1.0 PROJECT:
Project Title: Replace built-up roof building 44 USDA, ARS, Charleston, SC 29414
2.0 PROJECT CONTACT PERSONS:

3.0. SCOPE OF SERVICES:
The Contractor shall provide all professional services, design, labor, equipment, and materials necessary for the accomplishment of the contract project and such required services shall be in accordance with requirements as described herein.
1. The Contractor shall provide services for the following tasks marked by an “X”:
[X] Provide a comprehensive technical and cost proposal to complete the project as per project requirements listed in SOW. Approximate area 80’ x 8’ of covered area per section. You will be responsible for exact coverage from your site visit.
[X] Provide a list of projects of this nature performed in the last 5 years (including a customer point of contact for each project) with the bid package.
[X] The contractor shall assess and provide all materials, labor, calculations, and equipment to fulfill the requirements of this statement of work.
[X] Contractor shall provide labor and system warranties that accompany their bid.
4.0 PROJECT REQUIREMENTS:
The project is located at the USDA, ARS, 2700 Savannah Highway, Charleston, SC 29414.
1. The contractor will inspect and sample replacement areas to determine all materials and equipment needed to successfully complete the project.
1. The Contractor will work with LPOC to ensure project is accomplished in a timely manner.
1. The Contractor’s work shall adhere to the criteria stated within these project requirements and specifications. All abatement efforts shall comply with applicable federal, state, and local code requirements as well as current industry standards (i.e., AHERA; ANSI; ARI; CFR; EPA; OSHA; MS State Dept. of Health; USACE etc.) and health and safety codes in effect at the time of contract award.
1. Service Contract Act applies to all demolition contracts in excess of $2,500. Employee payroll logs for the project will be required to verify wage rates are being adhered to.
1. Additionally, Payment and Performance bonds will be required for projects exceeding $35,000. Obtaining and the cost of these bonds is the responsibility of the Contractor. Proof of Insurance is also required.
e. A site Visit is scheduled for December 12th at 9:00 AM. The Contractor is recommended to visit the site prior to submitting a bid to observe existing conditions. No compensation will be provided for conditions that would be visible during an on-site visit for persons experienced performing this type of work.
4.1 Bid Schedule:
1. The Estimate shall include all work described in 4.2 Description of Work.
4.2 Description of Work:
a. The Contractor shall determine the proper design replacement system needed for a durable watertight 3-ply built-up asphalt replacement system and finished with gravel to withstand maintenance foot traffic.
b. Provide safe barriers for the surrounding work zone and location staff
c. All debris will be hauled off by the contractor regularly until final project completion.
d. Prospective Vendors will need to supply a comprehensive technical replacement design and cost proposal for this 20-year-old built-up roof to be considered an approved submittal. Features necessary include:
1. Replacement product types
2. Plan for old product removal
3. Plan for the environmentally friendly disposal of product and debris
4. Roof system warranties
5. Labor warranty
6. System details
7. Projected completion timeline
4.2.1 Pre-Project Phase Services:
1. Submittals
Prior to issuance of Notice to Proceed (NTP) the following submittals must be submitted to the Contracting Officer (CO) for approval:
1. Work Hours, per Section H.30 entitled, MAXIMUM WORK-WEEK – SCHEDULE. The work hours will include the daily starting and stopping time, and days of the week the Contractor proposes to carry out the work. Daily Facility hours are from 7:00a.m. to 4:00 p.m. excluding weekends and Federal holidays. Contractor shall submit a work schedule conforming to the times of operation listed above and list the anticipated completion date.
