1. SCOPE
1.1 SUMMARY
Design and build replacement standing seam metal roof and TPO roofing system. Locate source of existing leaks and ensure detailed drawings address the cause.
1.2 BACKGROUND
Land Port of Entry (LPOE) operates 24 hours a day and processes travelers entering the U.S. from Canada. Water has been leaking into the occupied space and the roof is close to the end of its service life. The roofs to the south and west are sloped towards the building. Gutters were constructed to collect the water, but we suspect that the standard flashing details were not designed to account for the reverse slope of the roof. The west roof has wide flashing caps which may direct water towards the interior of the building.
1.3 PROJECT DESCRIPTION
Redesign, remove and replace the existing standing seam metal and membrane roofing over the main building. Work may include removing the existing skylights, gutters and flashing. Pay special attention to the locations where beams, slabs, columns, gutters and roofs overlap in the middle of the building. The roof over the inspection lanes to the south does not require replacement at this time.
Drawings:
Reference attached PDF drawing “A6 Design Intent Drawing.” AutoCad files will be provided at time of solicitation. The designer is responsible for verifying the accuracy of the drawings prior to using them.
Design:
· Locate all existing roof leaks and verify with testing to confirm.
· Design new metal roofing and all flashing details for the main building. Retrofit structure to support roofing where existing skylights are.
· New TPO roofing in the two mechanical areas.
· Re-design ceiling and lighting for the interior spaces that will be affected by removing the skylights.
Preconstruction and Inspections:
· Preconstruction meeting. After design drawings have been accepted by GSA, coordinate and schedule a preconstruction meeting between GSA, Contractor and CBP to review installation procedures and coordinate the demolition and installation of the new roof.
· Initial inspection. Schedule inspection with GSA PM/COR when a representative sample of roofing, flashing etc. is scheduled to be installed to ensure that the installation is constructed per the design and manufacturers documents.
· Follow up Inspection. Periodic inspections may be conducted by GSA during construction
· Punch List Inspection. Performed punch list inspection with GSA, CBP and contractor when construction is substantially complete.
Construction:
· Install roofing, ceiling and lighting per the accepted design documents.
· Minor mold remediation on the 2x6 studs directly below the parapet wall.
· Minimize impact on 24/7 CBP operations.
1.4 Safety.
a. The Contractor is responsible for safety and must comply with all applicable federal, state, and local safety and health regulations. Personal protective equipment (PPE) must be used as appropriate for the work requirements).
b. Contractor must secure all dangerous areas, materials, and equipment to prevent injury to people during construction. Access to the inside of the LPOE must be maintained at all times.
c. The job site shall be kept clean and free of debris and to remove trash and debris at end of the work day. Any work that gets dust and debris in the work areas of the LPOE shall be cleaned up immediately and provisions to prevent future occurrences shall be taken as soon as possible
1.5 PERIOD OF PERFORMANCE (POP) and Work hours.
a. The design and build duration is 210 calendar days from Notice to Proceed (NTP).
b. Work may be performed between the hours of 8:00AM to 6:00PM and shall be coordinated with port officials through GSA COR.
1.6 SUBMITTALS AND REVIEWS:
a. Schedule Submit critical path method (CPM) schedule within 10 work days of NTP for review and acceptance. Include durations, start and end dates, and predecessors for all tasks. The submitted schedule must be compatible with Microsoft Project 2010.
b. Design charette/kickoff/site visit.
Coordinate and schedule an on site design meeting within ten workdays of NTP. At a minimum the meeting should include:
· Introductions between customer, GSA and designer
· Provide paper concept drawings for review and comment
· Provide outline of proposed specifications
· Walkthrough to document existing conditions, talk to CBP employees
· Develop project requirements
· Designer take minutes, comments and email to COR for distribution and confirmation.
c. 35% Design Government review period is 10 workdays followed by on site design review meeting, run by designer. Provide electronic copies of drawings and specs for review period. Coordinate scheduling with COR. At a minimum the meeting should include:
· Provide comments with designer response, 11”x17” drawings and specifications for reference.
· Drawings in hand walkthrough with customer.
· Designer take minutes, document comments and email to COR for distribution and confirmation.
d. 95% Design Government review period is 10 workdays followed by virtual design review meeting, run by designer. Provide electronic copies of drawings and specs for review period. Coordinate scheduling with COR. At a minimum the meeting should include:
· Provide comments with designer response and discussion if necessary.
· Designer take minutes, document comments and email to COR for distribution and confirmation
e. 100% Design Provide electronic copies of final documents including drawings, specifications and product data. Final back checks and acceptance of final design is 10 workdays after receipt. After government acceptance of the 100% design, submit stamped “Issued for construction” drawings and specifications, including electronic copies and one paper copy for O&M.
f. Punch list Document deficiencies and submit punch list for review by government. Punch list items must be satisfactorily completed before final payment.
g. As-built drawings and product data Maintain a set of redline drawings on site for review during construction. Update the shop drawings when construction is complete and submit updated “As-built” drawings for review and acceptance by GSA. After as-built drawings are accepted, submit final drawings and product data electronically to GSA PM/COR and one 22”x34” set for GSA O&M.
