QRJ ARSR SITE ROOF REPLACEMENT

Summerville, South Carolina 29483

1. STATEMENT OF WORK

The contractor shall furnish necessary equipment, materials, labor and supervision to perform the following work at the Federal Aviation Administration (FAA) facility’s QRJ ARSR (Jedburg) radar site located at 100 FAA Drive, Summerville, SC 29483 (Site Coordinates: 33° 4'11.10" N, 80°13'14.50" W). The building is a single story structure with a flat/low sloped gravel covered built up roof system (BUR) with insulation board and metal deck. It is approximately 5,500 square feet (refer to sheet SO-D-1011387-A01). The scope of work shall be the replacement of the existing BUR roof system with a mechanically attached 80-mil Thermal Polyolefin (TPO) roof system. The new system shall include minimum R-30 insulation and a top and bottom dense deck layer. The roofing materials have not been tested for asbestos containing material (ACM) and should be assumed to contain ACM. The building contains active sensitive radar equipment. Work shall only be conducted when the weather patterns are favorable. Due to the unpredictability of weather patterns in the area the contractor shall have onsite water mitigation, cleanup equipment and supplies such as tarps, water diverting tarps, shop vacuum, mops, and absorbent material in case an unforeseen rain event occurs to protect the building and the equipment inside. These tarps and diverters will be placed temporarily over the roof and critical pieces of equipment, as needed. The FAA shall provide the contractor the opportunity to perform a site visit in order field verify conditions before submitting an RFP response. Refer to the attached Appendix and Specification Section 07 54 23 for supplemental information.

1. Prior to removing the existing roofing system the contractor shall hire a South Carolina register structural engineer to inspect the existing condition of the metal deck, puddle welds and TEK screws for deck attachment. After the inspection, the professional engineer shall make recommendations for repairs or additional reinforcement if required, to comply with the latest South Carolina Building Code (SCBC). The contractor shall provide the engineer’s signed and sealed report that includes the calculations, sketch or shop drawings for corrugated steel deck repairs, attachment and additional attachments, if needed, to meet latest SCBC requirements. The contractor shall provide a separate corrugated steel deck repair cost estimate on a square foot basis.

2. Remove and dispose of the existing BUR roofing system down to original metal roof deck. Note: the existing roofing system is assumed to contain asbestos material (ACM).

The facility is occupied and roof opening may require the installation of critical barriers during demolition. An Asbestos abatement Plan will be required and submitted for FAA review and approval. The FAA is a self-governing agency, however, removal work and disposal of materials containing ACM typically requires a permit from the agency having jurisdiction. The contractor shall be responsible to obtain any permits required.

The contractor shall perform the work and disposal in accordance with federal, state and local codes & requirements. Copies of disposal manifests shall be provided to the FAA as soon as they are available.

3. Install a new mechanically attached 80 mil Thermal Polyolefin (TPO) mechanically attached roof system for a flat roof deck and provide minimum slope of ¼” per code.

Slope the roof toward the edges of the roof, to the rain gutter system along the perimeter of the building. Install new wooden ‘nailers’, blocking and cants where needed. Provide blocking to fully contain the insulation and roofing system. Provide new roof trim, and new metal flashing. The work shall be installed per local code requirements, FM requirements along with following the TPO manufacturer’s recommendations and instructions. The new roof system shall include the installation of R30 insulation boards (min R30) also include 2 layers of densdeck between the insulation boards, ½” on top and 5/8” (x-rated) as the bottom layer. The contractor shall provide a ‘Roof Wind Pressure and Attachment Design’, manufacturer and system type specific. It shall include the Design Pressure (DP), number of fasteners & pattern per board and/or fasteners per square foot. It shall include the zones of the deck field, perimeter and corners along with the edge zones (e.g., width at perimeter & length of corner) and associated shop drawings or sketch. An additional shop drawing or sketch shall be submitted of a roof corner indicating staggered board layout pattern, size and direction along with number of boards (1/2 or full) that constitute a corner zone, a perimeter zone and the field zone. Submit a sketch or shop drawing indicating slope direction and roofing system manufacturer’s installation details associated with the work and materials to be performed. Refer to the attached Appendix and Specification Section 07 54 23 for supplemental information. Submittals required.

The contractor shall not remove or demolish more roof than can be replaced in a single work shift. Transition from the new roof to the existing roof must be sealed at the end of each work day. Ensure sufficient coverage material is available to cover open roof areas in the event of unexpected weather.

No ponding (standing water) will be allowed or accepted on any completed roof. Ensure the roof sloped properly or install crickets and tapered insulation to insure no standing water is present on the completed roof.

4. Remove and replace “in-kind” approximately 850 linear feet of rain gutter and downspouts. Install concrete splash blocks where needed. There are several locations that require extensions be added the bottom of the downspouts to ensure the water is taken away from the building (3-4 at SW corner of the building). Product data submittal required include color chart for color selection.

