1. DUCTING: The Vendor shall deliver semi-flexible ducting to be connected between the Vendor's DDC unit and its wyes. The FIT-UP DOCTRINE applies in that the DDC duct fitting and the wye construction shall be compatible with the ducting's inside diameter (ID). The ducting shall withstand the negative pressure produced by the unit. Compatible ducting would be the FLEXAUST® FSP BRIDGE. The size, length, and quantity required: 16"Ø × 25'L × 4 EA = 100'.

2. SOUND ATTENUATION: Both the Dry Dust Collector (DDC) and the Vacuum Recovery Unit (VRU) require sound attenuation to reduce the noise intensity (level) as designed by the Original Equipment Manufacturer (OEM). For the DDC, the requisite designated option: "SOUND PACKAGE FOR ULTRA-QUIET OPERATION" . For the VRU, the requisite designated option: "QUIET CUBE PACKAGE" stated as "DUAL INLET AND DISCHARGE SILENCERS WITH SOUND ATTENUATION ENCLOSURE" .

Vendor is to obtain from the OEM the decibel rating dB[A] for the machine with the measured distance from the machine when fully operating with the Sound Package installed and to provide such data to the Temporary Systems Design Engineer

3. FOOTPRINT: The floating drydock has extremely limited floor space, and furthermore, all non-nuclear machinery to include those leased for other mechanical systems is confined to the Starboard side of the boat with its narrow corridor of just eight plus one-half feet wide (8½'W: based on non-oversized transport regulations). Combined with the Lifting & Handling limitations of the cranes perched along the floating drydock or, instead, the viability of the on-ramp and the turn radius required for machinery rolled into position, limits the footprint (FP) of Blast and Paint (B&P) machinery to no longer than sixteen feet and no wider than eight plus one-half feet (FP: ≤16'L × ≤8½'W).

4. FILTRATION: All filters to include HEPA filters must be BRAND NEW – NEVER USED – VIRGIN upon arrival of each and every unit without exception. Temporary Services Shop personnel have been instructed to verify the filtration condition of each machine and reject those units upon delivery that do not comply. In the past, Blast & Paint machinery did not comply with the filtration Technical Requirement for new filters, but, may have been accepted nonetheless because of scheduling impact. Be assured that non-compliance to the filtration Technical Requirement for new filters will not be tolerated and such machinery will be returned.

5. OPTIONS: If an additional BMR–3 machine is leased via exercising the OPTION, then the OPTION for an additional DDC and VRU shall also be exercised. For each additional BMR–1 machine that is leased via exercising the OPTION, then the OPTION for an additional lot of hose assemblies (HOSE [SPUD]–2") shall also be exercised.

6. MANIFOLD FITTING ADAPTERS: From another Vendor for the Low Pressure Air Compressors (LPACs), a LOT (LT) size of five hundred feet per compressor of THREE-INCH Low Pressure Air (LPA) hose assemblies with male and female SPUD end fittings (HOSE [SPUD]–3") will be provided. This Contract provides for a LOT (LT) size of one hundred feet per BMR–1 machine (one each as STANDARD plus up to two each as OPTIONS) of TWO-INCH Low Pressure Air (LPA) hose assemblies with male and female SPUD end fittings (HOSE [SPUD]–2"). Although there should be a sufficient amount of hose assemblies in the particular diameter desired (whether it be 2"Ø or 3"Ø), the Vendor shall provide a pair of SPUD 3-inch to 2-inch reducing adapters (male-female to be determined) for each manifold under lease if requested and as specified by the Project.

7. NOZZLES: To maximize production efficiency and to provide enough compressed air to all BMR machinery outlets, the Shipyard must install brand new No. 7 Nozzles with 7/16-inch diameter orifices (≈375 cfm per nozzle when new and gradually increases with use). If no additional BMR machinery are exercised as an OPTION, there would be seven (07) BMR outlets (BMR–3 × 2 + BMR–1 × 1) to be followed by a complete replacement mid-way through the duration of the overhaul. Hence, the minimum quantity of Government Furnished nozzles is fourteen (14).

Upon obtaining additional BMR assets via exercising an OPTION, then additional nozzles must be provided.

