STATEMENT OF WORK FOR A

LN2 VACUUM JACKETED PIPING INSTALLATION

1. BACKGROUND

The National Institute of Standards and Technology (NIST) Center for Neutron Research (NCNR) owns a liquid nitrogen (LN2) system that provides LN2 to several users. The system includes two (2) 6000-gallon LN2 dewars and a system of vacuum jacketed (VJ) piping. Currently, only one of the dewars is connected to an active system. NIST must connect the inactive dewar to the active LN2 piping system with a section of vacuum jacketed piping. This Statement of Work (SOW) outlines the requirements for the vacuum jacketed piping section. The specification ‘Technical Specification for a LN2 Vacuum Jacketed Piping Installation.docx’ outlines detailed technical requirements for this work.

2. OBJECTIVES

Obtain and have installed a 1”x3” VJ piping spool to provide interconnection between two 6000-gallon LN2 dewars at the NCNR.

3. SCOPE

The scope of work to be performed under this effort is for engineering design, fabrication, installation and testing of a VJ LN2 transfer line. This piping spool will connect a LN2 supply from an existing 6000-gallon LN2 dewar to an existing LN2 VJ piping system. On one end, the transfer line shall mate with an existing 1” x 3” male bayonet (Chart Industries part number 20627710). The other end of the transfer line shall connect to an existing 1-1/2” x 3” VJ pipe immediately downstream of an isolation valve on the LN2 dewar. The LN2 transfer line shall include a 1” VJ remotely actuated isolation valve, suitable safety relief valve, combination evacuation and relief port (including vacuum gauge tube manifold, isolation valve and dust cover assembly), a capped thermocouple vacuum gauge tube (Teledyne type DV-6R), a flexible pipe section, and structural support for the pipe spool.

4. TASKS

The contractor shall perform the following tasks within the scope of this project:

4.1. Develop an engineering design for manufacturing the piping based on a conceptual CAD model supplied by the government and all requirements outlined in the project specification;

4.2. Remove existing 1-1/2” x 3” VJ piping downstream of 6000-gallon dewar isolation valve, cap mating VJ line;

4.3. Fabricate and install pipe supports for the new VJ piping;

4.4. Fabricate and install a new VJ piping spool in accordance with the project specifications,

4.5. Purge the piping assembly with nitrogen gas;

4.6. Perform final pressure and leak test of the piping spool in accordance with the project specification;

4.7. Provide as-built drawings in accordance with the specification;

4.8. Provide design calculations and analyses, a quality assurance and fabrication plan, and other documentation as outlined in the project specification and this SOW.

5. PROJECT MILESTONES

Due to the current COVID-19 pandemic, access to the NIST Campus is restricted. Due to the access restrictions, the Government is not able to set a start date at this time. When restrictions are lifted the Government will issue a Notice to Proceed (NTP). The contractor shall start work no later than 30 days after receipt of the NTP.

6. DELIVERABLES

6.1. Hardware to be delivered by contractor

The contractor shall deliver 1” x 3” VJ piping spool in accordance with NIST document ‘Technical Specification for a LN2 Vacuum Jacketed Piping Installation.docx’, comprising of the following hardware components:

6.1.1. Piping

The contractor shall provide

· Interconnecting VJ piping between an existing 6000-gallon LN2 dewar and an existing 1” x 3” VJ piping assembly,

6.1.2. Miscellaneous

The contractor shall provide:

· Pipe supports for contractor provided piping assembly;

· Complete documentation package for the piping assembly;

· Packaging of all parts to be transported to NIST.

6.2. Engineering and services to be provided by contractor

The contractor shall engineer and provide services in accordance with the document ‘Technical specification for Specification for a LN2 Vacuum Jacketed Piping Installation.docx’, including but not limited to the following items:

6.2.1. General

The contractor shall provide:

· Project management, scheduling, interface and quality control for the proposed VJ piping assembly;

· Design of all contractor provided piping including inspections, approvals, modifications and documentation;

· Project meetings and fabrication checks as required at contractors and buyers’ premises;

· Pressure and leak checks of contractor provided piping;

· Planning for shipping, testing, installation of contractor provided piping, and acceptance testing;

· Packing and shipping of all contractor provided piping and parts to be delivered to NIST site;

· Providing all necessary quality documentation, inspection and test protocols, material certificates etc. for contractor provided piping.

6.2.2. Site Services to be provided by contractor

The contractor shall provide:

· Unloading of all piping delivered from contractor to the NIST site and placing it in its final position;

· Removal and disposal of packaging material;

· All tools and consumables required for the installation;

· Installation of piping between NIST interfaces (6000-gallon LN2 dewar and existing VJ piping) at building 235;

· Cleaning, purging, evacuating and filling with nitrogen gas of all contractor supplied piping;

· Pressure and leak checks of contractor provided piping.

6.2.3. Minimum documentation to be provided by contractor

Documentation requested below shall be submitted to NIST at least ten (10) working days for review by NIST prior to the Project Design review meeting. NIST shall submit approval of the reviewed documents within five (5) working days after receipt of the corrected documents from the contractor.

· Drawings and schematics shall be submitted electronically to NIST.

