Supply and Installation of Spray Foam Insulation and a Two Zone Mini Split. Supply and Delivery of Laminate Flooring, Ceiling Tile and Ceiling Grid.
1. GENERAL: The Contractor shall Supply all equipment, labor, and materials necessary to install new closed cell spray foam insulation and a two-zone ductless mini-split AC with heat pump in accordance with all manufacturer recommendations and local building codes. The Contractor shall also supply and deliver laminate flooring, ceiling tile and ceiling tile grid for the new space.
2. MEASUREMENT AND PAYMENT: The payment provided for in the contract shall constitute full compensation for furnishing all materials and for performing all work under the contract in a complete and acceptable manner. The contract work shall include providing plant, equipment, tools, supplies, labor, supervision, incidental materials, quality control, environmental protection, testing and meeting safety requirements, and for performing all work required for which separate payment is not otherwise provided. Compensation for all work shown, specified, or essential to completion of the project (whether the specific material or operation is indicated) shall be included on the Schedule of Items/Services. Payment provided for in the contract includes compensation for all risk, loss, damage, and expense arising out of the nature of the work or its execution, subject to conditions of the contract. Payment will be made upon completion and acceptance of all contract work. The Contractor shall work with the Contracting Officer’s Representative (COR) in the submission of payment requests. 3. OFFICE SPACE EXPANSION:
3.1. Description: The office space expansion is located within the office building warm bay. The framework is made up of 2” x 4” studs, 16” on center, creating approximately 570 square feet of office space. Paneling and old insulation have been removed on walls needing work. The floor in the building is concrete.
4. INSTALLATION SPECIFICATIONS:
4.1. Protective Coverings: The Contractor shall cover all walls, floors and windows with plastic or tarps to protect them from damage during spraying of the foam insulation. It is the Contractor’s responsibility to remove any materials sprayed on the walls, floors or windows.
4.2. Spray Foam: The Contractor shall spray Closed Cell Spray Polyurethane Foam (here-in referred to as ccSPF) insulation between the framing on the ceiling of the hallways and offices, and between all studs along the walls with exposed framing. The inside of the exterior walls (approximately 220 sqft) shall be sprayed to obtain an R-Value of R49. All other walls and ceiling (approximately 1,100 sqft) shall be sprayed with 2.5 inches of spray foam resulting in an R-value of at least R16. Walls and ceilings are currently open, as shown on attached photos, drywall will be installed on one side prior to spray foam installation. It is the responsibility of the Contractor to determine quantity prior to quoting the job, as no allowance will be made for any additional quantities required.
The Contractor shall have current industry recognized professional training or accreditation for high pressure spray polyurethane foam insulation. Proof of training or accreditation shall be provided to the COR at the pre-work conference. Upon completion of the foaming, the Contractor shall provide the COR with a summary of the installation, including at a minimum: manufacturer of the insulation, R-Value of the product, date of installation, and the Contractor’s certification that the installation has been performed in accordance with local code requirements.
Installation of the ccSPF shall follow all Federal, state, and local regulations, including, but not limited to, OSHA National Emphasis Program guidance on Isocyanates. Installation shall comply with all manufacturer’s specifications for installation and utilize industry best practices. The Contractor will be responsible for placement of health and safety barriers within the work zone. The Contractor will be responsible for all clean-up, removal and disposal of materials associated with spray polyurethane foam installation including, but not limited to, decontamination of any surfaces that have by isocyanates or other ccSPF chemicals, all dust, debris, foam trimmings, and any empty and partially used containers or drums, in accordance with applicable Federal, state, and local requirements.
Closed Cell Spray Polyurethane Foam Specifications:
· Interior grade
· Two-component closed-cell foam
· High pressure application
· 2 lbs. cubic feet.
4.3. Spray Foam Warranty: The Contractor shall provide any warranty(s) offered by the manufacturer, or which they provide to their other customers in excess of the one-year warranty that is mandated under FAR Clause 52.246-21 Warranty of Construction.
