STATEMENT OF WORK:
Emergency contracting services are needed to replace and repair all mechanical and electrical systems associated with Sewer Pump Station 1286.

Background:
| The Beltsville Agriculture Research Center (BARC) is the primary location of plant science research for the United States Department of Agriculture (USDA). The research, experiments and studies conducted within its building are critical to the ongoing mission of the USDA. The BARC campus sits on 7000 acers in Beltsville Maryland, because of the number of building, labs, and types of research associated with BARC, the center maintains two wastewater treatment plants and one water treatment plant. There are several sewage pump stations in various locations to ensure proper treatment process are followed. Sewage pump station 1286 is one such station, which is located on the BARC East campus. There are five (5) office and lab buildings that rely on the operations of pump station 1286 to process raw sewage. |
| In recent weeks, the area has had severe weather which is believed to have cause the sewage pump station 1286 to malfunction and fail completely. This station is one of many that is required by federal and state laws and regulation to function at all times even in the event of emergencies such as loss of power. All functions of pump station 1286 are offline. It appears the pump stations systems have been electrically shorted causing both pumps to fail. The electrical control panel needs replacing, the emergency backup system (Generator and ATS) have failed and need replacing, the alarm system has failed, and the float system has also failed. |
Scope of Work:
The contractor shall furnish all parts and materials required to bring all systems associated with Sewage Pump Station 1286 back into operation. The contractor shall replace the existing nonworking generator and automatic transfer switch to ensue emergency power is available for emergency situations. The contractor shall install a Well Tech. Mission Control alarm system to keep consistency with the facilities other sewage pump station. The contractor shall replace the existing electrical panel with one capable of housing all controls for the pumps, floats, alarms system, and emergency power supply needs. The contractor shall install a new float system compatible the Well Tech Mission Control system. The contractor shall replace all valves associated with pump station 1286, in addition to any necessary brackets, and guide rails. The contractor shall replace all piping that is below industry standard after inspections. After all work, has been completed the contractor shall furnish a comprehensive electrical diagram showing sequence of operation of all system within the new electrical panel. The contractor shall provide a one year warranty on all parts and labor.

General:
In accordance with this contract the contractor shall provide all labor, material, equipment and transportation to include all accessories and incidentals necessary to complete the job to government requirements. The facility under this contract may contain asbestos materials. The contractor is warned not to disturb any asbestos material during the performance of this work. Should the contractor encounter any material that in their judgement may contain asbestos, they must stop work immediately and notify the contracting officer (CO) within 24 hours.
Prior to commencing work, the contractor is required to obtain Construction Authorization, vehicle permits and identification badges. Vehicle permits and identification badges must be returned to the Government prior to final payment.
NOTE: THE CONTRACTOR SHALL NOTIFY THE GOVERNMENT TECHNICAL REPRESENTATIVE ON 301-440-9641 or 301-504-8025 AT LEAST 24 HOURS BEFORE ANY WORK IS SCHEDULED TO START.
All contractors work shall be monitored and inspected by personnel and done in accordance with the Statement of Work and attached drawings, specifications, graphics, BARC special conditions and performed in accordance with federal, state and local regulations as well as all applicable building codes, Construction Standards and Codes. Americans with Disabilities Act, state and local traffic codes, Maryland department of the Environment, the Maryland Highway Specifications and MDE concerning the Clean Water Act. In the event of conflict the most stringent regulation will prevail.

A1000i Loop Powered/4-20mA Submersible Level Tra nsmitter
The A1000i Submersible Level Transducer is the industry’s most highly engineered and advanced submersible level transmitter for the measurement of liquids containing high amounts of solids such as raw sewage/wastewater. The unit works equally well in potable water applications. The robustness and high reliability of the A1000i is based on its maintenance free design and simplicity of operation allowing it to operate in harsh environments. The unit is unaffected by turbulence, foaming, false echoing, solids build up, and atmospheric changes that often cause other level transmitter technologies to fail. A selection of pressure ranges is available to fit most wet well level/pressure measurement applications from high accuracy weir level/flow rate measurement to the deepest of wet wells and storage tanks. Several mounting options are available including vessel, pipe, fixed and suspension kits.

Combined Sewer Overflow (CSO) (fixed or suspended) within the liquid Sequencing Batch Reactors (SBR) media and uses a sensing diaphragm to Lagoons/ponds, Lakes & Rivers measure the hydrostatic head-pressure. The Equalization Basins pressure produced is proportional to the Weir Flow Measurement height of the liquid above the sensing Contact Tanks diaphragm.
Sumps The protruding (no cavity) flexible Teflon coated Buna-N diaphragm uses a liquid fill
· Water to transfer the external diaphragm pressure Raw Water Intake Level to a stable and accurate gauge pressure type Filter Water Levels piezoresistive sensor. MyDro 150 and 850 RTUs Easy to Install Each remote terminal unit (RTU) includes the necessary hardware for installation, such as a cellular radio, enclosure, backup battery, transformer, antenna with cable, and mounting hardware. M150 RTUs Real-Time Alarms with Hourly Summaries M150s summarize pump run times and pump starts hourly. All alarm data is reported in real-time. Analog data and RTU status are reported hourly. Simultaneous pump runtimes can be reported when two pumps run.
M850 RTUs Real-Time Alarms and Streaming Data M850s report pump starts and stops in real-time. Analog values are reported every two minutes or on 5% change. Volumetric flow calculations can utilize this information along with sump volume (as determined by an analog level sensor or fixed entries) to calculate hourly volumetric flows.
Remote Control Expand your system with optional remote control for offsite wells, tanks, gates, chlorine dosers, variable frequency drives, and more. Optional automatic remote control interfaces include the Tank and Well Control Package, Digital Intertie, and Analog Intertie.

USFilter Control Systems is proud to introduce the LC150 Pump Controller, the newest addition to the family of “View-At-A-Glance” controllers. For nearly two decades, the D150 Series of “View-At-AGlance” Pump Controllers has set the standard in the industry for ease of use and reliability. Now the LC150 provides the simplicity customers have come to expect with the advanced features they need – all in one system!
The LC150 is designed specifically for pump station applications and offers a simple, reliable and cost effective solution. The new "View-At-AGlance" interface provides the operator with all the information needed to operate and maintain the pumping system and is UL® listed and NEMA® 4 rated.
FEATURES
Telemetry Ready - with the addition of a radio, phone line connection or connection to a high speed Ethernet interface (with the Ethernet option), the LC150 allows you to monitor station status, change pump start and stop setpoints, change high and low level alarm setpoints, acknowledge alarms, and view pump run, fail, and performance information remotely. If alarm notification is the only requirement, the optional integrated alarm dialer provides real voice notification of alarm conditions over a dial up telephone line.
Versatile - the LC150 can be used to control and monitor up to three constant and/or variable speed pumps in either pump up or pump down mode. This versatility makes the LC150 useable even in difficult pump applications like pressure/flow controlled booster stations.
Time and Date Stamped Alarm/Event Log - the LC150 logs the time and date that alarms and events occur. This historical log provides the operator with the ability to analyze pump performance and system failures.
Volumetric Flow Calculator - the LC150 calculates flow rates based on level excursions and logs daily flow, flow rates per pump and average flow rate per pumping cycle. This information can be viewed locally at the operator interface and remotely via the telemetry connection.
Password Protection - three levels of password security allows only authorized users to modify the controller parameters.
Site Security - with the addition of a simple door switch or motion detector, the LC150 can function as a site security system used to detect unauthorized entry onto the premises.