5. The 2 roof top HVAC units (as depicted in the attached aerial photograph) are to be removed and capped prior to the execution of this project. Prior to installing the new roofing system, the 4 capped openings associated with former roof top HVAC units and 2 openings associated with former ventilation fans need to be demolished. Once the covers and curbs are removed and the openings shall be closed with matching corrugated metal decking (existing decking is 3” deep, 22 gauge, H. N. Robertson, Section 21).

Also, the structural engineer shall provide the attachment method and the appropriate lapping dimensions. Due to the potential presence of ACM these locations may require to have critical barriers installed to protect the interior and personnel.

6. The build’s electrical power lines are overhead and enter the roof of the Engine Generator (EG) room via 3 weather-headed vertical conduits and down into the electrical panel. These overhead power lines need to be removed from the panel inside the EG room and relocated. The 3 conduits along with an additional capped conduit to be removed from the roof and the metal deck needs to be patched. Product data submittal required.

7. The electrical power shall be rerouted from the pole mounted transformer down to the ground, then under the driveway and in through the side of the building. Once inside the EG room reconnected to the electrical panel. The work shall include the appropriate conduits, raceways, couplings, colored conductors and ancillary parts. The work must be performed in accordance NEC, FAA and Code requirements. The contractor shall have a qualified person or subcontractor to perform the electrical work.

8. There is two sanitary sewer roof vents, one exhaust fan vent and two ventilation fans that may require to be extended. There is a fuel vent that penetrates the roof at the southwest corner of the building. It shall be removed and relocated. This shall be similar to the other fuel vents mounted to the side of the build and vent above the roof line.

9. The contractor shall remove and replace the 5-wall mounted light fixtures and the sodium bulb style light fixture attached to the roof edge. The new 5-wall mounted light fixtures shall be LED light fixtures Lithonia TWX1-4000k (or equivalent). The new sodium bulb style light fixture Lithonia BGR P1-4000K with MVOLT photocell and mounting arm (or equivalent). Product data submittal required.

10. The roof access ladder does not meet current regulations. It shall be removed and replaced with an OSHA compliant ladder including a self-closing safety gate. Attempt to salvage and reuse the existing security cover. Install 10 Guardian Fall Protection, Inc., CB-12 Roof Anchors (or equivalent) at key locations throughout the field/center areas of the roof (max. 25’ spacing). Provide one compatible horizontal use retractable restraint device with harness. Weld the roof anchor to the metal roof deck or joist with a 5/16” fillet weld or in accordance to the manufacturer’s specifications. Prepare and clean metal area before welding anchor point. Welding equipment may not be powered by any onsite power sources. The welder must have and provide current certification.

The welding rods for the project must be from a new unopened container and shall be keep in an appropriate storage container (‘hot box’). Welding shall be performed in accordance with industry standards. The FAA requires a ‘Hot Work Permit’ be completed for welding activities. This requires a fire watch, appropriate size & quantity of fire extinguishers and fire blankets along with visual protective screens/curtains during welding activities (sample permit attached). The contractor shall be prepared to implement smoke and/or odor mitigation (such as fans, ventilators or ‘smoke eaters’).

Submittals required.

11. There is lightning protection system associated with this building. It shall be removed, salvaged and reinstalled on the new roof system in accordance with the roofing manufacturer’s recommendations/details. The down leads shall not pass through the roof deck and through the soffit. It shall pass on the surface of the roof over the edge and connected to the down lead. Any extensions, connectors, clamps or mounting brackets shall be compatible with the existing system. The work shall be performed by a licensed lightning protection contractor. Submittals required.

12. The Contractor shall provide submittals for the materials to be used for the work to be performed. The submittals shall include product data, material safety data sheets (SDS) and O & M information. The work shall not commence until the submittals have been approved by the FAA.

13. The contractor shall provide a Special Warranty without monetary limitation, in which manufacturer agrees to repair or replace components of the membrane roofing system that fails in materials or workmanship within the specified warranty period. The Special Warranty includes the membrane roofing, roofing accessories, and other components of the membrane roofing system. The warranty for the roofing system shall be a no dollar limit on labor and materials. The warranty period shall be no less than 20 years from substantial completion. Also, a Puncture Resistance Warranty shall be provided, the contractor agrees to replace or repair all or part of the components of the membrane roof system caused by accidental punctures for a period of 20 years and a no dollar limit.

14. The contractor shall provide a One-Year Warranty Inspection: As part of the one-year warranty inspection the contractor shall conduct an infrared roof survey. The contractor shall be required to replace all damaged materials and to locate and repair source(s) of moisture penetration(s), at no cost to the FAA.

