MINIMUM REQUIREMENTS

FOR

AIRSPACE OPS FORENSICS ON CARBON BLACK - AETHALOMETER

19 OCTOBER 2020

GENERAL

The AirSpace Ops Forensics on Carbon Black – Aethalometer is anchored on highly specialized and continuous measurement of atmospheric aerosol absorption parameters giving rise to light absorption and hence degraded sensor and laser performance as well as affecting climate and human health. This capability is to be met using an Aethalometer.

The following specification lists the minimum requirements for the capability:

1. Determines light absorption at seven wavelengths: 370, 470, 520, 590, 660, 880 and

950 nm.

2. Continuous, 24/7 operation (in all weather when enclosed in all weather climate controlled enclosure)

3. Capable of distinguishing aerosol origins/types (i.e. diesel fuels versus biomass burning) and relative proportion of each source

4. Capable of assessing mass concentration of black carbon

5. Black carbon detection range: at small as 0.01 grams per cc and as high as 100 grams per cc

6. Detection resolution of black carbon mass concentration: as low as 1 milligram per cc

7. Capable of sampling data from once per second to once every minute

8. Capable of being calibrated (NIST-traceable) in the field (i.e. does not need to be returned to OEM for calibration)

9. The equipment must have capability of operating for at least one (l) month unattended

10. Power requirement: 100 to 230 VAC, 60Hz.

11. Data output via RS-232 COM port and/or USB, and/or ethernet

12. System control and data processing designed for use with Microsoft® Windows operating systems, to simplify set up, operation, data collection, and analysis

PERIOD OF PERFORMANCE

The customer—the Air Force Institute of Technology (AFIT)—will receive equipment no later than

60 days after contract award.

DELIVERY AND TRAINING

The contractor will deliver hardware to the Air Force Institute of Technology (AFIT) at WPAFB, OH.

Delivery Address: Air Force Institute of Technology

Department of Engineering Physics

2950 Hobson Way

WPAFB, OH 45433

AFIT POC: Dr. Steve Fiorino / Dr. Kevin Keefer, AFIT/ENP 937-255-3636 x4506 / x4344

WARRANTY

Free from defects in material and workmanship, under normal and proper use in accordance with equipment user manual, for the period of time of one year after receipt.

PAYMENTS

100% payment after delivery.

BASE/INSTALLATION SPECIFICS

All commercial trucks must enter through Gate 26A, WPAFB, Ohio, which is located off St. Rt.

235, WPAFB, Fairborn, Ohio, for inspection. In accordance with the Installation 88 ABW/SFS base entry procedures must adhere to delivery vehicle process requirements mandated by the

WPAFB AFI 31-101. Once at Gate 16A the driver must have a current pass AF Form 75, Visitor

Pass, requested by 88 ABW/PZ, Area A, Building 1, POC TBD, and be able to show:

A current Vehicle Registration

A current Proof of Insurance

A valid and current Driver's License for the driver

A valid and current Driver's License or other State Identification for any passenger(s) in the vehicle.

Gate Procedures:

Once at Gate 26A be prepared to exit the vehicle and allow for vehicle inspection. At this time you may ask for directions to your final destination.

If the final destination requires the driver to leave Gate 26A and re-enter the base through an alternate gate, the pass received will be sufficient documentation for entry into both gates, within a pre-established time directed by the Security Forces representative.

Arrival at the appropriate gate after the designated allotted time will result in non-admittance to the installation.

This procedure will occur each time a commercial truck requests access to the base.

Current Bill of Lading (BOL) to get delivery driver and the vehicle on base. BOL must include the AF installation name, date of anticipated delivery, and specific destination (including building number, street address, and point of contact information)

Personnel should the following items when entering an installation:

Current Registration for all vehicles x

Current Proof of Insurance for all vehicles x

Valid driver’s license for each driver x

Valid driver’s license or other state identification for each passenger x

Depending on the current Force Protection Condition, a government representative may be required to sponsor those people in person at Pass & ID, Area A, Building 286.

The sponsor must state the guest's purpose and destination. It is the responsibility of the contractor to validate this need with their government POC prior to their arrival so as to coordinate the arrival time accordingly. Sponsors may request that a pass be applicable for multiple days if needed.

To sponsor 10 or more people, a typed list of those people must be submitted by the Government

Acceptor in Word or Excel format, stating LAST NAME then FIRST NAME of each person.

The sponsor must submit that list to Pass & ID Area A, Building 286, no fewer than three days prior to the anticipated arrival. Names listed must be complete names, (no nicknames), and correspond to the names on the state ID for each person.

Mission Essential Services: Contractors are not considered mission essential. Prohibitions:
