Statement of Work: Provide all personnel, equipment, tools, materials, supervision, and quality control necessary to perform site preparation and construction of concrete slabs as defined in this Statement of Work (SOW) and in accordance with State and Local building authorities.
Project Objective: To provide the USDA-ARS Plant Science Facility in Raleigh, NC with two concrete slabs to serve as foundations for a 12’ x 24’ walk in cooler and an 18’ x 20’ metal garage. The cooler and garage are not within this scope of work.
Background: The USDA ARS Plant Science Facility in Raleigh NC is a USDA owned agricultural research facility on land leased from North Carolina State University (NCSU). Recent unit reorganizations require additional storage and utilization of unused space.
An area once used for bulk soil storage is the planned site for an 18’ wide and 20’ long tubular steel garage. The concrete bulk soil storage structure, the underlying slab, and portions of the adjacent asphalt drive requires demolition and installation of a 6” reinforced concrete slab to prepare for installation of the steel garage.
A grassy area between the Plant Science Facility and the Soybean Annex is the planned site for a 12’ x 24’ walk in cooler, which requires a 6” reinforced concrete slab.
Base Bid:
General project requirements:
· The Contractor shall obtain all building and trade permits necessary, to include any drawings, plans, permit and inspection fees, utility location, site surveys, and any other items necessary for compliance with State, Local, and Federal building authorities.
· The Contractor shall furnish all materials, equipment, and labor necessary to complete the project as outlined in this document.
· Contractor will adhere to the American Concrete Institute guidelines and standards for concrete placement, vibration, testing, finishing, curing, hot weather, cold weather, etc. Contractor will provide the Design Mix for minimum 3500 psi. with approval from USDA EPM.
· Concrete shall be tested per each 20 CY of concrete by a certified concrete testing laboratory provided by the contractor. Tests shall include slump, air, temperature, and compressive strength. 2 sets of cylinders shall be made per each 20 C.Y. concrete. 1 set for 7 day strength and 1 for 28 day strength. Certified reports shall be sent to the EPM and COR.
· Concrete flat work shall be broom finished unless otherwise specified.
· All demolished materials, removed soil, and other debris generated shall be removed by the Contractor.
Bulk soil storage structure demolition and Metal Garage slab construction:
· Demolish existing bulk soil storage structure and underlying slab.
· Sawcut existing asphalt as necessary (it is estimated that asphalt is approx. 4” thick) and excavate as necessary to a depth 2”+ below bottom elevation of proposed slab, and remove excavated material from site.
· Install and compact dense graded (#610) crushed run limestone backfill as needed to provide base for proposed slab.
· Form and pour 6” thick concrete slab and ramp with ½”(#4) rebar on 10” centers both directions at mid-depth of the slab on metal chairs, suitable to serve as the foundation and access ramp for an 18’ wide x 20’ long tubular steel metal garage. Note: Garage is not part of this contract.
· The finished slab and access ramp shall be of an elevation, pitch, and shape suitable to maintain stormwater drainage of surrounding paved areas and restrict stormwater intrusion into anticipated steel garage.
· A load class C trench drain is an acceptable solution for stormwater management if access ramp pitch disallows lot drainage. Trench drain shall be routed and pitched to follow natural path of lot drainage.
· 18’x 20’ flat section of slab shall be smoothed via trowel finishing as appropriate for workshop floor. All other areas to be brushed or drag finish.
Walk in cooler slab construction:
· Strip vegetative material, demo sidewalk, sawcut and demo asphalt as needed, and excavate as necessary to provide a stable base for the concrete slab to include grading, soil removal, soil addition, compaction, subbase installation, and any other work necessary for slab installation.
· Form and pour a 6” thick, reinforced, approx.. 30’x14’ concrete slab (as shown on Page 17) with ½”(#4) rebar on 10” centers both directions at mid-depth of the slab on metal chairs, suitable to serve as the foundation for a 12’ wide x 24’ long walk-in cooler and ramp to include. Note: Cooler is not part of this contract.
· Form and pour 6” thick reinforced concrete walkways/ramps as shown on the drawings on Page 15. Reinforcement shall be same as above. Brush or drag finish.
Site Visit: Bidders are encouraged to visit the site and be escorted by a government representative to confirm locations, dimensions, and conditions of the project before a bid is submitted. The site visit shall be for the purpose of observing firsthand any conditions relevant to the completion of this project. No consideration will be given to claims based on lack of knowledge of existing conditions, except where Contract Documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable.