15. Contractor shall provide a detailed cost estimate and performance time for the work outlined above. Cost shall include the timeframe to complete the work, labor, materials, mobilization and offsite disposal of debris.

16. Use of the FAA’s facilities are restricted, the contractor shall provide portable restroom for the work force.

17. Contractor to field verify conditions, dimensions and quantities. Any discrepancies or concerns should be addressed immediately with the FAA and followed up in writing to the CO and COR Contractor to field verify conditions and dimensions.

18. Substitutes/Alternates are subject to compliance with all requirements, “or equal” must be compatible for application to the existing system. Any substitutes or alternates must be submitted for the FAA’s written approval.

19. At least fifteen (15) calendar days prior to the start of onsite activities, following contract award, the contractor shall submit the schedule and work plan. Work will not commence until the schedule is approved. (Submittal Required)

Since this facility is secured and located within the security fence the contractor must coordinate work activities, including deliveries with the FAA. The contractor is responsible for having adequate barricades and signage to block off all work areas, if needed and coordinating with the FAA representative. The contractor shall be expected to work Monday through Friday during the day time hours of 0700 AM to 0330 PM unless alternatively coordinated in advance with the FAA’s Contracting Officer’s Representative

(COR).

2. SPECIAL REQUIREMENTS

1. At the end of each work day the roof must “dried –in” before leaving the site to avoid any water leaking into or on to the equipment inside the building should there be a rain event during non-working hours.

2. Product Data - Prior to commencing any work, the contractor shall submit Product Data Sheets for review and approval by the Contracting Officer (CO).

3. Safety Data Sheets. – Prior to commencing any work, the contractor shall submit Safety Data Sheets (SDS) for review and approval by the Contracting Officer (CO). Materials containing asbestos and/or lead-based products are prohibited and will not be accepted.

Copies of all SDS sheets shall be provided to the facility FAA personnel for the building records. The contractor shall comply with all health and safety provisions outlined in each SDS and shall follow all OSHA guidelines regarding personnel protection.

4. Hazardous materials. - If the FAA COR suspects the presence of asbestos or lead-based products in the new materials, the FAA will sample the suspect material to verify that no asbestos containing material or lead-based material were used. If these materials are found to contain asbestos or lead-based products, the cost of the survey and all subsequent removal/replacement of any hazardous materials shall be at the contractors’ expense.

5. Due to the recent health concerns related to the COVID pandemic, the Contractor shall adhere to the Center of Disease Control’s (CDC’s) and the FAA’s COVID requirements and guidelines. The FAA’s COVID requirements and guidelines are available upon request.

6. Work plan and scheduling. – Prior to the Contracting Officer issuing the Notice To Proceed (NTP), the contractor shall submit for approval a work plan with a schedule of the work.

7. The contractor shall provide a letter at the completion of the project stating that No asbestos containing materials have been used during the accomplishment of this project.

3. SITE ACCESS/CONSTRUCTION LIMITS

1. The contractor shall maintain access for FAA employees to the site at all times.

2. Demolition/Construction activities shall in no way interfere with FAA Operations.

Extreme care shall be exercised so as not to cause any interference or interruption of service to this facility. It is absolutely mandatory that the contractor protects FAA personnel, vehicles and existing FAA communication, electrical and mechanical equipment both inside and outside of the building from damage caused by impact, water, debris, dust or odor. The contractor shall have the overall responsibility for the performance and enforcement of all forms of protection within the FAA’s facility and premises against any damages due to work performed under this contract. In addition to the submitted schedule, the contractor shall coordinate with the COR the location of work a minimum of 24 hours in advance and shall construct adequate barriers to ensure containment of debris associated with demolition/construction activities. If applicable, cordon off an adequate area expected to be worked the next day to ensure that no debris may cause damage to vehicles. Any damages incurred, as a result of construction activity during the performance of this contract will be repaired/replaced immediately by the contractor at no cost to the FAA.

3. Any work or activity that may impact the National Airspace System (NAS), such as work on critical equipment or circuits, will require coordination with the COR. The COR will prepare and submit a work or activity specific “Risk Assessment” for the facility’s review and approval. This process may take one week to complete. No contractor personnel may terminate or make any connections to existing power panels.

Only FAA personnel shall terminate or make any connections to existing power panels.

Contractor shall advise the COR at least one day in advance when it is expected that access to power panels will be necessary to allow for coordination with local FAA specialists to be on site to make the terminations. The contractor personnel shall not operate any breakers in any existing FAA panel boards. NO ELECTRICAL

TERMINATIONS SHALL BE MADE ON AN ENERGIZED CIRCUIT.

4. The contractor shall confine operations, activities, storage of materials and employee parking within the designated areas, as directed by the COR. Additional space the contractor deems necessary shall be obtained off site, at no additional cost to the Government.

