Statement of Work (SOW)

Project: Rebuild Germination Unit

The United States Department of Agriculture (USDA), Agricultural Research Services (ARS), Cereal Crops Research Unit (CCRU), is requesting an overhaul/rebuild of a germination unit used in the malting process of one of our laboratories.

GENERAL INFORMATION

1.0 Background: This germination unit was custom built over 15 years ago by

Standard Industries. This company is no longer manufacturing this product, nor are they servicing it. The unit fails to maintain temperature during the germination process. The current unit utilizes a 115V, R134A compressor.

2.0 Scope of Work: The following services are requested but are not limited to:

A. Recover refrigerant.

B. Replace existing compressor and condenser fan unit.

C. Replace existing evaporator fan and ensure proper drainage exists.

D. Replace pertinent hardware such as drier, sight glass (if needed), and metering device.

E. Verify electrical connections and repair as needed.

F. Verify proper operation.

CONTRACTOR REQUIREMENTS

3.0 Technical Requirements/Tasks:

1. All duties should be performed within building hours of operation unless preapproved by the USDA/CCRU.

2. Hours of Operation: Unless exceptions are pre-approved by facility maintenance personnel, all work is to be accomplished between the hours of 7:30 am to 4:00 pm, Monday through Friday, when required, Normal business hours do not include Federal Holidays or closures due to inclement weather. Notifications should be sent to the maintenance personnel, outlining when work is to be conducted, and schedule changes should also be relayed to maintenance personnel in a timely manner.

3. The following list of equipment/replacement material, special tools, and safety requirements will be verified and updated as needed by the contractor prior to submitting a proposal.

a. Part requirements.

b. Proper tools and equipment associated with work.

4.0 Government Furnished Equipment: None

5.0 Deliverables Scheduled: All deliverables required should arrive at the CCRU loading dock during the normal hours of operation (Monday – Friday 7:30 am to 4 pm).

6.0 Contractor’s Key Personnel: The contractor is responsible for supplying personnel pertinent to the job function. Supervision and coordination of personnel will be the responsibility of the contractor.

7.0 Security Requirements: All incoming personnel must report to the building administration and/or maintenance personnel upon arrival to the building for sign-in purposes. All personnel will receive a verbal screening for COVID-19 and be escorted to the project.

8.0 Place of Performance: Except for deliveries and loading/unloading of equipment, all contractor tasks will be performed within the confines of the Malting Lab, Room 168, in the CCRU facility.

9.0 Period of Performance: Normal business hours as defined in Section 3.0 (2).

10.0 Data Rights: Proprietary information applicable to contractor tasks should be outlined with guidance to protect that information if warranted.

11.0 Section 508 – Electronic and Information Technology Standards: If required, maintenance personnel will provide access to system software that may be associated with equipment replacement functions.