8. TOOLING DRYERS: For each pneumatic Tooling Line (MANF [2" : ⅝" × 8]–N: i.e. eight smaller ⅝" discharges minus one discharge reserved for the DDC and minus one discharge reserved for the VRU for a net of six tooling lines per Normal capacity manifold), an in-line pneumatic type combination dryer and oiler should be installed at the air line's terminus within six feet (≤6') upstream of the pneumatic tool for its protection and lubrication. The dryer removes moisture, oil, dirt, chips, scraps, rust particles, and other contaminants. The oiler delivers a continuous fine mist of lubrication. The oiler is essential because of the 100% OIL-FREE properties of the LPA compressor.

Recommend the installation of the five inch long (5"L) permanent brass housing LA-MAN® Dryer / Pneuguard® Oiler Model No. SPG903 (≈$57 each / ¼"NPT / 10 scfm / ≤150 psig). The dryer element Model No. SPG102 ($6.50 each) should be changed out monthly (5 month DD duration ≡ N−1 or 4 filter element change-outs).

ALL-1 FUNCTIONALITY & FIT-UP DOCTRINES: The FUNCTIONALITY DOCTRINE states all leased products must fully-function as intended and the FIT-UP DOCTRINE states all leased products must be properly sized (i.e. fit-up) also as intended.

ALL-2 MACHINERY QUALITY CHECKLIST (MQC): A Quality Checklist unique for each underlined ITEM shall be developed by the Vendor; abided by in the performance of an OPERATIONAL CHECK to include a FUNCTIONALITY TEST of each and every machine ITEM prior to shipment; and completed copies demonstrating execution of the CHECK & TEST shall both accompany the ITEM and be electronically sent to the Temporary Systems Design Engineer [TSDE].

ALL-3 ELECTRICAL SAFETY: Prior to delivery, all medium voltage powered machinery (460V / 3Φ) shall be carefully inspected for loose or bare wires / cables with special attention applied to the interior and the vicinity of Control Panels. There shall be NO loose or bare wires nor cables. Such inspection shall be reflected in the Machinery Quality Checklist (MQC). In a recent delivery of a Vacuum Recovery Unit (VRU), bare cables inside the Control Panel were fortuitously noticed prior to applying power. If undiscovered, a fatal shock could have resulted.

ALL-4 DEAD FRONT CONTROL PANEL OR EXTERNAL CONTROLLERS: Access to basic machinery controls such as via a Dead Front Control Panel or External Controllers should (i.e. shall for refurbishment or for new design followed by construction) be such that there is no exposure to energized "live" electrical circuits or other components, regardless of voltage to include control wiring, by "a person on the operating side of the equipment". Control access as described above would allow for non-electrically qualified workers, such as Temporary Services [Pipe] or other personnel, to exercise control over machinery without the need to be accompanied by electrically qualified workers. Even though electrical work on energized equipment less than 30V [OSHE] or 50V [NFPA] presents minimal risk to personnel, general safety practices to include a Job Safety Briefing with the electrical worker's Supervisor must be exercised to protect both sensitive electrical components from damage and personnel from hazards albeit minor. Also, a Shipyard electrically qualified tech-nician would not necessarily have advance knowledge of the true voltage of exposed electrical components, whether it be control wiring or load circuits, unless such signage is posted (rarely the case) or various circuits have undergone a voltage check. Of course, access or a key to such a Dead Front Control Panel (DFCP) or, if not a DFCP, than to a Low Voltage Control Panel (LVCP), must be provided. An example are the triangular head bolts now instituted to lock control panel doors to the CLOSED position. In this case, a triangular head tool or key shall be attached via a lanyard or by other means near the applicable Control Panel.