5. Any damage to existing paving, lawns, curbs, sidewalks, and utilities caused by the contractor's activities shall be repaired immediately. Any damage to the building, interior or exterior, that are a result of the contractor’s activities shall be repaired. All costs of repairs shall be paid by the contractor. After notice to proceed and prior to the commencement of construction, the contractor and COR shall conduct joint inspections of the existing areas to be impacted by the construction. Existing damage or defects shall be noted and will be used as the basis for determination of damages caused by the contractor's operations.

6. It is strongly urged that the contractor carefully examine the premises to determine the extent of work and the conditions under which it must be done.

7. The Government reserves the right to enter the construction area at any time for work inspection and for the operation of the facility.

8. All work hours, shifts, and overtime work shall be coordinated with the COR. Before commencing construction, furnish to the COR a statement of hours per day and days per week to normally be worked and approximate number of persons on the job for a normal work shift. At the end of each work day, the contractor shall secure all construction areas. The contractor is responsible for the security of the staging area, and shall provide the required measures at no additional expense to the government.

4. PERSONNEL

Contracting Officer -The term "Contracting Officer" (CO) as used herein denotes the person designated to act on behalf of the Government in the performance of this contract.

Where reference is made to "Federal Aviation Administration" (FAA), "Resident Engineer" (RE), "Contracting Officer's Representative" (COR), or the like, this shall mean the Contracting Officer or his/her authorized representative.

Contractor Superintendence - In accordance with Contract Clause entitled SUPERINTENDENCE BY THE CONTRACTOR, the Contractor shall at all times during performance of this contract and until the work is completed and accepted, directly superintend the work or assign and have on site a competent superintendent with the authority to act for the Contractor.

The Contractor shall submit a Project Organizational Chart with the key personnel identified and their qualifications for the Government’s review and approval.

The contractor and his employees shall be subject to all rules and regulations relative to entering and leaving the FAA facility.

Employees - The government reserves the right to restrict the employment of any contractor employee, or prospective contractor employee, who is identified as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population.

The contractor shall not employ any person who is in employment of the United States Government if the employment of that person would create a conflict of interest.

5. COORDINATION

The contractor shall coordinate all work which has any or may have any impact on any operational system within the facility through the COR. The contractor shall immediately cease any work which is adversely impacting the operation of the ATCT facility and shall immediately repair or restore any portion of the operational system that has been damaged or suffered diminished performance as a result of the contractor's activities.

The Contractor will be responsible for obtaining and payment of all building fees, inspection fees, utility connection charges and any other fees or charges which may be incurred in the performance of this contract. The contractor shall comply with all local city, county, and state construction codes.

All materials or workmanship or both which have been rejected by the COR by reasons of failure to conform to the requirements of the Contract Documents shall be removed and replaced with new, acceptable materials by the contractor at the contractor's own expense.

Contractor shall also pay for testing of new materials which have been installed in place of rejected materials.

6. CONSTRUCTION SCHEDULE

The work plan and schedule prepared by the contractor shall consist of a logical narrative plan. Include construction activities, submittal and approval of materials, samples and shop drawings (if applicable), the procurement of critical materials and equipment, fabrication of special materials and equipment along with their installation and testing.

Within fifteen (15) calendar days of contract award, the contractor shall submit the schedule and work plan. A Notice to Proceed will not be issued until the schedule and submittals are approved.

The Contractor shall participate in a review and evaluation of the proposed schedule with the Contracting Officer. Any revisions necessary as a result of the review shall be re-submitted for approval of the Contracting Officer within five (5) days after the conference.

The approved schedule shall then be used by the contractor for planning, organizing, and directing work, reporting progress, and requesting payment for work accomplished. If the contractor, thereafter, desires to make changes in the schedule, the Contracting Officer shall be notified in writing, stating the reasons for the change. If the Contracting Officer considers the change to be of a major nature, the contractor may be required to revise the schedule and submit it for approval, without additional cost to the government.

The Contractor shall warranty material and workmanship for a period of five (5) years (or not less than the industry standard for the material specified) from the date of final project acceptance by the FAA.

7. SAFETY REQUIREMENTS

Contractor Responsibility

1. General Safety Provisions - The Contractor shall bear full responsibility to provide safe working conditions for its employees and Contractors. The Contractor shall not permit any employee or Subcontractor to work in surroundings or under working conditions that are unsanitary, hazardous, or dangerous to the health and safety of the employee.

2. Accident Prevention - The Contractor shall bear the responsibility of maintaining an accident prevention program such that frequent and regular inspections of the job site, materials and equipment are made by a competent person designated by the employer.

3. Use of Equipment - The Contractor shall not permit the use of any machinery, tool, material, or equipment that is not in compliance with OSHA regulations. The employer shall permit only those employees qualified by training and/or experience to operate equipment and machinery.

