1. SCOPE STATEMENT
The contractor shall provide all professional services necessary to replace two well bladder tanks (internal bladders included) and a modular shed. Contractor shall transfer all existing and required components from the old shed to the new modular shed. Contractor shall rewire the electric panel and other electrical systems in the new modular shed and ensure it meets NEC requirements. Contractor shall remove redundant wires, components, electrical devices in the existing electric panel (Clean up).
The contractor shall include all services and field labor, equipment (including cranes, rigging, and digging equipment if needed), materials, testing and personal protective equipment necessary to perform the work.
No Government equipment or services will be available for use by the contractor.
1. Base Bid
The contractor shall provide a detailed proposal and cost breakdown for the entire project as specified in this statement of work.
The base bid shall include descriptive literature and written specifications for all materials and equipment included in the quote.
2 Site Visit
Contractors are encouraged to visit the site and be escorted by a government representative to confirm locations, dimensions, and conditions of the project before a bid is submitted. The site visit shall be for the purpose of observing conditions relevant to the completion of this project. No consideration will be given to claims based on lack of knowledge of existing conditions, except where contract documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable.
Contractor is responsible for inspecting the site and ensuring compatibility of all materials and equipment.
Contractor must be registered in System for Award Management, (SAM), prior to submitting a bid. Registration can be completed at www.sam.gov/portal/public/SAM
2. CODES AND STANDARDS
Applicable Codes and Standards apply and are not limited to the following:
ANSI - American National Standards Institute.
ASME - American Society of Mechanical Engineers EPA - Environmental Protection Agency NEC - National Electrical Code http://www.sam.gov/portal/public/SAM
NFPA - National Fire Protection Association OSHA - Occupational Safety and Health Administration
All work must meet ARS 242.1M “ARS Facilities Design Standards” for the defined scope of this project in addition to meeting all Local, State and Federal codes, and latest IBC codes. The document is attached electronically as a separate PDF file.
3. PROJECT REQUIREMENTS
The objective of this project is to replace two well bladder tanks, and a modular shed to accommodate the new bladder tanks that are 96 inches in hieght. All equipment, components and devices transferred to the new shed has to meets NEC requirements. The contractor shall replace the tanks identified in this document with new, in kind (or with approved equal) tanks.
The contractor shall furnish all equipment, materials, and labor to complete this effort. All wiring, electrical devices and piping shall be transferred to the new modular shed. The existing heater will be replaced with one of the same capacity. The current panel has a double pole breaker that runs the light, outlet, heater and irrigation controls. These need to be split out on different circuits and wires need to be run in the correct conduits to meet NEC requirements.
Note:
The small insulated box on the front right side of the building is the well head, and should not be placed inside the building due to the need to pull the pump and piping for servicing or replacement.
HIGH PRIORITY: This is a high priority project to complete as soon as possible. The bladders in the existing tanks have failed and are out or service until replacement can be made. The USDA fields can not be irrigated until this work is complete.
The contractor is to determine the best way to perform this work safely, within a specified duration, and economically. Tanks should be installed before replacing the old shed.
The well pump shed consists of a modular enclosure with insulated panels, a flat roof, single man-door, and electrical panels and lighting for the well pump operation. This shed and well pump system was initially installed in 1993.
The contractor shall remove the piping, fittings, valves and instruments that connect the tanks to the well system. Its preferred to break the piping at bolted flange connections, but it may be necessary to remove some NPT connections. In either case, piping is to be completely restored and free of leaks to provide a complete working irrigation system. Where flanged connections are broken, the contractor shall provide new gaskets and hardware. Where NPT connections are broken, the contractor shall sufficiently clean the threads (internal and external), and apply new thread sealant before re-making the connection.
The two existing bladder tanks are:
• Well X Trol Model WX 427
• Manufacturer: Amtrol
• Capacity: 528 Gallon (nomimal)
• 48” dia. X 96” heigh with support ring
• Vertical Tanks
It may be necessary to source tanks from a different manufacturer if the Well X Trol Model WX 427 is no longer available. If this is necessary, the contractor is responsible to supply similar tanks with the same nominal capacity, pressure rating, bladder material, bladder size, connections, and general dimensions as the existing tanks.
a. Disposal
If hazardous materials are present, (IE; glycol, refrigerant, oils, etc.), they shall be properly disposed of according to all applicable local, state, and federal codes and regulations regarding hazardous waste disposal.
Dispose of removed materials, waste, trash, and debris in a safe manner and in frequent intervals, in accordance with applicable laws and ordinances and as prescribed by authorities having jurisdiction.
Removed equipment, materials, trash, and debris shall become the property of the Contractor. Location of disposal site and length of haul shall be the Contractor's responsibility.
b. Grounds
Restore and refinish all new and existing construction and improvements that are cut into, altered, damaged, relocated, reinstalled, or left unfinished by removals to original condition or to match adjoining work and finishes. This is to include the repair of any damaged landscaping, building finishes, concrete foundations, etc. resulting from work performed as part of this project.