ALL-5 VENDOR'S EQUIPMENT DATA SHEETS (EDSS) & MANUFACTURER'S PRODUCT INFORMATION DESCRIPTIONS (PIDS):

For all overhauls regardless of location especially for deployed sites, the Temporary Systems Design Engineer [TSDE] requires (as underlined by ITEM) either a Vendor's Equipment Data Sheet (EDS) for machinery (by type & capacity) or a Manufacturer's Product Information Description (PID) for components. If not included in the EDS for a particular machine (type and/or capacity), additional details to be provided are: [1] Full Load Amperage (FLA); [2] recommended Circuit Breaker (CB) size; and [3] for Process Air (PA) on all air-handling machinery (TPBLST: DDC & VRU), either: {i} the Fan Curve [PREFERRED] or {ii} as a proxy for the Fan Curve, the Fan Motor Size (HP) with Rotation (RPM i.e. Low or High Speed) and the Fan Blade Rating a.k.a. Total Static Pressure (TSP) of the air-handler and/or the overall Airflow Performance a.k.a. External Static

Pressure (ESP) of the machine (CFM @ inches of Water Gauge – WG or inches of Mercury – Hg for high suction pressures). The submittal shall be in electronic form and must be a crystal clear document of high quality that is easily readable. Past submittals that were either: [a] difficult to decipher or compare to the Contractual Line Items; [b] darkened or of a poor quality; and/or [c] just not readable have been technically rejected in which the Request For Proposal (RFP) was considered to be non-responsive.

The information (EDS / PID) is essential for developing an Electrical Distribution Plan (EDP) at deployed locations (NLON or NBPL) and/or other technical products. The information may not necessarily be exactly the same as the submissions provided directly to Contracting when acting as a Bidder in order to evaluate whether the proposed machinery would be viable in meeting the requirements of the Technical Specification (TS).

Rather, this li ne item deliverable to the Temporary Systems Design Engineer [TSDE] is a Contractor requirement after Contract award for the exact, precise, and complete information of the actual machinery already delivered or due to ARRIVE similar to the need for As-Built (on-site) drawings vice Construction (planned) drawings.

ALL-6 UTILITY MARKING: For TPBLST Systems, clearly mark unless self-evident: (a) the Ventilation type Process Air Inlet(s) and/or Outlet(s) (VPA-Is / VPA-Os) for the air-handling machinery (DDCs & VRUs); (b) the Blast & Vacuum portals (BMR-B&V) on the Blast (B) – Media (M) classification – vacuum Recovery (R) machinery;

(c) the Low Pressure Air Inlet and/or Outlet(s) (LPA-I / LPA-Os) for all machinery to also include equipment (e.g. Extractor-Dryers and/or Manifolds); (d) the electrical power input connections such as low voltage single phase power (115VAC & 1Φ) to the BMR and/or Extractor-Dryer or medium voltage three phase power (460VAC & 3Φ) to the DDC and VRU; and (e) any other utility input(s) and or output(s) such as the automatic electronic Drain on an Extractor-Dryer and/or grit extraction points on machinery.

ALL-7 VENDOR IDENTIFICATION (ID) OF ITEMIZED AND ANCILLARY EQUIPMENT: For TPBLST Systems, the Contractor shall uniquely tag and permanently mark all of its itemized and ancillary hardware / equipment (for TPBLST:

valved manifolds / hose assemblies / electrical cables) so as to differentiate from that owned by either the Shipyard or other Vendors. Tagging alone is often insufficient. Vendor identification recommendations are either: (a) affixing an industrially fabricated sticker with the Vendor's name and/or emblem pre-printed to which an identifying Serial Number can be indicated with a permanent marker and/or (b) painting the ferrous metal on hardware and the end fittings on hose assemblies with unique and distinct color(s) associated to that Vendor.

ALL-8 TAGS & LABELS: For TPBLST Systems, each machinery and equipment ITEM, excluding those quantified (QTY) by either Lot size or Group (LT / GP), require tags or labels so as to identify them as exemplified below:

ALL-9 ELECTRICAL CABLES (NLON & NBPL): Each electrically powered high voltage machine (460V / 3Φ) shall include a single length of at least fifty feet (50') for each phase plus ground of an appropriately rated electrical power cable assembly (CA [CAM-M/F]–4/0 × 50'). The cables shall be: (a) CONDUCTOR – single annealed & stranded copper conductor, size 4/0, rated for 405 amperes at 90ºC; (b) INSULATION – premium grade 90ºC EPDM (Ethylene Propylene Diene Monomer) or EP (Ethylene Propylene) rubber; (c) JACKET – black, Super Vu-Tron® 90ºC or Chlorinated Polyethylene (CPE); and (d) CONSTRUCTION – designed to withstand severe environmental conditions. Equivalent electrical power cables are either Type W to include Extra Flex or DLO. Electrical power cable assemblies shall have 4/0 male & female cam-lock connectors for the ends which should be compatible to the machine's panel-mounted cam-lock connectors. There shall not be a separate fee for electrical cables so furnished. The Shipyard will install and electrically connect the rental equipment to the appropriate power source. Include two power cable assemblies per phase for machines that require more than 400 amps.