4. The FAA shall not be held responsible for safety inspections to ensure Contractor conformance with the OSHA safety regulations. The FAA, however, reserves the right to notify the Contractor of any deficiencies regarding worker safety.

5. The FAA will evaluate the Contractor on its safety performance, including that of its

Subcontractors. The number and severity of safety and security violations will be considered in this evaluation. Contractor safety violations are cause for termination for default, may result in notification of the Contractor’s bonding company, and will affect the Contractor’s opportunity to propose on future work. Failure to correct such deficiencies may impact the Contractor’s ability to work on future FAA contracts.

OSHA Regulations

The Contractor shall comply with the latest Occupational Safety and Health Administration regulations (CFR 29 Part 1926) regarding safety in the work area.

The Contractor shall be responsible for obtaining copies of non-FAA referenced documents without additional cost to the FAA. If Contractor requests a copy of FAA directives, they may be obtained by contacting the Contracting Officer.

The Contractor is not relieved from adhering to other OSHA requirements not listed herein. The Contractor shall consult the latest referenced OSHA documents for safety regulations.

8. CLEAN-UP

The contractor shall correct or repair any damage done during any part of this contract.

Scrap and debris resulting from the project shall be removed from the site after each day’s work on site. All debris and generated waste shall require disposal in a manner that is not in conflict with local sanitary regulations.

9. SUPPLIES AND EQUIPMENT

The Contractor shall furnish all supplies and equipment as specified to accomplish the contract specifications.

SHIPPING AND RECEIVING MATERIAL. FAA shall not be responsible for shipping or receiving any material relating to this contract nor shall the contractor ship or otherwise receive any materials at the expense of the FAA.

PROTECTION OF MATERIAL. Contractor shall protect and maintain in like new condition all materials and supplies to be incorporated into this project and shall be responsible for their safe storage.

STORAGE OF MATERIALS. No storage area/space will be provided for contractor furnished equipment or supplies. Onsite storage must be coordinated with the COR so that the roadway is not blocked.

C. Pre-Bid Site Visit: All interested contractors are invited to view the site conditions prior to bidding. A site visit can be coordinated with the FAA Point of Contact. All expenses for the recommended site visit shall be the responsibility of the contractor.

The U.S. Government shall not reimburse any expenses incurred for the purpose of soliciting bids for this contract.

11. ACCEPTANCE OF WORK

The FAA COR will conduct a Construction Acceptance Inspection at the completion of the project to ensure that all items of the contract have been fulfilled and that the site has been cleaned of debris.

SPECIFICATION SECTION 07 54 23 –

THERMOPLASTIC-POLYOLEFIN (TPO) ROOFING

PART 1 - GENERAL

1.1 RELATED DOCUMENTS

A. Drawings and general provisions of the Contract, including General and

Supplementary Conditions, apply to this Section.

1.2 SUMMARY

A. The intent of this roof specification is for low-slope roofs.

B. Section Includes:

1. Electromagnetic induction welded thermoplastic polyolefin (TPO) roofing system.

2. Induction fastening system for (TPO) membrane roofing.

3. Substrate board.

4. Vapor retarder.

5. Roof insulation.

6. Cover board.

7. Walkways.

8. Fasteners.

9. Plates.

1.3 DEFINITIONS

A. Roofing Terminology: Definitions in ASTM D 1079 and glossary in NRCA's "The NRCA Roofing Manual: Membrane Roof Systems" apply to Work of this Section.

1.4 PREINSTALLATION MEETINGS

A. Pre-installation Roofing Conference: Conduct conference at Project site.

1. Meet with the Contracting Officer’s Representative (COR),the General

Contractor, Government insurer if applicable, testing and inspecting agency representative, roofing installer, roofing system manufacturer's representative, deck installer, air barrier installer, and installers whose work interfaces with or affects roofing, including installers of roof accessories and roof-mounted equipment.

2. Present and review the Roofing Work Plan including methods and procedures related to roofing installation, including manufacturer's written instructions.

3. Review and finalize construction schedule, and verify availability of materials, Installer's personnel, equipment, and facilities needed to make progress and avoid delays.

4. Examine existing deck substrate conditions and finishes for compliance with requirements, including flatness and fastening. Verify condition of metal deck and determine if replacement in part or in whole is required. If deck is composite steel/ concrete verify condition of concrete surface and moisture content. Determine if concrete patching or leveling compound is required or if the deck requires a drying time.

5. Review structural loading limitations of roof deck during and after roofing.

6. Review base flashings, special roofing details, roof drainage, roof penetrations, equipment curbs, and condition of other construction that affects roofing system.

7. Review governing regulations and requirements for insurance and certificates if applicable.

8. Review temporary protection requirements for roofing system during and after installation.

9. Review roof observation and repair procedures after roofing installation.

10. Review mitigation procedures for noise and fumes.

1.5 MOCKUPS

A. Build mockups to verify selections made under Sample submittals, to demonstrate odor aspects during installation, and to set quality standards for materials and execution.