4. CONTRACTOR RESPONSIBILITIES
The contractor shall provide a complete and functional installation, including all labor, supervision, tools, materials, equipment, apparatus, transportation, rigging and other equipment and services necessary to accomplish the work in accordance with the intent and meaning of this statement of work.
Contractor should arrange for disconnection of current utilities, and reconnection after installation of new building, tanks, associated equipment, components and systems to ensure personnel safety and to test for the proper functioning of the newly installed equipment, components and systems. Pre-construction meeting is required to ensure proper coordination of activity between contractor and facility personnel.
Site Access during Covid-19 recovery will require additional steps. At this time, contractors are to have their temperatures taken, and will be asked a series of questions regarding your general health and exposure to others with symptoms of illness (coughing, fever, short of breath, etc.). Contractors will also be asked if they have a mask. Contractors must wear masks while in public spaces. Masks are not required when performing project work outside of public spaces. These access requirements are subject to change at any time without warning.
The project work shall be performed per the following guidelines:
1) Contractor will verify all dimensions and site conditions prior to beginning work.
2) The contractor shall always be responsible for protecting his work and ensuring the safety of his crew and ARS employees.
3) Contractor shall remove and dispose of all construction related materials from all work areas daily and remove these waste materials from the site weekly.
4) Contractor is required to manage the project and consult with the Government prior to beginning all work phases.
5) Contractor shall perform work in a manner that minimizes the impact to daily operations of the facility and its workers. The building will be occupied during construction work.
6) Contractor will provide daily reports of work performed to the AO and weekly status updates to the EPM.
7) Contractor must have a superintendent on the jobsite when crews are performing the installation work.
8) Contactor will provide their own restroom facility.
All work is to be performed according with building codes, ordinances and laws of the Authority having jurisdiction on the project. When the requirements of the building codes, ordinances and laws conflict with any other part of the building codes, ordinances and laws, the most restrictive requirement shall prevail.
The contractor shall protect the work, the site, and all existing property and structures within the limits of the construction activities or that may be affected thereby until acceptance of the work. Any damage to property shall be repaired at the contractor’s expense, to pre-damaged condition to the satisfaction of the COR.
The contractor shall keep the construction site clean and free of debris at all times. Restore areas disturbed as nearly as possible to the original appearance and condition. Upon completion of the project, and prior to final inspection, the contractor shall remove all unused material, trash, and debris resulting from the work to the satisfaction of the COR.
5. DOCUMENTATION REQUIREMENTS (Submittals) Submittal reviews and responses to RFIs shall be accomplished in a maximum of 7 days for the contractor AND the Government for a total of 14 days.
Electronic files of all required documents necessary to describe the complete design intent shall be transmitted directly to the EPM, LM, CO and COR with electronic files in PDF format (unless otherwise specified by the Government).
The following submittals are required for approval:
1. Manufacturer’s documentation for all proposed equipment including outline drawings, data sheets, brochures, owner’s manuals, spare parts, warranty etc.
a. Pre-Construction Submittals
Prior to Construction Notice to Proceed (NTP) the following submittals must be submitted to the Contracting Officer (CO) for approval.
1. Work Schedule including daily start/stop time.
2. List of contract site personnel
3. Site Specific Safety Plan (SSSP)

b. Permits
Where governing regulations and imposed codes and standards require notices, permits, licenses, inspections, tests, and similar items or actions in order to lawfully proceed with the required work, the contractor shall obtain these items and take those actions in accordance with the regulations of the governing authority. The costs of such permits, licenses, inspections, etc., are the obligation of the Contractor.
7. SAFETY REQUIREMENTS
The contractor is responsible for complying with all local, state and federal safety codes and regulations.
The contractor will submit a Site Safety Specific Plan (SSSP) in industry recognizable format to the Contracting Officer within 14 days of contract award. The Government shall review the SSSP prior to the start any construction activities.
Safety and health matters, as they relate to the work, are the exclusive responsibility of the contractor. The contractor shall furnish, erect, and maintain barricades, warning lights, signs, guards, or take other precautions that may be required by law or local authorities for the protection and security of the grounds, facilities and personnel.
8. PERIOD OF PERFORMANCE
The completion of this project shall not exceed 90 days from date of notice to proceed. A request for time extension must be submitted to the Contracting Officer in writing. Each request must include specific and detailed reasons in support of the schedule alteration.
c. Work Hours:
Contractor work hours shall be Monday through Friday, 7:30 A.M. to 4:30 P.M. except on Government holidays. Any changes to work schedule shall be submitted to Contacting Officer for written approval three days prior to schedule change.
9. WARRANTY
The contractor shall provide and submit a single written warranty, stating that all portions of the work are in accordance with Contract requirements. Guarantee all work against faulty and improper material and workmanship for a period of one (1) year from date of final acceptance by the USDA, except where manufacturer guaranties or warranties are for longer terms. The contractor shall correct any covered deficiencies which occur during the guarantee period within 24 hours after notification.