4.4. 2-Zone Ductless Mini-Split Air Conditioning Unit: The Contractor shall supply all equipment, labor and materials required to supply and install a 2-zone mini-split air conditioning with heat pump unit. Installation of the ductless mini-split unit shall be completed according to the manufacture’s recommendation and code. Upon installation the system shall be checked for any leaks or defects before job is marked as complete.
Mini-Split Specifications:
· Minimum BTU shall provide coverage for two offices, one being approximately 117 square feet and the other being approximately 209 square feet.
· White wall-mount air handler
· Exterior pre-charged condenser
· LED display
· 2 wireless remote controls
· Anti-corrosive coated coils
· 3 additional filters
5. SUPPLY AND DELIVERY SPECIFICATIONS:
5.1. Flooring: The Contractor shall supply and deliver enough flooring for approximately 570 square feet of office space. The Contractor is responsible for matching the color and style of the existing connecting hallway as close as possible. The current flooring in the hallway is Lifeproof, Seasoned Wood 6 MIL x Multi-Width x 48 in. L Click Lock Waterproof Luxury Vinyl Plank Flooring.
Flooring specifications:
· 100% waterproof
· Scratch and stain resistant
· Click lock system
5.2. Drop Ceiling: The Contractor shall supply and deliver the ceiling tile and grid for approximately 570 square feet of ceiling area, meeting the following criteria:
Ceiling Tile Specifications:
· 2’ x 2’ standard PVC drop ceiling tiles
· White in color
· Class A fire retardant
· Mold, mildew, and bacteria resistant
· Smooth texture finish
· Waterproof and washable Ceiling Tile Grid Specifications:
· Ceiling tile grid must be compatible with ceiling tile system
· 15/16” exposed tee system
· White in color
· Hot dipped galvanized steel
· Flush fitting
6. SUBMITALS: Submittals shall be provided to the COR prior to the start of work by the Contractor. Submittals shall be discussed at the pre-construction conference, but will include the following:
· Safety Data Sheets
· Product specifications
· Proof of training
· Installation certification
7. DESCRIPTION AND LOCATION: Cross Lake Recreation Area is a U.S. Army Corps of Engineers (USACE) managed recreation area that includes heavily utilized facilities including a dam, campground, boat ramp, beach, fish cleaning facility, picnic areas, playgrounds, etc. It is located on Cross Lake, in Crosslake, Minnesota in Crow Wing County, 23 miles north of Brainerd, Minnesota.
8. CONTRACT PERIOD: All contract work must be completed between May 1, 2025, and July 31, 2025 (unless otherwise amended or modified). The garage is a secured area behind locked doors so all work must be accomplished while staff are present on site. Work shall be scheduled and coordinated as to cause as little disruption to site operations as possible.
9. SAFETY: Work shall be performed in accordance with all Federal, state, and local laws and regulations as well as the U.S. Army Corps of Engineers Safety and Health Manual, EM-385-1-1. 10. Site Visit: Contractors are encouraged to make a site visit to inspect the expanded office area before submitting a quote. Visits can be scheduled by contacting Aaron Springer at 651-290-5791 or at aaron.springer@usace.army.mil, Monday-Friday between the hours of 8:00 am and 4:00 pm.
11. ORIENTATION: Prior to the start of work, USACE will provide an orientation to the Contractor’s personnel which will include discussion of requirements, facility inventory, safety considerations, quality control, security, and administration.
12. WORK PLAN: After award and before physical work, the Contractor shall submit a plan that details the sequence and scheduling of the proposed work during a Monday-Friday work week. The work plan shall be submitted within 10 days after contract award. The work plan shall be discussed at the initial pre-construction meeting to be held at Cross Lake Recreation Area. The “Work Plan” shall be approved prior to start of work.
13. DISPOSAL: All excess materials shall be disposed of off-site in accordance with all local, state and Federal disposal codes.
14. SECURITY: The Contractor is responsible for securing the work area so that park visitors maintain a safe distance from all work areas. The Contractor shall inform USACE staff when leaving the garage unattended to ensure the doors are shut and locked. When work is to resume, the Contractor will check in with USACE staff to be given access to the garage.
15. WORK AREA: The Contractor is responsible for leaving the work area in the same condition as before the start of the contract work. Any damages to USACE property shall be repaired at the Contractor’s expense.