1. Build mockup of typical Roof area on the ground away from the facility.

2. Build mockups 48 inches by 48 inches.

a. Include each type of building face connections.

b. Include each type of roof edge condition.

c. Include typical roof penetrations.

d. Use of all adhesives, cleaners, primers, sealants, or any other liquid chemical product (must be applied while observed by the COR).

3. Review the mockup directly after each material is installed with COR and roofing system manufacturer's representative to ensure odor levels are acceptable to the COR.

4. Clean exposed faces of mockups with masonry cleaner as indicated.

5. Protect accepted mockups from the elements with weather-resistant membrane.

6. Approval of mockups does not constitute approval of deviations from the

Contract Documents contained in mockups unless COR specifically approves such deviations in writing.

1.6 ACTION SUBMITTALS

A. Product Data: For each type of product.

1. For insulation and roof system component fasteners, include copy of FM Approvals' Roof Nav listing.

2. Product Data: For adhesives and sealants, including VOC content information.

3. Safety Data Sheets: For each material used.

4. Laboratory Test Reports: For adhesives and sealants, indicating compliance with requirements for low-emitting materials.

5. Induction fastening system: Installation instructions.

6. Work Plan: Describing methods of installation, daily schedule, mitigation of fumes, mitigation of noise, layout areas, roof loading, material storage, temporary protection, site cleaning, tool storage, and other aspects of the project. This plan will be reviewed as part of the pre-installation conference.

B. Shop Drawings: Include roof plans, sections, details, and attachments to other work, including the following:

1. Layout and thickness of insulation.

2. Base flashings and membrane termination details.

3. Flashing details at penetrations.

4. Tapered insulation layout, thickness, and slopes.

5. Roof plan showing orientation of steel roof deck and orientation of roof membrane, fastening spacing, and patterns for induction fastened roofing system.

6. Insulation fastening patterns for corner, perimeter, and field-of-roof locations.

7. Tie-in with adjoining air barrier.

C. Samples for Verification: For the following products:

1. Roof membrane and flashings, of color required.

2. Walkway pads or rolls, of color required.

D. Wind Uplift Resistance Submittal: For roofing system, signed and sealed by

Registered Engineer licensed in the jurisdiction, showing calculations, FM Roofing System Designation, and indicating compliance with wind uplift performance requirements. Calculations should be done according to FM standards and include the following:

1. Roof Wind speed based on the local meteorological data and standard speed listed for the area in the ASCE 7.10.

2. Zone calculation breakdown for all areas in the following format:

a. Zone 1 (Roof Area Field): Listed in lbf/sq.

b. Zone 2 (Roof Area Perimeter): Listed in lbf/sq.

1) Location: Dimension from roof edge to inside roof edge.

c. Zone 3 (Roof Area Corners): Listed in lbf/sq.

1) Location: The dimension in each direction from each building corner.

3. Summary confirming that the standard roof meeting Fire/Windstorm

Classification of Class 1A-135 will exceed the requirements. If the calculations indicate the Class 1A-135 would be exceeded then they should confirm the Class 1A-195 will meet the requirements. If the calculations confirm that both of the standard roofs are exceeded then a recommendation of a system to meet the requirements should be described along with the classification and FM system number for COR approval.

E. Roofing Maintenance Program Submittal: For Roofing Maintenance Program, documentation indicating program and term compliance including but not limited to the following:

1. Name, address, and contact information for roof consultant.

2. Proposed Roofing Maintenance Program.

3. Sample Contract: for Roofing Maintenance Program.

1.7 INFORMATIONAL SUBMITTALS

A. Qualification Data: For Installer and testing agency.

B. Manufacturer Certificates:

1. Performance Requirement Certificate: Signed by roof membrane manufacturer, certifying that roofing system complies with requirements specified in "Performance Requirements" Article.

a. Submit evidence of compliance with performance requirements.

2. Special Warranty Certificate: Signed by roof membrane manufacturer, certifying that all materials supplied under this Section are acceptable for special warranty.

C. Product Test Reports: For roof membrane and insulation, for tests performed by a qualified testing agency, indicating compliance with specified requirements.

D. Evaluation Reports: For components of roofing system, from ICC-ES.

E. Field Test Reports:

1. Concrete internal relative humidity test reports for existing and news labs.

2. Fastener-pullout test results and manufacturer's revised requirements for fastener patterns.

F. Field quality-control reports.

G. Sample Warranties: For manufacturer's installer, and project special warranties.

1.8 CLOSEOUT SUBMITTALS

A. Maintenance Data: For roofing system to include in maintenance manuals.

B. Warranty Card: For roofing system to post in building at roof access.

1. Remove old and outdated warranty cards.

2. Install new warranty card at location directed by the COR.

3. The warranty card shall include the following information at a minimum:

a. Manufacturer.

b. Manufacturer contact information.

c. Type of roof.

d. FM System Number.

e. Date of installation.

f. Warranty numbers if applicable.

g. Roof installer.

h. Roof installer contact information.