1. Project Cost Proposal presented in a cost break-out format resembling a Schedule of Values.

| 5. | Accident Prevention Plan/Safety plan complete with contact info and map to nearest emergency room and minor medical facility. |
| 6. | The contractor shall provide to the CO a list of contract personnel of the general and subcontractors, who will be emergency contacts, including address, and telephone numbers for use in an emergency. As changes occur and additional information becomes available, the contractor shall update the list. |
| 7. | Waste Management Plan: Full plan should be submitted within 14 days of date established for the Notice to Proceed. Approval of the contractor’s plan does not relieve the contractor of responsibility for compliance with applicable environmental regulations. This plan should include all proposed disposal sites and should include waste diversion and recycling when possible. |
4.3 Government Furnished Equipment\Services:
1. The Government will furnish a reasonable amount of electricity and water.
5.0 GENERAL REQUIREMENTS:
5.1 Permits:
Where governing regulations and imposed codes and standards require notices, permits, licenses, inspections, tests, and similar items or actions in order to lawfully proceed with the required work, the Contractor shall obtain items and take those actions in accordance with the regulations of the governing authority. The costs of such permits, licenses, inspections, etc., are the obligation of the Contractor. Submit copies of demolition, hauling, and debris disposal permits and notices for record purposes. Include description of proposed haul routes.
5.2 Utility Severance Certificates:
Provide certificates, issued by the utility owners, of severance of utility services for record purposes if required.
5.3 Installation Plan:
Submit a comprehensive plan, describing the proposed sequence, methods, and equipment for the completion of this roof replacement project.
5.4 Installation Schedule:
Contractor shall coordinate assembly and installation with Local Point of Contact or COR. All disturbances or disruptions of service as a part of work for this building shall be coordinated with the LPOC or COR to prevent jeopardizing on-going research.
5.5 Quality Control:
The work performed under this contract shall be subject to continuous audit by the COR. Quality control is the exclusive responsibility of the Contractor.
5.6 Protection of Work and Property/Safety Requirements:
1. The Contractor shall protect the work, the site, and all existing property and structures within the limits of the project activities or that may be affected thereby until acceptance of the work. Any damage to property shall be repaired at the Contractor’s expense to pre-damaged condition to the satisfaction of the COR.
1. Safety and health matters, as they relate to the work, are the exclusive responsibility of the Contractor. The Contractor shall furnish, erect, and maintain barricades, warning lights, signs, guards, or take other precautions as may be required by law or local authorities of the protection and security.
1. Open depressions and excavations occurring as part of this work shall be adequately barricaded or fenced to prevent vehicle or pedestrian traffic into the work area.
e. The Contract Documents may not represent all surface conditions at the site and adjoining areas.
f. Government will not furnish any labor or equipment to unload or move materials or supplies.
5.7 Disposal of Removed Materials and Debris:
a. Dispose of materials, waste, trash, and debris in a safe, acceptable manner, in accordance with applicable laws and ordinances and as prescribed by authorities having jurisdiction.
b. Burying of trash and debris on the site will not be permitted. Burning of trash and debris at the site will not be permitted.
c. Remove trash and debris from the site at frequent intervals so that their presence will not delay the progress of the work or cause hazardous conditions for workers and the public.
d. Removed materials, trash, and debris shall become the property of the Contractor and shall be removed from the project site and be disposed of in a legal manner. Location of disposal site and length of haul shall be the Contractor's responsibility.
e. The contractor should make every effort to recycle as much of the project debris as possible.
f. Comply with hauling and disposal regulations of authorities having jurisdiction, per federal, state and local requirements.
6.0 Temporary Facilities:
a. Temporary utilities (water and electricity) may be furnished to the Contractor by the Government, if so requested. The Contractor shall maintain and protect all such utilities during the course of the project and shall repair or replace any items damaged through its own negligence.
6.1 Cleanup:
The project site shall be kept clean and free of debris at all times. Restore areas disturbed as nearly as possible to the original appearance and condition. Upon completion of the project, and prior to final inspection, the Contractor shall remove from the premises all unused material, trash, and debris resulting from the work to the satisfaction of the LPOC or COR.
6.2 Final Payment/Contract Closeout:
The following documents are REQUIRED PRIOR TO FINAL PAYMENT (other documents may also be required):
1. Release of liens.
1. Release of Claims
1. Invoice sent to the project’s CO
1. Final inspection and completion approval by the LPOC or IPP
6.3 PROJECT SCHEDULE: The Contract time for this project is 90 calendar days from the notice to proceed. NTP will be issued at the mandatory project kick-off conference.