NBPL GOVERNMENT PERMITTING: The Vendor is responsible for BOTH: (a) obtaining any and all permitting (permits and/or licenses, etc.) and (b) the expense for such permitting to include licensing fees, etc. that may be required by either by the California Air Resources Board (CARB: https://ww2.ARB.CA.gov) of the California Environmental Protection Agency (CalEPA: www.CalEPA.CA.gov); the San Diego County Air Pollution Control District (SDAPCB: www.SDAPCD.org); the California State Water Resources Control Board (CASWRCB:

www.SWRCB.CA.gov); and any other Federal and/or State government authority. Physical copies of the permitting shall be affixed to each machine requiring such and in such a manner as to be readily observable, easily readable, and well protected from the elements. Electronic copies of such permitting shall be sent to both: (a) the Temporary Systems Design Engineer and to (b) the Portsmouth Naval Shipyard (PNS), Occupational Safety Health and Environmental Office (OSHE: Code 106), Environmental Division (Code 106.3), Environmental Engineering Branch (Code 106.31): (in which any further guidance, advise, consultation, and/or coordination shall be via OSHE Code 106.31.

PBLST SOUND ATTENUATION PACKAGE (MUFFLER): In a recent lease of machinery with a Sound Attenuation Package, the suction of smoldering embers such as smoking material caused ignition of either foreign particulate matter and/or Air Dryer Muffler filtration substances resulting in a catastrophic explosion. All suction type air-handling machinery featuring a Sound Attenuation Package (i.e. Air Dryer Muffler) such as the Dry Dust Collector (DDC) and Vacuum Recovery Unit (VRU) to include the abrasive Blast, Media classification, and vacuum Recovery unit (BMR) shall have its muffler thoroughly cleaned of all particulate matter, if not substantially replaced, and then inspected. Because of the continuous non-stop use of the machines for several months, serious consideration should be given to either recharging the desiccant material within the muffler, replacing the filter element / cartridge, or entirely replacing the Air Dryer Muffler. The Air Dryer Muffler filter element shall feature dual-stages for longer element life with less noise and a relief mechanism that is triggered to divert the air directly to atmosphere should the outflow become obstructed from particulate matter.

BMR LIFTING AND HANDLING (L&H) MACHINERY EXEMPTION: For TPBLST Systems, because Blast (B) – Media (M) classification – vacuum Recovery (R) machinery (BMR–1/2/3) are unwieldy and since there is a Ramp Access to the drydock floor for deployed locations (i.e. floating drydocks), there is an Exemption to the Lifting and Handling (L&H) requirements. The BMR machinery DOES NOT require lifting padeye(s) for overhead crane lift NOR to be enclosed in a caged frame. However, the machinery and its associated heavy components DO require a foundation base with multiple slotted pockets (i.e. box beams) for forklift handling so as to transport via the Ramp Access and a "portable" unit DOES also require a wheeled axle.

E LEASE SPECIFICATION — CONTRACTUAL REQUIREMENTS

1. ACCESS: To be allowed onto a government Shipyard, personnel must be US citizens and in possession of appropriate personal identification. Proof of US citizenship may be necessary and can be required for access to the drydock environs. Examples of allowable documentation is an official government issued Certificate of Birth or Naturalization (w/ raised seal & not a photocopy) or a US passport (can be expired). Vehicular access requires a non-expired personal Driver’s License and appropriate vehicle identification or registration. The transport vehicle must have the company’s name / logo prominently displayed. Normal commercial delivery access to NBPL: (see NOTE) is from 5:30 am to 5:00 pm Monday thru Friday (excludes Federal Holidays). To gain access to the drydock environs, personnel must be escorted and possess / wear their own personal safety gear which includes: safety glasses w/ side protection, hard hat, safety shoes with an ANSI approved reinforced toe box, and, as posted, adequate hearing protection (i.e. ≥20 dB[A] reduction from ear plugs and/or ear muffs).

