STATEMENT OF WORK
Sally Sue Sytem Platinum - Annual Service Contract
1) BACKGROUND INFORMATION:
The Vaccine Research Centers (VRC), develop vaccines against human immunodeficiency virus (HIV), Ebola, SARS-CoV-2 and other pathogens. In order to achieve the goals for the VRC, the BRS needs service agreement to maintain its Sally Sue protein analysis system, Serial Number SW-1598. The VRC needs this Field Service Maintenance Contract to assure optimal functionality of the Sally Sue System. This request was submitted as a sole source requirement. Service and parts must be provided by a certified technician from the equipment manufacturer. The Sally Sue System is a critical aspect in meeting NIAID goals, allowing researchers to streamline imaging processes for various laboratory processes involving colorimetric blots, DNA and protein gels, chemiluminescent blots, and most notably, 3 -color and infrared fluorescence, and 4-color multiplex imaging. To ensure consistency of data results within and between laboratories the same equipment/consumable must be utilized.
This equipment is embedded within laboratory protocols and cannot be changed at this time. Any change in protocols/reagents may skew data results and invalidate data. The equipment/consumables for this system are only manufactured and sold by Protein Simple and are critical for continued research.
2) SCOPE:
The service agreement will ensure the proper function of the equipment:
• Sally / Sally Sue System, Serial Number: SW-1598
3) PLACE OF PERFORMANCE:
National Institutes of Health Vaccine Research Center 40 Convent Drive Building 40, Room 2607B Bethesda, MD 20892
4) PERIOD OF PERFORMANCE:
Base Year: 07/01/22-06/30/23 Option Year 1: 07/01/23-06/30/24 Option Year 2: 07/01/24-06/30/25 Option Year 3: 07/01/25-06/30/26 Option Year 4: 07/01/26-06/30/27
5) TASKS/ REQUIREMENTS:
The contractor will provide service including the following:
• PLATINUM SERVICE PLAN – minimizing downtime with highest priority response and service and OEM parts and technicians.
• Including all parts, labor, and travel.
• Emergency repair service as required during the hours of 08:00am–05:00pm, M-F.
• Priority Services - must provide priority on-site service as downtown results loss of critical research time. Priority service is hereby defined as priority responses from a direct contact, OEM. If quoting as a billable service and not a direct contract, it must be defined in any third- party quote response.
• Unlimited On-Site Repair visits (Travel & Labor) by OEM Technician, Monday- Friday, excluding holidays.
• On-site Maintenance Location
• Phone and Email Support
• Complete System Coverage
• Replacement Parts (OEM)
• Software Updates – software revisions released during the Agreement term.
• Preventative Maintenance by OEM
The services should result in the system being able to use small amounts of starting material and must be able to meet the following minimum requirements:
• 0.2 µg/µl of protein in just 5µl of sample
• runs up to 96 samples in one experiment
• separate proteins by size
• detect your target proteins
• quantitate them using a standard curve
• Molecular weight ladders range from 2-440 kDa
• ng sensitivity
• 3 log dynamic range
6) Reporting Requirements:
The Contractor shall:
• Submit a full inspection report of findings, after inspecting the:
o Sally / Sally Sue System, Serial Number: SW-1598
7) GOVERNMENT FURNISHED MATERIALS:
• The Government will supply access to the Sally / Sally Sue System, Serial Number: SW-1598 equipment needing to be serviced.
8) SECURITY:
On arrival at the Security/Visitors Center the service personnel will be escorted by NIH Clinical Center personnel to the laboratory where equipment is located.
9) INSPECTION AND ACCEPTANCE:
FAR Part 52.212-4(a)
All work will be inspected and approved by an authorized laboratory official at the completion of the job. All work will be completed in accordance with industry standards.