2. DESIGN AND DELIVERABLES
2.1 RESEARCH AND DUE DILIGENCE
a. Meet with government representatives to collect information and data relating to the work.
b. Conduct field research as needed to verify existing conditions.
c. Acquire as built and record drawings appropriate to the work.
d. Research applicable codes and regulations to the project.
e. Attend meetings with customer and GSA stakeholders, up to weekly if required by COR, to support the design effort.
2.2 CONSTRUCTION DOCUMENTS AND SPECIFICATIONS
Contractor shall develop and submit 35%, 95%, and 100% (Final) packages.
The Contractor shall prepare the following deliverables as a minimum (see Format of Submittals section for detailed requirements):
a. Construction Documents:
· Include scaled plans, elevations, sections, details and schedules for each discipline.
· Separate drawings shall be provided for new work and demolition.
b. Specifications:
· Prepare detailed specifications sufficient to accurately direct construction.
3. FORMAT OF SUBMITTALS
3.1 GENERAL
a. All submittals shall comply with 2018 PBS-P100 (https://www.gsa.gov/real-estate/design-construction/engineering-and-architecture/facilities-standards-p100-overview)
b. Provide source documents (“native electronic files”) embedded into parent project documents as requested by the Contracting Officer’s Representative.
c. Drawings and specifications shall be fully indexed and submitted in .pdf format, and CAD per GSA CAD standards, as separate electronic files.
3.2 35% CONSTRUCTION DOCUMENTS
a. Working drawings:
· Provide working drawings at 35% level of development with information sufficient to convey the full scope and design intent of the project.
· All elevations, sections, details, schedules, and calculations appropriate to this level of review shall be presented. All drawings that will ultimately be required are to be identified.
b. Specifications:
· Provide draft specifications framework (list of proposed spec sections) with section numbers and titles for all proposed specification sections based upon the American Institute of Architects (AIA) Masterspec system.
c. Following receipt of GSA review comments, the A/E shall provide a written response within one week following receipt of the review comments.
d. Review Meeting:
After a 10 workday government review period, the contractor shall conduct a meeting to review comments from the GSA and customer of the deliverables under this section.
3.3 95% CONSTRUCTION DOCUMENTS
a. Working drawings:
· Provide working drawings complete to the 95% level of development with information sufficient to define in detail all major and minor assemblies, components and construction details of the project.
· Include revisions from the previous review meeting.
b. Specifications:
· All specification sections shall be included, fully edited to a level commensurate with the level of completion of the working drawings and based upon the American Institute of Architects (AIA) Masterspec system.
c. Calculations
· Provide engineering calculations for all disciplines, prepared and/or approved by the registered engineer or appropriate discipline.
· Calculations shall be stamped by the engineer.
d. Review Following receipt of GSA review comments, the contractor shall provide a written response within one week following receipt of the review comments.
· Review Meeting:
After a 10 workday government review period, the contractor shall sponsor and conduct a meeting to review comments from the GSA and customer of the deliverables under this section
3.4 FINAL CONSTRUCTION DOCUMENTS
Provide fully complete, accurate, and coordinated working drawings, schedules, specifications, construction cost estimate, and design calculations, as appropriate to document the work.
The Contractor’s responsible Architect’s and Engineer shall provide signed and stamp final set of drawings.
Working Drawings:
· Provide working drawings complete to the 100% level of development with information sufficient to define in detail all major and minor assemblies, components and construction details of the project.
· Include all working drawings, schedules and notes that will be needed to support bidding and construction.
· Include revisions from the previous review meeting.
a. Specifications:
· All specification sections shall be included, fully edited to a level commensurate with the level of completion of the working drawings.
b. Calculations
· Provide engineering calculations for all disciplines, prepared and/or approved by the registered engineer or appropriate discipline.
· Calculations shall be stamped by the engineer.
c. Transmittals Provide transmittal statements, signed by the Architect/Engineer and consultants, certifying the completeness of the submission, and a Code Conformance Certification by the A/E.
This statement shall be completed, signed and dated by the responsible Architect or Professional Engineer whose seal is shown on the Construction Documents.
d. Distribution of Submittals:
Shall be as directed by the Contracting Officer’s Representative.
4. FORMAT FOR ELECTRONIC DRAWING FILES
4.1 Drawings shall be fully compatible with AutoCAD 2016.
4.2 Standard fonts shall be used.
4.3 Layering shall comply with the AIA CAD Layer Guidelines, long format, and PBS CAD standards.
5. CODES AND DESIGN STANDARDS
5.1 COMPLIANCE
The A/E is responsible for ensuring compliance with all applicable national, federal, state, and local codes and design standards.