2. DELIVERY: The machinery shall be in a fully-charged, fully-assembled, ready-to-use, and in a first-class-operating condition. Disposable type filters shall be replaced with new (virgin) and permanent (metal) filters shall be clean prior to delivery. The machinery with its support equipment shall be delivered to the site on or prior to the request date. It is incumbent and the responsibility of the Contractor to either confirm or coordinate the date and time of delivery prior to each shipment via the Contracting Officer's Representative (COR) and/or Point-of-Contact (POC) as designated on the Contract. The Government can provide forklift services for removing machinery from Vendor’s transport during work hours (NBPL: 6A to 3:30P). Documentation [B/L] shall accompany each delivery.

Machines shall be functionally tested to include performance of the Quality Checklist prior to its delivery.

3. LITERATURE: Although the Bidder shall make known any variances to the Technical Specifications, synopsized literature describing the proposed machinery, i.e. Equipment Data Sheet (EDS), shall be submitted with the bid to Contracting for probable review by the Technical Liaison as to whether the proposal conforms to the requirement.

4. PROPOSAL: As a standard format for comparing potential Vendors, the Contractor shall quote the weekly lease rate for each ITEM type and capacity based on a minimum lease duration of twelve (12) consecutive weeks or as scheduled in the RFP, whichever is less, with the option to extend thereafter. The cost of shipping (RT: round-trip), hook-up, start-up, initial operation, and training shall be included as part of the entire lease. Due consideration for transport fees may be accorded by the Contracting Office to the Vendor if the actual rental period is less than the minimum or scheduled lease duration. Daily extensions for each ITEM with its associated ancillary hardware shall be billed at no greater than one-seventh of the stated recurring weekly lease rate. Price comparison is based on the Government's approximation as to the expected lease duration to include anticipated EXTENSIONS.

5. REPAIR: The Contractor shall formally (in writing, E-mail sufficient) inform the: (a) Contracting Officer / Supervisory Contract Specialist / and/or applicable Contract Specialist (PNS Code 410: 207.438-x3853d / x2133d / x5524d);

(b) Shipyard Administrator Point-of-Contact i.e. COR, if above $150K off-site (PNS C420: 207.438-x6588d / 451-8684c);

(c) Execution POC (Project TSZM▐ NBPL TSZM: 207.475-4757c▐ 619.553-3137d / 619.571-8255c); and/or

(d) Project's POCs (NBPL APS[OUT]▐ APS[NUC]: 207.475-4775c▐ 207.451-7206c); as well as display on each machine the name and telephone number to request repairs. The machinery will be operating around-the-clock under a rigorous off-site deployment performance schedule. Within twelve (12) hours (half-day) of initial notification of the need for repair, the Contractor shall have a knowledgeable and equipped technician on the job-site fully prepared to repair the rental equipment. The defective unit(s) shall be repaired within twenty-four (24) hours (one day) of initial notification or, if the original defective unit(s) cannot be made operational, replaced within forty-eight (48) hours (two days) of initial notification. If the equipment failure is not the fault of the Government, the Contractor shall bear all costs associated with its repair and/or replacement. After three days, the Government will no longer pay for the lease of the defective unit, nor accordingly, shall the Vendor bill until such time as the unit has been repaired / replaced. After one week or more, the Contract may even stipulate a Penalty Clause in which the penalty charge is equal to the Vendor's own lease rate on the Bid.

6. RETURN: The Government will dismantle the equipment and provide a temporary storage location convenient for Contractor pick-up. The Government will notify the Contractor as well as the Contracting Office as to when the rental ITEM has been released and is available for pick-up. The last day of the rental period shall be the next normal workday after the Contractor has been so notified. The Contractor shall be responsible for shipping. The Government can provide forklift services during work hours for placing the equipment onto the vendor’s transport.