Contractor must be registered in System for Award Management, (SAM), prior to submitting a bid. Registration can be obtained through: www.sam.gov
Utilization of Bio-Based Products: The contractor shall utilize products and material based from bio- based materials as applicable, (e.g. bio-based greases; bio-based hydraulic fluids, bio-based absorbents), to the maximum extent possible without jeopardizing the intended end use of detracting from the overall quality delivered to the end user. All supplies and materials shall be of a type and quality that conform to the applicable Federal Specifications and Standards. All supplies and materials to be used in the performance of work described herein are subject to the approval of the Contracting Officer Representative (COR). Products can be found at: www.biopreferred.gov
Safety: The contractor will submit a Site Safety Specific Plan/Accident Prevention Plan in industry recognizable format to the Contracting Officer within 14 days of contract award. Contractor shall furnish a Site-Specific Safety Plan (SSSP) and the Government shall review the SSSP prior to the start any construction activities. SSSP shall be in typically accepted industry format.
All proposals shall be in unlocked MS Word format and all cost proposals shall be detailed, presented in unlocked MS Excel format with formulas working, and include chiller make, model number, warranty information, and unit specifications.
Contractor Responsibility:
The project has a base bid to be performed per the following Specifications and Base Bid:
1. The Contractor's approved laboratory shall collect samples of fresh concrete in accordance with ASTM C172/C172M during each concrete pour as required to perform tests specified herein. Make test specimens in accordance with ASTM C31/C31.
2. The Contractor's approved laboratory shall perform concrete slump tests in accordance with ASTM C143/C143M. Take samples for slump determination from concrete during placement. Perform tests at the beginning of a concrete placement operation to ensure that specification requirements are met.
3. Make four test specimens for each set of tests. Test two specimens at [7] days, and the other two at [28] days. Concrete strength will be considered satisfactory when the minimum of the [28]-day test results equal or exceeds the specified [28]-day strength. Concrete which is determined to be defective shall be removed and replaced with acceptable concrete.
4. Hot Weather: Maintain required concrete temperature in accordance with Figure NRMCA NOMOGRAPH FOR ESTIMATING EVAPORATION RATE ON THE BASIS OF MENZEL FORMULA in ACI 305.1 to prevent evaporation rate from exceeding 0.2 pound of water per square foot of exposed concrete per hour. Cool ingredients before mixing or use other suitable means to control concrete temperature and prevent rapid drying of newly placed concrete. After placement, use fog spray, apply monomolecular film, or use other suitable means to reduce the evaporation rate. Start curing when surface of fresh concrete is sufficiently hard to permit curing without damage. Cool underlying material by sprinkling lightly with water before placing concrete. Follow practices found in ACI 305.1.
5. Contractor will verify all dimensions and site conditions prior to beginning work.
6. Contractor will perform the work as listed in the above outlined Base Bid.
7. Contractor shall keep work area clean daily and take measures to control debris while work is being performed.
8. Contractor is required to manage the project and consult with the Government prior to beginning all work phases. And, to work in a manner that minimizes the impact of the work on Government operations, research, and functions.
9. All work must be performed in such a manner as to not adversely affect daily operations of the facility, its workers, and the onsite facility operations.
10. Contractor must always have a Superintendent on the job while working on this project.
11. Contractor will provide their own restroom facility.
12. Contractor will remove all demolished material and debris from the worksite and dispose off-site.
Material / Submittals:
The material for the entire work shall include but are not limited to those detailed above necessary to successfully complete the project and deliver a functioning system as required. Submittals on all material, including shop drawings and specifications, used on this project shall be submitted to the EPM and Contracting Specialist as noted in this document. Electronic submittals are acceptable otherwise three written submittals are required.
Damage to Property:
Any damage to the Government buildings, utilities, etc. caused as the result of the contractor’s activities shall be repaired or replaced to the satisfaction of the Government.
Inspection and Acceptance:
A government representative shall inspect and approve the work performed on this project. The Contractor shall schedule inspection a minimum of 10 days in advance, in writing, to the Contracting Officer.
Project Schedule:
The completion of this project shall not exceed 60 days from date of notice to proceed. A request for time extension must be submitted to the Contracting Specialist in writing. Each request must include specific and detailed reasons in support of the schedule alteration.
Work Hours:
Contractor work hours shall be Monday through Friday, eight (8) A.M. to five (5) P.M. with the exception of Government holidays. Any changes to work schedule shall be submitted to Contacting Officer for written approval prior to schedule change.
