixing. The Contractor shall furnish all equipment necessary to apply the herbicide. The equipment and personnel shall be licensed and certificated as appropriate for the work that they are employed to do.

3.5 Ground Crew and Equipment: All personnel and equipment required for handling and loading of herbicide shall be provided by the Contractor.

3.6 Herbicide Application Equipment: The application equipment shall be equipped with a distribution mechanism complete with release, shutoff and spreading device which can be calibrated precisely for spreading the herbicide in a uniform pattern at a rate of 4 ounces per acre.

3.7 Global Positioning System (GPS): Application equipment furnished by the Contractor shall be capable of electronically following GPS maps and mapping the application routes to ensure herbicide is applied evenly and completely at the specified rate. All application equipment furnished by the

Contractor shall also be capable of controlling release and shutoff at points on unit boundaries by using the ArcGIS shapefile data furnished by the government. See item 3.1 above.

3.8 Communication Equipment: Communications with the application equipment operators will only be conducted by Contractor provided personnel. The Contractor shall provide for communication between the Project Inspector and Contractor ground personnel.

4.0 SPECIFIC TASKS

4.1 Herbicide Application: The entire surface within the designated boundaries of the treatment area shall receive uniform coverage of herbicide. Spraying strips shall be patterned and applied to secure a uniform distribution of herbicide.

Rate of application: Herbicide shall be applied at the rate 4 ounces per acre.

4.2 Wind Conditions: Aerial spraying shall not be done when the wind is not at a constant velocity or if it exceeds 10 mph.

4.3 Animals in Treatment Area: Prior to first spray pass Contractor must make an effort to move big game animals from the treatment area to prevent big game animals direct contact with herbicide spray application.

4.4 Electronic Mapping Data: Within 14 days of completion of the work, or at any time requested by the

Project Inspector, the Contractor shall provide the Government with electronic mapping data (GPS), that is ArcGIS compatible, of the area sprayed. The data shall include all routes flown during the application, and the date and time of these flights.

5.0 MEASUREMENT/BASIS OF PAYMENT

5.2 Acceptance: Work performed according to the specifications previously listed will be the basis for payment purposes.

5.3 Payment: Compensation will be on a per acre basis of work completed and based on operator provided data described in 4.3 Electronic Mapping Data described above. Payment on a per acre basis will not exceed the 967 acres of the designated treatment area.