7. SERVICE: Except for daily surveillance checks i.e. liquid levels, the Contractor is responsible for and shall perform all maintenance (e.g. refrigerant charge, oil changes, replace / clean filters, lubrication, coolant refills, liquid top-offs, etc.) for the duration of the lease. Coordinate maintenance w/ Executing POC particularly shut-downs.

8. START-UP: If requested by the Project, the Vendor shall: (i) start and run the equipment to verify its operability;

(ii) confirm that a set of operating instructions was previously delivered; and/or (iii) instruct designated Shipyard personnel on how to properly run the equipment to include its operation, control, daily checks, & service contacts.

For multiple sets of comparable equipment with essentially similar operation, the orientation given to a specific Project on a particular type and/or capacity of machine can be accomplished just once regardless of delivery.

F LEASE SPECIFICATION — GENERIC REQUIREMENTS

1. CONSTRUCTION: Except as noted for a particular machine type, units shall be a single integrated framed structure manufactured as a complete entity to include all devices, accessories, and fittings necessary to perform the function for which it was designed. Each unit shall be capable of continuous, year-round, outdoor, unmanned operation even at minimal loading while exposed from inclement (NBPL) to extremely harsh (PNSY & NLON) weather (e.g. deep snow, strong & gusty winds, and/or heavy rain) and varied ambient conditions (–14 to +110ºF & 0 to 100% RH). Machines shall meet State and federal requirements for its type such as the National Electrical Code (NEC) for electrical devices / components and the American Society of Mechanical Engineers (ASME) for pressurized vessels / components. For emission producing machinery as required by the State, the Contractor shall obtain permits for the duration of the lease and affix them onto the units. Machines shall be modular in design so as to act as a stand-alone unit; compact so as to fit in the tight confines of a drydock; portable so as to be transported by forklift and then lifted by crane; and ruggedly constructed so as to endure a marine industrial environment. Multiple machines of the same type and capacity shall be of similar design and construction.

Machines shall either be newly built or completely refurbished and factory tested within twelve (12) years.

2. DOCUMENTATION: Documentation will be located within a water proof case affixed to each machine. Minimally, the documentation shall consist of: (i) Technical Instructions (TIs) such as an Operations & Maintenance Manual, Controls Manual, and/or Electrical Manual with Schematics; (ii) instructions and a diagram on Lifting & Handling the equipment with its padeye(s) Certification; (iii) government Contract Number to include the cover sheet to the rental Contract; (iv) an Equipment Data Sheet (EDS), preferably on a single sheet of paper (can be double-sided), of the quintessential aspects of the rental machine to include a fan curve for machines with built-in air-handlers; (v) simple Operating Instructions, if not in the TIs; (vi) points of contact with telephone numbers for requesting emergency repair regardless of the time or type of day; and (vii) a copy of the Quality Checklist.

3. ELECTRICAL: Electrical components shall conform to a NEMA standard (NEMA 3 or 4) that allows for unsheltered outdoor use of the unit. Unless by exception, each machine shall require only one type/source of electrical power of either 115 VAC5% / single-phase / 60 hertz or 460 VAC5% / three-phase / 60 hertz. The type of electrical power required (voltage & amperage) must be clearly indicated on the outside of the equipment, readily detected, and collocated with all other electrical information. If not included in the synopsized EDS, the Vendor shall provide the Project Technical Liaison with the following details: (i) electrical power type (amperage & voltage); (ii) type of electrical connectors (for 3 Φ, specify whether or not equivalent to Duraline E1016); (iii) breaker type/size or recommended capacity for the electrical source; and (iv) whether the machine is furnished with over-current protection. Three phase powered (i.e. 460V) machines shall have panel-mounted male camlock connectors equivalent to a single Duraline E1016 for each phase if ≤285A (preferred, permits 2/0 cable) or ≤385A (minimum, but restricted to 4/0 cable) or below and equivalent multiple connectors for greater amperages.

