SOFTWARE TRAINING
STATEMENT OF WORK (SOW)
1.0 BACKGROUND
The Naval Surface Warfare Center Dahlgren Division, Dam Neck Activity (NSWCDD DNA) currently uses software for control of software-defined radios (SDR) and signal analysis. The NSWCDD DNA requires additional software licensees, along with annual support and on-site software operational training to meet upcoming mission requirements.
2.0 APPLICABLE DOCUMENTS

3.0 REQUIREMENTS
3.1 The Contractor shall provide two (2), five (5) day onsite SCEPTRE software training courses.
3.2 The Contractors training curriculum shall cover the following topics:
Installation of the required software.
Configuration of an in-depth use of the software features to include the following:
o Introduction to wide band digital signal processing as well as engineering terms associated with both software and hardware.
o General COMINT and PTT signal processing.
o ELINT capability overview and PDW familiarization.
o Plugins and scenarios based around capabilities such as
IQ recordings, signal classification, demodulations, archiving/ de-archiving, mapping, and automated signal selection.
3.3 The vendor shall supply all labor and training materials in order to train up to six (6) personnel in each course, twelve (12) students total.
3.4 The vendor shall coordinate with the technical point of contact (TPOC) identified below to confirm finalized training dates.
3.5 Period of Performance: Issuance of Contract Award through 30 September 2024.
4.0 SECURITY
All work under this SOW is unclassified.
5.0 TRAVEL
The contractor will be required to travel in performance of this contract. The number of trips and types of personnel traveling shall be limited to the minimum required to accomplish work requirements and shall be coordinated with the technical point of contact. All travel shall be conducted in accordance with the Federal Travel Regulations (FTR).
