WEATHER SENSOR SUPPORT

STATEMENT OF WORK (SOW)

1.0 BACKGROUND

The Naval Surface Warfare Center Dahlgren Division (NSWCDD) Potomac River Test Range (PRTR), Dahlgren, Virginia, requires weather sensor maintenance and support in support of test events utilizing the NSWCDD PRTR. The network of weather sensors included seven stations located at Light #33, Tower 70, Baber Point, Pylons, and Cuckold Creek. The mesonet of weather stations is graphically represented in Figure 1.

The NSWCDD requires WFN Holdings, Inc. to maintain the weather stations located in and around the NSWCDD PRTR and provide the government with rights to the data and access to web-based data retrieval applications in support of test events on the NSWCDD PRTR. Any specific modifications to the weather station, such as adding new sensors to the station, shall be addressed in an order separate and independent from this order.

2.0 APPLICABLE DOCUMENTS

3.0REQUIREMENTS
3.1The Contractor shall provide yearly Network Operations, Maintenance, and Communications for the mesonet weather stations located at Light 33, Tower 70, Baber Point, Pylons, Cuckold Creek, Monroe Creek, and Cobb Point Bar Light.
3.2The Contractor shall operate and maintain the mesonet in working order to provide calibrated meteorological data throughout the contract period. Specific tasks include operation of all data loggers; maintenance on all sensors and supporting equipment; communications; data retrieval, archiving, and dissemination; and coordination with station hosts.
3.2.1All coordination with the Coast Guard required to gain permission for installation / modification of systems located on navigational aids is the sole responsibility of the Contractor.
3.3The Contractor shall provide NSWCDD two (2) work week notice prior to requiring access to NSWCDD property.
3.4The Contractor shall provide each Contractor employee with the personal protective equipment required to do their job safely and in compliance with all applicable regulations.
3.4.1All Contractor personnel shall maintain social distancing and always wear a facemask while onsite at the NSWCDD base until notified otherwise by the government.
3.5The Contractor shall coordinate with the technical point of contact identified below concerning maintenance at Tower 70, Pylons, or other required update for all stations on the Potomac River Test Range.
3.6The Contractor shall quote four (4) optional years of support as outlined in the sections above.

NOTE: Funds for optional years of support is contingent on the availability of funds.

4.0DELIVERABLES
4.1The Contractor shall provide data IAW CDRL A001.
5.0GOVERNMENT-FURNISHED PROPERTY/MATERIAL/INFORMATION (GFP/GFM/GFI)

The government will provide at least one-week notice of range availability.

6.0 SECURITY

All work performed under this statement of work is unclassified.

7.0 TRAVEL

The contractor will be required to travel in performance of this contract. The number of trips and types of personnel traveling shall be limited to the minimum required to accomplish work requirements and shall be coordinated with the technical point of contact. All travel shall be conducted in accordance with the Federal Travel Regulations (FTR). The following travel is anticipated: One (1) personnel to Dahlgren, VA throughout the period of performance.