4. LIFTING & HANDLING: Unless exempted in advance, machines shall be firmly attached to a single rigid metal (steel if ≥3K#) caged frame (base boxed w/ four vertical corner posts and four horizontal perimeter beams at top) with both multiple slots for forklift handling and, preferably, welded lifting padeye(s), which would result in and permit for safe single point lift operation using an overhead crane without special lifting or handling gear. To minimize a rigging delay or postponement, lifting points other than the preferred welded lifting padeye(s) (e.g. holes drilled thru structural members or bolted padeyes / eyelets) will require an advance design review - consultation -analysis by the Shipyard's Rigging Engineer (Code 713). The design safety factor for each lifting padeye or point shall be at least five (5) times the load based on ultimate strength. For equipment with two (2) or three (3) padeyes / points evenly spaced, the machine’s weight can be considered equally distributed. For equipment with four (4) padeyes / points, the loading shall be as if each lift point would support half of the machine’s weight. The strongest preference is for multiple padeyes to be aligned in the plane of the lift (i.e. padeyes point towards the center) and to be located above the machine’s Center of Gravity (CG). If the lift points are located below the CG, then the machine’s CG shall be accurately indicated as to both its elevation and position. The Contractor shall provide certification that each lift point meets the criteria described above by design (5 to 1 ultimate strength & 3 to 1 minimum yield) or by load test (2 to 1 w/ no yield). Such certification to include the Lifting Schematic along with any other lifting data shall be included with the documentation attached to the machine.

NOTE: The precise weight of each machine to include its caged frame shall be prominently displayed.

5. NOISE: When operating at full speed, noise levels must not be over 105 dB[A] (presumes hearing protection of 20 dB[A]) and preferably less than 85 dB[A] (hearing protection threshold) at six feet from the unit or frame unless a quieter noise level is specified. A hearing protection safety placard shall be posted on each machine generating 85 dB[A] or more at the unit's edge or frame. For equating noise levels of a particular unit, noise intensity (energy) is cut by a quarter, i.e. reduced by 6 dB[A], as the distance is doubled. Hence, a noise level of 91 dB[A] at 3 feet and conversely, a noise rating of 79 dB[A] at 12 feet is equivalent to a noise intensity of 85 dB[A] at 6 feet.

6. PROHIBITION: For a nuclear shipyard with radiological controls, the colors yellow or magenta on either machinery or associated equipment are strictly prohibited unless approval is requested w/ pictures showing the colors prior to bid submission so that the particular machine / equipment color would be known for an RC List of Exceptions.

D LEASE SPECIFICATION — SPECIFIC MACHINERY REQUIREMENTS (BY MACHINE TYPE)

a. Description: The machine shall be designed for the relatively lighter-duty collection (i.e. suction) of air contaminated by airborne dry dust. An equivalent machine meeting the specified performance requirements for the normal capacity (40 Hp) with [extendable legs designed to accept one or two each drums at the discharge outlet hopper] Dry Dust Collector (DDC [12K CFM]–2) is the 12K cfm CYCLONE™ as manufactured by Industrial Vacuum Equipment Corporation® or the 10K cfm M10 Dust Collector as manufactured by ECS.

b. Capacity & Utilities:

(1) Airflow: An integrated blower (air-handler) is required for independent operation of the unit in which the blower shall be a centrifugal type fan and motor. With the blower operating at full speed, the airflow in cubic feet per minute (cfm) combined with either the fan's external Total Static Pressure (TSP) in inches of Water Gauge (WG) and/or the motor's power rating in horsepower shall be as stated in Table A1.

(2) Electricity: Electrical power shall be 460 volts nominal (440 volts minimum), three phase, 60 hertz.

The electric motor for the blower shall be a low speed, high efficiency, industrial type rated for at least forty horsepower (≥40 hp). Because of limited power, the unit shall be designed for protection via no greater than a 60 ampere circuit breaker. Thus, the motor must have soft-start capability.

c. Filtration: The unit shall be furnished with pre-installed brand new virgin (clean) filters. The filter elements for the Dry Dust Collector shall be a highly efficient excellent moisture resistant media such as a QX grade cellulose or pleated polyester and not paper. The collection efficiency of the filter elements shall be 99.9% or better by weight on uniform flow of particles of one micron in size or larger based on a standard performance test procedure as provided by ASHRAE. The filter housing shall be easily accessed such as via a quick-release type mechanism and the filters shall be of a type that can be readily replaced such as by cartridge elements. To ensure most dirt and debris is removed upon change-out, filter elements / cartridges shall be replaced either via top loading or such that they do not pass through the clean air plenum. The unit shall feature a pulse jet style cleaning system. In the parlance of filtration vis-à-vis "air to cloth ratio", the lower the value for the ratio of the machine's rated airflow in cfm [air] to the equivalent surface area of filtration material in square footage [cloth] the better and shall be no higher than five ([air] ÷ [cloth] ≤ 5.0). The minimum equivalent filtration area for a nominally rated 10K cfm Dry Dust Collector is thus, 2K SF (10K cfm ÷ 5.0).

