Statement of Work

Center Operations Directorate Smart Infrastructure Technology Team

STATEMENT OF WORK

1 TITLE

Langley Center Operations Directorate Intelligent Operations Portal (IOP)

2 INTRODUCTION

NASA LaRC utilizes the OSIsoft PI as a data historian for asset sensors, meters, and building automation systems across the center. PI allows users to quickly access real time operating data along with corresponding historical data to view operating conditions, alarm status, and how devices are performing. Condition based maintenance (CBM) activities depend heavily on PI, and we are moving towards more efficiently leveraging utility data with PI.

3 PURPOSE

The purpose of this document is to define the task requirements and deliverables necessary to design, build, and deliver the first phase of a fully integrated campus-wide platform of primary infrastructure systems which enable decision support for operational processes. The work will be performed using the Center’s data historian, OSIsoft Pi, as the backbone and make use of the existing application platforms in COD such as ESRI GIS, Energy Management System, and IBM Maximo.

Objectives:

• Enabling process interoperability as the top strategic objective

• Defining comprehensive work processes driven by interoperability

• Delivering standardized performance management consoles to enable prescriptive analytics

4 SCOPE OF WORK TO BE PERFORMED:

The contractor shall provide comprehensive support for the deployment of an intelligent operational portal.

• General Requirements

Upon project award, the contractor shall schedule and host a project kick-off session.

[Deliverable #1]

The contractor shall provide project management support for the implementation of the solution. The contractor shall develop a Project Execution Plan which shall include, as a minimum: Scope, deployment strategy, detailed approach, activities, timeline, and schedule. [Deliverable #2]

The contractor shall design and develop, with the support of the NASA Team, a concept of operations (ConOps) and use case(s) associated with Phase I. Phase I shall include, but not limited to, energy and water (see Energy/Water Requirements below).

The contractor shall setup data discovery sessions, as needed, to determine the information necessary for designing and building of Phase I, not to exceed 80 hours.

The contractor shall identify any additional tools /plug-ins and /or applications necessary to complete the build of this Phase. Recommend any industry standards regarding data analytics tools.

The contractor shall work with the Task Technical Monitor/ COR and stakeholders to prioritize the use cases, scenarios, and work activities described in the project plan.

The contractor shall build an off-site Sandbox (enhancements based on the LaRC environment) environment solution and provide transport instructions to port the objects from the off-site environment to LaRC COD test servers.

The contractor shall support the testing of the solution against the defined use cases and provide test plans. [Deliverable #4]

The contractor shall provide the documentation and training material for the components configured and installed. [Deliverable #5]

The contractor shall provide levels of training (End user / Admin/ Operations/ Energy personnel) appropriate for the components deployed.

• Data Management Requirements

The contractor shall design and develop a data flow diagram architecture that includes a data schema, data flow, and data standards with the input from the LaRC GIS Team.

The contractor shall define and setup the integration points necessary to spatially display real-time data for energy analysis, performance and monitoring on a Campus Map.

The contractor shall determine the components necessary to configure and assist with implementing the OSIsoft PI / ESRI GIS Integrator campus-wide.

The contractor shall setup and assign the roles necessary for effective execution of the key activities, during and post-engagement.

The contractor shall incorporate the use of PI Event Frames, utilizing Pi Analyses (repeatable template calculations) wherever possible to drive the parameters of the Pi Event Frames.

The contractor shall link all model results back to OSI Pi for alert monitoring (ESRI to Pi).

• Energy / Water Requirements

The contractor shall review the Energy requirements defined by the Energy manager not to exceed 16 hours.

The contractor shall review existing dashboards and data views to determine the best option to view building level information capable of supporting the LaRC Campus metered data network for utilities, to include electricity and water.

The contractor shall, using the monthly utility usage (DRD 1.8) report (as an example), recommend a method for determining and storing costs, into Pi, per building necessary for annual reporting.

• The contractor shall build an interface that allows users, if necessary, to enter data manually.

7 OTHER INFORMATION NEEDED FOR PERFORMANCE OF TASK:

Direct interface with PI infrastructure will be worked through NASA EASTII contractors No travel is required, and all work is to be done remotely (on-site work can be done as needed)

8 PERIOD OF PERFORMANCE

All task activities to be completed, seven months post contract award, no later than May 2022.