· A project plan outlining all steps in the execution of the project (at Kick-off meeting);

· Schedule for the design, procurement, fabrication, assembly, delivery, installation, and acceptance testing, showing the major milestones and the critical path (at Kick-off meeting);

· Design and layout drawings including piping and interfaces (at Project Design Review meeting);

· Acceptance test procedures description including leak and pressure tests (prior to installation);

· Welding and examination procedure and qualifications (at Project Design Review meeting);

· Quality Assurance (QA) plan describing the specific quality-related work methods and means as well as the procedures for activities and responsibilities (at Project Design Review meeting);

· All test and inspection reports from internal and external piping checks, pressure and leak checks (at Site Acceptance Review meeting).

· Health and Safety Plan (two (2) weeks prior to beginning work)

6.3. Terms of Delivery

All hardware deliverables are to be suitably packed, loaded and shipped to NIST site FOB Destination.

FOB Destination means: The contractor shall pack and mark the return shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery, including customs costs. The contractor shall inspect the instrument for radiation hazards and shipped in accordance with safe handling practices for radioactive materials. The Contractor shall provide the appropriate transfer notice for radioactive material.

The piping shall be installed, acceptance tested and fully functional available for NIST including all documentation no later than three months after award of the contract (see section 9).

***Due to ongoing limited site access of the NIST facilities, the Awardee SHALL confirm with the Designated Government Official and the Contracting Officer prior to ANY shipment to NIST.***

Standards for Acceptance of Deliverables:

The NIST TPOC will provide written comments on each deliverable within fifteen (15) calendar days from receipt of a given deliverable. The Contractor shall make any needed changes and resubmit the deliverables within 15 calendar days from receipt of electronic or written comments from the TPOC. The TPOC will provide written notification via email when a deliverable is accepted.

8. Government Responsibility NIST will provide the following to support completion of the deuterium piping assembly:

8.1. Engineering and services

· 3-D CAD model of facility and conceptual design of LN2 VJ piping assembly;

· Project meetings and fabrication checks at contractors and buyers’ premises as required.

8.2. Site services

· Access for contractor personnel to NIST site upon written notification;

· Site safety training of contractor personnel when applicable;

· Limited storage for contractor provided equipment;

· Electrical power for contractor provided tools and equipment;

· Access to restrooms

· Receipt and inspection of incoming parts, spares, documentation etc. and appropriate storage;

· Free access and clearing paths in order to enable the contractor to place equipment delivered by the contractor in their final position.

9. Requests for Modifications In the event that contradictions in this Statement of Work or related documents and/or unforeseen conditions are detected, the Contracting Officer shall be informed immediately. The problem is to be resolved in writing and the relevant documents amended. The Contracting Officer is the only person with the authority to make changes to this order. No modifications or additional services shall be completed without prior written approval from the Contracting Officer. Any action taken on behalf of the contractor without written approval from the Contracting Officer is solely the financial responsibility of the Contractor.

NIST and the contractor have the right to inform the other party of requests for modifications. Each recommended modification must be clearly identified (by a unique number) and be used in all subsequent correspondence.

All modifications that affect specified values or other contractual content must be documented without delay with respective notice to NIST. For each such modification, the following information shall be provided:

· Reason for modification;

· Effect on the extend of work involved, documentation and drawings;

· Effect on scheduling;

· Effect on overall cost;

· Other influenced factors (reliability, safety, maintenance);

· Additional justifying documents.

10. CAMPUS ACCESS TRAINING

Note that this work shall be performed at the NIST Center for Neutron Research. Contractors shall be required to obtain a temporary site access card and undergo radiation safety training prior to commencing work. On site radiation safety training takes approximately 2-4 hours and completion of an on-line training module.

11. PLACE OF PERFORMANCE

Work shall be performed at the NIST Center for Neutron Research, 100 Bureau Drive, building 235, Gaithersburg, MD 20899. Contractor shall perform all work during NIST normal access hours 6:00 AM to 7:00 PM, Monday through Friday, except for Federal holidays and closures.

12. PERIOD OF PERFORMANCE

The period of performance, from the date of award to completion of installation and final acceptance by the NCNR shall not be longer than three (3) months. If the project cannot be completed within this time due to Government delays, additional time for completion shall be agreed upon by both parties and incorporated into the purchase order through a bi-lateral modification.

13. WARRANTY

Vacuum Jacketed piping assembly shall be warranted to free from material defects in material and workmanship for a period of one (1) year from acceptance by the Government.

14. CONTACTOR MINIMUM QUALIFICATIONS

Contractor shall have at least five (5) years of proven experience fabricating, installing and testing cryogenic vacuum insulated piping systems. Contractor shall provide references of at least three (3) projects of similar size and scope.

15. PAYMENT SCHEDULE

Advance payment is not authorized. Services must be invoiced for in the arrears.

16. GENERAL INFORMATION

Safety: The Contractor employee shall be responsible for knowing and complying with all installation safety prevention regulations. Such regulations include, but are not limited to, general safety, fire prevention, and waste disposal.

Security: NIST is a restricted campus. An identification badge is required for access for entry into buildings and also is shown to the armed Security Police when entering the campus.

Regular Business Hours. Regular business hours are Monday through Friday, 7:30 am to 5:00 pm Eastern Time, excluding Federal holidays and NIST closures.

Identification Badges: Contractor employees shall comply with NIST identification and access requirements. Each Contractor employee shall wear a visible identification badge provided by the NIST Security Office.

Vehicle Registration: All Contractor employees must register their vehicles with the NIST Security Office to gain access to the campus. A valid driver’s license, Government-furnished civilian ID, proof of insurance and current registration must be presented to the NIST Security Office, at which time a NIST vehicle pass will be issued. The pass shall be displayed on the vehicle in accordance with NIST Security Office instructions.