d. Control: The unit shall include a permanently mounted control board accessible without opening any panels with pressure gauge(s) and other indicators as necessary for monitoring and control. The unit shall be completely wired for safety, capacity, and operation such as a power/switch system with circuit breakers, manual/automatic controller, motor overload protection, high/low pressure cut-outs, energy control system, and/or other essential components. The unit shall be fully controllable under a wide range of loads even though the diurnal and seasonal ambient temperatures vary greatly. This particular Dry Dust Collector's NEMA 4 instrument panel shall incorporate a soft-start package for the motor so as to diminish the power surge during start-up; ON-OFF power switch with indicator light; emergency STOP power button; ON-OFF air pulse switch; manual outlet dampers; an inlet air regulator; and a magnehelic gauge.

e. Design & Construction: Preferably, the bottom of the dust collection bin or hopper shall be an inverted double pyramid shaped structure having a fifty degree slide slope or steeper that dumps directly into two discharge outlets without the need of an auger and each of the two outlets shall be complete with an adjustable fifty-five gallon drum cover (manual crank) with an attached flexible hose connecting the hopper to the top of the cover and a manual outlet slide gate or damper with protective screen. If not as preferred and described above, then a manually operated auger is necessary to push the collected debris to a single drum.

When the Dry Dust Collector legs are extended, the height of the discharge outlet shall allow for easy installation and removal of a standard fifty-five gallon drum on a standard pallet (i.e. ≥40").

f. Sound Attenuation: This particular Vacuum Recovery Unit shall incorporate a sound attenuation package as an integral part of the unit's design. After its original construction, the machine shall have been tested by a firm independent of the manufacturer for sound emission compliance. The test data shall demonstrate that sound levels do not exceed 85dB[A] at a distance of five feet from the skid when the machine is operating under full load at a minimum of five perimeter locations. Sound data must be submitted with the proposal.

g. Options: The Dry Dust Collector shall include four each sixteen inch diameter by twenty-five foot lengths of high suction pressure (4 ea: 16"Ø × 25'L × ≥5"Hg) semi-flex ducting w/ wearstrip (i.e. FLEXAUST® FSP Bridge).

h. Transition: The machine's process air inlet and/or outlet piece shall accommodate round flexible ducting to fit onto its external circumference as dimensioned in TABLE P1. The dimension provided in the table is a nominal size to reflect the inside dimension of the flexible ducting. Actual outside diameter (OD) dimension for the metal transition fitting shall be one-quarter inch less (−¼") with a one-eighth inch tolerance (±⅛") for sheet metal (e.g. 16" = 15¾"±⅛"). For protection / cleanliness, removable weather covers are required.

a. Description: The machine shall be designed for the heavy-duty recovery (i.e. vacuum) of spent dry or wet blast grit type matériel, whether that be steel shot (typically 237 lb / cubic foot) or "Black Beauty" (e.g. coal or boiler slag), from various surfaces.

b. Equivalent: An equivalent machine meeting the specified performance requirements for the Normal capacity (150 Hp) with [sound attenuation] Vacuum Recovery Unit (VRU [QUIET]–N) is the 2350 scfm QUIET CUBE™ as designed & manufactured by Industrial Vacuum Equipment Corporation® or the 2300 scfm M-150 MARINE

VACUUM SYSTEM™ as designed & manufactured by Environmental Containment Systems®, LLC (ECS).

c. Capacity:

(1) Airflow & Vacuum Pressure: For the Normal capacity machine, the vacuum portion shall be capable of producing at least twenty seven inches of mercury or greater (≥27"Hg) of suction pressure while conveying at least two thousand three hundred cubic feet per minute (≥2,300 cfm @ 27"Hg).
