UNINTERRUPED POWER SUPPLY (UPS) REPLACEMENT
STATEMENT OF WORK (SOW)
1.0 BACKGROUND
The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), Activity Command Information Officer (ACIO))/Information Technology (IT), Code 104 has a requirement to purchase new batteries to replace the existing dead/drained batteries for existing APC ™ UPSs. Due to the high degree of technical expertise required for implementation and integrations, NSWCDD requires services to provide knowledge and assistance with the replacement and installation of Symmetra PX battery units.
2.0 APPLICABLE DOCUMENTS
2.1 Original Equipment Manufacturer (OEM) Specifications;
2.2 Federal, State, and Local Regulations;
2.3 Environmental Protection Agency (EPA) Regulations;
2.4 Occupational Safety and Health Administration (OSHA) Regulations; and
2.5 Center for Disease Control (CDC) Guidelines.
3.0 REQUIREMENTS
3.1 The Contractor shall provide two (2) OEM Symmetra PX Battery Units, part number SYBTU1-
PLP, manufactured by Schneider Electric.
3.2 The Contractor shall provide one (1) OEM Modular Battery Replacement Service, part number
WMBRS24-MS-T4 and one (1) OEM Modular Battery Replacement Service, part number WMBRS3-
MS-T4.
3.3 The Contractor shall provide the above services to include the following:
3.3.1 The Contractor shall deliver the material on pallets during business hours of 0800-1300.
3.3.2 The Contractor shall unload the equipment to NSWCDD at the Bldg 180.
3.3.3 The Contractor shall offload the material from the pallets and set in place inside the building in Room 116A.
3.3.4 The Contractor shall replace the existing batteries with the new, certified batteries without placing the system in full bypass and interrupting critical operations.
3.3.5 The Contractor shall dispose of the old batteries in a way that is environmentally compliant to all Federal, State and Local regulations.
3.3.6 The Contractor shall remove all debris to include pallets, shipping materials and any other debris.
3.4 The Contractor shall be an authorized field service engineer for Schneider Electric, the OEM manufacturer.
3.5 The Contractor shall provide technical support for updating the system with the new battery information and confirming that the battery system is functioning to OEM specifications.
3.6 The Contractor shall perform all work IAW OSHA regulations and CDC guidelines.
3.7 The Contractor shall coordinate with the technical point of contact identified below to schedule and accomplish all work under this SOW.
4.0 GOVERNMENT-FURNISHED PROPERTY/MATERIAL/INFORMATION
(GFP/GFM/GFI)
4.1 The Government will provide access to NSWCDD to complete this work.
4.2 The Government will provide pallet jack or two wheeled truck to transport the material from the transportation vehicle to the building, if needed.
4.3 The Government will ensure there is adequate space to unload a tractor-trailer.
4.4 The Government shall be responsible for overall delivery and services of these replacements.
4.5 The Government will provide escorts in classified areas.
5.0 SECURITY
5.1 Work performed under this effort may be unclassified or classified up to the SECRET level.
5.2 Portable Electronic Devices (PEDS): Non-Government and/or personally owned PEDS are prohibited in all NSWCDD buildings with the exception of personally owned cell phones which are authorized for use in General Office Spaces (GOS) only. The Contractor shall ensure the onsite personnel remain compliant with this PED policy. NSWCDD instruction defines PEDs as the following: any electronic device designed to be easily transported, with the capability to store, record, receive or transmit text, images, video, or audio data in any format via any transmission medium.
PEDs include, but are not limited to, pagers, laptops, radios, compact discs and cassette players/recorders. In addition, this includes removable storage media such as flash memory, memory sticks, multimedia cards and secure digital cards, micro-drive modules, ZIP drives, ZIP disks, recordable CDs, DVDs, MP3 players, iPADs, digital picture frames, electronic book readers, kindle, nook, cameras, external hard dish drives, and floppy diskettes.
5.3 Personal Wearable Fitness Devices (PWFDs) marketed primarily as fitness or sleep devices are allowed in all Navy spaces where collateral non-Sensitive Compartmented Information (SCI), classified information is processed, stored, or discussed up to and including secret. User must ensure PWFD is compliant with all requirements in NAVADMIN 216/15, Cyber Hygiene Authorization to use Personal Wearable Fitness Devices (e.g., FitBit, Jawbone UP, etc.) in Navy Spaces, dated 14 September 2015 and register PWFD in the NSWCDD Fitness Device Tracker.
6.0 TRAVEL
The Contractor may be required to travel in performance of this contract. The number of trips and types of personnel traveling shall be limited to the minimum required to accomplish work requirements and shall be coordinated with the technical point of contact. All travel shall be conducted in accordance with the Federal Travel Regulations (FTR). The following travel is anticipated: Two (2) personnel to the NSWCDD, located in Dahlgren, Virginia, throughout the period of performance.