C. Certified statement from existing roof membrane manufacturer stating that existing roof warranty has not been affected by Work performed under this Section.

D. The complete set of executed warranties as listed below in “Warranty” Paragraph.

E. Roofing Maintenance Program: executed contract for Roofing Maintenance Program and proposal for Follow-On Roofing Maintenance Program.

1.9 QUALITY ASSURANCE

A. Manufacturer Qualifications: A qualified manufacturer that is UL listed and listed in FM Approvals' Roof Nav for roofing system identical to that used for this Project. The Manufacturer’s Field Representative shall be onsite a minimum of three visits (beginning, middle, and end of each roof installation) to ensure the product is capable of warranty when complete.

B. Installer Qualifications: A qualified firm that is approved, authorized, or licensed by roofing system manufacturer to install manufacturer's product and that is eligible to receive manufacturer's special warranty. The firm shall employ persons trained to operate induction fastening system for installation of thermoplastic membrane roofing.

C. Inspector Qualifications: Provide qualifications of a roofing consultant who shall be responsible for roofing system inspections to insure a quality installation. Inspector shall be an independent testing professional with a minimum 5 years’ experience in similar project size, complexity and system to conduct testing indicated certified (by NRCIA, HAAG or other certifying organization specializing in roof inspector training). This inspector shall be present onsite a minimum of once a week during the roof installation process as scheduled by the General Contractor with approval by the COR. This should include the initial start of installation for each layer of material for the system.

D. The Contractor shall engage the testing agency which employs the independent inspector with qualifications listed above. The Contractor is responsible for scheduling regular inspections during the application of the roofing materials and cover associated costs of the inspections.

1.10 DELIVERY, STORAGE, AND HANDLING

A. Deliver roofing materials to Project site in original containers with seals unbroken and labeled with manufacturer's name, product brand name and type, date of manufacture, approval or listing agency markings, and directions for storing and mixing with other components.

B. Store liquid materials in their original undamaged containers in a clean, dry, protected location and within the temperature range required by roofing system manufacturer. Protect stored liquid material from direct sunlight.

1. Discard and legally dispose of liquid material that cannot be applied within its stated shelf life.

C. Protect roof insulation materials from physical damage and from deterioration by sunlight, moisture, soiling, and other sources. Store in a dry location. Comply with insulation manufacturer's written instructions for handling, storing, and protecting during installation.

D. Handle and store roofing materials, and place equipment in a manner to avoid permanent de- flection of deck.

1.11 FIELD CONDITIONS

A. Weather Limitations: Proceed with installation only when existing and forecasted weather conditions permit roofing system to be installed according to manufacturer's written instructions and warranty requirements.

1.12 WARRANTY

A. Special Warranty: Manufacturer agrees to repair or replace components of roofing system that fail in materials or workmanship within specified warranty period.

1. Special warranty includes roof membrane, base flashings, roof insulation, fasteners, cover boards, substrate board, roofing accessories and other components of roofing system.

2. This warranty has no monetary limit for labor and materials during the time period indicated below.

3. Under natural disaster limitations, the peak wind gust at 10 meters above ground value must be 120 mph.

4. Warranty Period: 20 years from date of Substantial Completion.

B. Puncture Resistance Warranty: In addition to Special Warranty, Contractor agrees to repair and replace all or part of components of membrane roofing system caused by accidental punctures.

1. This warranty has no monetary limit for labor and materials during the time period indicated below.

2. Warranty Period: 20 years from date of Substantial Completion.

C. Special Project Warranty: Submit roofing Installer's warranty, signed by Installer, covering the Work of this Section, including all components of roofing system such as roof membrane, base flashing, roof insulation, fasteners, cover boards, substrate boards, vapor retarders, and walkway products, for the following warranty period:

1. Warranty Period: Two years from date of Substantial Completion.

PART 2 - PRODUCTS

2.1 PERFORMANCE REQUIREMENTS

A. General Performance: Installed roofing system and flashings shall withstand specified uplift pressures, thermally induced movement, and exposure to weather without failure due to defective manufacture, fabrication, installation, or other defects in construction. Roof system and flashings shall remain watertight.

1. Accelerated Weathering: Roof membrane shall withstand 2000 hours of exposure when tested according to ASTM G 152, ASTM G 154, or ASTM G 155.

2. Impact Resistance: Roof membrane shall resist impact damage when tested according to ASTM D 3746, ASTM D 4272, or the "Resistance to Foot Traffic Test" in FM Approvals 4470.

B. Material Compatibility: Roofing materials shall be obtained from a single source or be compatible with one another and adjacent materials under conditions of service and application required, as demonstrated by roof membrane manufacturer based on testing and field experience.

C. Wind Uplift Resistance: Contractor shall obtain the necessary information from onsite inspection or design documents and have a registered engineer design roofing system to resist the following wind uplift pressures when tested according to FM Approvals 4474, UL 580, or

UL 1897:

D. FM Approvals' Roof Nav Listing: Roof membrane, base flashings, and component materials shall comply with requirements in FM Approvals 4450 or FM Approvals 4470 as part of a roofing system, and shall be listed in FM Approvals' Roof Nav for Class 1 or noncombustible construction, as applicable. Identify materials with FM Approvals Certification markings.

1. Fire/Windstorm Classification: Class 1A-195.

2. Hail-Resistance Rating: VSH.

3. Provide Roof Nav System number from Factory Mutual describing the entire system from substrate board thru the TPO membrane. FM considers the vapor retarder optional so it can be omitted from the system when obtaining the number.

E. South Carolina Building Code and County Requirements. Provide roofing system that complies with the South Carolina Building Code and County requirements for materials and installation and to comply with the current design wind established for the area.

F. ENERGY STAR Listing: Roofing system shall be listed on the DOE's ENERGY

STAR "Roof Products Qualified Product List" for low-slope roof products.

G. Exterior Fire-Test Exposure: ASTM E 108 or UL 790, Class A; for application and roof slopes indicated; testing by a qualified testing agency. Identify products with appropriate markings of applicable testing agency.

2.2 THERMOPLASTIC POLYOLEFIN (TPO) ROOFING

A. TPO Sheet: ASTM D 6878/D 6878M, internally fabric- or scrim-reinforced, TPO sheet.

1. Basis-of-Design Product: Subject to compliance with requirements, provide

Johns Manville; a Berkshire Hathaway company; JM TPO – 80 MIL or a comparable product by one of the following:

a. GAF.

b. Carlisle SynTec Incorporated.

2. Source Limitations: Obtain components for roofing system, roof insulation, and fasteners for membrane roofing system from roof membrane manufacturer or manufacturers approved by roof membrane manufacturer.

3. Thickness: 80 mils, nominal.

4. Exposed Face Color: White.

5. Must be compatible with electromagnetic induction welding fastening system.

2.3 AUXILIARY ROOFING MATERIALS

A. General: Auxiliary materials recommended by roofing system manufacturer for intended use and compatible with other roofing components.

1. Adhesive and Sealants: Comply with VOC limits of authorities having jurisdiction if local jurisdiction requirements exceed those listed below.

2. Adhesives and sealants shall comply with the following limits for VOCcontent:

a. Contact Adhesives: 80 g/L.

b. Other Adhesives: 250 g/L.

c. Single-Ply Roof Membrane Sealants: 450 g/L.

d. Nonmembrane Roof Sealants: 300 g/L.

3. Sealant use and allowed locations will be confirmed by COR, shall have low odor, and be limited to use only at roof drains and edge sealant for cut edges of themem- brane sheets.

B. Sheet Flashing: Manufacturer's standard unreinforced TPO sheet flashing, (1.4

mm) 60 mils thick, minimum, unreinforced thermoplastic polyolefin sheet flashing, of same color as TPO sheet.

C. Prefabricated Pipe Flashings: As recommended by roof membrane manufacturer.

D. Roof System Vents: As recommended by roof membrane manufacturer.

1. Size: Not less than 4-inch diameter.

E. Bonding Adhesive: Not Used.

F. Metal Termination Bars: Manufacturer's standard, predrilled stainless steel or aluminum bars, approximately 1 by 1/8 inch thick; with anchors. For use on top of parapets and on metal wall structures.

G. Fasteners: Factory-coated steel fasteners and induction welding plates complying with corrosion-resistance provisions in FM Approvals 4470, designed for fastening roofing components to substrate, and acceptable to roofing system manufacturer.

1. Secures roof materials to 22-gauge minimum steel deck or 4 inch thick steel/ concrete composite deck.

a. Steel deck penetration: 3/4" minimum.

b. Composite Deck penetration: 1 1/2" minimum.

c. Reinforced concrete deck penetration: 1 1/2"minimum.

2. Head: #3 Phillips truss head.

3. Diameter: 0.435 inch.

4. Thread Diameter: 0.275 inch.

5. Shank Diameter: 0.202 inch.

6. Length: Sufficient length to penetrate steel deck at top flute the recommendeddepth.

7. Drill point: Heat treated.

H. Induction Welding Plate

1. Secures roof insulation and TPO membrane roofing.

2. Type: Use TPO-Type

3. Plates: Coated with membrane formulated for TPO membrane roofing by membrane manufacturer.
